GovernmentAffairsIn today’s economy, it is increasingly important that apartment owners and managers take every measure toprotect their business interests. The AMA protects the interests of ethical rental housing providers in legislative, regulatory and legal matters throughout Arizona at the state and local levels. The AMA works with members to identify a comprehensive government relations strategy to protect and grow the strength of Arizona’s apartment industry. Over the years, the AMA has protected the interests of the apartment industry through key state and local legislative victories.Legislative Victories• SOLID WASTE SERVICES, 2015. Successfully enacted legislation to allow multi-family operators to select private waste or recycling service providers in all cities and towns beginning July 1, 2016.• ENERGY BENCHMARKING, 2015. Successfully enacted legislation to prohibit municipalities from adopting ordinances that require property owners to report their resident’s energy usage to a governmental body.• MANDATORY RECYCLING, 2015. Successfully enacted legislation to prohibit cities and towns from adopting mandatory recycling programs.• INCLUSIONARY ZONING, 2015. Successfully enacted legislation to prohibit municipalities from adopting inclusionary zoning ordinances and/ or in-lieu fees.• REAL ESTATE ADVISORY BOARD, 2014. Successfully enacted legislation to require the Arizona Department of Real Estate Advisory Board to include a multi-family property manager with a broker’s license as a member on the Board.Local Victories• MARICOPA COUNTY PROPERTY TAX VALUATIONS, 2014. Successfully negotiated with Maricopa County to reach a more equitable property tax assessment ratio for new construction.• TEMPE SECURITY PLAN ORDINANCE, 2014. Successfully amended the city of Tempe’s security plan ordinance to limit the scope of the ordinance from the originally proposed citywide version to one that only impacts multi-family communities that operate with a disregard for public safety. Most recently with the assistance of the AMA, we saved over $250,000 at one community!! The AMA was instrumental in assisting ConAm get an unclear fire code reviewed and revised, which allowed ConAm to replace a fire panel versus updating the entire system.
