No employment agreement, or contract, or letter of agreement shall be used in the appointment or employment of personnel unless the form of agreement, contract, or letter has been approved by the Board. The minimum qualifications for the appointment of all personnel shall be determined by the Board, based upon the duties and responsibilities of the position, and shall be recorded and maintained by the institution, division and/or department. All full time personnel, including executive members, shall be required to devote a minimum of 30 hours per week to the institution, division or centre, and shall maintain appropriate office hours as determined by the Board (or his or her designee), at any division or centre, by the director. Calculation of the 30 hour week shall follow such guidelines as promulgated by the Board.
