2 FOREWARD Education oriented Project - Citizen Centric The project is categorized under education and implemented on the Virtual Public Library ideal. The Platform leverages the immense experience of Digital diversities through easy navigations. A new platform of E-Content Digital Diversities is the compliment to the readers in this platform. Not just the E-Books but the local author database and blogging facility is available as well. Innovative Books are being published through TDL1 where the school children are encouraged to write the articles/stories/poems in Kannada, English, Hindi, and Sanskrit. The most unique and interesting feature of this platform is the intelligent business news where the top business news across Indian business newspapers will be synthesized to a crisp news and displayed in a floating bar for quick reference. “The Tumakuru Digital Library was an idea to begin with, but a continuous upgradation process to be with” Accolades and a Self-Sustainable Model This model is self-sustainable as the subscription fee model is proposed for the upcoming year where a nominal fee will be charged from the citizen for membership. 4 PROJECT NEED Tumakuru is an educational hub housing 2 medical colleges, 5 engineering colleges and many degree and PU colleges. Hence, the library with relevant educational materials catering to the students and aspirants of competitive exams is the need of the hour. Tumakuru City Central Library is located in the heart of the city with a profound literature and knowledge collection. The library is well accessible from different parts of the district and has its acute collection in Kannada Sahitya and Literature. The readers of different age group and different taluks/villages visit the library. It is being observed that, the library still lacks the e-content and is a setback for the readers. The library follows the following programs and schemes for the procuring of goods/book. 1. Single window programs a. Furniture Purchasing b. Book Purchasing 2. Raja Ram Mohan Ray Foundation Scheme a. Book Purchasing Circulation Rules 1. Every member shall present their own borrower’s ticket before any book is issued. 2. New Books can only be issued after technical processing has been completed. 3. Reference books, rare books, unbounded periodicals may not be issued generally except with the written permission of the librarian. 4. The members shall be allowed to refer books in the library only after submitting their ID card to the Librarian. 5. The librarian shall have the power to refuse the issue of a book to any member or he can recall any book without assigning any reason thereby. Loss of Books /Damage In case any book is lost /damaged by the member, the member shall replace the book or pay the double the cost of the lost book. If one book lost in the volumes of the set, the reader must replace the whole set. Similarly, in case of loss of Borrower’s Card, the borrower must report immediately to the Librarian. Why Digital library at Tumakuru? The concept of Digital Library was thus brought into light to enable the readers and knowledge enthusiast, to help in accessing the content without any restriction/boundaries. 5 survey and the study, it is observed that there is a need for technological interventions which would help the user to use the library in a more effective and reliable manner. 1. The existing borrowing system of the library follows the traditional manual process where in a Register is maintained to track the visit, who took the book and sign-in/sign-out details. 2. For renewing the book, the borrower has to visit the library. 3. Since the library works, 08-00 am to 08-00 pm but Closed on Every Monday, Second Tuesday & All Govt. Holidays; the borrower must face challenges to visit library. 4. The borrower has to visit the library to get the subscription/borrow the books. 5. Very limited category/section in the library still the lack of knowledge content is urged. 6. A borrower/reader must visit the library to access the books/newspapers. 7. Not much content on Competitive exams and very less availability of general and subject oriented books. 8. In case of the damage of the physical books, the borrower/reader has to bear expenses of the damaged book. 9. For reading the book/newspaper, the borrower/reader has to visit the library in the working hours of the library. 10. A definite borrower’s card to lend a book from Library is mandatory. Based on the above findings, it is concluded that, the Digital Library system at Tumakuru Central Library is certainly help the citizen to access the e-content/e-books from anywhere as authorized subscriptions enables the subscriber to access the content anywhere and anytime. The digital library is implemented without disturbing the current borrowing procedures and rules. The monitoring of the borrowing is easy with ICT Intervention. 6 DIGITAL LIBRARY AS A SOLUTION Secure access to a Digital Library web portal and mobile application with a common search platform (CSP) and the related interface that makes available all the e-books and periodicals over the internet to users of the Tumakuru Central Library to procure the e-books, periodicals and multimedia content for Tumakuru City Library 1. Tumakuru Digital Library is first of its kind in India under Smart City initiative. 2. Tumakuru Digital Library (Register once access anywhere) for Tumakuru Central Library is an efficient Library Management System along with DRM enabled content rendering system, making information highly secure, scalable, reliable, and accessible on any electronic device to its members at cost of Rs. 1.71 Crores with 05 years AMC. 3. A unique setup of Digital Library at Town Hall Circle having 20 All-In-One Touch Based Desktops in-housed for the Public Use. A free internet is facilitated within the Digital Library at Town Hall Circle. 3.1. UPS - backup facility with Firewall protected Internet enabled in the room 3.2. Trending Business News: The crisp news from across the economic and business news [Updated at every day at 11:00 AM] 7. Blog Writing Space and Learning Platform: Computer Languages, Read Rare Indian Books, Top identified Employment website are accessible in this platform. 8. More than 58,000 E-Books under Literature, Textbooks, Children’s Books etc. [ E- Books include Children's Books, History, Literature, Science and Technology, Geography, Religion etc.] 9. More than 27,000 Journals under Medical, Humanities, Technology etc. 10. More than 400 Local and State level Magazines and Newspapers and General Knowledge Quizzes 11. More than 60,000 Knowledge based videos. 12. Integration with Indian Business Insight: The synthesized content will be leveraged from newspapers. [Eg., If the word science is searched in the single search box, the TDL will display the materials/content relevant from Journals, Newspapers, Quizzes, Books]. 13. 9 AWARDS AND HONORS ISAC Awards 2020-Smart Cities Mission The Digital Library Project of Tumakuru Smart City Limited has been awarded as one of the best projects under the Project Category “Social Aspects”. The Ministry of Housing and Urban Affairs (MoHUA) as part of the 6th Anniversary Celebrations held on 25th June 2021 has awarded the best projects implemented by smart cities (ISAC-India Smart Cities Awards Contest 2020) under different categories. Elets Knowledge Exchange Summit & Awards Tumakuru Digital Library is a recipient of the Award of Excellence in the Virtual Award Ceremony at the 10th elets Knowledge Exchange Summit & Awards during 10th to 12th December 2020. The Digital library is a unique innovative project facilitating “Read It anywhere” conceived and implemented by Tumakuru Smart City in 2019, first time in India, under Smart City. Tumakuru Digital Library is an exquisite approach, and the uniqueness of this Digital Library makes it stand on the conventional Libraries at its highlights. To add to the uniqueness, rare-books collection, collection of courses offering domains etc. It has a seamless collection of Digi-base with the blog facility. As of now, more than 26,500 users (Students, Teachers, Lecturers, Industry Professionals, Government Officers, Children etc.) are using the facility with not less than 20 users at an instance accessing the portal/application. The initiative has been appreciated by many cities and has been making efforts to emulate the same. Tumakuru Smart City Limited

10 HOW EFFECTIVE? Outcome/Impact Assessment 1. The total of 1.1K Active users across 30 days 2. Trend of users has been increased to 120 per month from September to October 2020 with an increase in users by 80%. 3. The Top Acquisition channels being the direct URL call- 92% and around 7% through referrals. 4. More than 10 Lakhs impressions so far since the Go-Live of the Application in September 2019. 5. Though the bounce rate is 64.55%, the new users has been increased with 975 for last 30 days. 6. Across 5 Continents (Asia, Africa, Europe, America, and Oceania), the highest being the Asia at 957 visitors and 905 new users. 7. The Application is viewed by users in mostly English language under different language codes being UK, US and India. 8. Under Gender Analysis, it is found that there are 73.18% of Male users and 26.82% of Female users registered under this application. 9. Under -Age Analysis 9.1. Between 25-34: 35 % 9.2. Between 18-24: 24% 9.3. Between 35-44: 17% 9.4. Above 45 Age: 23% 10. On an average, there are at least 28 Active/Concurrent users per day with 1,027 per month. 11. On analysis, it is found that over 76% among the registration is from Tumakuru along. And more than 8000 readers from Karnataka. 12. More than 85% are Graduates with average time of usage to 05to10 min (The publisher site is not considered here-Delegation of Request). Tumakuru Smart City Limited

11 ACTIVITIES AND ENGAGEMENTS? 1. On the occasion of Children’s Day and Library Week, Blog Writing Competition (Physical Mode) was conducted during 14th November 2019. 21 students from Maruti Vidya Kendra had participated, and Kum. Harshini HL from 10th Standard had secured 1st Prize. 2. On occasion of Children’s Day-14th November 2019, the innovative videos consisting of science and technology was displayed in Digital Library. 3. First Webinar was conducted on 30th April 2020. Readers from across Karnataka has joined the session, Dr. Shivananda Shivacharya Swamiji - Sukshetra Hiremath, Tumakuru has addressed the readers and encouraged the students to use more books using the Digital Library Facility. 4. Second Webinar-On 03rd September 2020, an awareness was conducted. Readers/Students across the state and outside have joined the session. 5. More than 10 awareness talks across Tumakuru City (Smart Schools, Government Degree Colleges, and Private Degree Colleges) were held to encourage students to utilise the platform to its best. During the awareness, around 1600 students have registered. 6. On the occasion of Gandhi Jayanthi, Blog Writing Competition was conducted. The entries hence received was uploaded in the Digital Library Blog Section. 7. Prudence international School, and Maruti Vidya Kendra Tumakuru have collaborated with TDL and have opined that it has been a perfect addon to the present curriculum. The Teachers and Students from the schools are enjoying the extensive usage from TDL. 8. There are 26,500 registrations across the domain verticals (Eg. Students, Researchers, Teachers, Professors, Professionals) 9. A Digital Library Book was released on the occasion of Children’s Day and Library Week – A Book consisting of Articles from Students, forwards from Swamiji and officers, Appreciation Notes from Team and Readers, Drawings of the Students and many more in multi languages. 12 REPLICABILITY AND SCALABILITY Replicability 1. The Digital Library platform is built in Java platform and uses open-source applications for LMS and Digital Repository. 2. The Digital Library platform can be easily replicated for other Smart Cities and Digital Libraries since the open-source applications can be easily deployed in other libraries. The platform is scalable to host and integrate any additional content subscribed by the library. Additional books brought by the library can be hosted to the DSPACE platform. DSPACE is dependent on the hardware storage capacity to host any number of books brought by the library. 3. New content other than newspapers and magazines can be linked to the digital library platform as the platform provides an entry point for any content to be added by the user. 4. On success of this model, the other cities in Karnataka (Shimoga) and across India, the model has been proposed to be implemented. 5. The state level contribution is futured in order to make a one digital library concept having the contribution from different state and city central libraries. 6. The application may be scaled up to multi-level/State level based on the requirement and need. Scalability 1. The Project is provided under the maintenance of five years from 2019. As the content hence provided with is purely on proprietary basis, and which provided beyond are the open-source content, apart from the monthly releases and version releases, the project is completely sustainable in terms of Revenue generation and recurring costs. 2. It is proposed to be a very minimal maintenance cost for this Application and the Asset which may be borne from the revenue generated from the membership. 3. Presently the membership of the portal is kept open, it is proposed to provide the one-time registration fee in order to have more credible content onto the application. Tumakuru Smart City Limited

15 CHALLENGES BUT NEVER THOUGH 1. Training the library users was never an easy task 2. Conducting seamless awareness sessions to educate the public/students on the TDL 3. Technology adaptability was always a challenge 4. Change from Conventional to technology driven system – A news change for adoption 5. Accommodating the content onto the platform of Digi-Base based on the demand from public against cost 6. Collaborating with the education institutions and organizations. Though the challenges were more, the project is a success with immense response from Public. Readers are enjoying the new ambience of reading and suggesting for more improvements. TDL is success in supporting the job seekers and students especially and we are receiving tremendous response from them. One among said, I became the Nurse using the Digital Library facility.
