Fire Risk Assessment Executive SummaryOverall Assessment of Safety RiskHaving considered Safety risks on this site, together with the nature, operation and management of thoserisks, the S2 Partnership assessor is of the opinion that on the date of this risk survey, the overall levels ofSafety Risk and the recommended frequency of routine review is as follows: Overall Risk Level Frequency of Routine Review ExplanationMedium Yearly There were three occupied blocks (A, B & C) at Sapphire Court which has two key clients. Block A was in better condition than Block C, with Block B being a link between both. The buildings have a good standard of Active and Passive fire protection. The fire alarm is interlinked and remotely monitored which is important as there is no longer 24/7 security. There was a number of uncontrolled risks particularly the need for improved housekeeping in Block C and correcting faults on the fire alarm panel. A review of the Fire Procedures is necessary as a consequence of the changes in security arrangements which will be encompassed in the Fire Strategy document being produced by The S2 Partnership.Aside from routine review, it is important to carry out a formal review of a risk assessment wheneversomething significant changes on site (known in law as a \"material change\"). This could include, forexample, refurbishment of all or a part of the building, a change of on-site contractor or management, newtenants, or a new process. If in doubt about the significance of a material change, please consult with yourS2 risk assessor.Significant General Safety Issues IdentifiedThe following significant general safety issues were identified during this survey. If you use RiskWise,detailed Risk Improvement Actions have also been uploaded onto the RiskWise webtool against this site.Medium• A poor standard of housekeeping was noted on the vacant floors of Block C which was strewn with builders waste and discarded refuse which increases the risk of fire. The old BMS room on the ground floor had poor waste management which increases the risk of fire.Low• There were no designated reguge points designated by the tenants which could result in a delayed evacuation. The survey included an examination of site fire safety documentation, a physical inspection of areas under the landlord's responsibility, and questioning of site management and other staff where appropriate. The assessment of fire safety risk was undertaken in line with the requirements of the Regulatory Reform (Fire Safety) Order 2005, in Scotland the Fire (Scotland) Act 2005, and associated official guidance. These appeared compliant withAccess / Security BS5266. Some failures on the staircases were noted which were in hand.Means of Escape No secondary power generation on site.Disabled Access / EgressCompartmentation Block A has daytime security and both Blocks are secured out ofSpecial Areas hours. Access control is maintained on entry to the buildings either by a receptionist or by external intercom.Housekeeping Each Block has two or more staircases which are separated from theManagement of Waste office floors and plant areas by fire doors affording at least 30 minutesMethod of Calling Fire Service fire resistance and are either self closing or kept locked when not inFire Assembly Points use. All escape staircases lead directly to open air and are adequatelyOther Relevant Information signposted.Fire Fighting Systems Good access and egress afforded to disabled visitors via access control to summon assistance as necessary. There were no disabledAutomatic Sprinkler System staff on site and no refuge points designated by the tenants.Dry / Wet Rising Mains There was good compartmentation between floors with no obvious gaps noted in common areas. The plant rooms and the bin store are special areas requiring closer scrutiny and improved housekeeping. Housekeeping was notably poor in the vacant offices in C Block and on the ground floor (old BMS room). It was clear that these areas were not being cleared of builders waste and not included in the cleaning regime. Tenants dispose of their own waste to the rear (external) bin store which was clean and tidy. Occupants by dialling 999 or by the remote call centre which provides 24/7 monitoring of the fire alarm. Environment Agency top car park. None noted. No sprinkler systems installed. The dry risers in Blocks A, C & E were being subjected to a 6 monthly visible examination but there was no record of an annual pressure test to BS5306.
