Inside the City limits, population changes little due to the peninsula's build out. Current WWTF capacity is inadequate. Therefore, the expansion of the plant has been pushed back in 2019 until 2022 earliest, due inflation caused by Hurricane Michael and construction of the Pensacola Bay Bridge. The updated probable cost estimate of the 90% design completion for a 3.5MGD  facility  is 52% higher than one year ago, or $9 million. With Design now complete, construction will start as markets return to to normal for concrete and steel. PUBLIC SERVICES: STREETS, STORMWATER & SOLID WASTE YEAR 2019 ACCOMPLISHMENTS IN 2019, IT COST $160,000 TO RESURFACE A MILE OF PAVEMENT. COSTS ARE PAID ENTIRELY BY THE LOCAL OPTION FUEL TAX AND LOCAL OPTION SALES TAX. THE REVENUES GENERATED AMOUNT TO A 50/50 COST SHARE FROM 2018-2022. IN 2022, THE ANNUAL $300,000 FROM LOCAL SALES TAX SUNSETS. IN 2020, 2.6 MILES OF NEIGHBORHOOD STREETS ARE SCHEDULED FOR PAVING. CITY PAVING ACTIVITY FY 2018-19 Firethorn Road, Silverthorn Road, Palmetto Road, Hibiscus Avenue, and Nandina Road all recieved asphalt resurfacing and the replacement of aged drainage infrastructure. In total, approximately 3.75 miles of resurfacing was completed in FY 2018-19. Page 55

PUBLIC SERVICES: STREETS, STORMWATER & SOLID WASTE YEAR 2019 SIDEWALK MAINTENANCE Staff created a sidewalk maintenance map with a breakdown of the sidewalks into groups for scheduled maintenance. Groups A & B were targeted first due to the number of potential trip hazards. Any uneven edge between sections of walkway that is ¼ or higher is considered a possible trip hazard. To efficiently address these hazards, staff utilized the expertise of Precision Sidewalk Safety which utilizes a patented grinding system to smooth out the imperfections. Areas that were greater than 2.5 inches are addressed by staff, and typically involves removing the bad section and pouring new concrete. Precision Sidewalk Safety made 121 repairs to South Sunset, Navarre and Nightingale streets, of approximately 2,896 square feet of sidewalk surface area. TREE TRIMMING AND ROW MAINTENANCE Staff worked on maintaining the right of way throughout the City which includes mowing, tree trimming, edging, keeping sidewalks clear for pedestrians and maintaining line of sight for roadway signs, and maintaining a minimum tree canopy height of 14.5 ft for the roadways. For larger projects that are beyond the scope of staff, projects may be contracted to certified arborist. In 2019, the tree trimming in the Highpoint Drive neighborhood was one of those projects. PUBLIC SERVICES: STREETS, STORMWATER & SOLID WASTE YEAR 2019 TRAFFIC SAFETY AND CALMING WORK GROUP (TSCWG)  The City Manager created an interdepartmental working group to evaluate citizen concerns for traffic safety with regards to speed and reckless driving. The goal of the group is to determine the extent of the problems reported by citizens and the feasible actions that may be taken to alleviate the issues without unduly impeding the free flow of traffic. The group consists of representatives from the Police, Public Services, and Community Services Departments and meets monthly. Citizens can report issues through a questionnaire on the City's website at http://cityofgulfbreeze.us/report-a-residential- traffic-issue. REPLACED ONE TRAFFIC SIGNAL CONTROLLER AND INSTALLED A NEW MONITORING SYSTEM FOR ALL SIGNALS ON GULF BREEZE PARKWAY The City installed a new traffic signal controller for the signal at Fairpoint and Gulf Breeze Parkway. The new controller allows more flexibility in the operation of the signal and the installation of the monitoring system. The new Miovision monitoring system was installed on a trial basis in conjunction with Escambia County. The system allows staff to monitor the signals remotely and includes alarm notifications for problems like a power failure. Page 58

PUBLIC SERVICES: STREETS, STORMWATER & SOLID WASTE YEAR 2019 NATIONAL POLLUTION DISCHARGE ELIMINATION SYSTEM (NPDES) The City complies with a Municipal Separate Storm Sewer System (MS4) permit under the National Pollution Discharge Elimination System (NPDES) legislation. The focus of the permit is education on allowable discharges to the storm sewer system and monitoring and elimination of illicit discharges. The 2018 audit for the NPDES Stormwater Permit identified only one significant issue which was that the City's current ordinance did not address illicit discharges and adequate enforcement. The City Council promptly adopted an ordinance for enforcement. The MS4 permit was renewed for a fourth five-year term. New 96-gallon capacity carts featuring a brown lid were delivered to your home; these carts will be used for yard waste. Containing vegetative debris ensures a clean pick up without clogging ditches and inlets and hopefully, increased convenience—at no additional customer cost! Gulf Breeze is a pilot community for these yard waste receptacles, an idea taken from Seattle—a community with lots of rain! Leaves, branches, and yard debris left unattended obstruct ditches and drainage inlets, causing street flooding. The 96-gallon is twice the size of the average yard can from the hardware store. PUBLIC SERVICES: NATURAL GAS YEYAERA2R0218019 ACCOMPLISHMENTS a year's overview As southern Santa Rosa County continues to grow, Gulf Breeze WHERE Natural Gas continues to expand its operations. In fiscal year WE ARE 2018-19, the utility department added 208 new natural gas NOW customers, a dramatic increase over the 88 new customers last fiscal year. Even more growth is projected for FY 2019-20. TOTAL NUMBER OF NEW EXPANDING INFRASTRUCTURE NATURAL GAS CUSTOMERS Gulf Breeze Natural Gas added over three miles of service lines and THIS over a mile of main service line to its infrastructure in the past year. YEAR: As developers, homeowners, and businesses discover the benefits of natural gas, demand across the area is growing and Gulf Breeze 208 Natural Gas is working hard to satisfy customer needs. NATURAL GAS IS EXTREMELY RELIABLE, UNLIKE ELECTRIC POWER THAT CAN BE KNOCKED OUT DURING A STORM OR HURRICANE. RESILIENT COMMUNITIES RELY ON NATURAL GAS. COMMUNITY SERVICES YEAR 2019 ACCOMPLISHMENTS a year's overview Community WHERE Redevelopment WE ARE Area (CRA) NOW A community  redevelopment area (CRA)  is a special district allowed by Florida Statutes when certain conditions exist, in order to foster community redevelopment and safety programs. The City of Gulf Breeze established a CRA along its commercial corridor in 1989, which has grown to annually generate nearly $1 million. These funds are comprised of approximately 80% county tax dollars that would otherwise be allocated county-wide. Instead these funds are re-invested back in the City's CRA district to foster growth and ensure safety.  As the current redevelopment plan was set to expire in 2019, the City successfully extended the plan an additional 30 years, for an estimated $38 million in additional revenue.  Extending the plan for 30 years ensures that the redevelopment of commercial areas and the preservation of quality of life by means of community policing, infrastructure upgrades and streetscape beautification projects, will continue in an area which is almost entirely built out. Northcliffe has identified drive-thru traffic as a threat to neighborhood safety. A roundabout was devised along with other traffic slowing measures, which will require commercial traffic to pass alternative routes prior to entering the neighborhood, which has a narrowed entrance as a deterrent. Boulevard improvements include sidewalks, crosswalks, paving, curbing, parking, landscaping and lighting.   Design is currently at 100% completion with completion slated for late Fall 2019. COMMUNITY SERVICES YEAR 2019 Multi-Use Pathway, Wetlands Trail Boardwalk, and Pavement Rehabilitation In the last five years, 74 accidents have occurred along Fairpoint Drive and Shoreline Drive. The goal of a multi-use pathway is to separate  vehicles from bikes, low speed motors, and non motors. The feasibility of a multi-use pathway along the entire length of Shoreline Drive and Fairpoint Drive is being studied and designed by McKim & Creed Inc. Better known as 'the loop,' this 4+ mile multi-use pathway's primary purpose will be to provide a safe passage alternative for all forms of wheeled travel - bikes, skates, scooters, carts, etc., that are separated and independent from routes for non- wheeled pedestrian travel.
