Parents should remind their children that personal respect is the foundation of learning. They should caution their children that language, comments or images that show disrespect to classmates, schoolmates, OLHRS personnel or any individual will lead to low conduct marks and will be subjected to intervention as stipulated in the Pupil\/ Pupil Handbook. 10. Parents are reminded to observe online courtesy. \u2022 Do not record (whether video or mere audio) online classes or meetings of pupils\/pupils without consent from the teacher. \u2022 Screenshots and posting of conversations between teacher and parent or posting of video of teacher in any social media platform or sharing of videos via messenger is not allowed unless consent from the teacher had been obtained. \u2022 Messages, comments or feedback should be sent via Messages inside Rex Schoology LMS and should not be posted in the comment part of OLHRS FB account\/ FB page or in any social media platform. Issues are better resolved privately and not publicly. 11. Parents\/ Guardians should help their children maintain contact with friends through social media and other online technologies but monitor your child`s social media use. Remind your child to be polite, respectful and appropriate in his\/her communication and to follow school guidelines in their interactions with others. Report to school authorities\u2019 inappropriate conversations in group chats, cyberbullying cases and other problems so that everyone maintains a healthy and positive relationship. SECTION VII POLICY ON BULLYING In accord with Section 7 of the Republic Act No. 10627 or the Anti-Bullying Act of 2013 which mandates all public and private kindergarten, elementary and secondary schools to adopt policies to address the existence of bullying in their respective institutions, the following provisions shall be executed at Our Lady of the Holy Rosary School: Bullying \u2013 refers to any SEVERE, or REPEATED use by one or more pupils of a written, verbal or electronic expression, or a physical act or gesture, or any combination thereof, directed at another pupil that has the effect of actually causing or placing the latter in 46","reasonable fear of physical or emotional harm or damage to his property; creating a hostile environment at school for the other pupil; infringing on the rights of another pupil at school; or materially and substantially disrupting the education process or the orderly operation of a school; such as, but not limited to, the following: a. any unwanted physical contact between the bully and the victim like punching, pushing, shoving, kicking, slapping, tickling, headlocks, inflicting school pranks, teasing, fighting and the use of available objects as weapons. b. any act that causes damage to a victim\u2019s psyche and\/or emotional well-being; c. Any slanderous statement or accusation that causes the victim undue emotional distress like directing foul language or profanity at the target, name-calling, tormenting and commenting negatively on victim\u2019s looks, clothes and body; d. \u201cCyberbullying\u201d or any bullying done through the use of technology or any electronic means. In accord with Sec. 3 of the Anti-Bullying Act of 2013, bullying is prohibited: a. on school grounds; property immediately adjacent to school grounds; at school sponsored or school-related activities; at school bus stops; on school buses or other vehicles owned, leased or used by a school; or through the use of technology or an electronic device owned or leased by the school. b. at a location, activity, function or program that is not school related and through the use of technology or an electronic device that is not owned, leased or used by a school if the act or acts create a hostile environment at school for the victim, infringe on the rights of the victim at school, or materially or substantially disrupt the education process or the orderly operation of a school. c. as a retaliation against a person who reports bullying, who provides information during an investigation of bullying, or who is a witness to or has reliable information about bullying. PREVENTION AND INTERVENTION PROGRAM TO ADDRESS BULLYING a. The school shall provide signs in strategic locations in the school campus that will constantly remind pupils of the No Bullying Policy. b. The school\u2019s policy on bullying shall be included in the Orientation Programs for pupils, parents and teachers. This will be contained in the Pupil Handbook. The orientation programs will include the dynamics of bullying, the anti-bullying policies as well as the mechanisms for the anonymous reporting of acts of bullying or retaliation. c. The school shall conduct or sponsor education sessions for parents to learn, teach, model, and reinforce positive social and emotional skills to their children. d. The Student Welfare Office (SWO) will keep a record of pupils who are vulnerable to committing acts or who are perpetrators of bullying, or who are possible targets or victims, and monitor them for the purpose of early intervention. This record shall be 47","based on previous records of the SWO and recommendations from the Guidance Center and the teachers. e. Counselling programs and other activities that will enhance the psychological, emotional, and psycho-social well-being of both the victim and the bully will be provided by the Guidance Center. f. Ensure effective implementation of the anti-bullying policy and monitor compliance therewith. g. Ensure the safety of the victim, the bully and the bystander and determine the pupils\u2019 need for protection h. Ensure that the rights of the victim, the bully, and the bystander are protected and upheld during the conduct of the investigation. Child Protection Committee\/Anti-Bullying Committee The Child protection committee is composed of the following: 1. School head\/Administrator \u2013 Chairperson 2. Pupil Welfare Officer \u2013 Vice Chairperson 3. Guidance Coordinator 4. Representative of the teachers as designated by the Faculty Association 5. Representative of the parents as designated by the Parents Association 6. Representative of pupils, except in Kindergarten, as designated by the Supreme Pupil Council 7. representative from the community as designated by the Punong Barangay The Anti-Bullying Committee shall: 1. Conduct awareness-raising programs with school stakeholders in preventing and addressing bullying 2. Ensure that the anti-bullying adopted by the school is implemented. 3. Monitor all cases or incidents related to bullying reported or referred by the teacher, guidance counsellor or Pupil Welfare Officer or any person designated to handle prevention and intervention measures 4. Make the necessary referrals to appropriate agencies, offices or persons, as may be required by the circumstances. 5. The school personnel who was notified of a bullying incident or retaliation or incident shall intervene by: 5.1. Stopping the bullying or retaliation immediately 5.2. Separating the pupils involved 5.3. Removing the victim or, in appropriate cases, the bully or offending pupil, from the site 5.4. Ensuring the victim\u2019s safety 48","5.5. Bringing the bully to the Guidance Coordinator or the Pupil Welfare Officer Reporting the Bullying Incident or Retaliation 1. A victim or a bystander, or a school personnel who receives information of a bullying incident or retaliation, or any person who witnesses or has personal knowledge of any incident of bullying or retaliation, shall report the same to the teacher, Pupil Welfare Officer, Guidance Coordinator, or any other person designated to handle bullying incidents. 2. The bullying incident or retaliation shall be immediately reported to the Principal or Pupil Welfare Officer. The Principal\/PWO shall fill up the Intake Sheet as provided in DepEd Order No. 40, s.2012. The Principal\/PWO shall inform the parents or guardian of the victim and the bully about the incident. 3. If an incident of bullying or retaliation involves pupils from more than one school, the school that was first informed of the bullying or retaliation shall promptly notify the appropriate administrator or school head of the other school so that both schools may take appropriate action. 4. Reports of incidents of bullying or retaliation initiated by persons who prefer anonymity shall be entertained, and the person who reported the incident shall be afforded protection from possible retaliation; provided however, that no disciplinary administrative action shall be taken against an alleged bully or offending pupil solely on the basis of an anonymous report and without any other evidence. Disciplinary Measures 1. Any form of bullying or retaliation is considered a major offense. Sanction for which is indicated under Section VI of this handbook. 2. In addition to the penalty, the bully shall also be required to undergo an intervention program which shall be administered or supervised by the school\u2019s Child Protection Committee. The parents of the bully shall be encouraged to join the intervention program. In all cases where a penalty is imposed on the bully or an offending pupil, the following minimum requirements of due process shall be complied with. a. The pupil and the parents or guardians shall be informed of the complaint in writing; b. The pupil shall be given the opportunity to answer the complaint in writing, with the assistance of the parents or guardian. c. The decision of the school head shall be in writing, stating the facts and the reasons for the decision; and d. The decision of the Principal may be appealed to the Division office, as provided in the existing rules of the department. 49","False Accusation of Bullying If the pupil, after an investigation, is found to have knowingly made a false accusation of bullying, the said pupil shall be subjected to disciplinary actions. Confidentiality Any information relating to the identity and personal circumstances of the bully, victim, or bystander shall be treated with utmost confidentiality by the Child Protection Committee and the school personnel, provided, that the names may only be available to the school head or administrator, teacher or guidance coordinator, and parents or guardians of pupils who are or have been victims of bullying or retaliation. 50","AGREEMENT OUR LADY OF THE HOLY ROSARY SCHOOL (Our Lady of the Holy Rosary Educational Foundation, Inc.)
