To analyze and evaluate the situation expected to have risk and affect EXAT’s mission execution, to define the risk management policy to prevent, control and reduce the risk which may occur so as to be implemented by the executives and employees. 2. To define the risk management strategy in conformity with risk management policy, to direct the risk management system to be appropriate, sufficient and efficient to ensure that EXAT has indicated, analyzed, evaluated and managed the risk to proper and acceptable level and connected to Internal Control system, and to monitor, asses the control result and handle these risk consecutively. 3. To review the sufficiency and efficiency of risk management system and risk management policy including the efficiency and effectiveness of the policy implementation as prescribed, to give suggestions in order to improve and reinforce risk management performance to create EXAT’s value. 4. To supervise the risk management handbook and plan undertaking, to review plan, monitor and evaluate the risk management altogether with to give suggestion to improve risk management plans so that they conform to the defined policy and strategy. 5. To enhance the communication on risk management to raise awareness and share responsibility for this matter effectively and cost-effectiveness, which makes the risk management partially organization culture and daily activity at every work unit. 6. To perform any operation relating to risk management. The remuneration paid for sub-committee, working group or any other party shall not be more than 2 parties and not more than once a month per party. The chairperson shall receive 25% higher than the members. All members would be responsible for income tax on their own. Authorities and Duties The authorities and duties of the Independent Board are in accordance with its responsibilities under Chapter 3 of principles and guidelines on Corporate Governance of State-Owned Enterprises 2009. 70 2015Annual Report Audit Committee Report Internal Audit The Expressway Authority of Thailand (EXAT) established the Internal Audit Office to provide assurance as well as independent and justifiable counseling service through systematically evaluating and improving the effectiveness of internal control process, risk management and corporate governance. It aims to add value and improve EXAT’s work performance for obligation achievement. The Internal Audit Office performs its duty in compliance with the Ministry of Finance’s Regulations on State Enterprise Audit Committee and Internal Audit Unit B.E. 2555 (2012), the Ministry of Finance’s Revised Handbook on State Enterprise Internal Audit B.E. 2555 (2012) and international standard for professional internal audit regulated by the Institute of Internal Auditors (IAA). The audit report would be proposed to the executives, audit committee and EXAT’s Board of Directors respectively. In fiscal year 2015 the Internal Audit Office completed its work consistent with the 2015 audit plan and approaches as stipulated in the Ministry of Finance’s Handbook on State Enterprise Internal Audit as follows: 1. Audit of 19 operating systems following the 2015 audit plan and monitoring the results 2. Audit of operations according to the cabinet resolutions 3. Verification of EXAT’s financial report 4. Verification of corporate governance 5. Providing counseling service 6. Internal control assessment in accordance with the State Audit Commission’s Regulations on Internal Control Standards B.E. 2544 (2001) 7. Verification of EXAT’s risk management Audit Committee Report in Fiscal Year 2015 The Audit Committee appointed by the Board of Directors consists of 3 board members and Director of Audit Office as the secretary. In fiscal year 2015, there are 2 Audit Committees as follows: 1. Board of Directors’ resolution in the meeting No. 5/2014 on August 19, 2014 appointing the Audit Committee comprising Mr. Chanvit Amatamatucharti as the Chairperson, Mr. Plakorn Wanglee and Mrs. Urai Romphotiyok as the member and Director of Internal Audit Office as the secretary. Later Mrs. Urai resigned from the board member on September 1, 2014. 2. Board of Directors’ order No. 5/2015 given on March 2, 2015 appointing the Audit Committee comprising Mr. Narin Kalayanamit as the Chairperson, Mr. Plakorn Wanglee and Mr. Wuttipong Wiboonwong as the member and the Director of Audit Office as the secretary. Performance The Audit Committee performs its duties as assigned by the Board of Directors and approaches as stipulated in the Ministry of Finance’s Revised Handbook on State Enterprise Internal Audit B.E. 2555 (2012) and the Audit Committee Charter approved by the Board of Directors. In fiscal year 2015, the Audit Committee appointed by the Board of Directors on March 2, 2015 convenes 8 meetings consisting of a joint meeting with the executives of EXAT’s work units, internal auditors and representatives of the Office of the Auditor General of Thailand as the auditor to Expressway Authority of Thailand according to concerning agendas to jointly discuss, exchange opinions and suggest problem solutions for the organization’s interest. In 2015, the Audit Com- mittee convenes 1 meeting with the top executives and 2 meetings with the representatives of the Office of the Auditor General of Thailand. In the meeting No. 3/2015, the meeting is exclusively held with the representatives of the Office of the Auditor General of Thailand aiming at discussing any issues found during the audit as well as exchanging opinions and

71 2015Annual Report there is no attendance of the executives and internal auditors. The Audit Committee’s committed tasks can be summarized as follows: 1. Verification of financial report: The Audit Committee verifies quarterly and annual financial statement. Comments given by the Office of the Auditor General of Thailand are forwarded to concerning agencies for further implementation. Result of the verification concerning significant information would be exposed as remarks on financial statement according to the accounting standard. Process of those financial reports is considered reliable and consistently conducted in line with general accounting principles as well as adequate and proper disclosure of information. 2. Verification of internal control: Self-assessment on internal control performed by each agency semi-annually is verified. The result demonstrates sufficient and appropriate internal control system consistent with the determined objectives. 3. Verification of risk management: The result reveals that the risk management is conducted as specified in the handbook and annual risk management plan and that the result is monitored to reduce or control the risk so as to be in the acceptable, effective and appropriate level. 4. Good corporate governance: Verification of implementation on good corporate governance approaches shows that dissemination of public information complies with the Official Information Act B.E. 2540 (1997), that responses to complaints are monitored and that report on conflict of interest on EXAT’s Board of Directors, executives and employees for the benefit of good and transparent management is prepared. The Audit Committee suggests EXAT study and conform to the Licensing Facilitation Act B.E. 2558 (2015) requiring any granting government agency publish a handbook for the general public. 5. Internal audit supervision: The tasks are defined; supervise, recommend and support independent and impartial performance of internal auditor; approve 5 year and annual audit plans as well as the Audit Office Charter, work manual, human resource development plan; verify audit performance in line with the audit plan and monitor corrective action as recommended in the audit report as well as by the Audit Committee; support all auditors to develop their knowledge based on international standards; arrange the organization structure of the Internal Audit Office to be in accordance with the Ministry of Finance’s Regulations on the Audit Committee and Internal Audit Unit of State Enterprise B.E. 2555 (2012). 6. Verification of compliance with laws, rules, regulations, cabinet resolutions and policies as stipulated by the Board of Directors: The Audit Committee views that the conditions and procedures are determined justly and transparently and in accordance with the applicable laws, rules, regulations and cabinet resolutions. 7. Assurance of Audit Committee’s Quality: The Audit Committee performs its work according to the Audit Committee Charter and undertakes both group and independent self-assessment in compliance with approaches on audit committee of state enterprise stipulated by the Ministry of Finance. The result of self-assessment would be proposed to the Board of Directors accordingly. 8. Remuneration of the auditor: The remuneration incurred for the Office of the Auditor General of Thailand serving as the auditor of the Expressway Authority of Thailand costs 1,200,000 Baht. The Audit Committee performs its work carefully and gives independent opinions and suggestions which are beneficial to the organization as a whole. Cooperation from concerning departments is also well-obtained. It is commented that EXAT has undertaken financial statement demonstrating its significant performance and financial status aligned with general accounting principles properly and reliably. The risk management and internal control system is considered adequate. The result of the internal audit helps reduce the risk for the organization and the organization operation follows good corporate governance system as well. 72 2015Annual Report Report on Performance Analysis Economic Status The Expressway Authority of Thailand (EXAT), the state-owned enterprise under the Ministry of Transport was established in B.E. 2515 (1972) according to the Announcement of the Executive Council No. 290 dated November 27, 1972. The legislation was then improved to the enactment of the Expressway Authority of Thailand Act B.E. 2550 (2007), which was effective on January 9, 2008. Its main mission is to solve traffic problem by means of expressway construction which helps support and enhance efficiency on national logistics development and services. Up to the present, expressways have been constructed to provide convenient, fast and safe transport service and alleviate traffic congestion on at-grade roads. There are 7 expressways and 4 expressway links opened to public covering total length of 207.9 kilometers. Expressways opened to Public 1. Chaloem Maha Nakhon Expressway 27.1 kilometers in length 2. Si Rat Expressway 38.4 kilometers in length 3. Chalong Rat Expressway (Ram Inthra-At Narong and the Ram Inthra-Outer Bangkok Ring Road Expressway) 28.2 kilometers in length 4. Expressway link between Si Rat Expressway Sector D (Asoke-Srinakarin) and Chaturathit Road Section C aiming to facilitate road users from Victory Monument, Si Ayutthaya, Ratchaprarop, Phetchaburi and Din Daeng Road to Si Rat Expressway Sector D (Asoke-Sri Nakarin) in order to take further trip to Chalong Rat Expressway, Suvarnabhumi Airport and the Intercity Motorway No.7. Financial Analysis Traffic volume and toll revenue of fiscal year 2015 (October 2014 – September 2015) are as follows: Total traffic volume is 623.69 million trips/year or 1.71 million trips/day, increasing from fiscal year 2014 by 5.34%. Total toll revenue (prior to sharing with the joint venture company) is Baht 24,156.15 million/year or Baht 66.18 million/day, increasing from fiscal year 2014 by 4.47%. Chaloem Maha Nakhon Expressway has the highest total traffic volume at 136.88 million trips/year or 0.37 million trips/day. Si Rat Expressway in suburban zone together with Sector D is the second highest with 133.43 million trips/year or 0.37 million trips/day while its total volume in urban zone is 118.06 million trips/year or

Total traffic volume of Kanchanaphisek Expressway (Bang Phli – Suksawat) generates traffic volume of 85.54 trips/year. million trips/year or 0.23 million trips/day. Chalong Rat Expressway generates total traffic volume of 71.89 million trips/year or 0.20 million trips/day. Burapha Withi Expressway generates total traffic volume of 51.02 million trips/year or 0.14 million trips/day. Udon Ratthaya Expressway generates total traffic volume of 26.87 million trips/year or 0.07 million trips/day. In fiscal year 2015 (as of September 30, 2015) EXAT possesses total asset amounting to Baht 180,696.01 million, decreasing from that of fiscal year 2014 by Baht 3,216.94 million or 1.75% due to a decrease in current asset. Total debt amounts to Baht 68,903.34 million decreasing from that of the fiscal year 2014 by Baht 8,364.62 million or 10.83%. The equity amounts to Baht 111,792.67 million, increasing from that of the fiscal year 2014 by Baht 5,147.68 million or 4.83%. In fiscal year 2015 (data available in October 2014-September 2015), total income amounts to Baht 16,059.90 million while total expense and comprehensive income amount to Baht 7,679.22 million and Baht 8,380.68 million respectively, increasing from that of fiscal year 2014 by Baht 825.17 million or 10.92% due to increasing traffic volume. Outcome and Report on Performance Analysis In fiscal year 2015, EXAT possesses good performance and can achieve its corporate goals as detailed below. 1. Maximum utilization of expressways and assets: total area of 371,423.49 square wah in the expressway right-of-way has been utilized during fiscal year 2015. Volume per capacity ratio (V/C) shows 0.86. 2. Assurance on quality of service and safety: EXAT has conducted a public opinion survey and found that 87.6% of the expressway users are very satisfied with EXAT’s services while accidents occurred in expressway per 100 million vehicle/kilometer trip shows 12.49. 3. Stable growth on performance with reasonable profit resulting in comprehensive income of Baht 8,380.68 million. Current Major Projects and Future Investment Si Rat-Outer Bangkok Ring Road Expressway Project This project aims to expand the network of Bangkok Metropolitan Region Expressway in the west to lighten at-grade traffic volume and mitigate the traffic on the west side between Bangkok and surrounding provinces to be more effective with the elevated 6 lane road. The route starts from Kanchanaphisek Road linking with Si Rat Expressway in the north of Northern Bus Terminal (Mo Chit 2). Then the line goes to the west using the area of the Western Railway Zone (the old south line) from Bang Sue and across the Chao Phraya River at Rama VI Bridge. It continues along the railway parallel to Borom Rachachonnanee Road until the Outer Bangkok Ring Road (West side). The total distance is approx. 16.7 kilometers and it is expected to be completed and open for service in December 2016. Project Status 1) At the meeting of the Ministers on January 24, 2011, the Cabinet has approved the principle of Si Rat-Outer Bangkok Ring Road Expressway Project with private participation in state undertaking under the build-transfer-operation model. The amount of the investment budget is approx. Baht 27,022 million which consists of: (1) Private sector’s estimated investment budget of Baht 17,458 million. (2) Request for a subsidy from the government for land acquisition processing for the amount of Baht 9,564 million as proposed by EXAT. 2) At the meeting of the Ministers on September 4, 2012, the Cabinet has approved the report of the Committee for the selection of a private partner or action on Si Rat-Outer Bangkok Ring Road Expressway Project in accordance with the Act on Private Participation in State Undertaking B.E. 2535 (1992) under Section 13. The Cabinet also concurred with the Committee’s proposal of Bangkok Expressway Public Company Limited (BECL) as a private partner for joint investment in this project. On September 14, 2012 EXAT has signed the concession contract on the investment in construction design and management with BECL.

74 2015Annual Report 3) On September 14, 2012, EXAT has entered into the concession contract on the investment in construction design, management, services and maintenance of Si Rat-Outer Bangkok Ring Road Expressway Project with BECL and notified the company in writing of work initiation commencing on December 15, 2013 (construction period of 48 months). 4) On December 14, 2012, EXAT convenes a kick-off meeting of the project which BECL would start the construction on December 15, 2012. The areas EXAT has delivered to BECL for construction include the State Railway of Thailand’s (SRT) right-of-way, part 2 (from Ratchaphruek Road to Bang Bamru Railway Station) as well as part 3 (from Bang Bamru Railway Station to Rama VI Bridge) and the Department of Rural Roads’ (DRR) property covering part 2 as well as part 3. The former has been delivered on January 11, 2013 and the latter on January 14, 2013 respectively. 5) Regarding land acquisition, the royal decree has been issued to specify the areas to be expropriated for the construction of Si Rat-Outer Bangkok Ring Road Expressway Project. The areas to be expropriated as proclaimed in the Government Gazette, Vol. 129, Part 16 Kor on February 10, 2013 include the local area in Bang Kruai District, Nonthaburi Province and Thawi Watthana, Taling Chan, Bang Phlat, Bangkok Noi, Bang Sue and Chatuchak areas, Bangkok Metropolitan in 2013. EXAT has installed 20 PR signboards to disseminate information to the general public, surveyed and determined the area for land expropriation. The work is 100% completed from 100% of plan (as of May 2015). 6) The project construction is 76.81% completed from 76.70% of plan, 0.11% earlier than planned (as of September 30, 2015). 75 2015Annual Report Internal Control In order to support and encourage all employees of the organization to be aware of the necessity and significance of internal control, the Expressway Authority of Thailand (EXAT) arranges the internal control to be as part of its normal operation so that discipline and good attitude towards the internal control could be implanted in their minds. In addition, EXAT evaluates the effectiveness of the internal control periodically and adjusted it to be appropriate with the work performance to enable EXAT to be the efficient, transparent organization and to assure all stakeholders. EXAT establishes the internal control system by adopting the principles and guidelines on good corporate governance of state-owned enterprises as guidance and referring to the Committee of Sponsoring Organization of the Treadway Commission (COSO)’s international standard which is in line with the following 5 components of internal control standard as stipulated by the State Audit Commission: 1) control environment 2) risk assessment 3) control activities 4) information and communication and 5) monitoring and evaluation. EXAT also adopts principles/guidelines on risk management and internal control 2012 of the State Enterprise Policy Office, the Ministry of Finance to perform EXAT’s internal control with the emphasis on the adequate and proper internal control system in the organization in terms of resource utilization and asset supervision, reliable accounting system as well as financial report, and compliance with the applicable laws, regulations, cabinet’s resolutions to ensure that EXAT achieves its goals on internal control. EXAT has clear organizational structure as well as chain of command and delegation, well-written good governance policy, and work manual provided as a tool for employees’ efficient operation. The organization properly specifies control activities at all positions and levels embedded in normal operating procedures and provides sufficient, reliable, up-to-date and timely information. Controlling and monitoring work performance to be in line with the stipulated internal control system is also carried out. In addition, EXAT has assessed the work performance continuously by adopting the key performance indicator (KPI) system, aiming to monitor the result of work management and performance of all levels of employees. The said work performance has been regularly monitored during the operation and at a monthly meeting for the significant one. Moreover, individual evaluation has been performed, namely control self-assessment (CSA) which has been quarterly carried out through the information system to ensure continuous effectiveness of the internal control. Monthly evaluation has been performed as well when the degree of risk is minimized by risk management and close monitoring is required. Independent assessment has been undertaken by the internal auditor to ensure adequacy, efficiency and effectiveness of the internal control system. The result would be proposed to the executives for consideration and appropriate correction in a timely manner. Improvement/review of working procedures as suggested under the internal control system is consistently monitored as well. Furthermore, EXAT requires that the internal control information be annually reviewed to be in accordance with the facts and internally/externally changing environment and added the risk cause indicators to analyze and review the internal control system for tangibly measuring success and assessing the internal control system of every work unit. As a result, control activities can be determined for the effective risk control, allowing EXAT’s work performance to be more inclusively and obviously improved.

76 2015Annual Report Risk Management Expressway service is regarded core business of the Expressway Authority of Thailand (EXAT) mainly to alleviate traffic problem. Other businesses are also carried out under the concept of economical asset utilization. Risk management has been adopted, in pursuant to COSO-ERM Portfolio Views of Risk Framework, as a tool to support its operation by means of “Value-based Enterprise Risk Management (VBRM) resulting in successful management and sustainably organizational and national value. EXAT focuses on strategic management in order to transform risk or threat to opportunity, including making use of such an opportunity to create organizational value and benefit which is in line with the principles/guidelines on risk management and internal control 2012 of the State Enterprise Policy Office, the Ministry of Finance. Risk management plan has been annually reviewed and improved according to changing circumstances for achieving the objectives and obligation defining that risk can be managed in acceptable level consequently. Currently, EXAT conducts risk management under the direction of EXAT’s risk management for fiscal year 2014-2021 with the “risk based approach to sustainable value creation” for the organization driven by 3 main goals: creating steady profits, enhancing productivity and conducting business with corporate social responsibility (CSR). In addition, EXAT’s risk management also aligns with the State Enterprise Performance Appraisal (SEPA), the assessment system focusing on the outcome. Under the corporate plan of fiscal year 2012-2016 and action plan of fiscal year 2014, the enterprise risk management has been undertaken to the whole organization covering all main operations which have been developed from that of fiscal year 2015. In addition, EXAT reviews and improves enterprise risk management complying with the changing circumstances in order to achieve stipulated obligations. EXAT’s risk management has been carried out covering the significant risks of the 5 work plans namely 1. Management plan on EXAT’s financial performance 2. Management plan on expressway right-of-way 3. Management plan on traffic in front of toll plaza 4. Management plan on traffic on expressway route and 5. Management plan on joint investment in Si Rat-Outer Bangkok Ring Road Expressway Project. EXAT’s overall risk management has been effectively undertaken and linked with the 4 risk management strategies including 1. Value added creation strategy from the corporate growth to other businesses by means of systematic utilization of the existing assets 2. Establishment of business opportunity strategy from managing revenues and debts based on cost of quality 3. Reduction of revenue fluctuation strategy from enhancing competitiveness of services and marketing and 4. Establishment of sustainable strength strategy from enhancing cooperation network with partner to manage a commute, transport and logistics system. In fiscal year 2015, EXAT’s business continuity plan has been reviewed/improved to be in accordance with the current circumstances and efficiently cover key work systems. Rehearsal of every business continuity plan has been performed to be in preparation for solving any critical situations which may arise and affect EXAT’s operation. Besides, EXAT has increased a communicating channel to enhance knowledge and create understanding about its business continuity plan for employees. Factors affecting or creating a key risk for the organization Based on the previous outcomes of risk management and evaluation of the organization’s quality, it reveals that EXAT has still encountered different risk situations which vary according to changing trends as well as uncertainty from internal and external factors. Therefore, it is essential that EXAT analyse the organization’s risk situations to be able to indicate the organation’s risks. In fiscal year 2015, 2 drive forces taken into consideration include the country’s economic outlook and a tendency of organizational change which are regarded as circumstances with good sign. Sensitivity analysis on financial risk factor has been conducted and found that the key factor of financial risk in fiscal year 2015 is capital or interest expenses of which EXAT has taken the burden or interest from bank deposits (depending on revenue and debt management approach), debt-to-equity ratio, revenue from benefit acquisition, toll revenue and operating expenses. REexspearrechsasnwd aDeyveSloepmrvenict eof 77 2015Annual Report EXAT’s Intelligent Traffic Sign Development Version 3.0 In 2008, the Expressway Authority of Thailand (EXAT) received complaints from the expressway users saying that EXAT did not provide traffic information while they were on the expressway leading to installation of intelligent traffic signs version 1 in 2009. Due to general public’s complaints and the senate’s discussion on the position of sign installation, the signs were developed into version 2 in 2014 and installed in the position where the expressway users could shift to use normal roads after knowing about the traffic condition on the expressways. However, the output format remained unchanged from version 1. EXAT has further developed the system of the sign in version 3 in response to the clients’ need and to serve beyond their expectation. The signs of this version can automatically report travel duration as well as expressway and at-grade traffic condition and display PR messages. In addition, the signs are installed outside expressway right-of-way in a position enabling the users to change to a normal road. The sign performance has been assessed for accuracy of travel duration shown on the sign on a monthly basis and its result is used to improve mathematical equation developed for generating precision that meets the defined criteria. Currently, 1 sign has been installed on an at-grade road outside expressway right-of-way in front of Ram Inthra Expressway toll plaza and 2 signs have been mounted on Chalong Rat Expressway to report travel duration. EXAT has planned to expand the sign service in different areas in the future as well. Application of data obtained from schematic map-based traffic report system to estimate travel time on Chalong Rat Expressway Development of intelligent traffic data exchange system in 2013 has enabled EXAT to report a traffic situation through a schematic map-based traffic report system. Information displayed is obtained from observation and data entry by EXAT’s telecommunications officers. While green means flow traffic on the road, orange indicates a medium amount of traffic and red indicates traffic congestion. EXAT has applied the said data to provide expressway traffic information service via the intelligent traffic signs, EXAT ITS application on mobile phone and EXAT website. In 2015, EXAT has developed the innovation of provid- ing expressway travel duration information through the travel time message signs. Expressway System Engineering Research and Development Division has developed and employed the color-coded line traffic information to estimate travel time on the expressway and chosen Chalong Rat Expressway to be the area of operation. The travel time message signs have been installed at Ratchayothin on-ramp and before Lad Phrao off-ramp and displayed travel time information on the intelligent traffic sign version 3 installed on at-grade road outside expressway right-of-way in front of Ram Inthra Expressway toll plaza. According to the test, the relation between the red line indicating heavy traffic and speed at different periods of time can be utilized to estimate travel time. Expressway Travel Information System (TIS) Development Development of intelligent traffic system (ITS) and data exchange center has enabled EXAT to perform data processing and automatically report traffic condition on the expressway in a timely manner. The traffic information is useful for expressway motorists to make their travel plan. At present, EXAT has provided traffic information service through the following channels including EXAT Call Center 1543, mobile application and EXAT’s website. As a result, Expressway System Engineering Research and Development Division has jointly discussed with Toll Collection Department to develop a channel to report an expressway traffic situation to the expressway users at Easy Pass Fast Service point at Bang Na rest area (Outbound), enabling the expressway users and the general public to view a traffic condition on every expressway via CCTV mounted on the expressways. This project is the work performance developed by EXAT’s employees from Expressway System Engineering Research and Development Division and serves as a research model which can be employed to tangibly provide services to the general public and support service expansion to other service points in the future.

78 2015Annual Report Study on Non-Stop Lane (NSL) Electronic Toll Collection System As the toll collection system by cash can serve 400 vehicles/hour/lane which is insufficient for an increasing traffic volume, the electronic toll collection system called Easy Pass has been adopted to enhance the efficiency in toll collection. According to the theory, this system can mitigate traffic volume of 1,200 vehicles/hour/lane. However, it can support only 850 vehicles/hour/lane in reality (during rush hour) because the motorists have to decelerate their vehicle to allow a gate barrier to open before the vehicle can pass. Consequently, EXAT has planned to increase Easy Pass efficiency by developing it into the non-stop lane system. The study found that the NSL system enables motorists to drive at average speed of 60 km/hour, faster than the Easy Pass one of which the average speed is at 20 km/hour. The NSL system also saves the fuel consumption and reduces 20% of air pollution, 80.5% of the accident in front of a toll plaza as well as 43.3% of the accident behind a toll plaza, which is considered a very good outcome. Nevertheless, the system application requires efficient management of vehicles to pass the toll plaza of which the study and continuous development are in process. Easy Pass Application to Trucks According to statistics of the amount of vehicles utilizing all expressway routes, 3.72% are trucks. However there is the high number of trucks on Burapha Withi Expressway and Khanchanaphisek Expressway (Bang Phli-Suksawat), approx. 15% and 8% respectively as they are connected with the routes used for goods transportation among the regions, causing traffic congestion in front of toll plaza. As a result, the idea of Easy Pass adoption to the truck has been initiated to mitigate traffic volume and alleviate an accumulated traffic jam problem in front of toll plazas. Efficiency of Easy Pass application to the truck has been studied by means of a computer model. The study has revealed that overall efficiency is good based on the proportion of the trucks using Easy Pass. If 10% of trucks employ Easy Pass, it found that average speed to pass the toll plaza tends to increase by 14.47% and the length of queue decreases by 46.84%. The application to trucks is still under development for further adoption in a practical way. International Technical Cooperation 2 groups of 60 executives from PT MargaMandalasakti (MMS) company in Indonesia visited and learnt about EXAT’s operation in terms of operation of current and future expressway projects, toll collection system and inspection and maintenance of intelligent traffic system. They also explored Ram Intra Expressway and Kanchanaphisek Expressway control center building 6 (CCB6) on March 16-17, 2015 and on March 30-31, 2015. A group of executives and staff members from Hanshin Expressway Company Limited in Japan visited and studied EXAT’s operation. They also went to observe the intelligent traffic system (ITS) center and participated in a lecture on area development and land acquisition processing. In addition, they dropped by EXAT’s bicycle lane construction site located on Ngam Wongwan Road as well as Kanchanaphisek Expressway control center building (CCB6) on March 17-19, 2015. EXAT in collaboration with West Nippon Expressway Engineering Chugoku Company Limited in Japan held the 6th technical seminar on “Expressway Tunnel Construction Technology” on August 11, 2015, Conference Room 2301, EXAT, Chatuchak where General Chawalit Chunprasan, RTA Senior Expert, presided at the open ceremony and Professor Dr. Suchatvee Suwansawat, President of the Engineering Institute of Thailand under H.M. the King’s Patronage, gave a lecture on “Tunnel Design and Construction Technique”. Over 200 attendees joined this seminar. This master plan comprises key strategies to demonstrate corporate social and environmental responsibility which will lead to sustainable development as follows: Strategy 1 Responsibility for Business Procedure (Sustainable Business) which aims to enable EXAT to integrate social responsibility within the value chain starting from upstream level, partner/supplier, passing to midstream level, EXAT, until reaching downstream level, expressway users. 81 2015Annual Report Annual Performance in Year 2015 In 2015 the Expressway Authority of Thailand (EXAT) under the Ministry of Transport determines to complete its mission so as to enhance efficiency on quality of expressway services, particularly in solving traffic problem in Bangkok Metropolitan Region. The said performance is based on good management, business potential and corporate social responsibility. At present, EXAT has operated 7 expressways and 4 expressway links covering total length of 207.9 kilometers., namely Chaloem Maha Nakhon Expressway 27.1 kilometers, Si Rat Expressway 38.4 kilometers, Chalong Rat Expressway (Ram Intra-At Narong and Ram Intra-Outer Bangkok Ring Road Expressway) 28.2 kilometers, Burapha Withi Expressway 55 kilometers, Udon Ratthaya Expressway 32.0 kilometers, Bang Na-At Narong Expressway 4.7 kilometers and Kanchanaphisek Expressway (Bang Phli-Suksawat) 22.5 kilometers in length. It includes elevated road linking between the southern part of Suvarnabhumi Airport and Burapha Withi Expressway, expressway link between Kanchanaphisek Expressway (Bang Phli-Suksawat) and Burapha Withi Expressway, Chaloem Rajadamri 84th Birthday Anniversary of His Majesty the King Expressway (connection road between Kanchanaphisek Expressway (Bang Phli-Suksawat) and Industrial Ring Road) and connection road between Si Rat Expressway (Asoke-Sri Nakarin) and Chaturathit Road section C. Expressway Open for Service in 2015 In 2015, the Expressway Authority of Thailand (EXAT) launched on-off ramp of Chaloem Maha Nakhon Expressway connecting to old railway road at At Narong Interchange (At Narong Toll Plaza 3) for service on October 8, 2014. Expressway Projects under Construction Si Rat-Western Outer Bangkok Ring Road Expressway Project The objective of this project is to expand the network of Bangkok Metropolitan Region Expressway in the west to lighten traffic volume at-grade and mitigate the traffic on the west side between Bangkok and surrounding provinces more efficiently with total length of 16.7 kilometers. The elevated 6 lane road has been constructed in the right-of-way of existing south railway. The route starts from western Outer Bangkok Ring Road (Kanchanaphisek Road) near Mahasawat water treatment plant and aligns to north side of the south railway. Then, the route crosses the railway southwards in Rajapruek area, diverting northwards to avoid Bang Bumru railway station, crossing the Chao Phraya River at Rama VI Bridge and terminating in Bang Sue area. It also links Si Rat Expressway in the north side of Mo Chit 2 Bus Terminal and becomes at-grade on Kamphaengpetch 2 Road. Future Expressway Project 1) Rama III-Dao Kanong-Western Outer Bangkok Ring Road Expressway Project aims to extend expressway network to efficiently serve the trip between outer and inner area of Bangkok. It helps relieve traffic congestion problem on Rama II Road and Chaloem Maha Nakhon Expressway, Bangkhlo-Dao Kanong Section, and is used as transportation route in case of natural disaster and emergency. The elevated 6 lane expressway will be

82 2015Annual Report constructed, starting from km.10+700 of Rama II Road in the Western Outer Bangkok Ring Road area, overlapping median of Rama II Road northeasterly to Dao Kanong Toll Plaza. Then, the route overlaps Chaloem Maha Nakhon Expressway and terminates in Rama III Road which is close to Bangkhlo Interchange by linking Chaloem Maha Nakhon Expressway and Si Rat Expressway. New 8 lane bridge crossing the Chao Phraya River will be constructed and align to the south of Rama IX Bridge. This expressway contains 6 on-off ramps and 1 interchange at the end of the expressway, covering total length of 16.92 kilometers. 2) Third Stage Expressway System Project, Northern Route, Section N1, N2 and N3 aims to solve a traffic congestion problem in northern Bangkok and link expressway networks of wetern-eastern Bangkok more extensively with total length of 42.3 kilometers. The N1 section starts from Western Outer Bangkok Ring Road at Bangyai Interchange, runs along Ratanathibet, Khae Rai Intersection on Ngam Wongwan Road and terminates at Kasetsart Intersection, covering total length of 16.6 kilometers. The N2 section starts from Kasetsart Intersection, overlaps the Department of Highways’ Prasert Manukij Road (Kaset-Nawamin Road) and terminates on Nawamin Road with total length of 9.2 kilometers. The N3 section starts from Nawamin Road, passes Serithai and Ramkhamhaeng Road and terminates at the Motorway (new Bangkok-Chon Buri Road) on Srinakarin Road where Si Rat Expressway Sector D and new Bangkok-Chon Buri Road meet, covering total length of 13.9 kilometers. Lastly, the eastern E-W Corridor section starts from the intersection where Kaset-Nawamin Road and Nawamin Road are connected, overlaps the national highway No. 351 and joins with Eastern Outer Bangkok Ring Road, covering total length of 2.6 kilometers. 3) Burapha Withi-Pattaya Expressway Project aims to extend Burapha Withi Expressway network to the east and link Laem Chabang industrial estate and port. It helps support economic development and tourism of Chon Buri and Pattaya City and serves as travel and transport route in case of natural disasters and emergency. This elevated 6 lane expressway covers total length of 68 kilometers. 4) Udon Ratthaya-Ayutthaya Expressway Project aims to extend expressway networks for the trip to upper central and northern regions. It also links a large-scale industrial estate, supports travel and transport demand for economic development and tourism of Ayutthaya Province and serves as travel and transport route in case of natural disasters and emergency. This elevated 4 lane expressway covers total length of 42 kilometers. 5) Chalong Rat-Sara Buri Expressway Project aims to mitigate a traffic congestion problem and travel delays for the trip to northeastern and upper central regions and accommodate the general public’s trip in suburban areas as well as the provinces in outer Bangkok Metropolitan including Pathumthani Province, Nakhon Nayok Province and Saraburi Province. The route also helps facilitate transportation, reduce the cost of transport and logistics and serves as optional route in case that the land-based transport route associated with the journey is out of service. This elevated 6 lane expressway covers total length of 104.53 kilometers. 6) Kathu-Patong Expressway Project, Phuket Province aims to connect the trip from Kathu District to Patong beach to accommodate travel to the locals and promote tourism in Phuket Province (Today, people have to take the 2 lane national highway No. 4029 to travel from Kathu District to Patong beach and drive along the steep and bending mountain path.) and to solve a traffic problem and accident on the national highway No.4029. In addition, it is used as evacuation route in case of natural disasters with total length of 3.98 kilometers. The elevated expressway will be constructed along with the underpass in the middle of the route. The starting point of the route will link Phrametta Road (Principle City Plan Road route A) in the vicinity of Patong Sub-district, Kathu District. The elevated 4 lane expressway for each direction (2 vehicle lanes and 2 motorcycle lanes) will be constructed to cross Phisitkoranee Road until reaching Khao Nakkoed, covering total length of 0.9 kilometers. The underpass will be built to pass through Khao Nakkoed and the route will be elevated again until reaching the terminating point in Kathu Sub-district area, Kathu District at the crossing of the national highway No.4029. 7) Expressway Project in Chiang Mai Province aims to resolve a traffic problem, make travel and transport in Chiang Mai Province as well as surrounding areas more convenient and quicker and support tourism, traveled vehicle-kilometers as well as transport when entering the ASEAN Economic Community (AEC).

83 2015Annual Report 8) Expressway Project in Khon Kaen Province aims to resolve a traffic problem, make travel and transport in Khon Kaen Province as well as surrounding areas more convenient and quicker and support tourism, traveled vehicle-kilometers as well as transport when entering the ASEAN Economic Community (AEC). Easy Pass Electronic Toll Collection System The Expressway Authority of Thailand (EXAT) has launched the electronic toll collection system by adopting Easy Pass in Chaloem Maha Nakhon, Chalong Rat, Kanchanaphisek (Bang Phli-Suksawat) and Burapha Withi Expressway, including in the elevated road at the southern part of the Suvarnabhumi Airport linking the Burapha Withi Expressway and the expressway link between Kanchanaphisek Expressway (Bang Phli-Suksawat) and Burapha Withi Expressway. Currently, the number of Easy Pass cards sold by EXAT is 1,037,451 (data as of September 30, 2015). At present, EXAT accommodates Easy Pass users by increasing more access of top-up service through external organizations, namely 5 different commercial banks via ATM, internet banking and mobile banking operated by Krungthai Bank Public Company Limited, Siam Commercial Bank Public Company Limited, Kasikornthai Bank Public Company Limited, Bangkok Bank Public Company Limited and TMB Bank Public Company Limited. In addition, easy top-up-service has been provided by 2 private companies, namely Counter Service Co., Ltd. and Visa Card through convenience stores and Easy Top-up Co., Ltd. respectively. Furthermore, EXAT has launched and operated Easy Pass Fast Service at PTT petrol service station, Office of the Permanent Secretary for Defence’s Welfare Branch (Bang Na, Outbound), from 09:30-15:30 hrs, from Monday-Saturday, which is another service channel to facilitate the users. Apart from that, the Ministry of Transport has initiated a policy on jointly linking the electronic toll collection system (ETCS) of EXAT and the Department of Highways. At present, the Department of Highways, the Expressway Authority of Thailand and Khrugthai Bank Public Company Limited have signed the Memorandum of Understanding (MOU) to study on the M-Pass and Easy Pass management system under the joint ETCS. Smart Interactive Map (SIMAP) and schematic map are provided to demonstrate traffic report system with color-coded line on the map to help verify data accuracy with the intelligent traffic signs, enabling interested expressway users to study the route from real time traffic information prior to their travels. Any complaints on the service can be given by accessing the website page to facilitate expressway users and general public for inquiry of information, complaints and service suggestions. Additional channels used to publicize EXAT information via social medial network include Facebook (http://facebook.com.Expessway.Thailand) and Twitter (https://twitter.com/ExatWebmaster). Visitors to the website via the said channels have increased continuously. In fiscal year 2015, there is an average of 13,209 website visitors/year.

85 2015Annual Report EXAT Call Center Service EXAT Call Center 1543 provides the Expressway Authority of Thailand’s information service concerning traffic route and condition on expressways, administrative assistances of emergency/accident or any requirement of assistance through cooperation so as to quickly accommodate and help expressway users and general public. It also obtains complaints as well as recommendations and follows up response to any complaints as soon as possible throughout 24 hours. In fiscal year 2015, EXAT Call Center improves the servicing and server security control systems in preparation for efficient service and there is an average of 1,403 customers per day. EXAT Intranet, EXAT Sound, EXAT Digital Signage and Multi-Touch Systems (I-Touch) EXAT publicizes information internally through EXAT Sound, EXAT digital signage and multi-touch systems (I-Touch) in a form of slides, video, graphic displays, texts and notifications which is useful for work performance. They also help improve learning and skill of personnel, create positive work environment and serve as the means of two way communication which is beneficial to personnel and organizational development as a whole. EXAT Public Information Center Service According to Article 7, 9 and 11 of the Official Information Act B.E. 2540 (1997), EXAT Public Information Center was established to provide information service to general public and give lectures on knowledge of the said act. The Center also serves as observation site for governmental and state enterprise sectors. It is located in front of EXAT head office. The address is 2380 Phaholyothin Road, Senanikhom Sub-district, Chatuchak District, Bangkok 10900, Tel. 0 2940 1196, 0 2579 5380-9 Ext. 2244, Fax. 0 2940 1198. It is opened in office hours between 8:00-16:30 hrs. Regardless of the said office hours, the contact can be accessed through EXAT Call Center 1543 throughout 24 hours (no exception of official holiday) or at the website www.exat.co.th for further information. One Stop Service Center EXAT has launched the One Stop Service Center at Chatuchak office building. The service provided consists of Easy Pass top-up service, issuing tax invoice, collecting rental payment of right-of-way area utilization, selling purchasing document, checking land acquisition and providing general information about expressway. The counter service is also provided to the customers.

The 1st Expressway Across the City of Year 2015 EXAT in collaboration with traffic radio station 91 launched the “Expressway across the City, Reforestation, Soil Aggravation in Nakhon Nayok” campaign during the period of January 24-25, 2015, engaging the expressway users in reforestation activity at Khun Dan Prakan Chon Dam and visiting the Bhumirak Dhamachart Nature Conservation Center to observe the demonstration of Klaeng Din project (tricking the soil or soil aggravation) for soil conservation and participate in covering top soil, Nakhon Nayok Province. 2. The 2nd Expressway across the city of Year 2015 EXAT in collaboration with traffic radio station JS 100 launched the “Expressway across the City to the Royal Sea Farm Project initiated by Her Majesty the Queen” campaign to promote a good relationship between EXAT and expressway users during the period of July 18-19, 2015 in Phetchaburi Province. Public Relations Activity 1. Bikes for Thai Kids Project On March 17, 2015 EXAT launched a social activity under the Bikes for Thai Kids project to present 200 bicycles to the Royal Project Foundation and 30 bicycles to Chiang Mai Inland Fisheries Research and Development Center along with a bicycle maintenance subsidy as well as bicycle spare parts reserve fund for the amount of 150,000 Baht. Additionally, EXAT provides financial assistance of Baht 800,000 to the Royal Project Foundation to support youths’ educational promotion project and sufficient economy learning in 10 sites of the Royal Project areas. 2. Public Service Unit launched during the New Year and Songkran Festival 2015 According to facilitation, security and safety plan, EXAT in collaboration with governmental agencies and alliance companies launched the public service unit through the New Year Festival 2015 between December 24, 2014 and January 5, 2015 in order to provide service and facilitate expressway users’ travel. Toll fee of Burapha Withi Expressway, the elevated road at the southern part of the Suvarnabhumi Airport linking Burapha Withi Expressway and the expressway link between Kanchanaphisek Expressway (Bang Phli-Suksawat) and Burapha Withi Expressway was exempted during the period of December 26, 2014- January 4, 2015 as a New Year gift. In addition, EXAT launched the public service unit through the Songkran Festival 2015 during the period of April 9-20, 2015. Toll fee of Burapha Withi Expressway, the elevated road at the southern part of the Suvarnabhumi Airport linking Burapha Withi Expressway and the expressway link between Kanchanaphisek Expressway (Bang Phli-Suksawat) and Burapha Withi Expressway was exempted during the period of April 10-19, 2015. Sharing Smiles with Kids surrounding Expressway 2015 On January 7, 2015 EXAT organized the activity “Sharing Smiles with Kids surrounding Expressway” on the occasion of the National Children’s Day 2015 presided by Mr. Aiyanat Tinapai, EXAT governor to award scholarships and present other supports including a set of playground equipment for kindergarten students, food education set for healthy Thai kids and free lunch to Wat Suan Som School (Sukprachanukul). 2. National Day for the Elderly 2015 On April 3, 2015 EXAT organized the recreational activity “EXAT’s Love Giving” on the occasion of the National Day for the Elderly 2015 at Ban Bangkhae Social Welfare Development Center for Older Persons to cater, present souvenirs to the elderly and donate money to Bangkhae Home Foundation under the patronage of HRH Princess Soamsavali. 3. Expressway for Youths 2015 On May 11, 2015 EXAT organized the scholarship award event of “Expressway for Youths 2015” to present 32 scholarships divided into each of Baht 10,000 awarded to the selected youths, aiming to offer educational support to the youths in need whose schools were located close to the expressway right-of-way communities and build up a good relationship between EXAT and the communities along expressway right-of-way. 4. “Fighting the Winter Crisis” Project On December 8, 2015 Mr. Aiyanat Tinapai, EXAT Governor and executives handed 3,000 blankets derived from both purchasing and donation from the “Fighting the Winter Crisis Project” to the local residents suffering from unusually cold temperatures at Chiang Khan and Pakchom Mu district offices in Loei Province. 5. “Magic Box to Save the Earth” Project On February 18, 2015 EXAT and Ampol Food Processing Co., Ltd. mutually signed the Memorandum of Understanding on collaboration and participation in the 4th “Magic Box to Save the Earth” project to present 240 sets of student desk and chair made from recycled UHT cartons to Anuban Mueang Nakhon Nayok School, Ban Khlong School 22, Ban Khlong School 24, Wat Sombun Samakkhi School, Anuban Pakphli School and Wat Thakhoi School. In addition, it also offered a financial support of Baht 100,000 to Wat Wangsai School to purchase new playground equipment to replace the old one which was in disrepair. 6. “Dream-Weaving for Thai Kids” Project EXAT launched “Dream-Weaving for Thai Kids Project” aiming to provide educational support to the youths in need located in different regions so as to obtain equal education. The project was organized 2 times in fiscal year 2015. 1st time on October 19, 2014 scholarship and financial support for school building and dormitory construction project, sports equipment and stationery procurement, and school lunch were presented to Sangwan Witthaya School under the patronage of Her Royal Highness of the Princess Mother at Sisoda Temple, Mueang District, Chiang Mai Province. 2nd time on November 24, 2014 school financial aid was given to Child Development Center of Lamnarai Sub-district Administrative Organization. Additionally, scholarships, computer devices and printers, scholarships for Buddhist novice students, and contributions to ceiling tiles and electric system were provided to the Buddhist Scripture School of Lamnarai Temple at Lamnarai Sub-district Administrative Organization, Chaibadan District, Lopburi Province. 3rd time on May 26, 2015 education support fund was awarded to Ban Dek Raminthra School (Home For Multiple-Handicapped Blind Children), the Christian Foundation for the Blind in Thailand under the Royal Patronage of HM the King to develop quality of life of children with multiple disabilities and help them obtain an equal education opportunity as normal people.

88 2015Annual Report EXAT’s 2015 Operation under the Official Information Act B.E. 2540 (1997) EXAT’s operation adheres to the Official Information Act B.E. 2540 (1997) as described below. 1. Monitoring work performance pursuant to the Official Information Act B.E. 2540 (1997) 1.1 Make an Announcement on organization structure and management, authority, procedures and contact venue for EXAT’s dissemination of information in 2012 which was promulgated in the Royal Government Gazette, Vol. 129, Special Part 81 Ngor dated May 16, 2012. Effective March 23, 2012, the announcement has assigned the Information Division under the Office of the Governor to serve as the focal point for EXAT information services and operate EXAT Call Center as well as EXAT Public Information Center. The Division shall also provide information according to Article 9 of the Official Information Act B.E. 2540 (1997) for general public access and cooperation to ensure any performance in compliance with the Official Information Act B.E. 2540 (1997). 1.2 Set as significant policy of the state agency by emphasizing on “Disclosure is the core, concealing is an exception.” since the Act came into forces. EXAT issued an announcement of policy on adherence to the Official Information Act B.E. 2540 (1997) dated April 24, 2012. 1.3 Establish EXAT Information Center (since December 3, 1998) under the Information Analysis and Dissemination Section, Information Division, Office of the Governor. EXAT Information Center is located in front of EXAT head office (Chatuchak), 2380 Phaholyothin Road, Senanikhom Sub-district, Chatuchak District, Bangkok 10900 Telephone 0 2490 1196, 0 2579 5380–9 Ext. 2244; Facsimile 0 2940 1198 on weekdays from 08:30-16:30 hrs. After office hours, contact EXAT Call Center No. 1543 throughout 24 hours (7 days a week). For more information, contact via EXAT website at www.exat.co.th. 1.4 Appoint Deputy Governor for Law and Land Acquisition to supervise any performance in compliance with the Official Information Act B.E. 2540 (1997) and appoint “EXAT Information Committee” composing of Deputy Governor for Law and Land Acquisition as Chairperson, Department/Office Directors as committee member and Director of Information Division as committee member and secretary. The Committee is in charge of determining policy and measures and giving suggestions on adherence to the Office Information Act B.E.2540 (1997) as well as the Rule on Official Secrets Protection B.E. 2544 (2001). 1.5 Arrange the internal audit on public information services complying with principles of information technology disclosure and transparency which is considered one of the corporate governance approaches. Suggestions were given for better improvement of work. 1.6 Issue the Announcement on fee collection, request for a copy or certified true copy of EXAT information dated June 15, 2012. 1.7 Provide the Regulation on EXAT Information (2nd Issue) B.E. 2555 (2012) dated June 15, 2012.

Recognition/Award 2.1 Selected as a role model on public information services and adherence to the Official Information Act B.E. 2540 (1997); Ministerial Level on July 1, 1999. 2.2 Awarded certificate showing appreciation on the establishment of Public Information Center for general public service as role model on its performance following the Official Information Act B.E. 2540 (1997) on January 14, 2008. 2.3 Obtained shield award of outstanding organization from Prime Minister (Mr. Abhisit Vejjajiva) in good cooperation of Public Information Center establishment in fiscal year 2010 on February 4, 2011. 2.4 Obtained State Enterprise Excellence Award on the “2012 Operational Plan of EXAT Information Center following the Official Information Act B.E. 2540 (1997)” in the contest of Corporate Governance Promotion Plan for State Enterprise in Year 2012 organized by the Office of the National Anti-Corruption Commission (NACC). The shield of honor and 150,000 Baht in cash was awarded by NACC Chairman on November 16, 2012. 2.5 Obtained shield of honor award as a role model in establishment of Public Information Center in year 2012; Ministerial Level awarded by Minister of Prime Minister’s Office (Mr. Varathep Ratanakorn) representing Prime Minister (Ms. Yingluck Shinawatra) as chairperson of the Official Information Board on August 9, 2013. 3. Promotion and development of knowledge and understanding on principles, essence, benefits and guidelines on the exercise of rights under the Official Information Act B.E. 2540 (1997) 3.1 Attended the 2015 annual seminar of the role model for establishment of information center at ministerial and provincial level on September 21, 2015 at Eastin Hotel, Bangkok organized by the Office of Official Information Commission under the Permanent Office of the Prime Minister’s Office. 3.2 Attended the seminar for chiefs of government agencies and officials in charge of information centers under the Ministry of Transport according to the Memorandum of Understanding on cooperation network of governmental information center development. The seminar was held twice as follows: on March 19-20, 2015 at the Ministry of Transport, Bangkok and on September 24, 2015 at Maruay Hotel, Bangkok.

90 2015Annual Report 3.3 Invited continuously by external agencies to give lectures on the Official Information Act B.E. 2540 (1997) since 1999. Mr. Pongsak Jumsai Na Ayudhya, Director of Information Division, has been assigned as a lecturer posted in the Office of the Permanent Secretary, the Prime Minister’s Office by lecturing on knowledge of the Official Information Act B.E. 2540 (1997) to executives and employees of public and private sectors. In 2014-2015, he has been invited as a lecturer by the following organizations: the Department of Fisheries on November 18, 2014, the Department of Disease Control on December 17, 2014, the Department of Agriculture on March 19, 2015 and the Department of Physical Education on April 1, 2015. 3.4 Requested by the following external organizations for observation of EXAT Public Information Center in 2014-2015: the Office of Insurance Commission on November 24, 2014, the Office of Natural Resources and Environmental Policy and Planning on August 14, 2015 and Mahidol University on September 25, 2015. 3.5 Organized on-the-job training regarding the courses on “knowledge of the Official Information Act B.E. 2540 (1997)” and the “Rule on Official Secrets Protection B.E. 2544 (2001)” for EXAT employees annually. It complied with standard key performance indicators for disclosure of official information. 3.6 Organized the course on “knowledge of the Official Information Act B.E. 2540 (1997)” for new employees orientation in fiscal year 2015 on October 30, 2014. 3.7 Dispatched staff of EXAT Public Information Center to participate in the examination project of knowledge and understanding on the Official Information Act B.E. 2540 (1997) for government officials in 2014 (organized by the Office of the Official Information Commission) on May 12, 2015. The 7 staff members include Mrs. Apharanee Nimthong, Head of Library and Reference Section, Mr. Payon Tassanasakun, Head of Information System Development Section, Mr. Sittichai Wongnil, General Administration Officer 6, Library and Reference Section, Miss Phetphayome Chiewnawin, General Administration Officer 5, Information System Development Section, Mr. Nattaphol Sukantarat, General Administrator Officer 4, Information Analysis and Dissemination Section, Miss Pichada Yamphaka, General Administration Officer 4, Information System Development Section, and Miss Patchara Thongkam, Librarian 4, Library and Reference Section. 4. Information services as requested by general public and responses to consultation In fiscal year 2015, 97 people made a request for information review at EXAT Public Information Center (Data as of September 30, 2015) which was the information according to Article 7, 8 and 11 of the Official Information Act B.E. 2540 (1997). EXAT has improved the information retrieval system and document files, arranged pamphlets introducing EXAT Public Information Center as well as public relations bulletin board and provided the place for information services. Additionally, questionnaire of survey on customer’s satisfaction have been distributed for public opinion and adopted it for further consideration on information disclosure.

91 2015Annual Report Report of the Board of Directors’ Responsibility for the Financial Report The Expressway Authority of Thailand’s Board of Directors is aware of its responsibility for supervising the organization’s financial report to ensure that the financial statements are prepared in line with financial reporting standards as well as appropriate accounting policies pursued on a regular basis, contain disclosure of adequate and proper information and obtain an audit and certification from the Office of Auditor General. The Board of Directors has appointed an Audit Committee consisting of independent members to supervise, inspect and verify the financial report, risk management system, internal control system as well as internal audit so that they are efficient and in compliance with the applicable rules and regulations. 93 2015Annual Report Auditor’s Report Presented to the Board of Directors, Expressway Authority of Thailand The Office of the Auditor General has audited financial statement as of September 30, 2015 showing comprehensive income statement, capital changes statement and cash flow statement for the year ending on the same day of each year of the Expressway Authority of Thailand (EXAT) of which the management of EXAT is responsible for the accuracy and completeness of the information therein. The executive’s responsibility for financial statement The executive is responsible for preparation and presentation of these financial statements in accordance with financial reporting standards and is responsible for the internal control which the executive considers that it is necessary for preparing financial statements with clear evidence in contrary to the material facts. The auditor’s responsibility The Office of the Auditor General is responsible for the opinions on the financial statement as a result of the audit by the Office of the Auditor General. The Office of the Auditor General has performed the audit in accordance with the generally recognized auditing standards which stipulate that the Office of the Auditor General has to plan and perform the audit so as to bring about reasonable confidence in the results of the audit that the financial statement has displayed clear evidence in contrary to the material facts or not. The audit includes employing methods to get evidence about the amounts and information disclosures in the financial statements. The method depends on auditor including the risk assessment of data which against the principle facts of the financial statements whether it due to fraud or error. In this risk assessment, the auditor considers internal control relevant to the preparation and presentation of the financial statements by the requirement of the Expressway Authority of Thailand to design the methods that is appropriate to the situation but it is not for the suggestion on the effectiveness of the Expressway Authority of Thailand’s internal control. The audit also includes the appropriate assessment of accounting policies and the reasonable accounting estimates which made by experienced management, as well as the assessment of presentation in the overall financial statement. The Office of the Auditor General believes that such an audit would arrive at the conclusions with appropriate criteria in the expression of opinion by the Office of the Auditor General. Opinion The Office of the Auditor General opines that the above mentioned financial statement as of September 30, 2015, performance and cash flow ending on the same day of each year of the Expressway Authority of Thailand were accurate in accordance with the generally accepted financial reporting standards. Information and emphasized incident Without expressing the opinion with condition in the matter to be stated next, the Office of the Audit General would like to draw attention to the note to the financial statement, item 4.25 on the liabilities that may arise as of September 30, 2015 as the Expressway Authority of Thailand has liabilities that may arise from being sued totaling 26 cases for the amount of Baht 40,869.35 million.
