FINANCIAL PERFORMANCE1 Notes to Financial StatementsSummary of Accounting PoliciesThe council members have prepared the financial statements on the basis that theassociation is a non-reporting entity because there are no users dependent on generalpurpose financial statements. The financial statements are therefore special purposefinancial statements that have been prepared in order to meet the needs of the membersand the Associations Incorporation Act 1991.The financial statements have been prepared in accordance with the AssociationsIncorporation Act 1991 and the significant accounting policies disclosed below, which thecouncil members have determined are appropriate to meet the needs of the members. Suchaccounting policies are consistent with the previous period unless stated otherwise.The financial statements have been prepared on an accruals basis and are based onhistorical costs unless otherwise stated in the notes.The accounting policies that have been adopted in the presentation of the statements are asfollows:Property, Plant and EquipmentProperty, plant and equipment are carried at cost. All assets, excluding freehold land andbuildings, are depreciated over their useful lives to the association.Increases in the carrying amount arising on revaluation of land and buildings are credited toa revaluation reserve in equity. Decreases that offset previous increases of the same assetare recognised against fair value reserves directly in equity. All other decreases arerecognised in profit or loss. Each year, the difference between depreciation based on therevalued carrying amount of the asset recognised in profit or loss and depreciation based onthe asset’s original cost is transferred from the revaluation reserve to retained earnings.The carrying amount of plant and equipment is reviewed annually by the council to ensure itis not in excess of the recoverable amount from these assets. The recoverable amount isassessed on the basis of the expected net cash flows that will be received from the asset'semployment and subsequent disposal. The expected net cash flows have not beendiscounted in determining recoverable amounts.Trade and Other ReceivablesTrade receivables are recognised initially at the transaction price (i.e. cost) and aresubsequently measured at cost less provision for impairment. Most sales are made on thebasis of normal credit terms and do not bear interest. Where credit is extended beyondnormal credit terms and is more than 12 months, receivables are discounted to presentvalue.At the end of each reporting period, the carrying amounts of trade and other receivables arereviewed to determine whether there is any objective evidence that the amounts are notrecoverable. A provision for impairment of trade receivables is established when there isobjective evidence that the association will not be able to collect all amounts due accordingto the original terms of the receivables. FINANCIAL PERFORMANCE Investments Investments include equity securities (i.e. shares) of listed and unlisted entities. The association recognises and measures these investments at fair value. Trade and Other Payables Trade payables are recognised at their transaction price. Trade payables are obligations on the basis of normal credit terms and do not bear interest. Provisions Provisions are recognised when the association has a legal or constructive obligation, as a result of past events, for which it is probable that an outflow of economic benefits will result and that outflow can be reliably measured. Provisions recognised represent the best estimate of the amounts required to settle the obligation at the end of the reporting period. Cash and Cash Equivalents Cash and cash equivalents include cash on hand, deposits held at call with banks, other short-term highly liquid investments with original maturities of three months or less and bank overdrafts. Revenue and Other Income Revenue is measured at the value of the consideration received or receivable after taking into account any trade discounts and volume rebates allowed. For this purpose, deferred consideration is not discounted to present values when recognising revenue. Interest Income Interest income is recognised using the effective interest method which, for floating rate financial assets, is the rate inherent in the instrument. Subscriptions, course fees and examination fees Revenue from subscriptions is recognised in the membership year to which it relates. Revenue from courses and examinations is recognised in the financial year when the course or examination is held. All revenue is stated net of the amount of goods and services tax (GST). Goods and Services Tax (GST) Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the Australian Taxation Office (ATO). Receivables and payables are stated inclusive of the amount of GST receivable or payable. The net amount of GST recoverable from, or payable to, the ATO is included with other receivables or payables in the balance sheet.
