PERFORMANCE MANAGEMENT Performance Management is a system which ensures that individuals within an organization know and understand the overall purpose of the organization, its strategic direction and goals, how they contribute and accept to be held accountable individually and collectively for the achievement of the stated goals and objectives. Permanent Secretaries and Heads of Departments are required to implement the Performance Management System within their respective Ministries and Departments. Within the last few years the PMAS system utilized within our Ministries has been revamped and moved online, and at present all Appraisals and Work/Operational Plans are created, approved and reviewed through the PMAS online application. Your role in Performance Management We all have roles and responsibilities in the Performance Appraisal process - it is not all up to a supervisor or the HRM&D Branch. Here are some of them. MANAGERS Ensure each individual within the organization has an up-to-date job description showing scope of responsibilities and specific duties. Provide effective leadership, give clear consistent direction, provide necessary resources and relevant tools to get job done. Prepare and present for discussion performance expectations and performance assessment criteria. Conduct assessment based on the performance assessment criteria and prepare performance report EMPLOYEES Know and understand scope of responsibilities and duties to be performed page 1

Know and agree to performance expectations and performance assessment criteria. Discuss performance assessment with manager/supervisor. Know and understand consequences for consistent unsatisfactory performance. REVIEWING OFFICERS Ensure equitable treatment. Resolve any disagreement, which may result from the assessment process. HUMAN RESOURCE MANAGERS Facilitate exercise of managers’ responsibilities. Act as resource persons to both managers and employees. Ensure records are kept. Monitor and review system. Receive employee complaints and offer guidance and counselling. In the event of a disagreement If an employee disagrees with the Manager’s assessment he/she may seek the intervention of the Human Resource Manager or the Reviewing Officer. If the matter remains unresolved the employee is still required to sign and date the relevant section indicating that they are not in agreement with the assessment. THE APPEALS PROCESS 1.The Employee and Direct Supervisor should try and resolve the issue. 2.If the matter is not resolved, the Employee, Direct Supervisor, and Reviewing Officer should try to resolve the issue. 3.If the matter is not resolved, the intervention of the Senior Director, HRM&D should be sought. 4.If there is still no resolution, a Panel will be appointed to adjudicate the appeal. 5.The recommendation of the Panel will be presented to the Permanent Secretary for a final ruling. NB: Legal action may be pursued if there is a point of Law in question.
