CHARTER STANDARD CLUBS Our league takes pride in working with Charter Standard Clubs. The F.A. Charter Standard programme was launched in February 2001 with the aim of setting minimum standards of coaching, administration and child protection for clubs. If you would like your club to be considered for Charter Standard Status, please telephone The Essex County F.A. on (01245) 393094. The most important benefit of becoming a Charter Standard Club is showing the world you’re serious about raising standards, improving facilities, coaching, first aid and child protection. Charter Standard shows potential new members that your club cares.

NOTES FOR CLUB SECRETARIES Rule 7 Complaints and Protests - Any action taken under this rule must be made in writing to the Chief Executive Officer and must be made by the Club Secretary. A stamped addressed envelope should be enclosed. Telephone Calls - To League Officers should normally be made on weekdays between the hours of 7.00pm - 9.30pm. Only urgent calls should be made to Officers at weekends. Sponsorship - On youth teams’ clothing is allowed by the FA. Applications must first be made to the Chief Executive of the ECFA. Postponed games - Please remember that the Club postponing a fixture must notify immediately via the full-time system, A reason must be given! Remember the Referees Secretary, Referee and Secretary of the opposing Club must also be informed. If a game is postponed because of weather conditions the home club should carry out the necessary notifications. You are reminded that you should ensure your club has sufficient players registered to meet all contingencies including school calls. The Club Secretary is the chief administrative officer of the club and cannot delegate this responsibility. Only Club Secretaries are to contact League Officers whether by E- mail, telephone or in correspondence. In the absence of the club secretary the club chairman should take over these responsibilities. Transfers and De-registrations - The Players’ Transfer process can now be issued using the whole game system. De-registration Forms are available by download from the League’s website (www.cyfl.org.uk). Kick Off Times Kick-off times will normally be 10.30am or 2.00pm. Clubs and Referees can mutually agree deviation from these kick off times but kick-off must not be before 10.00am. If clubs cannot agree a mutual kick-off time then the above times must be adhered to. SMS Results This season, the home team for Under 7-Under 18 age groups will be required to send the result of their match by SMS to the Full-time website on the day of the match. On the day of the match Full-time website will send an automatic text message to the Home Team’s nominated official. This must be dealt with immediately after the time when the match is scheduled to be concluded. The nominated official must then respond providing the result. Half time results are not required even though you may be prompted for these.

MATCH DIARY Notify the referee and your opponents of the venue and kick -off time at least five days before the game. Check on your opponents’ colours to avoid a colour clash - remember the home team must change in the event of a colour clash. Take with you on the day of the match the player` Registration cards( in the case of cyfl this is your squad list printed via whole game system) the match ball (and a spare), first aid kit, Referees Assistant and corner flags and half time refreshments. Introduce yourself to the Referee at least 15 minutes before the kick-off, present him with the match ball and Referees Assistants flags. Establish his fee and be sure to pay the referee promptly after the game. The Player ‘Registration cards( in the case of cyfl this is your squad list printed via whole game system) must be exchanged between the two competing clubs, before the commencement of the match. You can access this by: www.cyfl.org.uk Referees should report all games which kick-off later than the agreed time to the Referees Secretary. Referees are not required to submit Result Cards. However, if a Club(s) commit a misdemeanour i.e. Late kick-off etc. then this should be reported by the match referee in writing to the Referees Secretary.
