MESSAGE Dr David Low Executive Director A*STAR Singapore Institute of Manufacturing Technology My warmest congratulations to the participants who have completed the joint SIMTech-SkillsFuture Singapore (SSG) Precision Engineering (PE) Workforce Skills Qualification (WSQ) Programmes and Advanced Manufacturing modular training programmes! Thank you for attending the 9th SIMTech-SSG Graduation Ceremony 2020. Largest Cohort Unlike the past few years, the graduation ceremony this year is held virtually in view of the current pandemic situation. Despite all the challenges, we are excited to be here to celebrate the accomplishments of 840 graduands from 23 WSQ and Advanced Manufacturing training programmes, which is also our largest cohort so far. To date, we have, in partnership with SSG, launched 24 WSQ training programmes, more than 30 advanced manufacturing modular programmes, plus more than 30 Master Classes in the areas of advanced manufacturing processes, automation, operational management systems and emerging technology to meet the needs of industry. More than 6000 PMETs, and over 7600 Statements of Attainment (SOAs), have been trained to upgrade their expertise and contribute to their organisations. COVID-19: A Wake-Up Call 2020 has not been an easy year for many of us due to the unprecedented outbreak of COVID-19. Prior to the COVID-19 crisis, many industries, including manufacturing, are already facing ongoing uncertainties with the ever-changing technological advancements, digitalisation and disruptions. In the wake of COVID-19 where digital transformation has been accelerated, the need for reskilling and upskilling has never been more pressing. To support reskilling and upskilling of workers and jobseekers in this difficult time, the SGUnited Skills (SGUS) programme was rolled out under the SGUnited Jobs and Skills Package. 2

SIMTech has since collaborated with SSG to provide seven SGUS full-time Train & Place programmes starting from August 2020. These seven SGUS programmes cover the topics of Additive Manufacturing, Advanced Welding Technologies Robotised Processes, Data-driven Surface Engineering with Process Digitalisation, Digital Transformation & Innovation, Industrial Automation, Operation Management & Innovation, and Smart Machining & Digitalisation. Learning Never Stops Encouraged by the positive outcomes and increasing demand, SIMTech will continue to work with SSG to roll out relevant courses in Advanced Manufacturing Processes, Digital Manufacturing and, Industrial Robotics and Automation to ensure that our workforce and industry remain competitive. Once again, congratulations to all our graduands and I hope that your learning journey with SIMTech has been enriching and rewarding. With the recent one-off SkillsFuture Credit top-up, I look forward to continuous reskilling and upskilling from our graduands. Remember, never stop learning and let that curiosity guide you! 3

MESSAGE Mr Ong Tze-Ch’in Chief Executive SkillsFuture Singapore Manufacturing is a significant engine of the Singapore economy, contributing about 20 per cent of our GDP and employing almost 500,000 workers. To maintain our manufacturing competitiveness, Singapore has embarked on a series of transformation initiatives. Today, we have established a strong base of leading technology and solutions providers to promote Industry 4.0 adoption, supported by our national R&D commitment in Advanced Manufacturing and Engineering. As manufacturing companies pivot to new growth opportunities and accelerate their digitalisation and automation efforts post-COVID, the need to upskill the workforce becomes more critical than ever. As the CET Centre for Precision Engineering and Advanced Manufacturing, SIMTech has forged strong partnerships with SMEs and plays a key role in the development of a robust skills and training ecosystem for the manufacturing sector. Focus on Skills Needs of Manufacturing SMEs Today, with SIMTech’s close industry networks and the capability to translate applied research into commercial solutions, SIMTech has an acute understanding of the skills needs of manufacturing SMEs. SIMTech has rolled out many industry-relevant programmes, such as in digital transformation and innovation, to support industries critical to our economy. From 66 in 2007, the number of PMEs trained has increased to more than 6,000 in 2020. More than 1,700 companies have also benefited from SIMTech’s training programmes, 70% of which are local SMEs. From Classrooms to Simulated Production Environments The Model Factory@SIMTech provides a conducive platform for SIMTech to deliver its programmes beyond classrooms, with cutting edge facilities and common platforms for companies to test-bed and experiment their solutions. In addition to classroom training, mentors from SIMTech support companies by guiding the trainees on applied solutions in workplace environments, to help them resolve business problems and improve workplace productivity. 4

The upcoming Innovation Factory @ SIMTech will support SMEs with the essential skills and capabilities in product innovation & development and in manufacturing process innovation. This will support companies in venturing into higher value-added products and services. Through the Innovation Factory, SIMTech will transfer technological and workforce capabilities to help SMEs design and engineer new products before piloting at the Model Factory. Build Workforce Resilience and Enhance Employability of Job-Seekers SIMTech has responded to the national SGUnited Jobs and Skills effort. SIMTech has rapidly scaled up its training capacity to contribute to the SGUnited Skills Programme. Today, SIMTech offers seven SGUnited Skills courses, with two new courses in the pipeline. SIMTech has committed to providing almost 250 training opportunities to job-seekers. SIMTech’s courses also include project modules with companies, for trainees to apply their skills through real-life business projects and better position them for job opportunities. Today’s graduation ceremony is testament to SIMTech’s dedication and commitment to Singapore’s manufacturing sector over the last decade. I would like to offer my heartiest congratulations to this year’s graduands of SIMTech’s PE WSQ and Advanced Manufacturing programmes. I wish them all the best in their careers and their lifelong learning journey. I would also like to express my appreciation to all participating employers and industry partners. TRAINEES TESTIMONIAL “CBM is in the facilities management business with 10 business units catering to property owners’ needs in a very traditional way. In today’s context, this is quite untenable given the constraints we have. Having gone through this programme with my staff, I must say that the instructors are very good and practical in their approach. They are able to contextualise our learning to our businesses and my guys find the sessions very useful. In the course of the programme, we’ve came up with several initiatives aimed at increasing our revenues and reducing up to 30% of our costs in some parts of our operations. Amongst us, we now also speak the same language and I feel that my HODs are thinking a lot more about their businesses and how to prepare themselves to meet the challenges ahead. During this course, I was not only able to expand my horizons and broaden my ideas, I was also under the tutelage of helpful and easily accessible mentors. I was able to conduct three real case studies, product quality assurance testing which are appropriated by Murata. Many of our customers know about 3D printers, but they do not know how 3D printing can help to improve their daily operations. Through this course, I get to learn more about 3D printing and from there, I will be able to provide more suggestions to our customers. This was done in 2 batches with 26 employees including the management team participated. During the training programme, 40 improvement projects were initiated. Today, our continuous Kaizen effort has brought us to 57 improvement projects and we have seen some positive outcomes.
