19 DRUM CORPS INTERNATIONAL RULES CHANGE PROCESS OVERALL GUIDELINES The formalized Rules Proposal form, a sample of which can be found in this document, is the ONLY tool of choice for proposals to change the rules. The discussion of competitive rules and changes to those rules will occur every other year to create a one-year of change/learning and one-year of stability/mastery cycle. Consequently, every other year, a Rules Congress would convene. It would include the Rules and Systems Task Force (RSTF) and its advisors, instructor representatives, judge liaisons, the Judge Administrator, the Artistic Director, and the Directors of the units. There would be a full instructor caucus, caption caucus, and representative voting occurring in caucus to advise directors on potential changes. New rules’ proposals would be submitted to the Artistic Director/RSTF by October 15th prior to Congress, using the RSTF to sort and edit the proposals. Some proposals will go directly to the Executive Director, who will forward appropriately to voting members because they do NOT require input from the instructional community. Typically and generally, the rules proposals that move forward through the RSTF will concern judging sheets, systems, personnel and judging systems. Other proposals will be returned to their authors for clarification or for additional material. And others will be passed to members of the judging community for advice on application and training, prior to the Rules Congress caucus discussions. The RSTF will assemble, publish, and distribute the proposals and any ancillary information in a timely fashion, allowing all potential attendees the ability to have discussion and thought on each proposal. In addition, there may be enrichment sessions offered at the Rules Congress, sponsored by the RSTF, featuring experts conversant in topics apropos our activity and time. In those years in which there is no Rules Congress, there may be opportunities for interdisciplinary meetings, which might combine judges and instructors interactively, or might be used to further judge training concurrently with the annual January Directors’ meetings. 1.1 Any instructional member or corps director of an active drum corps (must have competed in a DCI sanctioned show) the previous summer, or an active judge of DCI may submit a rules proposal on his/her own behalf or on behalf of another. 1.2 The sponsoring corps Director or the appropriate Judge Liaison, Judge Administrator, or the Artistic Director will sign the completed (and required) Rules Proposal Form.
20 1.3 Rules changes may be submitted and reviewed only in October prior to the Rules Congress, scheduled for every other year as stated above. Prior to an Instructor caucus vote, or recommendation to the Voting Members, the proposer may augment, change or modify the proposal, or allow modification from the floor. If after a vote, a proposal is defeated at the instructor caucus, that rule cannot be resubmitted for another two-year cycle. It cannot go to the Voting Members meeting without the approval of the instructor caucus. 1.4 Those rules change proposals – once passed by the Instructors’ Caucus and the Voting Members – which require field trials and judging system modifications or which have an impact on judging systems and judging application or rules shall be referred to the RSTF for discussion of trial and possible implementation. After any necessary trials, the proposal would then be voted upon by the RSTF. The Artistic Director or the Judge Administrator shall make a full report to the Executive Director at the conclusion of any such field trials. The Executive Director and/or the Artistic Director may request another vote by the voting membership of the Directors prior to implementation. The Timetable for a Rules Change 2.1 October 15 prior to the Rules Congress: This is the deadline for submitting Rules Change Proposals. The Artistic Director will receive ALL proposals, review them for completeness and prepare them for distribution to the RSTF members. Any proposals that are not directly related to judging, judging systems, systems, judging personnel, and judging philosophy move to the Executive Director. The Executive Director guides and directs those proposals as necessary. Incomplete proposals are returned to the author or signatory without any further review. 2.2 October 15: The Artistic Director, or at his direction, The Judge Administrator, will contact various DCI personnel for advice on financial impact, marketing, and the potential impact for promoters/sponsors of DCI events. 2.3 November 15: The RSTF discusses and submits, through the Artistic Director or the Judge Administrator, a written opinion of the various proposals (including a suggested implementation time line). The Executive Director receives the opinion of the RSTF and discusses the opinion with appropriate DCI personnel. 2.4 December 1: All complete proposals and attachments (pertinent to judging and systems) to be mailed, electronically delivered, or posted to the RSTF members by the Artistic Director or Judge Administrator for review. 2.5 December 8: The RSTF compiles opinions on the proposals for potential impact to the judges and judging system, logistics at shows and for sponsors, operational changes for the DCI office and a recommended time frame/implementation plan. Rules proposals may be rejected by the RSTF on the basis of insufficient data/research or lack of clarity/definition to the proposal or results of trials. 2.6 December 15: All reviewed proposals to be distributed to the judges, corps, directors and instructional staff members for their review, prior to the Rules Congress Process.
21 DCI RULES CONGRESS PROCESS 3.1 At the Rules Congress, the RSTF will be responsible for leading the discussion, debate, and voting in the caption caucus meetings prior to the advancement to the full instructor caucus. Each drum corps, in attendance, that competed in the previous summer’s DCI Tour will have one vote per caption in the caucus meeting. 3.2 The RSTF will be responsible for leading the discussion, debate, and voting in the full instructor caucus. At this final meeting of the Congress a vote will be taken. Each DCI World Class member corps and each DCI Open Class Finalist Corps may cast one vote. A simple majority of those qualified members present and voting is necessary in order that the proposal move to the member organizations. 3.3 At the member organizations meeting, the RSTF, through the Artistic Director and/or the Judge Administrator, under the direction of the Chair, will be responsible for leading the discussion, debate, and voting. Votes from the caption caucus meetings, the full instructor caucus, all attachments from DCI Committees, and final rule proposals will be available for the member organizations. 3.4 Those proposals receiving a favorable majority vote of the member organizations will be scheduled for implementation based upon the recommended time frame/process as previously determined by the Rules Committee. Once again, a rule is passed by a simple majority of those qualified members present and voting.

TITLE OF PROPOSED CHANGE: Increase Maximum Membership to 154 DESCRIPTION: Increase the maximum number of performers per corps from 150 to 154 PURPOSE: (Why make this change-what are the benefits?) Corps are often forced to choose between the ideal numbers for each of the sections. This proposal frees corps to have 80 brass, 40 guard, 31 percussionists, 3 conductors; or any other combination desired, including cymbals, larger snare lines, more conductors, or other desired combinations. EDUCATIONAL IMPACT: (How does this benefit the students educationally?) Four additional students per corps will benefit from instruction by drum corps educators. Additionally, four additional students that may currently be alternates will get a full performance experience. CREATIVE IMPACT: (How does this affect the creative aspects of the activity? How does this affect designers/instructors?) Designers and caption heads no longer have to lobby for the desired numbers for each section. Corps would be able to have 80 brass and 40 guard without having to sacrifice a standard sized percussion section or conductors. FISCAL IMPACT: (How does this financially affect individual corps and the DCI organization?) To the plus, 4 additional dues paying members. Potentially to the minus, additional equipment (likely already have), additional food for four, additional uniforms (may already have). Buses are already 54-56 passenger, so no additional transportation should be needed. AUDIENCE IMPACT: (How will this affect our audience and their perceptions of the activity?) Should be positive. Corps will be able to field the section sizes desired by designers, helping to see their creative ideas fulfilled as intended. SHOW PROMOTER IMPACT: (How will this affect the show promoters-financially and logistically as it relates to contest production?) Should have no impact on show promoters LOGISTICS IMPACT: (How will this impact the operations of the individual drum corps and the DCI organization?) Should not create the need for additional vehicles, so should not impact logistics. Corps may have to make trade offs between the number of alternates they carry, as the addition of 4 more on-field members would reduce the number of seats available above the current 150. To allow recognition of the level of achievement in all corps, especially those currently in the 11-15 positions To give added status to Corps for use in local fund-raising and general recruitment. EDUCATIONAL IMPACT: (How does this benefit the students educationally?) Possible additional motivation . CREATIVE IMPACT: (How does this affect the creative aspects of the activity? How does this affect designers/instructors?) None. It recognizes what's already there. FISCAL IMPACT: (How does this financially affect individual corps and the DCI organization?) None. AUDIENCE IMPACT: (How will this affect our audience and their perceptions of the activity?) Expands Finals Event . Legion had 15 in Finals on several ocassions. TITLE OF PROPOSED CHANGE: No Scoring before July 1st DESCRIPTION: For all competitions prior to July 1st, no scores will be recorded or given. Corps will be adjudicated, comments will be recorded, and critiques will continue to happen during this period. PURPOSE: (Why make this change-what are the benefits?) This change allows both corps and judges to have a period of getting the “kinks” out of their respective processes. The teachers and students are able to focus on the shift into competitive performance, and the judges are able to focus completely on the product and its relation to the criteria without having to worry about a ranking. All parties can make more informed decisions regarding design, teaching, performance, and evaluation. EDUCATIONAL IMPACT: (How does this benefit the students educationally?) This period allows for students to be able to get a few performances under their belts before the competitive process begins. The commentary from judges during this period can also be useful for the students to better understand the judging criteria. CREATIVE IMPACT: (How does this affect the creative aspects of the activity? How does this affect designers/instructors?) There are numerous moments in the summer where designers and teachers are encouraged to make adjustments to the show to create better clarity/definition. If these comments can be made during a no-scoring period, corps are able to make adjustments before their performances have competitive implications. FISCAL IMPACT: (How does this financially affect individual corps and the DCI organization?) The only potential concern is website traffic, as many fans make their way to the website for the purpose to seeing scores. AUDIENCE IMPACT: (How will this affect our audience and their perceptions of the activity?) The retreat/drum major absence at the end of shows has already resulted in audience members leaving as soon as the final performance is complete. If anything, this could improve the anticipation/intrigue for shows once the scoring begins. SHOW PROMOTER IMPACT: (How will this affect the show promoters-financially and logistically as it relates to contest production?) None. One would assume the audience is there to see performances more than to hear scores at the end. LOGISTICS IMPACT: (How will this impact the operations of the individual drum corps and the DCI organization?) None. JUDGING IMPACT: (How does this impact the adjudication process and individual judge?) Judges would have a significant amount of time to see performances, talk with staff members, and have a better understanding of what each corps is offering. Through the process of critique, judges are able to make more informed individual and comparative evaluations. This would also be a great time for trial judging, as corps would certainly appreciate the feedback during this period. JWT From: George Hopkins Date: October 15, 2017 at 8:13:44 PM PDT The DCI Rules Congress Rule Change #1 The Rule Change Proposal. The DCI Scoring system will be changed so that all scores, for all shows will be indicated in ordinal order only. There will be no scores, no spreads, no build up, and no translation of opinion to a score between 1 and 100. Instead, the corps in an event will be ranked (not rated) in order of excellence per the criteria. Judges may still score as they do now in the space of the contest. When the scores are shifted to ordinals, the only information released will indeed be … these ordinals. The scores and comments can be used for critiques and the information related to supporting decisions. But these scores will be for internal use only. Only the corps involved will ever know, the scores of the evening. The only exception to this … the effect judges, whether one or 4 will submit their scores to the tabulator. In the event of a tie for a specific corps, the averaged effect score will be used to break any ties between those corps affected. This score is only to be used for the purpose of breaking ties.

Arguments For Consideration 1) The quality of the students have improved a great deal over the past years. Today, the difference between a top drum line and #4 is miniscule if noticeable. Many shows are excellent. The point many times is one of opinion. So, if Drum Line #1 places 5th and it out my 4 position points, this may seem fine and all will get back to work. If that same line is 4th and 1.7 behind, there is a message sent, there is a sense of dismay and, because we hire judges to RANK and RATE, they RANK AND RATE. But … why ??? Why not simply place the lines in the opinion of the judge and that is that. 2) This eliminates the various discussions of the value of a tenth. This eliminates the ability, more or less, for someone to spread big or someone to make no decisions. All decisions are equal. Now, if someone wants to put someone in 5th in brass … Ok … that is a substantial decision and that decision will weight into the total. Seems easy 3) The fans can stay to the basics - Cadets were 2nd in effect, 4th in guard and 1st in percussion. That’s what they do now … but we can stay away from my how many tenths and this and that. It’s simple and easy Fiscal cost None that I can see. The adjudication process can remain as is. We already do ordinals. There would be some cost with competition suite to pull the numbers from recaps and to only give ordinals. I would think it would be minimal. Let’s Test it ??? — NO PLEASE See file’s below. This can be tested retroactively. I see no reason to TEST ??? One can review recap after recap and see the results.
Philosophically Speaking I would like the organization to take a look at all levels of competition. How we communicate to the world, to each other, and to the marching music world. The results of our competitions are based on opinions. There is no TRUE WINNER, there is the agreed winner. So … why talk about tenths and points and spreads and all of that. Why not say … Fred Smith judges tonight and his order of appearance in guard, based on the judges criteria is BLUE DEVILS (1) SCV (2) BLUECOATS (3) CADETS (4) BOSTON (5) CAVALIERS (6) Now being, in the Cavaliers case, 5 points out is big for in a show with 6 corps, there will only be 48 points … so … it is a bit deal as is the case now. But without spreads, the world is left to wonder …. how close is someone ?? How close are they not? I was recently told that if we were too points out, it could take a week to make that up ?? Why ??? we were out 2 points one evening. The next evening those two points could be eliminated. Of course they could .. but in the current system, the spread sends messages. How about … no more messages. Just ranking!

22 DRUM CORPS INTERNATIONAL RULES PROPOSAL FORM This form must be filled out thoroughly and succinctly. All critical information should be included to maximize the understanding of the rule and its consequences by all involved in the rule adoption process. This form should stand on its own as a summary of your proposal. Incomplete forms will be returned. If you wish to attach further supporting information, you may enclose attachments. TITLE OF PROPOSED CHANGE: Annual Rules Congress DESCRIPTION: Convene in January for the DCI Rules congress every year. 1. Every even year (2018, 2020 etc) would be open for rules changes from Corps. 2. Every odd year would be open for rules changes submitted by the RSTF (To update / amend / clarify / fix). 3. Provide for a more consistent opportunity for networking and educational growth within the staff community. PURPOSE: (Why make this change-what are the benefits?) As the system evolves, rules are proposed and passed. Will it be perfect? Never. We should allow our system to evolve at the rate of the activity. If there is a proposal that is passed but needs adjustment, currently we need to wait 2 years before addressing it. If something needs to be done, we have the RSTF in place to address issues. Any proposals should still be ratified through corps directors in normal fashion. Our ability to create networks electronically will mean that we can have discussions outside of the competitive schedule and can continue to foster an environment where the activity will grow in the off season. EDUCATIONAL IMPACT: (How does this benefit the students educationally?) Instructors and Designers will be inherently more connected to the process and will stay engaged every year. CREATIVE IMPACT: (How does this affect the creative aspects of the activity? How does this affect designers/instructors?) Positive - the system will be able to stay current with any trends in the activity. FISCAL IMPACT: (How does this financially affect individual corps and the DCI organization?)
