Address by His Majesty Sultan Haitham bin Tarik May Almighty Allah preserve and protect It is with Allah’s guidance and amidst broad societal consensus that Oman’s vision for the future, “Oman 2040”, was developed. In line with the Royal Directives of His Majesty Sultan Qaboos bin Said, the vision is relevant to the socio-economic context and objectively foresees the future, to be recognized by the Sultanate as a guide and key reference for planning activities in the next two decades. Oman Vision 2040 is the Sultanate’s gateway to overcome challenges, keep pace with regional and global changes, generate and seize opportunities to foster economic competitiveness and social well-being, stimulate growth, and build confidence in all economic, social and developmental relations nationwide. While identifying the national priorities, the vision focuses on reshaping the roles of and relation between the public, private and civil sectors to ensure effective economic management; achieve a developed, diversified and sustainable national economy; ensure fair distribution of development gains among governorates; and protect the nation’s natural resources and unique environment. Furthermore, the vision builds on the principles of citizenship and genuine Omani identity to modernize the educational ecosystem, support scientific research and innovation, develop healthcare regulations and services and lay the Address by His Majesty Sultan Haitham bin Tarik May Almighty Allah preserve and protect Vision Document 9 foundations for social well-being and relevant basic services for all segments of society. The vision has also attached great importance to governance and its related topics, given that it influences all national priorities in terms of enforcing oversight, ensuring the effective use of national resources, honoring principles of integrity, justice, transparency, and accountability; so as to boost confidence in the national economy and promote competitiveness across all sectors under the rule of law. The vision was developed over several stages. The committees started by identifying the vision themes, and pillars, followed by a current status analysis and identification of national priorities. To achieve role integration, the Future Foresight Forum was organized, followed by several workshops to create scenarios and set the vision strategic directions, goals, KPIs and targets. With remarkable

devotion and perseverance, the national committees and special taskforces collaborated with experts and industry professionals according to scientific and global practices. They made every step to engage different segments of society across all governorates, using every possible mean of interaction, to ultimately achieve the objectives of broad and effective societal participation. As a result, you have in your hands a vision for the future of Oman designed by you and for you. All those who have had the privilege of participating in the making of the future vision, “Oman 2040”, will now join hands to realize its directions and goals, into a future bursting with ambitions, where each and every one has a role to play. Towards that future we shall move forward surefootedly, hastily and with confidence.



OMAN VISION 2040 Our vision is for oman to be one of the worlds devoloped countried. It is a deep sgtatement and covers all the aspects ssocially , economically, environmentally and pollitically . Our slogan fo vision 2040 is ‘MOVING FORWARD WITH CONFIDENCE’it covers many areas. Vision 2040 is intented to be a game changer on how oman develops in the next 20 years. It looks to the big picture and decisions on omans aspirations . it has four keys themes: a A society of creative individulas , a competitive economy, an environemtn with sustainabke ements and a state with a responsibly institutions.

INTRODUCTION Vision 2040 is going to be yet another turning point in the History of the Sultanate. Within a few months of taking the helm, His Majesty Sultan Haitham bin Tarik has embarked upon a total change in the economy and its administration. Apart from a major reshuffle of the cabinet, changes were brought about in the administrative apparatus of the government. A number of authorities have been merged to bring about more efficiency and economy in functioning by restructuring and establishing new reporting lines. Moreover, to streamline the investment and revenue stream of the government, Oman Investment Authority was established bringing in 65 major government companies under its fold. In a total restructuring of the Ministry of Finance, and Ministry of National Economy were set up. To augment the revenue stream, Oman tax Authority was established. The Value Added Tax (VAT) system which has been introduced is expected to add RO 400 million to the revenue which by itself should wipe out the budget deficit in three-four years’ time. To attract foreign investors and accelerate the economic diversification process through fast track, all the free zones and special economic Zones were brought under Oman Public Authority for Free Zone. To develop and foster the investment culture and further attract foreign investors, the Muscat Stock Exchange Company has been formed.



Omans healthcare sectors has developed by leaps and bounds in the last few decades. With oman vision 2040-that makes health a national priority – remarkable advances are in the offing. Health proffessionals speaks of the changes , developments or innovations they would they like to see in the sectors. Advances in biotechnology and stem cell sciences along with miniaturisation and computer power have opened new vistas in the prospect of healthier lives. Opening of the gentuc code will predict the potential weakness in an individual and warn of the diseases which such a person may encounter. Gentic engineering as ashown in the amazing development of covid mRNA vaccine, would directly target areas at the cellular level to prevent or limit damages from diseases. It would also be used to swithc off inherited hamdul genitic codes in the DNA or switch on beneficial ones. Stem cells would be used to repair or replace damaged areas in the body and strebgthe areas of potenial damage. All this would be pprofiled as soon as or even before a chid is born . In oman , with the opening of SQU Cancer Centre, hematology centre , ministry of health diabetic centre , oncology cente, hyperbaric oxygen therapy centre , cardiac centre , genetic cnetre at the Royal hospial, IVF centre at Khoula hospital and similar in the other governorates would wnsure that the above vision of the future finds a fertile ground in oman , the extentisve use of IT for remote patient access in primary and secondary carw will ensure better and timely healthcare for all areas in oman . All over the world , technology has been revolutionising all sectors of activity . the health sector is no exception , this technological revolution has led to more accurate , faster and less risky diagonses, better prepared health professionals,newer drugs and medications with reduced side effects , and faster recovery. The sultanate is one of the few countries worldwide that has achieved a dramatic transformation in its health status iver a short span of time . From just two hospitals in 1960s, today oman boasts of nearly 100+ hospitals . Omans health vision 2040 outlines a vision for the future of the sultante,a remarkable foresight by the government . But there could be a few challenges too. Providing healthcare for all , regardless of their economic status , is a challenge faced by all government due to allocation of resource

HEALTH – A NATIONAL PRIORITY The healthcare sector of oman is ever evolving and newer technologies and expertise are added regularly to match international standards. One strong pillar of a safe and quality healthcare delivery system is the protocol driven operation laid by the ministry of health. The healthcare system of oman will witness a paradigm shift in the next 50 years, including full expansion of the virtual ICU system where a critical care specialist can remotely monitor ICU patients and advise tretment plans. Virtual reality will help see inside the human body and take patients through their treatment plan , including surgeries,virtuality. It will help doctors plan precision surgeries. Extensive use of robotic surgery will help doctors perform complex surgeries with precision and control as compared to conventional surgeries and advancement in healthcare will help retain outgoing medical tourism patients and generate inbound medical toursim .

RENEWABLE ENERGY

Goal This goal is to be in line with the aims of the Oman vision 2040, aim to reduce the dependency on non-renewables and effectively develop resources such as renewable energy to lower production cost and enhance competitive element in economic sectors. Also, develop the infrastructures and building the human capacity of Omanis to meet the vision 2040. OBJECTIVES Conduct scientific research to investigate renewable and sustainable energy sources parameters, options, and improve its applications in Oman. – Establish a massive collection of research committed to improving sustainable power sources incorporation in Oman power and energy systems for private and public sectors. – Assist, through research, governmental and private associations to arrive at the top of the line innovative improvements in the field of renewable and sustainable energy sources and technologies. – Initiate scientific and technical discussion between researchers and experts in the renewable energy field with younger Omani researchers. – Increase Oman community awareness toward renewable energy.

Phases of the work – Establish a database of resources that are useful to conduct research and development in Oman. – Start local and international collaborations to brainstorm and carryout projects to fulfill the aims of the initiative. – Plan for targeted efforts to achieve the main aims and goals of Oman’s vision 2040 with relation to the energy sector and to renewable energies in particular . – Acquire funding for research projects centered around solutions for Oman’s energy situation . – Carryout colloquiums and public talks to enrich the discussion around the topic of Oman’s vision 2040 in Renewable Energy . – Update the work structure annually, according to the changes that occur in the energy and renewable energy industry.

VISION 2040: DEVELOPING FUTURE Oman’s 10th five-year plan (2020–2025) is the first implementation plan of Vision 2040,[25] and will focus its efforts towards achieving economic diversification.[26] The plan for economic diversification aims to move Oman away from the oil-and-gas-based sources of income, and has earmarked five sectors that have high growth potential and economic returns. These are agriculture and fisheries, manufacturing, logistics and transport, energy and mining, and tourism. Oman’s economy was traditionally based on fisheries agriculture and trade. Before the discovery and development of its oil and gas reserves. While the country’s oil revenues have contributed towards Oman rapid economic growth. The government has actively pursued a development plan focused on diversification, industrialization and privatization of the economy with the aim of reducing the dependency on the oil industry’s contribution to GDP.

OIL INDUSTRY Oman has made new oil discoveries that will help boost its output between 50,000 to 100,000 b/d in two to three years . Oman is boosting exploration activities to help maintain or even boost production of oil and condensate , depending on market needs. Currently Oman has 5.2 billion oil reserves and 24 Tcf of gas reserves. The boost to omans oil reserves comes amid the huge increase in global demand for crude products and fuel supplies ,which has been significantly hit over the past two years of the covid-19 pandemic and now the ongoing Russian invasion of Ukraine. Since the launch of that invasion over 3 months ago , Russian oil has been sanctioned and rejected by many Europeans and western states, leaving a large gap in the market and driving up the prices. The 2040 vision aims to ensure Oman is among the ranks of the worlds most developed nations assuring sustained prosperity and security for all. It sets out a vision for the transition of Oman from an oil based economy towards a more diverse knowledge based one .
