October 12, 2021 Call to Order The October 12th Meeting of the Two Rivers Board of Trustees started at 6:03 PM via Zoom. Chair Zachariah opened the meeting by explaining that the meeting will be held in accordance with the Open Meetings Act and is being recorded. The Board unanimously approved the October 12th meeting agenda. Approval of Board Meeting Minutes The Board unanimously approved the September 14th Board meeting minutes. Executive Director Report Executive Director Kyles-Smith reported on Two Rivers' return to on-site instruction, starting with a brief recap of on-site activity from the end of SY 2020-2021. She noted that in the fall, Two Rivers opened fully. The entire staff crew is focused on building relationships, resetting school-based norms, and gaining a deep understanding of students' social and academic learning needs. There has been a significant focus on health and safety, equity and access, and celebrating the educators at Two Rivers who have worked hard to reopen the schools. Chief of Staff Steinle reported that the wait list in grades 3-5 have been exhausted. Many families were declining or not responding to calls. Enrollment is at 997, which is 30 students short of the expected enrollment. Executive Director Dr. Kyles-Smith added that Two Rivers is not alone in under-enrollment, and that there is a district-wide trend. Secretary Schlam asked how much (financially) would a decrease of 30 students total? Chief Operating Officer Williams shared that it is a base of $5,000/student or $450,000 total. Some difference is made up of students who are indifferent tiers of SPED. Chair Zachariah asked if 7th grade is a hard no? Chief Operating Officer Williams shared that Two Rivers doesn't typically bring students into 7th grade as it is hard to integrate newer students at the latest grades into the TR way. Typically, Two Rivers can backfill seats with lower grades. However, due to spacing requirements, they could not do that this year. Chief Academic Officer McCants-Pearsall reported there are additional tools in place to help students succeed this year. Two Rivers paused some loops to support deeper learning, and departmentalization is in place at the 4th and 5th-grade level that allows students to go deep in Math and ELA. Two Rivers also created the position of Content Directors, which will enable teachers to have deeper learning and content-focused coaching. Chief of Staff Steinle reported additional student supports had been added, including changing the Dean position at the elementary schools to an Assistant Principal of Culture, adding Student Support Counselors, and a Student and Family Empowerment Coordinator. Executive Director Kyles-Smith reported that there is now 202 staff at Two Rivers, and the percent of attrition decreased from the previous year. In celebration of the start of the school year, the Board has given the team a catered lunch. Finally, Two Rivers has 144 families attending NorthBay this

year. To ensure additional layers of safety, vaccinations were required by all volunteers, and there were extra layers of testing for all students. Trustee Bradbury added that it is rare to see staff mirror the student body. Two Rivers has done a great job of that. Board Committee Reports Executive Committee Vice Chair Husser shared that he will be going over the routine findings from the Board goals from the retreat. Finance Committee Executive Director Kyles-Smith shared that in the Board Packet there were two memos which were FYI for the Board regarding TR Internal Controls, and an update on our Benefits package. Trustee Steenhoek presented the following Memo, which was shared with the Board in advance: ● Music Contract - Due to the DC Health guidance, Two Rivers increased the number of classes/crews in some of our grade levels in order to implement adequate social distancing in our classrooms. Despite the best efforts, Two Rivers has not secured an additional music teacher. In August 2021, Two Rivers released a request for proposals for art instruction. Two Rivers received proposals from two organizations: Traditional Expressions and DC Strings Workshop. ● Recommendation - Contract with DC Strings based on their proposed plan of providing instrumental instruction at the cost of $69,000. Trustee Rodriguez abstained from the vote. All other Trustees voted to approve the recommendation. Governance Committee Secretary Schlam reported that Trustee Pipes stepped down from the Board. They will not be filing his seat and the Board will remain at 13 members. Development Committee Trustee Phillips reported that the development team created a guidebook on how to do development, which is a toolkit that can be shared with friends. Senior Director of Development Eisner shared that $9,500 has been raised during the first week of the Beyond the Basics campaign. Secretary Schlam asked if there were plans for the 20-year anniversary of Two Rivers. Senior Director of Development Eisner stated that plans are in the works. Academic Excellence

Trustee Bradbury reported that the committee goals for this year include looking beyond academic performance to the 3 dimensions of EL, SPED, math curriculum, and the school's work plans. ____________________________________________________________________________ TO: Two Rivers Board of Trustees FROM: Kristina Kyles-Smith, Ed.D, Executive Director DATE: November 9, 2021 SUBJECT: NorthBay Recognition ____________________________________________________________________________ PURPOSE: The purpose of this memo is to provide the Board of Trustees an update on the 2021 Two Rivers Middle School NorthBay Trip. BACKGROUND/CONTEXT: Two Rivers has organized a 6th-grade class trip to a sleep-away outdoor education and character development program run by NorthBay on the Chesapeake Bay in North East, Maryland, for the past ten years. Students spend an entire week building community and studying environmental science in a hands-on experiential program during the trip. Participation in the Northbay Trip is their first time away from home and their first opportunity to experience a camp-like environment for many of our students. Because of the pandemic in SY20-21, 6th graders could not benefit from this seminal Two Rivers experience. Therefore, in SY21-22, we plan to bring both the 6th grade and the 7th grade. EXECUTIVE SUMMARY: Two Rivers engaged in its annual Northbay Trip from October 12 thru October 15, 2021. This year, Two Rivers invited all 6th and 7th graders to attend because The Two Rivers Team canceled the trip during the 2020-2021 SY due to the COVID-19 pandemics. To ensure increased health and safety, Two Rivers required additional testing for students and staff attending. Two Rivers required compliance with the Two Rivers vaccination policy for all staff attending and volunteers to be vaccinated. Approximately 150 of the 195 students enrolled in 6th and 7th grade expressed interest. Unfortunately, about 25 students were required to quarantine due to either testing positive or being identified as close contact. This year’s trip brought all of the things for which we go to NorthBay: ecology and character education, bond building beyond Crews, and fun. Twenty-four staff and 12 adult volunteers were chaperones. Students and families reported high appreciation for the immense work that it took to lift this tradition. Two Rivers is also incredibly proud and grateful to the Middle School Leadership Team, led by Ms. Muroji, and our COVID Response Team, led by Ms. Aurora, for their hard work and dedication.

Per all recollections, you went above and beyond in planning and preparation, supporting school leadership, and keeping student joy and connection squarely in focus. Therefore, with great pleasure, we, the Two Rivers Board of Trustees and Executive Director, formally give you a huge SHOUT-OUT for the time you took in assisting and planning for NorthBay. You sacrificed countless hours of your time to assist with planning and preparation in addition to your regular daily teaching load. You ensured parents were kept abreast of important meetings, documents, and deadlines through solid communication and organizational management practices to ensure a smooth trip. Staff expressed their appreciation for the one-on-one guidance, support you provided, and your deep understanding of the daily expectations of being a chaperone for NorthBay. You helped with student needs. You radiate positivity and give others the space to be themselves and enjoy the moments that make NorthBay magical. You know all the students and invite them to the edge of their comfort zone. You took the time to validate and escalate racist incidents immediately. You sat with a student and told them that they have every right to feel the anger they felt and coached them in having a productive meeting with the director of NorthBay's education program. You also responded to students' needs and behavior challenges until 2:00-3:00 in the morning and had the energy to carry on the next day. Your service-oriented leadership stance had a powerful impact. You helped with staff needs. You took over posts to give staff breaks and helped others with their needs and concerns. You hosted a nightly check-in to help make sure that all chaperones felt that they were part of a crew, supported, and celebrated. We received positive remarks from the NorthBay personnel about the high levels of the dedication of the entire Northbay leadership team. Thank you for leading our crew through NorthBay. To: Two Rivers Board of Trustees From: Kristina Kyles-Smith, Ed.D, Executive Director Date: November 9, 2021 Subject: Student Advisory Council Memo PURPOSE: The purpose of this memorandum is to share exciting student news for collective celebration and Board recognition. BACKGROUND/CONTEXT: EL Education is a national nonprofit started in 1991 and serving 440,000 students in diverse communities, partners with K-12 educators to support project-based learning through a whole-school transformation model. EL has been a national leader in elevating students' important voices and work, often from partner schools. This year, EL increased its reach to more authentically include students from across the country in leadership. The Student Advisory Council empowers students to influence EL Education events, programs, and operations. They lend their talents to deepening EL Education's impact on education nationwide, ensuring that the organization's work is more inclusive of authentic and ingenious student perspectives. The Student Advisory Council Structure expands EL Education's commitment to convening students as a formal body that will meet regularly (virtually) to be thought partners in the planning of key EL national events, develop improvement ideas for EL's work, and build EL awareness, identity, and spirit in our schools. All EL Education school partners were welcome to encourage students to apply for a position on the Council. EXECUTIVE SUMMARY: The Student Advisory Council consists of 12 students who have 2-year terms. This year, six students will begin their term in February 2021, chosen from a pool of applicants by a committee of EL staff, Klingenstein, and Silverberg winners. Next year, six more students will be added, beginning in August 2021, chosen by the Council itself. Eligible candidates must be in grades 5 - 12 or college as EL alums, and 5 -12 students must be in their EL school for the two years of their service (i.e., not 8th graders who

will attend a non-EL high school next year). Council members who are in grades 5 - 12 must have a school-based staff liaison to support communication. Council members will receive an honorarium of $2,000 for their service over two years, distributed in four installments. Two Rivers is excited to celebrate 8th grader Chelsea Dargba on being selected for EL Education's Student Advisory Council. Out of over 40 strong applicants nationwide, EL Education chose Chelsea as one of six new members on a two-year term for EL Education's Student Advisory Council. ____________________________________________________________________________ TO: Two Rivers Board of Trustees FROM: Kristina Kyles-Smith, Ed.D, Executive Director DATE: November 9, 2021 SUBJECT: Employee Benefits Insurance Renewals for FY 22 ____________________________________________________________________________ PURPOSE: The purpose of this memorandum is to provide an update on Two Rivers Employee Benefits Plan and seek approval of this year’s contract. BACKGROUND/CONTEXT: Two Rivers has secured updated rates through our insurance brokers at NFP for all employee benefit plans, which include health insurance, dental insurance, and short and long-term disability. All plans have renewal effective dates of December 1, 2021. Two Rivers works to confirm and renew insurance contracts annually. In FY22, Two Rivers seeks to complete the contract renewal process to ensure no disruption of service. Contracts previously procured in compliance with DC Public Charter School Board requirements are eligible for renewal without further procurement. Contracts estimated to have an aggregate value equal to or exceeding $25,000 over the course of the fiscal year require board approval according to Two Rivers policy. EXECUTIVE SUMMARY: For the FY21 School Year, Two Rivers used the companies listed below. Below is a summary of the details for each vendor, effective December 1, 2022. For Kaiser health insurance, the current budget is based on the costs from SY20-21 with a 6.5% increase. The Kaiser renewal is higher than budgeted due to particularly high claims this past year and overall increases in enrollment due to our continued expansion which creates uncertainty for incurred but not yet reported claims. ANTI-RACIST/INCLUSION IMPACT: Providing high-quality and affordable insurance options for our employees is a critical component of being an anti-racist organization. Controlling the costs of critical insurances such as health and dental and providing an income safety net through short-term and long-term disability policies ensure that all employees are able to take care of themselves and their families. RECOMMENDATION/RATIONALE: Two Rivers recommends approval of these benefit renewals. Two Rivers will work with the finance committee to review the rates and determine if employee cost share needs to increase to help defray the cost increase for Kaiser Permanente. ____________________________________________________________________________ TO: Two Rivers Board of Trustees FROM: Kristina Kyles-Smith, Ed.D, Executive Director DATE: November 9, 2021 SUBJECT: Online Mental Health Services for FY 22 ____________________________________________________________________________ PURPOSE: The purpose of this memorandum is to seek contract approval for online mental health service provider, Modern Health as part of Two Rivers comprehensive employee benefits package for FY22. BACKGROUND/CONTEXT: Since March 2020, employee usage of mental health services in the Two Rivers-sponsored Kaiser Permanente plan has increased by over 50%. The demand for mental health services has outpaced Kaiser’s capacities and employees are regularly reporting to the Human Resource Team difficulties in securing mental health services. In speaking with our broker, NFP, organizations have reported similar issues with other carriers because mental health services are at an all-time high across the industry. In addition to mental health services available through Kaiser, Two Rivers currently provides an employee assistance plan (EAP) to all employees through Reliance Standard. With a lack of technology and easily accessible care options to drive engagement and meet employees’ evolving expectations, the EAP has low employee usage and engagement, with only 1% of employees utilizing this benefit in 2021. Modern Health provides a full-stack replacement of the EAP with emotional, professional, social, physical, and financial health support, in easily accessible app and web-based platforms. With online support accessible 24/7, employees can get the mental health care they need quickly and on-demand, two components that are essential in meeting the needs of our employees. EXECUTIVE SUMMARY: Two Rivers has engaged with NFP to find providers to meet this need, including examining other traditional EAP programs through different providers. Two Rivers narrowed down the search to two online platforms, Talkspace and Modern Health, which both provide online 1:1 mental health

counseling or coaching, unlimited texting with providers, and access to self-care resources such as guided meditations and wellness kits. Two Rivers is recommending moving forward with Modern Health based on cost and additional features such as group-based therapy and financial and professional coaching services. BUDGET SNAPSHOT: The projected cost for this service will be $38,000 ($14.96, per employee, per month). Two Rivers has identified unspent funds from existing contracts to cover the cost of this service. The expense for this service will be reflected in the re-forecasted budget. ANTI-RACIST/INCLUSION IMPACT: Achieving strong mental health by providing easily accessable and affordable mental health support services to all staff, is an essentail component of being an anti-racist organization. Convenient access to licensed and secure mental health providers is a benefit that is more often available to those privileged enough to afford it. By making this a universally offered benefit, with no cost to employees, we would increase access to all employees, regardless of race or socio-economic status. RECOMMENDATION/RATIONALE: Two Rivers recommends contracting with Modern Health to expand our current benefit offerings and provide accessible and affordable mental health support for our employees. ACTION: Vote on securing mental health services for the staff. ____________________________________________________________________________ TO: Two Rivers Board of Trustees FROM: Kristina Kyles-Smith, Ed.D, Executive Director DATE: November 9, 2021 SUBJECT: Procurement of Tutoring Services ____________________________________________________________________________ PURPOSE: The purpose of this agenda item is to seek approval for the procurement of tutoring services from iTutor.com for the more robust implementation of a hybrid instructional program during the 2021-2022 school year. BACKGROUND/CONTEXT: Two Rivers is working to implement sustainable and quality options for students who require remote instruction due to short-term quarantine. Two Rivers has prioritized partnerships offering comprehensive tutoring services, those willing to use the Two Rivers curriculum and collaborate closely with our teachers to ensure continuity of learning and access to our education model. Engaging in a comprehensive tutoring program will ensure increased access and continuity for students, support the sustainability of our teachers, and help us maintain our reputation as specifically caring for the needs of our students. Historically, Two Rivers has used a tutoring partnership to support our students with individualized education plans (IEPs) who require individual tutoring and students who have been unable to attend school for extended periods due to illness/hospitalizations. In the past, yearly service costs have been below $25,000, and therefore, did not require an RFP for services. This year, in response to the number of students who will need access to remote learning - including students with medical exemptions - Two Rivers ran an RFP in anticipation of exceeding $25,000 in costs. EXECUTIVE SUMMARY: Two Rivers issued a request for proposals on September 17, 2021 and placed advertisements in the DC Register, Washington City Paper, and Washington Informer. We received responses from three vendors: Educational Solutions, iTutor, and Littera Education. After reviewing all three proposals, Two Rivers proposes to move forward with two providers: Educational Solutions and iTutor. Two Rivers would like to use Educational Solutions to provide 1:1 or small group instruction to support

our medically exempt students and iTutor.com to provide on-demand virtual instruction for small groups of students on short-term quarantines due to COVID. BUDGET SNAPSHOT: The anticipated cost of the iTutor.com contract, based on roughly 10 hours per week per grade level at approximately $140/hour, will be approximately $308,000 for the remainder of the year. We anticipate offsetting some of the cost by eliminating the three virtual teaching roles we were planning to fill and using ESSER II and ESSER III funds to cover the remaining cost. ANTI-RACIST/INCLUSION IMPACT: iTutor is a minority-led company. RECOMMENDATION/RATIONALE: It is the recommendation of Two Rivers’ staff that the Board of Trustees approve the itutor contract for remote instruction for quarinting students. ANTI-RACIST/INCLUSION IMPACT: To our knowledge, this company is not minority owned. RECOMMENDATION/RATIONALE: It is the recommendation of Two Rivers’ staff that the Board of Trustees approve the Educational Solutions contract for remote instruction for medically exempt students. ACTION: To approve exceeding our $25,000 limit with Educational Solutions. BACKGROUND/CONTEXT: In 2015, Two Rivers’ implemented expanded student technology access as a part of its academic program. After reviewing and analyzing device options, Two Rivers concluded that the Chromebooks with an extended protection plan were the most affordable and sustainable technology option. Two Rivers expanded this program due to the need for additional devices during the period of remote-only instruction (March 2020-June 2021). Currently, each student in kindergarten through 8th grade has access to a device. As we continue to embed technology into our curriculum and educational program and ensure smooth transitions in and out of in-person instruction that is more likely to occur now due to the continued active pandemic, we seek to increase our technology program to include our preschool and pre-kindergarten grades. EXECUTIVE SUMMARY: Two Rivers is seeking to purchase 160 Chromebooks. The acquisition of 110 touchscreen Chromebooks will provide age-appropriate devices to our earliest learners, preschool, and prekindergarten. For our early childhood program, we will use one device for every two students. Additionally, we will acquire 50 non-touchscreen Chromebooks to ensure we maintain a functional loaner fleet to manage remote instruction, lost devices, and repairs. Two Rivers received proposals from nine vendors: Dynamic Network Solutions, MVation, W.B. Mason, ArchAngel Tablets, ICT Resources, DHE Computer Systems, Virtucom, Vivacity Tech, and Trafera. The proposals offered four different brands of Chromebooks. Based on our review, Two

Rivers has determined that the Dell Chromebooks were a higher-quality device compared to the Samsung, HP, and Lenovo Chromebooks. The submitted proposal costs ranged from $54,497 to $70,578. Two Rivers issued a notice of intent to enter a contract on October 1, 2021, and placed advertisements in the DC Register, Washington Post, and Washington Informer. Two Rivers will acquire Chromebooks, including a 4-year warranty and the required Google management license per device. BUDGET SNAPSHOT: The total cost quoted by ICT was $55,382. Two Rivers will use Universal (USAC) Emergency Connectivity Fund (ECF). The fund supports schools and libraries’ efforts to ensure remote learning access for its students in need by acquiring broadband connectivity services and devices. USAC will reimburse schools up to $400 per laptop. To ensure 100% of this procurement was covered through ECF, bidders were asked to submit proposals as a bundle price which included the device, a 4-year accidental warranty, and a Google management license. ANTI-RACIST/INCLUSION IMPACT: ICT Resources is a small woman/minority-owned business that was established in 2008 in New Jersey. ICT Resources is a technology distribution company and can offer wholesale pricing. RECOMMENDATION/RATIONALE: Two Rivers recommends contracting with ICT Resources. They scored highest on our rubric compared to vendors offering our preferred Dell Chromebook brand and offered the second-lowest overall price. The rubric considered price, product delivery, brand preference, and ICT Resources price is $55,382 for the preferred Dell Chromebook. ACTION: Vote on the Chromebook purchase contract. ____________________________________________________________________________ TO: Two Rivers Board of Trustees FROM: Kristina Kyles-Smith, Ed.D, Executive Director DATE: November 9, 2021 SUBJECT: HVAC Service Agreement Renewal ____________________________________________________________________________ PURPOSE: The purpose of this agenda item is to seek approval for a proposal to renew the HVAC service agreement. BACKGROUND/CONTEXT: Two Rivers’ maintains a service agreement with a certified vendor to ensure the performance of preventative maintenance and service on Two Rivers HVAC systems. Two Rivers needs a service agreement to provide annual and quarterly preventive maintenance work at our Young elementary and middle school facilities. Two Rivers will acquire a multi-year service agreement for both properties to secure fixed pricing and ensure a continuity of service. EXECUTIVE SUMMARY: Since the initial HVAC system warranty expired, WL Gary has satisfactorily performed HVAC maintenance and service work at the Young elementary school campus. Due to the expansion of the middle school at Young, WL Gary’s annual contract renewal exceeded $25,000 and required that Two Rivers procured the preventative maintenance and service contract. Two Rivers issued a notice of intent to enter a contract on September 24, 2021, and subsequently placed advertisements in the DC Register, Washington Post, and Washington Informer. Two Rivers only received a proposal from our existing service provider W.L. Gary. BUDGET SNAPSHOT: Annually, Two Rivers builds HVAC service and maintenance costs into our annual contracted building services budget. The HVAC service agreement was budgeted for $19,403 under contracted building services. The amount budgeted did not factor in the expiration of the new middle school building warranty. The additional $6,405 will come from the contracted building services contingency fund.

ANTI-RACIST/INCLUSION IMPACT: We only received one proposal for this procurement of services, and the company is not a minority-owned firm. RECOMMENDATION/RATIONALE: Two Rivers recommends renewing our contract with WL Gary. The company has serviced the Young elementary school campus for over three years. WL Gary came highly recommended by the builder, MCN, and the HVAC system installer, HavTech. WL Gary’s proposal offers a 2-year service agreement with an option for a 3rd and 4th-year extension. All subsequent contract years’ prices have a fixed 3% increase. The first-year proposal to service both buildings is $25,808. ACTION: Vote on the contract renewal for WL Gary. BACKGROUND/CONTEXT: This year, the Two Rivers Board of Trustees has continued and enhanced its work to forward the Development activities at Two Rivers PCS. Last month, the Two Rivers Board of Trustees Development Committee held its meeting of the year. Therefore, as in past years, the Development Team provides monthly updates regarding its activities. EXECUTIVE SUMMARY: The Development committee consists of the following people: Trustee Penelope Talley; Trustee Theo Thomas; Trustee and Development Committee Chair, John Phillips; Sam Swiller; Cassie Schupp; and Two Rivers Staff Liaison Patricia Granata-Eisner . Campaign Updates ● Beyond the Basics: As of Monday, October 25, 2021, Two Rivers has raised $17,500 as part of our Beyond the Basics fall fundraising campaign. The funds collected include one-time donations, new recurring donations created as a result of the campaign, and donations earmarked for the Neighbor in Need fund, which is embedded in the Beyond the Basics campaign. ● Trustee Giving: A focus developed by the Board of Trustees for this and future fiscal years is expanding the reach and impact of trustee giving. Board giving includes direct trustee donations and trustee-sourced donations. Two board members have given directly to Two Rivers, and one has secured a trustee-sourced gift. Excluding non-cash contributions, the average donation by a trustee to Two Rivers public charter school is $86 so far in FY22. The total amount given is $1200.00.

● Flamboyan Foundation Grant: Return to School with Joy: We received a $2,500 grant to support after-school learning during this school year through the Flamboyan Foundation, representing the third Flamboyan-sourced grant we received during the past 365 days. ● Non-cash Giving: Noncash giving at Two Rivers helps to supplement budgetary items that we otherwise would pay for out of pocket. During the past month, this has included: ● Two parking spaces at the Press House, conservatively valued at $5,000 per year. ● Commitments from St. Augustine Catholic Church for $625 in $25 gift cards for Thanksgiving week meals. ● Framing the Future Gala: The Two Rivers Development Team has reserved Dock 5 through Edens for our annual Framing the Future Gala, which will take place on March 18, 2021. We have also signed a contract with Jessica Taylor White to serve as the events coordinator and work with the Two Rivers Team to produce this year’s Gala. We are forming committees and asking for Board participation in both fundraising and securing auction items and experiences. BUDGET SNAPSHOT: All funds raised by Two Rivers’ development department support the work of the network and provide new and supplemental funding for our work. BACKGROUND/CONTEXT: Annually, Two Rivers assesses student progress in their mastery of knowledge and skills, character development, and high quality work. Each fall, Two Rivers administers several assessments to ascertain where students are academically at the beginning of the year. You can find an overview of all of our assessments here. Please Note: At the time of this memo, we are still uploading data from our Circle and mClass assessments. During our fall assessment window, we administered the following assessments: Grade Level English Language Arts Math Preschool - Pre-K Circle Reading Circle Math K-1 1-8 mClass Reading mClass Math Measures of Academic Progress Measures of Academic Progress (MAP) (MAP) EXECUTIVE SUMMARY: This year, Two Rivers wanted to zoom out to look at academic progress over three years to understand how the different instructional postures (onsite, remote, and in-person) generally impacted students' beginning of year learning levels. Additionally, the Two Rivers Team analyzed this year's fall assessment data to understand the specific needs of our students. First, we will address the question, what were students beginning the year learning levels, and how did that differ from years prior. When comparing year-over-year fall proficiency data, the Two Rivers Academic Team noticed an 8% decline network-wide in fall math proficiency levels and a -6%

decline network-wide in fall ELA proficiency. Please see the two tables below. Two specific data points are out of the ordinary. First, the Middle School math data has seen decreasing proficiency scores over time. One cause may be the increasing enrollment at grades 4,5, and 6 over the past two years. Please note that the Middle School has grown from approximately 150 students to about 250 students over the past two years. Second, Young Elementary school experienced a very high level of math and reading proficiency in the Fall of 2020. The high fall assessment outcomes in 2020 at the Young Campus followed by more average outcomes in the fall of 2021 has created a larger decline in network overall average. Specific Fall 2021 Math Trends: ○ Overall 47% of students scored at the proficient level. This represents an 8% decline from fall of 2020, but a 1% increase from the spring 2021 administration. ○ For grades 1-4, at least 50% or more of students of scored proficient ○ Our Middle School grades had the least amount of students per grade performing at the proficient level (36% of students in middle grades scored at the proficient level in math)

Our 3rd grade cohort experienced the most loss (21%) compared to last year, and our 8th grade cohort grew 2% from last year. ○ Special education and at-risk student groups demonstrated the lowest proficiency at 12% and 20%, respectively. Specific Fall 2021 Reading Trends: ○ Overall network reading proficiency dropped 6% from last year. ○ 3rd grade cohort experienced the largest decrease from last year (29%) and our 5th and 7th grade cohorts experienced increases of 8% and 11%, respectively ○ Hispanic and multiracial subgroups experienced year-over-year increases (5% and 6%, respectively), while our special education and at-risk subgroups had the largest decreases from last year (14% and 12%, respectively) ○ With the exception of 2nd grade, every grade had at least 57% of students demonstrating proficiency. The Academic Excellence Committee will be meeting on November 4th to review all of the beginning-of-year assessment data in more detail. The Committee has charged itself with ensuring to

bring back regularly updates on all three dimensions of achievement measured at Two Rivers: mastery of knowledge and skills, character, and high quality work.
