President of the Republic of Uzbekistan Sh.M. Mirziyoyev about science and innovation We need innovative development like air. We have set ourselves the goal of joining a number of developed countries and we will be able to achieve it only through accelerated reforms, relying on science, education and innovation. For this, we first of all need to educate cadres of a new formation, acting as initiators and possessing a strategic vision. [1] It is necessary to determine priorities in the field of science, because it is impossible to cover all areas at once, the president emphasized. Each year, attention will be paid to the development of several areas of science. In 2020, these are mathematics, chemistry, biology and geology. We must deeply master new knowledge and innovative technologies. This will give an opportunity to follow the shortest path of progress. Administrative-territorial division of Uzbekistan has 3 levels: on the first there are 12 regions (viloyats, uzb. viloyat, viloyat), 1 republic (Karakalpakstan) and 1 city of central subordination (Tashkent). MINISTRY OF INNOVATIVE DEVELOPMENT

Ministry of Innovative development of the Republic of Uzbekistan Abduraxmonov Ibroxim Министерство инновационного развития РУз было Yulchiyevich создано указом президента от 29 ноября 2017 года. [8] Minister of Innovative Ministry activities: Development of the Republic • implements a unified state policy in the field of of Uzbekistan innovative and scientific and technical development of the Republic of Uzbekistan, aimed at the comprehensive development of public and state life, increasing the intellectual and technological potential of the country; • assesses innovative activities based on indicators of its effectiveness, determines the main directions of development of the relevant industries and areas that require the primary introduction of advanced technologies; • coordinates the activities of government bodies, research institutions and other organizations on the implementation of innovative ideas, developments and technologies; • within the framework of the assigned tasks, studies the state of affairs in state bodies and other organizations, collects and summarizes proposals for improving innovative activities; 27

Fund for Support of Innovative Development and Innovative Ideas under the Ministry of Innovative Development The Fund was established on the basis of the decree of the President of the Republic of Uzbekistan PP-3416 dated November 30, 2017.[8] The main activities of the Foundation: • funding for the creation in research and higher educational institutions on the basis of competitive selection of fundamentally new, equipped with modern high-tech equipment research laboratories for advanced research and survey work aimed at ensuring the breakthrough development of science and technology in the country, the development of innovative products; • covering the costs of appraisal, as well as registration and maintenance abroad of intellectual property rights (patents) created within the framework of state scientific and technical programs, in order to transfer domestic innovative developments and technologies; • financing of measures for equipping modern scientific equipment and uninterrupted provision of necessary supplies and components of scientific laboratories of scientific and higher educational institutions involved in the implementation of state scientific and technical programs; • payment of the costs of providing free access of research and higher educational institutions to leading electronic scientific databases, as well as preparing for publication of scientific results in international journals; • financing short-term research internships for young scientists in leading foreign scientific organizations (centers, universities, etc.), including for mastering the methodology of working on high-tech equipment acquired for equipping scientific laboratories; • financing of expenses (remuneration, transportation costs, etc.) of highly qualified foreign scientists and specialists involved in conducting research, harmonizing and harmonizing legislation in the field of technology transfer, as well as effectively fulfilling tasks and functions assigned to the Ministry on the basis of agreements (contracts) concluded with them financing of other events, including the organization and holding of annual fairs of innovative ideas, developments and technologies, carried out in accordance with the tasks and functions assigned to the Ministry. 28

Center for Advanced Technologies under the Ministry of Innovative Development Since April 2018, the center for advanced technologies has been part of the Ministry of innovative development as a research institution. The center serves as a technology platform for the Ministry, which provides opportunities for scientists, innovators and entrepreneurs to develop joint solutions that are cost-effective for all participants and the Republic of Uzbekistan as a whole.[9] The main activities: • conducting fundamental and applied scientific research and implementing innovative developments in the field of advanced technologies; • implementation of targeted scientific, technical and innovative programs, assistance in the creation of experimental research structures; • development of high-tech and advanced technologies, participation in modeling, prototyping, manufacturing samples of new innovative products and conducting their tests; • effective cooperation with academic, University and industry science; • promotion of new promising ideas and developments; • creating favorable conditions for young people to master modern research methods, as well as introducing information technology capabilities into scientific practice and expanding and strengthening international scientific ties. 29

Scientific and practical center for the implementation of innovative projects The centre was established on the basis of the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan from 06.04.2018, No. 276 \"On measures on organization of construction of a building of the Ministry of innovation development of the Republic of Uzbekistan and the establishment of the Innovation Park and research center for implementation of innovative developments\". [10] The objectives of the establishment and operation of the Center: • promoting the development of innovation, creating the necessary conditions for effective interaction of the center with industry; • ensuring the transfer of research results through technology licensing; • creation of technological small innovative enterprises or companies based on institute technologies, as well as involvement in research contracts and grants. 30

Academy of Youth Main goals: • search for talented youth from different regions, assistance in the growth of talented youth and mastering it in a certain area; [11] • creative, intellectual development of youth in cooperation with state and economic administration, research and educational institutions and building the potential of business; • ensuring cooperation of talented and enterprising young people with leading scientists and businessmen of the country; • supporting talented youth interested in scientific research, creating opportunities for practical and innovative research, carrying out systematic work to train a new generation of young scientists; • creating favorable conditions for young scientists to solve specific problems, developing advanced technological developments that are in high demand in the domestic and foreign markets; • to form a team of future academics who will find their place in the field of science and will be able to contribute in the future to the prestige of science in the country; 31

Center for Scientific and Technical Information December 11, 2019 by order of the Minister of Innovative Development Abdurakhmonov I.Yu. The Center for Scientific and Technical Information began its activity. [12] This center is part of the structure of the Ministry in accordance with the Decree of the President of the Republic of Uzbekistan No. PP-3416 dated November 30, 2017 \"On the organization of the activities of the Ministry of innovative development of the Republic of Uzbekistan\" Main objective- improvement of the state system @cstiuzb of scientific and technical information. At the @cstiuzb same time, at the initial stage, the center has four main tasks: • formation of databases of scientific and technical information and conducting a comprehensive analysis of the effectiveness of scientific and innovative activities; • preparation of materials for the annual National Report on Innovative Development. • development of effective mechanisms for conducting scientific and technical expertise of R&D and R&D projects submitted for funding with the involvement of foreign experts; • development of international cooperation in the exchange of scientific and technical information Also, it is important to note that the Center will be engaged in the preparation of data and indicators necessary for the implementation of international assessment procedures and cross- country comparison in terms of the level of development of science and innovation, including when determining the position of Uzbekistan in the Global Innovation Index (GII). From the point of view of managing the development of scientific and innovative activities, the Center will play a key role, implementing high-quality information support for the processes of making strategic and operational decisions 32

Publishing & Printing House of Innovative Development The State Unitary Enterprise \"Publishing and Printing House of Innovative Development\" was created in accordance with the Order of the Ministry of Innovative Development of the Republic of Uzbekistan №54 dated February 17, 2018 with the aim of consistently introducing innovative ideas and developments in all spheres of state and public activity, actively participating in the preparation of modern highly qualified personnel.[13] The publishing house was established by the ministry and is part of its structure. Its main functional task is to perform at a professional level various publishing and printing works. «Yashnabad» Innovative techno park This is a territorial, scientific, technological and technical base for the implementation of innovative projects. Technopark is a property complex that combines research institutes, industrial facilities, business centers, exhibition sites, educational institutions, as well as service facilities: vehicles, access roads, residential settlements, security. Uzbek-South Korean educational and practical textile technology Park The Technopark's activities are aimed at introducing innovative ideas in the textile sector through the interaction of scientists and enterprises. The government of the Republic of Korea has allocated $15 million to finance this project. [16] Among the main tasks of the Technopark is to organize the transfer and implementation of the most modern South Korean innovations at Uzbek light industry enterprises. In addition, the task of the Technopark will be to conduct joint research in the field of materials science, paint and finishing industries, design of fabrics and clothing, and development of alternative energy sources. As part of the Technopark, high-tech administrative buildings with office space will be built, as well as a separate building with a total useful area of more than 10 thousand square meters for the organization of experimental production using energy-intensive technologies, equipped with solar panels. The Technopark building is located in the Yakkasaray district of Tashkent. In addition to offices, it will house laboratories — chemical, biological, environmental, as well as a production workshop for the production of pilot products. 37

Youth technopark in Ahangaran Technopark building 500 sq.m. located at the entrance to the city of Ahangaron. INNOVATION CENTERS

Nukus innovation center In accordance with the Decree of the President of the Republic of Uzbekistan dated May 5, 2018 No. PP-3697 \"On additional measures to create conditions for the development of active entrepreneurship and innovative activity\" on the basis of public-private partnership in cooperation with the Startup Innovation Company, 1 billion . soums of funds of a private entrepreneur. Fergana youth innovation center The Youth Innovation Center is located on the first floor of the main building of the former Kirguli Construction and Industrial Professional College in Fergana. Business- accelerator in Sirdarya The main task of the institution is to organize training courses on modern information and innovative technologies. It is envisaged to attract highly qualified specialists and the widespread introduction of modern information and innovative pedagogical technologies in the educational process.[24] The business accelerator will also provide practical assistance in creating small businesses in the Syrdarya region, teaching them marketing skills and attracting venture capital funds to small businesses. Main goals of the center: • organization of training courses on modern information and innovative technologies; • developing the skills of independent research and entrepreneurship among young people, taking into account their individual characteristics; • teaching young people the rules for the formation of business ideas, their implementation and maintenance, the skills of developing effective business plans; • supporting the organization of small businesses, teaching them marketing knowledge, as well as providing practical assistance in attracting venture funds; • the formation and development of inventiveness and innovative ideas among pupils of preschool educational institutions, and others. 50
