Public Services - Water & Sewer (SSRUS) December 2018 Monthly Highlights: WASTEWATER TREATMENT FACILITY December began with heavy rain, leading to a total A total of 14.82 amount of 4.8 inches of rainfall within its first week. inches of Frequent rainfall ensued throughout the month, rain fell in December. resulting in 14.5 inches recorded at the month's conclusion. Staff maintained pumping down the Sonic/driving range pond. A new 35 Hp master-lift station pump was installed. Multiple City departments attended a Geographic Information System (G.I.S) and Asset Management Class for training. Staff pulled pump #3 from the East Course Irrigation pump house and sent it off-site to be rebuilt. The performance of the pump has been in decline for several weeks from normal wear and tear. WATER DISTRIBUTION & SEWER COLLECTION A total of five water main breaks occurred in December. One main break occurred within City limits, at 1191 Gulf Breeze Parkway, Gulf Breeze, Florida, 32561. Two separate locations had 2-inch water main breaks. However, repairs were made without the necessity of shutting the water off. Because of this, no samples were required to be taken. There was a 2-inch water main break at 2774 Bay Street, Gulf Breeze, Florida, 32563, caused by a contractor hitting the main. Water samples were gathered and, upon testing, returned clear. Page 52

Public Services - Water & Sewer (SSRUS) December 2018 A water main break was reported at Lido and Tiger Trace, the cause of which occurred due to a contractor disturbing the area surrounding the water main. Staff repaired and collected samples of water which returned clear. Due to old age and deterioration, a 4-inch water main break was occurred at 3237 Maplewood Drive, Gulf Breeze, Florida, 32563. Staff repaired the break and collected water samples which returned clear upon testing. Staff have identified and repaired several sources of inflow and infiltration (I&I) in the collection system through smoke testing and camera inspections. These activities are of high priority for this year to reduce I&I into the collection system by at least 25%. OPERATOR CERTIFICATIONS Bryan Hix, Eric Dominguez, Cody Foster, Dillon Tyree, Will Berkley Alan Durnil and Charlie Laveck completed their course work for Water Distribution and are waiting to take the State test. Brad Elliot, Jeremy Norris and Steve Mowery completed their Water Plant Operator Certification course work and are waiting to take the State test. Page 53

OPERATOR TRAINING PROGRAM Staff will be completing a revised Operator Training Program to develop and retain the required certifications for operating the water, collection and treatment systems. The plan will include revised job descriptions to Page 54

Public Services - Water & Sewer (SSRUS) December 2018 reflect relevant certification requirements for the various tasks in the field and regulatory requirements, and provide the pathway for employees to progress from Service Worker Trainee to Service Worker I, II, Senior and Foreman. 2. RECLAIMED IRRIGATION SUPPLY PLAN Staff is developing a reclaimed master plan of future reclaimed irrigation in conjunction with potential new developments. Completion expected in March of 2019. Public Services - Streets & Stormwater December 2018 Monthly Highlights: Staff and the inmate crew completed the routine activities of drainage and pump station inspections, roadway and right of way maintenance. Inmates are continuing to cut the City right of ways along with tree trimming and roadway asphalt repairs. Staff repaired forty-eight potholes in various locations throughout the City. Staff continues to monitor ponds, inlets, and pumps located in Plantation Hill and along Shirley Drive and McClure Drive. Staff replaced the Transfer Station roof over their staging area. Public Services - Streets & Stormwater December 2018 Strategic Priorities Update: 1. SIGNAGE EVALUATION/REPLACEMENT PROGRAM Staff developed a program for the evaluation and replacement of the street signage throughout the City. Implementation began in 2015, with an initial inspection and evaluation of each sign in the City, and then separating the City into 5 sections. A total of 709 sign locations were identified and those that did not meet the requirements outlined in the Manual for Uniform Traffic Control Devices (MUTCD) were repaired or Page 58

Public Services - Streets & Stormwater December 2018 replaced. City Staff personnel conduct annual inspections, focusing on one section per year. Signs that do not meet the MUTCD standards are repaired or replaced. When City Staff personnel identify signs in the field in the normal course of their workday that are out of compliance, a work order is created to address the issue. In addition, customers call in from time to time, reporting missing or broken signs, and City Staff personnel conduct reparations or replacements accordingly. A total of 297 signs have been replaced since the plan began. City Staff personnel completed the annual inspection on Section 1 in 2017, and completed Section 2 in 2018. 2. STORMWATER SYSTEM VIDEO INSPECTION Staff is developing a program to inspect, with a video record, all stormwater pipes in the City, every 5 years. The program will go out for bid in late 2018, with work to begin in FY 2019. Staff continues work on leak survey, pressure checks, and valve maintenance. Public Services, along with Parks and Recreation, participated in the annual Excavator Training and Safety Day. SUPPLY MASTER PLAN Staff will review current purchase agreements and suppliers as well as develop any opportunity to purchase all or a percentage of gas supply at a lower cost (Henry Hub versus WCOG). The first formal draft was produced in April 2018, however, this will be reviewed annually after that point. Page 61

CRA ACTIVITY UNDERGROUNDING UTILITIES The Neighborhood Services Coordinator worked with Dewberry Engineers to start finalizing the underground utility study. DANIEL / JOACHIM STREETSCAPING PROJECT The Neighborhood Services Coordinator worked with the Design-Build team on Change Order 1. The Neighborhood Services Coordinator worked with the Design-Build team on: 1. A plan to make the Daniel Drive crosswalk safer per the council’s request; and, 2. Community Services December 2018 FAIRPOINT GATEWAY Staff assisted the Methodist Church with receiving a right of way permit and to develop a plan for a special landscaping project supported by a CRA grant. The Neighborhood Services Coordinator finalized the Gulf Breeze United Methodist Church Streetscape Grant. SPECIAL PROJECTS MULTI-USE PATH Ongoing. HIGH SCHOOL GATE Ongoing SOUNDVIEW TRAIL NEIGHBORHOOD ENHANCEMENT PLAN Staff met with the City manager regarding the development of the Soundview Trail Neighborhood Enhancement Plan. MISCELLANEOUS Staff participated in the Traffic Safety and Calming work group meeting. Staff worked with the ECUA contractor, Pensacola Concrete, regarding replacing landscaping in the 98 median that was damaged when they replaced a water valve. Select staff members participated in the selection committee meetings for the employee of the year. Page 68
