PLENARY SPEAKER 1 PROF. DATUK DR. LOKMAN HAKIM BIN SULAIMAN Datuk Dr. Lokman Hakim S is a Professor of Public Health at the International Medical University, Kuala Lumpur. He graduated as Medical Doctor from Universiti Kebangsaan Malaysia (UKM), Master in Public Health from National University of Singapore and PhD in Medical Parasitology from UKM. He was conferred the Fellow of Academy of Medicine Malaysia and is the current President of the College of Public Health Medicine of the Academy. He is also a Fellow of Academy of Medicine of Singapore and Fellow of Academy of Science Malaysia. He took optional retirement in July 2017 from the Ministry of Health of Malaysia after serving for more than 32 years, including 18 years as researcher with the Institute for Medical Research, Kuala Lumpur. His last position before retirement was the Deputy Director General of Health (Public Health). His research interest is in infectious disease transmission dynamics and environmental health. He is credited for the establishment of the National Malaria Elimination Program and National Lymphatic Filariasis Elimination Program. He is a strong believer in individual, community and NGO empowerment in addressing health issues and a strong advocate of their participation in program such as Harm Reduction in HIV/AIDS, anti-tobacco campaign, healthy lifestyle, breast feeding and teenage pregnancy. In public health professional development in Malaysia, he is instrumental in the development of public health physician alternative career pathway, structured public health physician training in MOH and establishment of the public health sub-specialty program. He had served in various consultancy capacities to WHO. Among the more recent assignment were, Member of Expert Advisory Group on Environmental Health to the WHO Regional Director of Western Pacific Office (WPRO), 2016, Member of Malaria Advisory Committee WHO Geneva 2015, and Scientific Ad-Hoc Committee for WHO-Tropical Disease Research (TDR) Program, 2016. Recently, he is appointed as a Member of the WHO Pandemic Influenza Preparedness (PIP) Framework Advisory Group for the period 2017-2019. PAGE 6
PLENARY SPEAKER 2 DATO' DR. Amar-Singh HSS Dato’ Dr Amar-Singh HSS is a Consultant Community Paediatrician & Child Advocate (Formerly Head of Paediatric Department, Hospital Raja Permaisuri Bainun, Ipoh, Perak, Malaysia and Head, Clinical Research Centre Perak), Adviser, National Early Childhood Intervention Council (NECIC); Advisor, National Family Support Group for Children & People with Special Needs, Adviser, Association of the Network For the Needs of Children with Disabilities; Advisor, WeCareJourney and Honorary Senior Fellow, Galen Centre for Health and Social Policy. His academic qualifications are MBBS University of Malaya 1983, MRCP (UK) in 1988, MSc Community Paediatrics, Uni of London in 1992 (distinction), Certificate in Theology (2nd class honours), Moore Theological College, Australia in 1998 and FRCP (Glasg) in 2000. He has been awarded Tun Abdul Razak Research Award 1994, Recipient of the Outstanding Asian Paediatrician Award 2012 and Recipient of the 2016 SENIA Advocacy Award. His interests are Community intervention, Disability, Injury Prevention, Drowning, Immunisation, Child Abuse, Adolescent issues, Poverty reduction, disadvantaged & marginalised children (especially Orang Asli, Indigenous People), Parent Self-help Groups, NGOs, etc. He is active in research and postgraduate paediatric training with >100 local/international research publications/reports. He has published a book on conducting research & 2 books on bird watching. He is active as a Child Advocate. Dato’ Dr Amar-Singh HSS served in the civil service for more than 35 years & was responsible for the development of Paediatric and Research services in Perak & Malaysia. He has a long standing interest in children with disability & the development of services for children. He was previously the President of the National Early Childhood Intervention Council. With his wife, he offers spiritual direction and counselling. His key achievements and contribution to healthcare includes assisting MOH to revise the entire child health programme to introduce routine developmental screening for children, developed the national perinatal mortality reporting system, assisting with development of national under 5 mortality reporting system, co-chaired an extensive systematic review on all childhood vaccines, assisted MOH to revise existing & implement the new immunisation schedule (introduction of Hib & MMR vaccines), proposed the development of the National Standing (Advisory) Committee on Childhood Immunisation for MOH, introduced national newborn hypothyroid screening via evidence based systemic review, pushed development of antenatal HIV screening, developed the national registration mechanism for disability registration, assisted in developing the CPD (Continuous professional Development) programme for the MOH & automatic promotion for doctors to U54, establish first Paediatric and Neonatal Retrieval Service in Malaysia in 2000, started & developed > 10 Family Support NGOs/Centers for disability, advocated for MOH taking over health services for Orang Asli children and conducted multiple MRCPCH postgraduate paediatric training courses for 21 years and as a MRCPCH examiner with the RCPCH United Kingdom. PLENARY SPEAKER 4 dr. akhmal yusof Dr. Akhmal Yusof is a Chief Executive Officer of Clinical Research Malaysia (CRM). He obtained his Bachelor of Medicine and Bachelor of Surgery (MBBS) from the Royal College of Surgeon, Ireland in 1992. He started serving the Ministry of Health as a House Officer at the University of Malaya Medical Centre and subsequently as a Medical Officer at Tanjong Karang Hospital, Kuala Lumpur Hospital and Tawakal Medical Centre between 1993 and 2000. He later ventured into Medical Insurance under the American International Assurance, Kuala Lumpur as Medical Manager (2000–2002). It was in AstraZeneca Sdn Bhd where he gained extensive experience in the field of research-based biopharmaceutical where he was the Medical Director across Malaysia, Singapore and Brunei. He later assumed the position of Head of Government Affairs. Dr. Akhmal was in AstraZeneca Sdn Bhd from 2002 to 2015. Dr. Akhmal is currently a member of the Ethics Committee of the Pharmaceutical Association of Malaysia (PhAMA) and a member of the National Committee for Clinical Research (NCCR).
