POTENTIAL INVESTMENT DESTINATION Strategic location Quang Tri has a strategic location on the East-West Economic Corridor (EWEC). It is about 600 km from Ha Noi to the North, 1,120 km from Ho Chi Minh City to the South, 170 km from Da Nang. The Province borders Quang Binh province to the North, Thua Thien - Hue province to the South, Savannakhet province and Salavan province of the Lao PDR to the West (with 179 km of border line), the East borders the East Sea (with a coastline of 75 km). The airport is being built to facilitate the transportation of goods and passengers which shall foster the development of economic, investment, trade, service-focused projects, and tourism activities at national and regional scales. 12

POTENTIAL INVESTMENT DESTINATION Roads The transportation network throughout the province is constantly being improved and constructed, not only creating favorable tra c conditions and socio- economic development but also transforming landscapes, fundamentally changing the appearance of the province. The Highway 15D from the future My Thuy seaport to La Lay international border gate is expected to be constructed in the period of 2022-2025. This will be a gateway to the sea and a transport hub for the Central, Southern Laos and Northeastern Thailand. The North - South expressway from Cam Lo (Quang Tri) - La Son (Thua Thien - Hue) - Tuy Loan (Da Nang) with a length of 175.5 km is about to be completed and put into use in 2022. This high-speed road creating a parallel to National Highway 1A and connecting Quang Tri with Da Nang and Quang Nam, shall strongly facilitate the circulation of goods and economic development in the Central region of Viet Nam. Seaport Cua Viet Port is a general cargo port, including three cargo wharfs, one dedicated berth for tourism and one yeti, receiving ships up to 5,000 DWT. My Thuy deep-water seaport in the Quang Tri Southeast Economic Zone (the nearest gateway to the East Sea of the EWEC) has a design scale of 685 ha and is expected to handle cargo ships up to 100,000 DWT. 13

QUANG TRI - VIET NAM Airport Quang Tri Airport has been approved by the Prime Minis- ter for investment in the form of Public Private Partnership (PPP) under the Decision No. 2148/QD-TTg dated December 20, 2021. The airport is located in three communes of Gio Quang, Gio Hai, and Gio Mai, Gio Linh district, and close to the National Highway 1A, 7 km from Dong Ha city to the North, about 5 km from Cua Viet beach to the East. The Airport is designed with grade 4C (according to standards of International Civil Aviation Organization-ICAO), capacity of 01 million passengers/year, 3,100 tons of cargo/year, type of aircraft code C or equivalent, 5 parking spaces for code C air- craft (capable of parking code E aircraft). The total planned land area is 265.37 ha, of which 177.64 ha is the common use zone; 87.73 ha is the civil aviation zone). The total investment is expected to be 5,822.9 billion VND. The Quang Tri Airport Project is prioritized for investment in the period of 2021-2024. Procurement method: Competitive bidding process 14

Power supply – Water supply Power is guaranteed to be supplied from the national grid through the North-South 500 kV transmission line; national grid system 220 kV and 110 kV synchronously. Domestic water supply system with a capacity of 55,000 m3/day. POTENTIAL INVESTMENT DESTINATION Mineral resources Quang Tri has a wide range of minerals, especially a number of minerals with large reserves and high quality, which are eligible to develop the cement industry, construction materials, silicate industry, etc. on a large scale. Limestone mine in Tan Lam, Ta Rung: Over 3 billion tons. Titanium mine in Gio Linh, Vinh Linh Quartz sand mine in the South - North areas of Cua Viet and Hai Lang: 277 million tons. Marine resources Thanks to its diverse marine and island resources, Quang Tri is able to bring into full play to develop the general economy. The coastline is 75 km long. Con Co Island is covered with 2.3 km2 which is 17 nautical miles o shore. There are two main sea gates, namely Cua Viet, Cua Tung. The sea area has a shing ground of 8,400 km2 wide. Many types of seafood have high economic value, with reserves of about 60,000 tons/year. Over 3,412.37 ha of water surface for aquaculture and seafood development. 21

QUANG TRI - VIET NAM Great potential for renewable energy Potential for development of gas power projects Bao Vang gas eld: 60 - 100 billion m3 Ken Bau gas eld: The largest gas reserve ever found Quang Tri shall be the receiving point of natural gas from the Bao Vang eld (100 km o shore near Con Co island) and in the near future the Ken Bau Gas eld, which is around 65 km o shore of Quang Tri Province. This is the fuel source for gas power plants and the foundation for the formation of the gas industry in the Central region, helping Quang Tri likely become a “New Energy Hub” of the Central Viet Nam Region according to the conclusion of the Vietnamese Prime Minister in the O cial Notice No. 17/TB-VPCP dated January 25, 2021 issued by the Government O ce. 22

POTENTIAL INVESTMENT DESTINATION Potential for development of wind and solar power projects With a strong Southwest wind blowing from March to September and an average number of sunshine hours of 5-6 hours per day, ideal conditions for investors in the eld of energy production from solar and wind shall prevail. In order to increase the connection for power plants in the Western part of Quang Tri, construction of 220 kV transmission lines and substations from Dong Ha city to Lao Bao town has been completed and other 500 kV line projects shall be under planning. With 75 km of coastline and stable wind speed, Quang Tri is calling for investors to propose o shore wind power projects to make the most of this advantage. 23

The main types of tourism in Quang Tri are historical- revolutionary tourism, cultural-spiritual tourism, sea and island tourism, cross-border commercial tourism, eco-tourism – rivers and landscapes. The Province has determined to make tourism a spearheading sector in the economic structure, which is an ideal condition for tourism investors to come to Quang Tri. 24

Especially, Cua Tung beach is once known as the “Queen of Beaches”. Besides, Cua Viet beach, which has many advantages, is emerging a high-quality service area for tourists. POTENTIAL INVESTMENT DESTINATION Quang Tri South East Economic Zone Location: Located in the Southeast of Quang Tri, including 17 communes and towns of Hai Lang, Trieu Phong and Gio Linh districts. Area: 23,792 ha. Including 6 functional areas: Industrial zones, administrative area, residential area, tourist area, service area, My Thuy deep water port area. Quang Tri South East Economic Zone is a general and multi-sector economic zone. It is a breakthrough investment center of Quang Tri province and an important development pole of the Central region. Moreover, this economic zone is the center of international trade and agro-forestry- shery processing industry, production of building materials, electricity production, tourism, trade and service, a large seaport of the Central region; urban development and other economic sectors associated with the East-West Economic Corridor. 33

QUANG TRI - VIET NAM Lao Bao Special Commercial - Economic Zone Location: Spreading along 25 km along National Highway 9, including 2 towns Lao Bao, Khe Sanh and 5 communes Tan Thanh, Tan Long, Tan Lap, Tan Lien, Tan Hop in Huong Hoa district. Area: 15,804 ha. Lao Bao Special Commercial - Economic Zone is a center of import and export of goods and services with Central Laos, Northeast Thailand and countries in the Greater Mekong Sub-region (GMS). It is one of the most important border gate economic zones ofViet Nam with fairly synchronous infrastructure and outstanding investment incentive mechanisms and policies. Lao Bao Special Commercial - Economic Zone is also one of eight key border gate economic zones selected by the Prime Minister of Viet Nam to focus on development investment from the state budget in the 2021-2025 period. This special commercial - economic zone is opposite the Densavan border trade zone of Laos. These two zones are an important hub on the EWEC, which are under study aiming to build a common economic zone between Vietnam and Laos. 34

Fields, Industry of operation: Trieu Phu Industrial Zone is a multi-industry general industrial zone, with priority given to production - food and beverage processing, mechanics, machine building and metal production, electronics, hardware industry, textiles, footwear, manufacturing and electricity distribution, production of building materials and other non-metallic mineral products. QUANG TRI - VIET NAM South Dong Ha Industrial Zone Location: Dong Ha city. - Area: 98.75 ha. Technical infrastructure: Internal tra c system of the industrial zone: The main road of the industrial zone (Number of lanes and road width): 2-lane road, the road surface of each lane is 11.25 m wide; Internal roads of the industrial zone: Including 3 routes (2 roads with 11.25 m wide, 1 road with 7.5 m wide). Invested in building the power and water supply system to the foot of the factory fence. Power supply is taken from the 110/22 kV regional substation located in the industrial zone with a capacity of 25 MVA to supply power to the industrial zone. Water supply is taken from Dong Ha water plant, the water supply capacity of phase 1 is 5,000 m3/day and night. Occupation rate: 90.64% Fields, Industry of operation: Production of building materials; textile industry, leather shoes, garment and handicrafts, mechanical industry, electrical and electronic assembly, processing industry. POTENTIAL INVESTMENT DESTINATION Quan Ngang Industrial Zone OF QUANG TRI SOUTH EAST ECONOMIC ZONE Location: Gio Linh district. - Area: 318.13 ha. Technical infrastructure: The power supply system has been completed. The 110 kV power network ensures su cient power supply for the operation of the factories. Waste water and waste treatment system: A centralized wastewater treatment system for the whole industrial zone is under construction. Internal tra c: The system of internal roads in the industrial zone has basically been completed. Technical infrastructure: Investment procedures are underway for the construction of industrial zone infrastructure: 214.77 ha. Fields, Industry of operation: Multi-industry industrial zone, focusing on di erent types of industries: Mechanical, machine repair, electronic assembly, construction material production, textile industry, leather, garment and handicrafts, manufacturing agro-forestry products. Source of capital: 100% investors’ capital. Quang Tri Industrial Zone Location: Hai Lang district - Area: 481.2 ha. Technical infrastructure: Investment procedures are underway for the construction of industrial zone infrastructure in phase 1: 97.4 ha. Fields and industry of operation: Multi-industry general industrial zone, giving priority to the production of computer equipment, electronics, chemicals and cosmetics; manufacturing and assembling electrical equipment, power tools, conductors, wiring equipment, energy panels; production, processing, food mixing, food processing, agricultural products, aquatic products, beverages; producing and manufacturing machinery, spare parts and equipment, metal products, processing and coating metal. QUANG TRI - VIET NAM PREFERENTIAL INVESTMENT SUPPORTING POLICY Complying with the general policies and regulations of the Government. According to the Resolution No. 105/2021/NQ-HDND dated August 30, 2021 of the Quang Tri Provincial People’s Council, promulgating regulations on preferential policy and investment support in Quang Tri province. 44

POTENTIAL INVESTMENT DESTINATION Tax incentives, land and property depreciation With regard to the forms of investment incentives speci ed in Clause 1, Article 15 of the Law on Investment, Quang Tri province commits to: Investors, who are eligible for investment incentives, are entitled to the highest incentives within the framework speci ed by relevant laws. 45

QUANG TRI - VIET NAM Supporting the system of developing technical infrastructure inside and outside the fence of the project implemented outside the industrial zone, functional areas of the economic zone Tra c The provincial budget supports investment in the construction of roads inside and outside the project’s fence, but not exceeding three (3) billion VND. Power and water supply The provincial budget supports the construction of transformer stations, electricity lines, water supply and drainage, but not exceeding two (2) billion VND for all of the above items. 46

POTENTIAL INVESTMENT DESTINATION Supporting in vocational training, human resource development Each project is only supported once, up to a maximum of 100 million VND, each employee is only supported for training once during his or her working time at the project using employees in the same training major. For primary vocational training under three (3) months: Complying with current regulations of the province. For intermediate vocational training or workers using high technology: Supporting 2,000,000 VND/01 employee. For vocational training at college level: Supporting 4,000,000 VND/01 employee. Supporting manufacturing and business premises to relocate under decisions of state agencies Support level Each premise is supported with 30% of reasonable expenses for dismantling, moving and installing equipment, machinery and workshops, but not exceeding 200,000,000 VND/premise. Manufacturing premises subject to relocation as planned to change their business lines in accordance with the law will be supported once to solve di culties. The support level is 200,000 VND/m2 of factory, but not exceeding 100,000,000 VND/premise. 47

Support on product introduction Free support in advertising and introducing images of enterprises and products on the website of Quang Tri province and other websites of the relevant departments and localities upon requested. Being considered and supported to introduce information and images about enterprises and products in the province’s publications promoting investment, trade and tourism. 2. Support on providing information, consulting on investment and business procedures IInvestors, enterprises, organizations and individuals are provided with free of charge information on the investment and business environment, planning of investment sectors and industries, planning on land use; accessing to land fund when studying and conducting investment and business activities in Quang Tri province. 48
