Scope Applicable to all assets managed by IMD which are related to the Operating Railway. D2 Asset Maintenance Information Asset Maintenance Information consists of: System Performance Standards Asset Performance Standards Service Criticality Rating Asset Condition and Capability Assessment Asset Management Plan MRA/RCM study worksheets Asset Maintenance Strategy Maintenance Strategy Change Logs Asset Maintenance Plan, etc. D3 Asset Maintenance Plan The Asset Maintenance Plan defines the maintenance activities to be done in order to achieve the System Performance Standard (SPS) and Asset Performance Standards (APS) of IMD assets throughout their asset life. It is established in terms of the maintenance types, work content and schedule for implementing the Asset Maintenance Strategy. According to P/OD/AMS/017, the work content shall define the maintenance criteria for each maintenance type and can be made reference to the established work instruction. P/L2/IM/004 Asset Management for IMD Equipment Page 3 Issue/Rev: 4.0 November 2017 D4 Asset Maintenance Strategy This is a strategy optimising service performance and cost for maximum asset worth. This strategy should be documented in the Asset Management Plan in order to achieve the asset management objectives. It can be established in accordance to Operations and Maintenance Manual, international best practice, statutory requirement as well as the results from the MRA/RCM and risk assessment. D5 Asset Management Plan The plan defines the course of actions to be taken in managing the assets for achieving the business goals and asset management policy by the asset type or system. It is reviewed regularly and amended following the changes in the Asset Management Strategy, railway business strategies, service requirements, performance requirements or as necessitated by the results of risk / environmental impact assessment. D6 Asset Owner / Lead Maintainer As defined in Clause 1.4.2 “Key Asset Management Roles” of Asset Management Manual. The role of Asset Owner and Lead Maintainer is classified in the Asset Hierarchy Classification in Asset Management Corner. D7 Obsolescence Management Database A function for managing obsolescence of spares down to component level available in the Inventory Management System. Data fields are available for tracking the criticality, obsolescence status and follow-up actions against individual components. D8 Obsolescence Management Demonstration Report As a specific document provided by contractor during project stage stated in divisional procedure P/OD/AMS/018 “Asset Obsolescence Management Procedure”, the purpose of the Obsolescence Management Demonstration Reports is to demonstrate how obsolescence can be managed so that spares and supporting services can be made available to support delivery of the functional requirements over the Design Life. D9 Obsolescence Management Plan As a specific document provided by contractor during project stage stated in divisional procedure P/OD/AMS/018 “Asset Obsolescence Management Procedure”, the Obsolescence Management Plan shall define how the Contractor will manage Obsolescence to achieve the Design Life. G2 Review / Validation Methodology The study can make reference to the safety and reliability validation techniques in accordance with the System Assurance Technical Guide. G3 Management Structure Under the IMD management structure, the IMD Asset Management Committee (IMD AMC) shall oversee the development, implementation, review and improvement of asset management. The Asset Management Working Groups (AMWG), namely PW Asset Management WG, S&T Asset Management WG, PD Asset Management WG and Civil Asset Management WG, shall report to IMD AMC and develop, implement, review and improve the asset equipment in its discipline to ensure the departmental and divisional objectives and requirements are achieved throughout the whole life cycle.
