SUBJECT 1: DIGITALIZED A MUST APPROACH Due to the severe problems of the traffic situation in Metro Manila, a huge number of possible solutions have been made by the Transportation Department, but we can only presume that the public is confused about which ordinance is currently in effect. The Transportation Department is doing a stick and carrot with its sub-agencies that there is no solid solution in plain view. The following issues are preventing people from taking advantage of the government's actions: 1. Cars on fleet 2. Un-manageable and less cooperative drivers 3. The road is not clear and pedestrian-friendly 4. International Standard Operation deficiency from Traffic Enforcers 5. Corruptible and Schemes Adopting a digitalized method that can empower our monitoring system, traffic accessibility, and road rules will begin the process of resolving traffic issues. We must be prepared to take advantage of the digital age as it comes to fruition, making all of our endeavors and works easier. 1|Page

Borinez / Doable and Simple Concepts for Traffic Management System SUBJECT 2: ROAD ORDER MABUHAY STREETS THE PROBLEM A. MABUHAY ROADS & SECONDARY ROADS We frequently observe illegally parked vehicles on our country's roadways, which simply block streets that should not be clogged. The government agencies in charge of traffic problems regarded towing as a solution, but would towing services be willing to be upfront about their procedures? How will the government ensure that this type of solution is not marred by bribery and corruption? What about the policy of no contact? As we learned more about this solution from the agencies, we came up with a new way for the government to take credit: Towing Payments below: 1. Parking / No parking 2. Clearway 3. Loading and unloading (Public Utility Vehicles) 4. Loading and unloading (Private Vehicles) CONCEPT 1. PARKING / NO PARKING (Mabuhay & Secondary Roads) Visible traffic enforcers should be stationed in the area to ensure that the ordinances and road laws are adhered to. To reduce congestion in the area and for drivers to be responsible at all times, parked vehicles must be towed if they have exceeded the maximum period allowed for parking. A well-trained enforcer would be a better fit for these areas because they must strictly enforce the law and order that has been assigned to them. 2. CLEARWAY (Mabuhay & Secondary Roads) A CLEARWAY time and a PARKING time must be indicated, with a maximum of 2 hours given. This will prevent parking spaces on the streets from being abused. At the same time, all parking spaces are timed, for example, for two (2) hours, producing revenue for the agency. Example: Clearway from 7:30 to 9:30 am / 3:30 to 8:30 pm 3|Page

LOADING AND UNLOADING FOR PUBLIC UTILITY VEHICLES (Mabuhay & Secondary Roads) It should be place in a strategic location so it won't interfere with other cards or intersections. 4. LOADING AND UNLOADING FOR COMMERCIAL (Mabuhay & Secondary Roads) In the main street, there should be a set time for LOADING/UNLOADING. They must, however, have a separate park place for UNLOADING/LOADING during busy hours. Trolleys will be required to transport the products or goods. 4|Page

Borinez / Doable and Simple Concepts for Traffic Management System SUBJECT 3: ILLEGAL PARKING (RESIDENTIAL ROADS) THE PROBLEM Since getting a car was a leap of simplicity and accessibility to attain, finding a parking spot has been a difficulty. Walkways, thoroughfares, and pedestrian lanes all have parked cars in them, clogging our roads and complicating the illegal parking rules. CONCEPT OF ‘ELIMINATION’ I called this ‘CONCEPT BY ELIMINATION’. This process of elimination takes longer than usual, but change can be noticed three to ten (3-10) years after introduction. The city government unit, as well as the government as a whole, should take at least credit for the monthly dues of the registered car owner. With this process, towing services cannot exploit car owners through bribery and corruption, and strong no-contact policies will be able to established. Elimination may be difficult to apply at first but after you see the results, you'll be glad you did. Guidelines to be set by the LGU to the Brgy Chairman regarding the subject (Illegal Parking) a. Because he had to deal with tough people, the BARANGGAY CHAIRMAN had to be harder than normal. b. MARKED PARKING SPACE for legitimate car park owner that are registered at the Barangay and City Hall. c. For the legitimate car park owner, a monthly parking payment is required. This approach was considered because the government owned the parking space that was being used, so the government should at least be given credit. If anyone in the barangay breaks this ordinance, he or she should be issued a violation ticket, regardless of who they are. Only registered cars will be permitted to park in the area reserved exclusively for the owner from now on. He/she should not park in a location where the owner is not listed with the government. Furthermore, The Patriot, a mobile application, must be used to notify unauthorized parking box usage within the Barangay area. Other Options In exchange for a monthly payment, some Barangays might form a partnership with the owner of a vacant lot to use it as a parking place. 6|Page

Borinez / Doable and Simple Concepts for Traffic Management System SUBJECT 4: BARANGAY PARTICIPATION (Barangay Level Official) THE PROBLEM Some traffic signals are not working at peak hours, when a large number of cars and commuters rush the streets, and traffic enforcers are nowhere to be seen. Intersections, U-turn slots, and entry points are becoming increasingly congested, and most of us have developed the habit of just waiting for the line to clear before moving. When no one volunteers to help lessen the traffic load, the situation becomes even worse. And barangay roads aren't well- planned because they're frequently used as alternate routes by private cars and SUV vans looking for a quick shortcut or a way to get ahead of traffic. The majority of intersections in the vicinity are blocked as a result of this. CONCEPT Participation from the barangay will be required. Tanods and/or barangay police should be stationed in areas under the control of the barangay administration to reduce traffic congestion, particularly at junctions, departure and entry points, and adjacent street leading to national roads and highways. Propose personnel to be stationed in the following locations: a. Team called Brgy. Traffic Management Team b. They must undergo basic traffic management scheme from MMDA c. Duty time during peak hours or periods of heavy traffic, such as accidents or emergencies. d. A small radio or walkie talkie should also be available for synchronized communication amongst personnel in charge of traffic flow. e. With proper traffic safety gears and uniforms f. A budget is allocated for the allowance of these personnel ( e.g. came from monthly parking fee concept of elimination) For these personnel to perform better, apart from their traffic-directing expertise. Borinez / Doable and Simple Concepts for Traffic Management System BARANGAY CONSTITUENTS If a Barangay Constituent notices that a Parking Box is being used by an unknown Car Owner, even if it wasn't intended for him or without proper permission from the Barangay, he or she can easily report it to the Parking Enforcer via PATRIOT Mobile Application and the Ticket Enforcer will respond appropriately. This information will be transmitted to the server automatically, and the Ticket Enforcer will be notified. After that, the Enforcer will send the message to the Barangay Captain for proper coordination before heading to the reported address and owner. Note: All data submitted by the concerned citizen (barangay constituents) will be protected by the application's data privacy act. 9|Page

He will halt the violator's car regardless of where it is on the road, not knowing that they can already cause traffic. This is the reason why sometimes there are congestions on the road. CONCEPT Ticket Officers (HPG, MMDA, MTPB, AND OTHER ENFORCER) These are the people in charge of using \"VALIDATOR\" mobile apps to issue tickets to violators. From their designated covered portions of the place Mabuhay, Secondary streets, and even Residential streets within. Using a ticket officer to implement this approach could help to change the culture of illegally parked cars on the road. All drivers will do every effort to follow the rules from then on or fear of earning a penalty ticket. Furthermore, the ticket officer will conduct rounds in residential areas for unlawful park cars in order to comply with Subject 3– Illegal Park Cars in Residential Areas. 11 | P a g e

Borinez / Doable and Simple Concepts for Traffic Management System SUBJECT 6: PARKING OFFICER (RESPONSIBLE FOR PARKING) THE PROBLEM Off-sight parking officers in Mabuhay Lanes, Secondary Roads, and Residential Areas might create a parking space problem, causing congestion in the above-mentioned areas. a. What about payment? Is there an appropriate payment system in place? b. Is there a time limit to allow other cars to park? c. Parking space that has been abused by being parking the whole day d. Is there a count of cars parked on a particular day? There are numerous drawbacks to parking without a system. CONCEPT With the use of a mobile application, having a Parking Officer on the road to handle car parking is a tremendous benefit. It will allow for a proper, quick, and efficient managing of road parking spaces, as well as a corruption-free arrest by the Officer in Charge. The Ticketing Officers, with the assistance of Supervisors, must construct a thorough and precise apprehension in order to monitor all cars being entered for parking fees. 13 | P a g e

The presence of Ticketing Officers in the area is insufficient since they provide poor service as a result of bribery, corruption, and \"Palakasan.\" There is no adequate mechanism in place to do the task. No correctly defined parking places, not allowing other cars to park since some other cars had parked their car for the entire day, and a slew of additional issues, to name a few. CONCEPT The unlawfully parked car will be resolved using the Parking Order Mobile Application in conjunction with trained park officers in various places, including Mabuhay, secondary roads, and even residential roads. Properly in-placed parking slots all over Metro Manila. Advantages a. Generating revenue for the local government unit through accurate inventory of parked cars throughout parking spaces b. In the case of expired tickets, automated inventory is still used as a penalty. c. Because of the use of Park Order Apps, there is less corruption among parking officers. d. Can determine whether the parking ticket is fake and still valid for payment. e. Fair share of parking spaces among another motorist How it works a. All encoded data, including a picture of the plate number, time, date, and position, should be delivered straight to the server. b. To make room for other vehicles, parking duration is limited to two (2) hours. Additional Roadside Parking Officers (Supervisor) to monitor parking on the roadside must be displaced within the area for this to be effective, and there must be no illegal activity on the part of the parking officer for not entering the vehicle to the server. 15 | P a g e

Using the apps: (Option) Scan the License for future reference -the motorist will receive a text message if the parking time has expired. c. Using the apps: getting the details of the car by taking pic plate number and other parking-related information. d. When running errands or attending personal meetings, car owners frequently leave the vehicle unattended or on the hazard to complete their tasks. Shop owners on the side of the road were even taught that the front portion of their store was for them to use as a car parking place for their clients, which was not the case. Some store owners even charge a parking fee for using the Government portion of the road, allowing them to earn extra money. 4-lane roadways have been reduced to two lanes, slowing traffic flow. One of the primary issues with this kind of approach is that there is no income inventory that can be used for the advantage of the Barangay and Local Government Unit, and it might cause too much delay in traffic flow, resulting in thousands of pesos of income supposedly to be utilize for other projects. CONCEPTS The answer to fixing these traffic schemes of roadside parking is to use a mobile application in effect of creating a plus income for the local government. A systematic parking technique will improve lanes that are designed to be used to improve traffic flow. The Timed Parking Scheme Concept is one of the most effective ways to solve the problem of roadside parking while also generating revenue for the barangay and local government unit. As a result, traffic flow will be as smooth as possible because the lanes will be available for use by the general public. The income generated by this scheme will be used by the Barangay for their initiatives, allowing them to have their own budget in case of an emergency. Car owners will be less likely to park obnoxiously at any given moment if this strategy is used. One of the most important ordinances or executive orders to pass is not having to distribute or properly promote or scatter information for the benefit of the public. To avoid arrest, some people just act as though they are unaware of specific traffic rules and regulations. Which is which? Another issue with information dissemination is that not everyone has a smartphone with which they can simply stay up to date. Some of them still use an old model keypad cellphone, giving them only a sliver of information about what is going on in the transportation industry. Advertisements on the radio may be beneficial, but under what circumstances? You can watch videos on YouTube (for example, KAMOTE DRIVERS) to show how many drivers, after spending virtually their entire lives on the roads as drivers, are unable to recognize or understand certain road signs and restrictions. This is an issue since we know that the more car and drivers we have, the less safe, competent, defensive driving, knowledge, and resourcefulness we are. CONCEPT We will use the Barangay level since the Transportation Department and its sectors will not be able to adequately handle the difficulties mentioned above. The Local Barangay Unit, in collaboration with the Transportation Department and the Local Government Unit, must and will use an information dissemination drive for the benefit of individuals who are unaware of road rules and regulations. Car owners, or drivers for that matter, will no longer be able to claim ignorance of or oversight of a road regulation under this approach. “PUBLIC SERVICE MUNA, BAGO HULI o DISGRASYA” is a clear solution. 22 | P a g e

The same may be said for our traffic and apprehending situation. When the enforcers aren't there, car owners are prone to illegal parking, swerving, counterflow, and exceeding the speed limit, or so they thought. Certain traffic enforcer has a habit of surprising the motorist, they remained out of the driver's sight, while the driver of the car thought that nobody is there, he pushes his limit because he thinks that it was safe enough to do, unknowingly then a surprise awaits him. In some places, A traffic arresting officer may emerge out of nowhere in front of him. Giving signal to halt and move away to prevent a traffic jam. On the other hand, the driver is appealing because he knows everyone in the city, from the mayor to the head of a government agency, which leaves the enforcer helpless. Now that the driver escape, he'll probably do it again. Name dropping is a huge problem for both enforcers and individuals who are concerned about their names being drawn into wrongdoings. CONCEPT Concern Citizen Participation Mobile App that may be downloaded for free. Concern Citizens Participation Ver. 2 (General public) in the vicinity of apprehension can take a video or picture with their smart phones, send it to the main server or a stand-alone server, and wait for confirmation that the authority has received it. If the motorist is found guilty, he will be penalized as required, and the concerned citizen will receive an incentive directly credited to his account.
