Congratulations, Graduands! SIMTech-SkillsFuture Singapore Precision Engineering WSQ Graduation Ceremony 2017 16 August 2017, Wednesday | 6.00 pm | MOE Edutorium

Message Dr Lim Ser Yong Executive Director Singapore Institute of Manufacturing Technology Congratulations, participants of the joint SIMTech-SkillsFuture Singapore (SSG) Precision Engineering (PE) Workforce Skills Qualifications (WSQ) Programmes and the Manufacturing R&D Certificate Programme for completing your training! In today’s work environment, skills upgrading is critical for a sustainable career. In manufacturing, for example, the local landscape is constantly evolving due to digitisation, technology developments and disruptions, changing global economic growth including the ongoing journey towards high value and more complex advanced manufacturing activities. These developments pose challenges for companies and professionals, managers, engineers and technicians (PMETs). New skill sets or capabilities have to be acquired continuously to apply innovative technology or techniques in complex or changing manufacturing environment. Up-skilling ourselves and organisations’ upgrading are a way of life. With the implementation of Singapore SkillsFuture (SSF) Initiative, SIMTech has aligned its training programmes to SSF to create a vibrant, relevant learning environment for Singaporean individuals and employers. The SIMTech-SSG PE WSQ Programmes, in various advanced manufacturing-related and productivity enhancement courses, are designed to meet the technology and skill gaps of organisations and PMETs. To date, we have launched 21 WSQ training programmes and 12 Master Classes in the areas of manufacturing processes, automation and operational management systems to meet industry needs. More than 2500 PMETs (or about 5000 SOAs) have been trained or embarked on the journey to upgrade their expertise and contributed to their organisations. 2

With the local manufacturing shifting to higher value add and advanced manufacturing activities, there is an increasing demand for manufacturing R&D engineers. With the support from SSG, SIMTech launched the Manufacturing R&D Certificate (MRDC) Programme in 2015 to address gaps in equipping fresh graduates with industrial R&D experience and skills. I am happy to note that 15 MRDC graduates are celebrating the completion of their two-year programme and are ready for deployment to the manufacturing industry. Encouraged by the outcome and necessity, SIMTech will continue to work with SSG to roll out more relevant courses in Advanced Manufacturing to meet emerging needs of industry and grow future-ready PMETs and companies. I hope that the journey for all of you has been enriching and rewarding as you invested in time and resources in the various training programmes. Your graduation ceremony today is a celebratory milestone of your achievements. 3

Message Dr Gog Soon Joo Group Director, Training Partners Group SkillsFuture Singapore The Precision Engineering (PE) industry is an important pillar of the manufacturing sector, contributing about 12 per cent of manufacturing output and employing more than 20 per cent of the manufacturing workforce. It provides crucial support to key industries such as aerospace, oil and gas, medical devices and electronics. As the manufacturing industry advances into digitised economy, companies engaging in PE activities are transforming themselves and moving up the value chain. There is a need to upskill the PE workforce, so that workers have the necessary knowledge and competencies to support sectoral-level and firm-level transformation. SIMTech’s application-based pedagogical model is well received by the industry. Employers welcome the Learn-Practice-Implement learning approach as their employees could apply learning at workplace as they went through learning at SIMTech. In addition to face-to-face learning, mentors from SIMTech head down to the companies to guide and mentor the trainees in the implementation of solutions to resolve real workplace problems. Productivity enhancement and business growth have been reported by employers as positive outcomes of SIMTech’s approach. 4

Today’s graduation ceremony is testament to SIMTech’s dedication and commitment to nurture highly-skilled PE professionals. Specifically, SIMTech’s Knowledge Transfer Office has successfully translated R&D results to useful innovations that assists enterprises in their process enhancement projects. In the last training year 2016- 2017, SIMTech has trained 537 PMETs from over 200 companies through their 17 PE WSQ programmes, of which more than 60 per cent are SMEs. SIMTech has also developed several new training programmes in emerging technologies, such as additive manufacturing processes, and large area processing technologies, to support industries that meet the critical skills of the sector. I would like to offer my heartiest congratulations to the graduands of SIMTech’s PE WSQ programmes and wish them all the best in their careers. I would also like to express my appreciation to all participating employers and industry partners. Your strong partnership with SIMTech is crucial in developing a competent workforce. 5

Trainees’ Testimonials “I was appointed to lead the LEAN committee in my company, Craftmark. Equipped with the various LEAN techniques, the committee came together. The committee brainstormed and implemented 14 projects to streamline and improve the company’s operations. To date, the committee has completed 9 of these projects, one of which I have worked closely with the Sales team to digitise the payroll process. “I signed up for this course to pick up new methods in assessing my company’s, Carlton Hotel Singapore, need in managing energy usage and determining the correct load profile for the upcoming chillers’ replacement work. Through this course, I learnt how to perform more accurate data collection and analysis for Carlton’s existing chillers’ operation, load profile and each chiller’s efficiency. I also learnt how to make use of SIMTech’s E2MAS and SIMProg software to calculate the refrigerant tonnage required to cool the hotel in an efficient manner. With this skill, I can forecast cooling loads based on past hotel occupancies and activities to optimise the chillers’operation, reducing energy wastage and lowering the maintenance costs. Sometimes, we have customers that request us to expedite their orders and ask us to provide the earliest ship-out date from the factory. One of the main challenges to estimate the ship-out date is the hardware function testing time which varies with the configuration that the customer has ordered. So we need a tool that can help us to predict the function testing time faster with high accuracy. Through applying what I have learnt during the course, my colleagues and I, with guidance from SIMTech’s Mentor, were able to build a predictive model to predict the testing time based on the customer’s configuration. By using the data mining methods, we are now able to predict the function testing time needed faster with high accuracy of more than 90%. This helped the company to provide a more accurate commitment date to the customer. “Pirtek delivers to our customers high quality hydraulic solutions conforming to international standards, and speed consistently. The OMNI programme suited us well, as it allows us to have a consistent message throughout the company with high visibility. The OMNI Programme has trained 13 Pirtek staff, from the management team, technical teams, and the sales and admin staff across different departments. Thereafter, they became our productivity champions of OMNI for Pirtek.
