Stephen Douglas, who lost to Abraham Lincoln in 1860, said: “Partisan feeling must yield to patriotism. I’m with you, Mr. President, and God bless you.” Half of our country, our state, our community, and maybe even our families will walk away from this elated and half will walk away disappointed. 8 The Wisconsin PHC Contractor WINTER 2020

One nation. Indivisible. For all. The distractions of today, I hope, will lessen with time. It is my hope that in the aftermath of the election, what will come to matter again are our families, our churches, our businesses, our customers, our unions, our associations, our homes, our communities, our charities, our schools, and more. Historically, Wisconsin’s plumbing code has been in the plumbing code book. Today, that is not completely true. Some of our plumbing code is in building code. Why is that, you may ask? That is a good question and the answer to which could be and probably should be another article; but that is not the focus of this one. This article is for those who haven’t followed the recent trends in the state’s building code revisions. In the last five years there have been two specific cases where building code adoption has changed how we shall plumb our buildings and these rules are not currently in the plumbing code book. The first time this took place was in 2015 when the state made changes to the Uniform Dwelling Code (UDC); SPS 320-325. In previous versions of the UDC, to be specific SPS 325, the UDC simply referred its readers to SPS 381-387, the Wisconsin state plumbing code for installation requirements for plumbing in one- and two- family dwellings. The second change took place in the spring of 2018 when the state adopted the 2015 International Building Code (IBC). As a result of both these code updates, we are required to look outside of the plumbing codebook for plumbing code. Call me “old fashioned,” but I prefer plumbing code in the plumbing codebook. Along the way, Botto has moved through the ranks at PHCC, from local and state levels to leadership positions at PHCC-National; he has served as chapter president of PHCC of New York, as a zone director and, most recently, as PHCC- National vice president and president-elect. He also served as chair of the PHCC Political Action Committee for several years, leading initiatives to strengthen PHCC’s advocacy efforts. The new PHCC president credits much of his professional success to his direct involvement in the organization at the local, state and national levels. In fact, supporting the PHCC chapter network and involving younger members in leadership are some of his priorities as PHCC president. He also is committed to continuing PHCC’s vigorous advocacy efforts, workforce development programs and other initiatives included in the organization’s strategic plan. VIRTUAL TRAINING PROGRAMS A BIG SUCCESS! We can’t wait to be with all of you again at face-to-face programs, but one thing we know for sure is that virtual meetings have earned their place in our programming mix for 2021 and beyond. Our first virtual seminar was held in October, using the date and time of a program that was supposed to have been held in-person in Eau Claire. We can’t duplicate our six-hour face-to-face programs in virtual because that’s simply too much time in front of a computer. We focused on our code class — Water Distribution Sizing — and created a highly-interactive program featuring polling, breakout sessions, question and answer opportunities, and more. The feedback was terrific! Building on our code class, we also held a three-part series on Cross Connection Control, with more than 60 people attending the sessions. Using videos and group discussion and plenty of time for questions, the ratings for the program were also excellent. PHCC-National is working on your behalf on small business assistance that Congress can pass today. It is critical that Congress take steps to protect small business contractors from further economic impact caused by the COVID-19 pandemic by ensuring:   • The Paycheck Protection Program is extended through the rest of the year and sufficiently funded so that small business contractors which have not yet applied for a PPP loan can have a lifeline available should they need it.  • The reversal of IRS guidance from April 30 disallowing deductions for qualified expenses paid with PPP funds, so that PPP funds used by small businesses aren’t taxed.  • Small businesses which have followed federal, state and local guidelines to protect their employees and customers from exposure to COVID are in turn protected from frivolous litigation.  • Expanding eligibility for PPP loans to 501(c)6 organizations (trade associations).  CONGRATULATIONS TO NANCY EBERHARDT! The 2020 recipient of the PHCC-National Auxiliary’s 3D Award is Nancy Eberhardt of Adell. Nancy always has a smile on her face and a kind word to say. Her calm presence and willingness to help are always appreciated. In the auxiliary, Nancy has served at the state and national levels. She has been National Auxiliary president and also served as parliamentarian, historian, chaplain, and as a member or chairman of several committees. She currently serves as chaplain, a position she held in 2011-12 then 2014-15 to present. In 2010, she stepped in as president of the Wisconsin Auxiliary so that they wouldn’t have to close the chapter. Nancy and her husband, Jim, have four children and eight grandchildren. They own a plumbing and heating company where she is the bookkeeper. She is active in her local community with her church and organizations, such as the Lion’s Club and the United Way.
