Dear Panditji, The states People's Conferrence, at its Udaipur SessI.on reso1ved that • Smaller St~tes should generally be ab- sorbed in the neighbouring provinces.. !'. The people of such states i n general and the ?raja Mandals functioning therein (if xany ) in perticular, would prefer the states merging in a neighbouring province of Br. India, to their be~ attached to a larger state or forming a group of Autocratic States. It is not however clear to me as to how the people of such StatesJCan briQg about that __ situation and also as to how the provinces in Br. India will ab- sorbt them.
