Shillingford St George and Shillingford Abbot Community Questionnaire 2019 What’s happening now…? There was a really good response to the questionnaires in August 2019 with many suggestions for changes and improvements. The small working group (Anne and Peter Barwell, Sally Le Batteux, Gina Saunders, Ian Barwise, Tam Mucklow, Peter Wareham), collated the responses and on 22 November an Open Meeting was held in the Village Hall to share the results, discuss priorities for action and how these might be achieved. The meeting was well attended (over 30) with residents from both villages, including four members of the Parish Council. All comments from the questionnaires were available for those present to have a look at (and have now been posted on the Shillingford website www.shillingford.org.uk on the Home page under Community Questionnaire so all have a chance to see them). The working group then presented a summary of the main issues that residents would like addressed. These issues are: 1. Safer movement between villages for walkers, riders and car users. 2. Reduction in speed of traffic through the villages 3. Improved appearance of villages. 4. Improved mobile phone and broadband signal. 5. Resolution of Village Green dispute. 6. Better public transport links. 7. Assurance that rural nature of our villages can be retained. 8. Improved communication using technology and more traditional methods. 9. More comm ni ac i i The meeting was then presented with a summary of suggestions from the questionnaires as to how these issues might be addressed. Additionally, there were many ideas for enhancing village life with a long list of suggestions, such as table tennis, bowling, safe area for children s pla e c It was acknowledged that many suggestions would take considerable time and effort to tackle, but some can be achieved more easily. The Present and Future: a number of issues are either in hand or have been achieved: Speed of traffic. Consideration of how to tackle this difficult, high priority issue has begun. 6

Re-launch of Neighbourhood Watch. Shillingford Wild! I hope that by the time you read this you will all have enjoyed the talk on hedgehogs by Emily Stallworthy on 21 January and are now busily making your own hedgehog houses! You may remember that way back in November there was a really good turn out for Martyn Bragg’s talk about the diverse wildlife on his organic farm. He also gave us a good background to organic farming, it is not as easy as you might think, and showed us the benefits to soil structure and general biodiversity. He also made us aware of the other type of exploitative farming or Agri Business which still dominates much of the world. It is sobering to realize that by allowing ourselves to be driven by price in choosing the food that we eat we are supporting these unsustainable and environmentally damaging practices. We are so lucky to have farms like Shillingford Organics on our doorstep, and we can do our bit by supporting organizations like Fair-trade and buying local and organic when we can. On Saturday 1st February the Butterfly Conservation Trust are carrying out some work at their site on Haldon, which is near the Forest Centre – not far from us. They are asking for volunteers so if you fancy a few hours working out of doors and learning about nature conservation do join them. Details are on their website or contact Jenny on 07918073654 Our next talk in Shillingford Village Hall is planned for Tuesday 24th March, with wildlife wardens from Dawlish Warren. This is still to be confirmed and there will be more information in the next issue. We do ask for a small donation at our talks to pay the Speakers and Village Hall hire. Any surplus we will put towards local wildlife projects, the first of which is already underway. The area was once known for its Barn Owls but, sadly, that has not been the case for some years. So we are purchasing a Barn Owl Nesting Box and placing it near Glebe Farm, with the permission of the human residents of course. The land around the area is sympathetically farmed for wildlife we hope some of these charismatic birds may return to live with us. Dunchideock Parish Council Budget and Precept 2020/21 At the Parish Council meeting on 14th January the Budget and Precept were approved for the Financial Year for 2020 to 2021 and was a significant increase compared with this year. The Council is very aware of the financial impact on residents and the increase was a difficult decision. In view of this a resident suggested at the meeting that an explanation would be helpful. There are increases that are beyond the control of the Council and further information is provided below regarding the background to the larger items. For a number of years it has been known that the hours worked by the Clerks have been in excess of the contracted hours and the extra hours worked have been unpaid. This has been done as a gesture of goodwill and it was very much in evidence during 2019. A reasonable increase in hours has been approved. This has coincided with the award of a standard increment on the national pay scales and a possible increase in these scales. There have been contested elections in 2018 and 2019 with the cost to the Council and council tax payers for these of £1,928.74. A third election in February 2020 will increase the total cost to over £3,300 and will be the second election that has been held without provision in the Budget because they are beyond the control of the Council. This inevitably has an adverse impact on the financial situation of the Council. This cost is equivalent to about £23.00 in Council Tax for each average band D property which is then paid to Teignbridge District Council whereas it could have been used for the benefit of the parish or a lower amount of Council Tax. There is always the potential for a casual vacancy election in the parish and the Council has decided it would be prudent, as advised by the Chief Financial Officer of Teignbridge District Council, to include the full cost of about £1,500 of an election in the Budget. With the election in February that could not be included in the Budget this will need to be doubled to £3,000 to replace depleted reserves. The other items in the Budget are necessary for the Council to fulfil its statutory obligations and increases are due to inflationary price rises that again are beyond the control of the Council. The Council thanks residents for your support over the last year, and trusts that you will understand the reasons for the unfortunate increase in the parish precept outlined above, which is added to your Council tax.
