Message Dr Lim Ser Yong Executive Director Singapore Institute of Manufacturing Technology My heartiest congratulations to the participants of the joint SIMTech-SkillsFuture Singapore (SSG) Precision Engineering (PE) Workforce Skills Qualifications (WSQ) Programmes and the Manufacturing R&D Certificate Programme for completing your training! Thank you for attending the SIMTech-SSG PE WSQ Graduation Ceremony 2018. This year marks the 10th anniversary of SIMTech’s Knowledge Transfer Office as a Continuing Education Training Centre under SkillsFuture framework. Today’s manufacturing environment is changing rapidly due to globalisation, digitisation, technology developments and disruptions. Current developments demand ongoing high value and more complex advanced manufacturing capabilities, posing challenges for companies and professionals, managers, engineers and technicians (PMETs). Upgrading of new skill sets or capabilities is the norm to address technology and skills gaps to apply innovative technology or techniques in complex or changing manufacturing environment. With the implementation of Singapore SkillsFuture (SSF) Initiative, SIMTech has aligned its training programmes to SSF framework to create a vibrant, relevant learning space for Singaporean individuals and employers to upgrade their skills and competency. The SIMTech-SSG PE WSQ Programmes are designed and delivered to meet the technology and skill gaps of organisations and PMETs through an innovative Learn-Practice-Implement model. Industry-based case studies will be shared to enhance the utilisation and adoption of the technology and skills pertaining to the needs at participants’ workplace. To date, we have launched 22 WSQ training programmes and 19 Master Classes in the areas of manufacturing processes, automation, operational management systems and emerging technology to meet industry needs. More than 4,000 PMETs (or about 6,000 SOAs) have been trained or embarked on the journey to upgrade their expertise and contributed to their organisations. 1

With the local manufacturing shifting to higher value add and advanced manufacturing activities, there is an increasing demand for manufacturing R&D engineers. With the support from SSG, SIMTech launched the two-year Manufacturing R&D Certificate (MRDC) Programme in 2015 to address gaps in equipping fresh graduates with industrial R&D experience and skills. I am happy to note that the first batch of MRDC graduates fits the industry needs and 15 MRDC graduates from the second batch are celebrating the completion of their two-year programme and are ready for deployment to the manufacturing industry this year. Encouraged by the outcome and necessity, SIMTech will continue to work with SSG to roll out more relevant courses in Advanced Manufacturing Processes, Digital Manufacturing and Industrial Robotics and Automation to meet emerging technology and capability needs of industry and grow future-ready PMETs and companies. I hope that your training experience has been enriching and rewarding as you invested in time and resources in the various programmes. Your graduation ceremony today is a celebratory milestone of your achievements. 2

Message Mr Ng Cher Pong Chief Executive SkillsFuture Singapore The Precision Engineering (PE) industry is an important pillar of the manufacturing sector. Today, it contributes about 12 per cent of manufacturing output and employs more than 20 per cent of the manufacturing workforce. It also provides crucial support to key industries such as aerospace, oil and gas, medical devices and electronics. This sector is rapidly changing. Many PE companies are at the forefront of applying new technologies to transform themselves and move up the value chain. New businesses are also being created to help other manufacturing companies adopt these technologies. As a result, many companies will need to upskill, reskill and deep-skill their workforce to keep pace with the transformation. Through its Learn-Practice-Implement methodology, SIMTech has made training more accessible and effective, especially in applied workplace environments. In addition to classroom training, mentors from SIMTech support the companies by guiding and mentoring the trainees to develop solutions that help the companies resolve problems and improve productivity. Many SMEs have gone through SIMTech’s programmes and the outcomes are encouraging. Today’s graduation ceremony marks a key milestone in SIMTech’s journey as a WSQ training provider as it forges partnerships with Institutes of Higher Learning (IHLs) to share its Learn-Practice-Implement methodology. This will hopefully be the start of more expertise and technology exchange between SIMTech and the IHLs. 3

Today’s graduation ceremony is also testament to SIMTech’s dedication and commitment to nurturing highly-skilled PE professionals over the last decade. The number of PE WSQ programmes delivered by SIMTech has grown from 1 in 2007 to 22. The number of PMEs trained has also increased from 66 in 2007 to more than 4,000 in 2018. More than 1,500 companies have benefited from SIMTech’s WSQ training programmes, of which about 70 per cent are local SMEs. SIMTech has developed and rolled out many niche programmes, such as manufacturing processes in metals, polymers, surface engineering, and advanced welding technologies to support industries that are critical to our economy. I would like to offer my heartiest congratulations to this year’s graduands of SIMTech’s PE WSQ programme and wish them all the best in their careers. I would also like to express my appreciation to all participating employers and industry partners. Your strong endorsement is crucial to the success of the partnership between SSG and SIMTech, and we look forward to your continued support. 4

Trainee and Industry Partner’s Testimonial “In 2016, I came across the OMNI programme from A*STAR SIMTech. The OMNI programme not only taught knowledge but also weaved in live projects that would help the learners apply the new knowledge to solve real issues in the respective organisation. In February 2017, we kicked off the programme with 20 members, dedicating every Monday morning to our OMNI sessions for almost 7 months. As I felt LEAN was important, I led the way and learnt alongside my team members. Secondly, I allocated time every week to think about LEAN and we gradually built a new muscle memory within the team. Even when the course ended in September 2017, we did not stop there. We continued to generate new projects and track them under our Balanced Score Card. What was really enlightening was to see middle managers initiating new projects and updating their achievements at our management and staff conference. Gemba, A3 and 5W have become a new vocabulary in the NTUC LearningHub leadership. Our next phase is to ensure that all our staff is inducted to basic LEAN knowledge through an e-learning module and 1-day appreciation class. One of the outcomes of this journey was the 20 projects initiated during our course. These have resulted in improved customer experiences at our counters by reducing waiting time, improved cash flow, a more efficient back-end processing team, increased our class loading efficiency, better classroom management, and reduced operating costs by going paperless, wireless and cashless. I am happy that we have achieved an overall productivity gain of about 7 per cent improvement in costs through these projects. While these projects have served us well, what is more important for me is that we have built a new LEAN culture of continuous improvement within NTUC LearningHub. Trainees’ Testimonials “I am very privileged to be involved in Bell Asia’s continuous improvement journey as the LEAN champion. The LEAN programme has provided a formal structure and methodology to help us sustain this culture within the company. We were introduced to A*STAR SIMTech’s LEAN and various tools and techniques. In particular, we used Value Stream Mapping (VSM) to understand our processes better and how each department affects service delivery to our customers. Through VSM, we have identified over 40 hotspots, many of these are in line with our management priorities. With the help of the SIMTech mentors, our team uses A3 to systematically reduce wastes and non-value added activities. We are happy to achieve a cost saving of more than S$190,000 at the end of the programme. Two examples of our successful improvement initiatives are the: Re-organisation of our parts storage in the warehouse which helped to reduce pick-time by 50-75 per cent which is equivalent to half a head count that could be deployed to do other value add jobs. Trainees’ Testimonials “I enrolled in the Graduate Diploma in Precision Measurements and Characterisation course as it has all the necessary topics that cover my work scope as a QA Manager in a Precision Engineering (PE) company producing niche optic products. The entire course was a caring and sharing experience, meeting professionals and peers from the PE industry. Every module that I learnt in the entire course is useful for my job. In the engineering optics module, I learnt the detail specifications of optical components in a microscope which helped me to understand how the microscope works and its different modes of operation. For the precision measurements module, I apply the learning of different types of optical measurement system by proposing to our customers which measurement techniques are the best. Under the materials characterisation module, I also learnt how to use the Scanning Electron Microscope for failure analysis for optical parts. Industry Partners’ Testimonials “I would like to take this opportunity to thank A*STAR SIMTech and Dr Li Xiang for the great effort and contribution to raise our awareness and understanding of data mining and data analytics through the data mining course. From this course, we understand the basic principles of data mining to apply data mining technologies with the tool developed by SIMTech. This is very relevant to what we are doing in ASM to implement smart intelligence in our equipment for Industry 4.0 through big data analytics. Seven in-house projects have been selected to go through hands-on training of applying data mining technologies. Five of these projects are for productivity improvement. For example, previously it was a challenge for our engineering team to accurately estimate tail length and Free Air Bael (FAB) with existing process parameter data in wire bonding process. During the training, the team has established correlation models by fuzzy neural network method which can help to estimate the tail length and FAB with more than 95 per cent accuracy using sample production data. The predictive model can help to reduce development time by 50 per cent; for design optimisation, 50 per cent material savings and 75 per cent manpower savings are achieved compared with traditional methods.
