2022 Department Highlights BUILDING, ORDINANCE AND FACILITIES Mike Viazanko - Department Director Brad Bletch - Full-Time Electrical Inspector Ordinance became a fully Jeff Schultz - Manager of Inspections staffed division this year! Jodi Welch - Manager of Ordinance Esther Chirodea, Jeff Schultz and Dillon Morgan are members of Leadership RH for 2022-23. Building Department received IAS Re-Accreditation 51 TOTAL Online learning courses through Fred Pryor were taken by the Customer Service team. 1

2022 Innovations BUILDING, ORDINANCE AND FACILITIES The Building Department is now completely electronic and continues to find new and innovative ways to utilize BS&A and Bluebeam to make our team more efficient. All plan reviews are performed electronically utilizing BS&A and Bluebeam. Permits and inspection requests are all processed online. A counter computer is now available to encourage contractors to utilize BS&A Online features. We have implemented the use of 'Tables' in BS&A to track individual plan review timeframes. 'Workflows' have been created to track projects to ensure deadlines are being met. The Building Department continues to showcase how other departments can go electronic. With a focus on excellent customer service and better communication between departments, several departments have been meeting to utilize BS&A more efficiently. Permit submittals, PZE (Planning, Zoning and Engineering) processes and plan reviews are now done through BS&A. DPS water/sewer permits are now online for customers. Land Division process can now be entered into BS&A and reviewed electronically. All permits, PZE and bond transactions can be paid online. Fire Department Mortar Permit was created and available online. Fire Alarm and Fire Suppression permits are exclusively done online. We collaborate with our third party consultant for plan reviews and inspections using goPost (an electronic submittal and review website). This has reduced the review process by almost a week. Inspection results - Developing real time inspection results that can be entered by our inspectors with the implementation of field computers. 3
2022 Innovations BUILDING, ORDINANCE AND FACILITIES The updating and formatting of our guidebooks and brochures has been ongoing and reflects the electronic plan review process. Corresponding inspection guides were created to explain what our inspectors are reviewing at each stage of construction. Implementation of Virtual Inspections - Camino Virtual Inspections have been implemented to conduct inspections remotely. We are currently working on creating a Permit Guide through the Camino program that gives step by step directions to applicants. Document Control Updates - We are continually updating our policies, procedures, forms and schedules in Document Control. This will be an ongoing process in 2023. Pre-liminary Plan Review Process - In an effort to shorten the overall plan review process, the pre-liminary plan review was developed to aid applicants in the submittal process. This enables the applicant to provide a complete submittal prior to the plan reviewers starting the formal review. EV Charging Stations - We recognized that the current building codes nor city ordinances address the requirements for EV Charging Stations. Staff created an EV Charging guide that can be used to assist property owners. This policy is being presented to the Planning Commission and City Council in late January 2023, Department Webpage - A plan was developed in 2022 for revamping the building/ordinance web page later this year in 2023. We are currently working with MIS to update our department webpage. Meetings - The plan reviewers meet bi-weekly to track plan reviews more closely. The Ordinance team implemented a bi-weekly consistency meeting to ensure uniformity and to discuss ideas to continue to promote growth and development in the division. 4

This shows a few of the capital improvements the Facilities team will be involved with in 2023- City Wide parking lot improvements, City Wide roof replacements, DPS and City Hall LED lighting upgrades. Rochester Hills is a fantastic place. And as the Mayor has often to reminded me, slow and steady wins the race. Facilities Maintenance Techs to attend two training classes per year on any trade or career development opportunities. In 2023, Facilities will continue to strive to be a part of the solution by developing partnerships with our customers. To work together in harmony and unity, Facilities believes positive Goals attitudes will allow us to build stronger working relationships. Continually update assessments and procedures. Most importantly, overseeing our goals from start to finish and providing an update in our monthly report. 15
