LOS ALAMOS COUNTY, NEW MEXICO | ADMINISTRATIVE SERVICES DIRECTOR WHY APPLY? With almost 75 years as a local government, Los Alamos County is relatively young in its role as an incorporated county. Los Alamos is a place of spectacular scenery, diverse wildlife, uncommon high-altitude recreational opportunities, small-town friendliness, numerous and diverse cultural activities, fascinating history, and world-changing science and technological development. THE COMMUNITY There are two communities in Los Alamos County: Los Alamos (~12,500 residents), and White Rock (~7,000 residents). Technically, both are part of the same incorporated city/county. About 190,000 people live within a forty-mile radius of Los Alamos. Los Alamos National Laboratory (LANL) is the largest employer (15,000) in the County with an annual budget of 2 billion dollars. Approximately 8,000 people commute to the Laboratory from the surrounding area each day. The Lab supports high levels of job stability, income and education, with the highest number of PhDs per capita and a median household income of $123,667 per year. In addition, the County enjoys a low crime rate and gets high marks from residents who feel safe and secure here. The public school district is in the top 4% in the nation, the University of New Mexico has a local branch, and the community has a large, home-schooled population. At 7,245 feet altitude, Los Alamos is “big pine” country, providing a wealth of high- altitude recreational resources, including: ■ Pajarito Mountain, located five miles from downtown Los Alamos, accommodates downhill and cross-country skiing, snowboarding and snowshoeing in the winter, mountain biking in the summer and fall, and hiking year-round; ■ Los Alamos County Golf Course, an 18-hole, par 72; ■ Larry R. Walkup Aquatic Center, featuring a 50-meter, Olympic-size pool (used by Olympic athletes from around the globe), a therapy pool, and scheduled events and activities; ■ Los Alamos County Ice Rink, the only refrigerated, NHL regulation, outdoor ice rink in New Mexico; ■ More than 150 miles of County network and U.S. Forest Service trails that traverse through and around Los Alamos. Los Alamos is also the Gateway to Three National Parks: the Manhattan Project National Historical Park, Bandelier National Monument, and the Valles Caldera National Preserve. Los Alamos’ four-season climate, with an average annual temperature high of 70 degrees and an average annual low of 42 degrees, promotes exceptional recreation opportunities year-round. 2
LOS ALAMOS COUNTY, NEW MEXICO | ADMINISTRATIVE SERVICES DIRECTOR ABOUT THE COUNTY Los Alamos is an incorporated county, established under a special provision of the state constitution. It has both county and municipal authority and powers. Los Alamos County Council has also adopted a home rule Charter. Under the Charter, the Council is the governing body of the County. The Council consists of seven members elected, at large, for four-year, staggered terms. The Council appoints the County Manager and County Attorney. The Utilities Manager is appointed by the Board of Public Utilities, only with the formal approval of the Council. Los Alamos County employs just over 700 people. The County Clerk, Assessor, Probate Judge, Sheriff and Municipal Judge are elected positions. Public Utilities (water, sewer, electric, gas) are managed by the County, along with other municipal services such as Fire, Police, Community Development, Public Works, Community Services and Administrative Services. The Los Alamos community dates to the 1940s Manhattan Project era when it was created to develop the first atomic bomb. The town and associated infrastructure were subsequently turned over to the County by the Atomic Energy Commission. ABOUT THE POSITION Under limited supervision of the County Manager or designee, manages the Administrative Services Department, including the Divisions of Finance and Information Management offering centralized budget, finance, procurement, information technology infrastructure and software, audio/visual, record management services and more. The director plans, implements and achieves organizational efficiencies by dealing with processes and problems affecting Los Alamos County Government, and provides a point of contact for resolution of issues raised by respective departments, divisions and citizens of the county. ESSENTIAL DUTIES & RESPONSIBILITIES ■ Directs the development of strategic plans for Administrative Services. Establishes, implements, and communicates goals, objectives, policies, and procedures in accordance with the strategic plans. ■ Oversees the supervision of personnel, which includes work allocation, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. ■ Oversees each division’s annual goals and budget recommendations and monitors the approved budgets. ■ Provides input to the County Manager and Council on budgets and related issues for department. ■ Recommends and oversees County financial and information technology policies. ■ Provides leadership, oversight, guidance, and support and works with department staff to develop and retain highly competent, customer service- oriented staff through selection, compensation, training, and day-to-day management practices which support the county’s mission and values. 3
LOS ALAMOS COUNTY, NEW MEXICO | ADMINISTRATIVE SERVICES DIRECTOR ■ Oversees staff and program responsible for developing performance measurement systems, planning, organizing, and conducting performance audits of internal and external department agencies. ■ Serves as a key member of the Senior Management Team. ■ Prepares and presents reports on the status, activities and plans for current and future operations. Prepares and presents presentations. ■ Communicates with and represents the department to external agencies, consultants, funding agencies and other organizations and individuals. ■ Encourages a positive working relationship between division and the community at large within the county. ■ Performs other duties as required. The ideal candidates will also possess: ■ Knowledge and understanding of local government policies and practices. ■ Knowledge and understanding of Generally Accepted Accounting Principles and Governmental Accounting Standards. ■ Knowledge of computerized information systems (software, hardware and network systems). ■ Knowledge of Human Resources operations and practices. ■ Knowledge and understanding if effective grant funding processes, procedures and techniques. ■ Knowledge of public administration, principles of organization, local governmental organization, personnel, fiscal, and public sector management information systems. ■ Skill in organizing resources and establishing priorities. ■ Strong analytical, problem solving, and critical thinking skills. ■ Experience working within a complex, demanding work environment. ■ Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies. ■ Skill in collective bargaining negotiations. ■ Ability to mentor and grow staff in establishing and meeting department performance metrics. ■ Ability to communicate effectively, both orally and in writing and the ability to make effective presentations. 4
LOS ALAMOS COUNTY, NEW MEXICO | ADMINISTRATIVE SERVICES DIRECTOR MINIMUM QUALIFICATIONS ■ Bachelor’s Degree in Accounting, Finance, Business Administration, Public Administration, Computer Science, Human Resources or related field. ■ Eight years of progressively responsible experience in business or public administration, fiscal management, or information systems management. ■ Four years of management experience across all years of work-related experience. Must possess, or ability to obtain within first thirty days of employment and maintain a valid New Mexico Class “D” driver’s license. PREFERRED QUALIFICATIONS ■ Master’s Degree in Accounting, Finance, Business Administration, Public Administration, Computer Science, Human Resources or related field. ■ Experience in local government or public sector in a leadership role. COMPENSATION & BENEFITS ■ Salary range is $136,204 – $221,788 annually ■ Annual Leave: 15-24 days per year ■ Sick Leave: 12 days per year ■ Holidays: 12 days per year ■ Relocation reimbursement is negotiable ■ Medical, Dental, Vision & Mandatory Life Insurance − 80% paid for employee and dependents − Basic and AD&D Life Insurance policies of $50,000 each − Retiree Health Care Authority: − Employer contributes 2.00% of base salary (employee contributes 1.00%) ■ Long Term Disability − Benefit may pay 60% of base wages up to $8,000 per month, if qualified ■ Retirement − Mandatory PERA (Defined Benefit Plan): Employer contributes 15.3% of base wages (employee contributes 10.15%) − Mandatory Los Alamos County Employee Pension Plan (Defined Contribution Plan): Employer contributes 9% of bases wages (employee contributes 1.0%) − Voluntary contributions to 457 plan (no employer contributions) − Los Alamos County does not contribute into/deduct for Social Security 5
