TUMAKUR CITY POPULATION: 3,05,821 (2011 CENSUS) CITY AREA : 48.21 Sq.km The Smart Cities Mission is a flagship Urban Development Programme launched in June 2015 by Ministry Of Urban Development, Government of India for urban renewal and retrofitting of existing 100 cities in India. Tumakuru (formerly Tumkur) was selected as a smart city in September 2016 in 2nd round of challenge along with other 26 cities pan India and amongst 4 cities from the state of Karnataka. It is one of the 7 cities selected under Smart City Mission in Karnataka. The TUMAKURU SCP delineates approx. 1354.97 Acres across 6 ULB wards in the core CBD area as ABD area which also includes 452 Acres of a lake, largest in the city. The ABD’s area coverage is approx. 11% of the total city’s area and directly impacts 14.4% of the total population of the city. The Smart City Proposal aims at “Transforming Tumakuru from a mere edge city of Bengaluru to the MOST PREFERRED DESTINATION within the region with a strong focus on economic development and provision of enhanced CONNECTIVITY, high QUALITY OF LIFE, ECOLOGICAL INTEGRATION, and INCLUSIVE DEVELOPMENT”.

DEVELOPMENT OF PARKS Project Cost : Rs. 25 Cr Objective Parks provide space for neighbourhood residents to interact with each other and meet new people. They’re also great spaces for events and for people to engage in recreational activities. This allows people to develop a sense of community. The development of these parks will help in improving the green space resulting in reduction in pollution level. It also enhances aesthetic look of the city. Construction B+G+3 Floors Includes cellar parking seminar hall, longue, library with leisure reading room and incubation center Seminar Hall with 600 seating capacity. Library section for 800 readers with open terrace garden. Incubation Centre at third floor for new start-up companies DIGITAL CLASS ROOM Project Cost : Rs. 3 Cr. Objective For Implementation of Smart Classrooms include Procurement, Supply, Installation, Commissioning and Management of Smart classrooms and its operation and maintenance for three years which will include training & hand holding. Components Smart Classroom, ICT Lab, English Lab Main Features F Procurement and installation of Hardware, Networking and other Equipment. F Procurement Customization and Deployment of Software and content. SMART LOUNGES & INFORMATION KIOSKS Project Cost: Rs. 10 Cr Location: Pan City, Tumakuru No. of Smart Lounge : Approx. 5 Locations Estimated Built-up Area: Approx. 130 Sq.mt for each Lounge Main Features F Citizens to be provided with self service Kiosk system enabling them to avail the Government services at their door steps F 5 lounges are proposed throughout the city F Reading zones along with cafeterias and ATM’s are provisioned Components: F Digital Reading Zone F Digital Public Service Kiosk F ATM Café with pantry Toilets Medical Clinic (Optional)F F F Envisaged Revenue Streams F User Fee from E- Learning F Service Charges from Public Service Kiosk , F Lease Rental Charges from Cafeterias, Medical Clinics etc. F OTHER IMPORTANT PROJECTS UNDER SMART CITY MISSION Quality of Life – Development and Improvements of Medical facility in the City: Project Cost : Rs. 71 Cr. The Smart City Proposal aims to improve the quality of life by improving the Medical facility in the city. The following interventions are proposed- 1. Establishment of Trauma Center 2. Construction of Ayush Hospital 3. Providing infrastructure for Medical facilities across the city in consultation with the District Health Officer. Sport Complex with Swimming Pool and Development of MG Stadium Project Cost : Rs. 53 Cr. Under Recreational, Health and Sports Corridor an innovative and contemporary state-of-art structure consisting of the basic sports facilities and a good-wide Swimming Pool. Under the base view of the Tumakuru City, the lack of Swimming pools and the Sports corridor was observed hence such lack of infrastructure has been converted to a project to build a Sports Complex with Swimming Pool and development of the MG Stadium. Besides, the complex shall contain multi-purpose courts but not limited to: F Tennis/Shuttle Court F Football/Basketball/Baseball Court F Track fields F Indoor Arenas F Skating Court The Sports complex shall also be a space for fitness and the Olympic Sport to encourage the sports and facilitate the sports-men with key characteristic elements.Encouraging of water sport shall also be a prime objective with necessary baselines during considerations. An indigenous Sport-Complex shall emerge as an accolade to the city.

ICT Projects (Information & Communication Technology) DIGITAL LIBRARY AT TUMAKURU CENTRAL LIBRARY Project Cost : Rs. 89 Lakhs Objective The scope unravels the Digital Statuette for the intervention of the Virtual Library. The Project aims at envisaging the worldwide access of the enriched and quality digital content at ease. Location: City Central Library, Town Hall Circle, Tumakuru Components F The Digital Technologies imbibed to control the Library Management System, access to the Content worldwide and restricting the content based on the subscription and license. F Quality E-Content: E-Journals, E-Books, E-Magazine, Audio and Video Content F Physical and Digital Content Management and Monitoring F Web based remote access privilege for the authenticated and subscribed users of the Digital Library F Customizable lending system for the digital content access (DRM) justifying a Virtual Library System.

INTEGRATED CITY MANAGEMENT CONTROL CENTRE WITH PAN CITY COMPONENTS Project Cost: Rs. 89 Crs A) Integrated City Management Command Control Center Components F Construction of building for ICMCC F Video Wall & Controller system F Common Operations Platform (to be provided through central architecture at KMDS). F Mini-Data Centre at Tumakuru F Conference / Situation Room Main Features: F The ICMCC shall facilitate the viewing and controlling mechanism for the selected field locations in a fully automated environment for optimized monitoring, regulation and enforcement of services. F Integrated Dashboard - Provision for generating configurable reports through dashboard and also real time monitoring. F The ICMCC will manage and monitor the entire project and services. All the information and data collected through various components of the smart city project will be viewable through a centralized Application. B) Intelligent Signalling ATMS integrates various sub systems (such as CCTV, vehicle detection, communication, variable message signs etc.) in a coherent single interface that provides real time data on status of traffic and predicts traffic conditions for more efficient planning and operations. Main Features: F Adaptive Traffic Control System (ATCS) F Red Light Violation Detection (RLVD) System with e-Challan F Automatic Number Plate Recognition (ANPR) system F Traffic Surveillance Cameras (PTZ & Fixed Box). F Public Address System. F Panic Button at Traffic Junctions.

C) CCTV Surveillance Systems F Provision for PTZ Cameras for Surveillance F Mobile Surveillance Vehicles F Video Analytics F Traffic Surveillance and Entry-Exit Monitoring Main Features: F City surveillance will ensure a pro-active 24*7 monitoring of PAN city parameter that capture video footages of all junctions across the road network of Tumakuru and project the feeds to the proposed Command and Control center F City Surveillance System will ensure and provide a secure and safe environment for the citizens with intelligent and effective use of video analytics and integrated platform for all concerned departments. D) Variable Messaging System Installation of GSM-based VMS boards across the city. VMS board displays will be controlled by Tumakuru Traffic Police / TCC personnel from the ICMCC. Variable Messaging Systems will be used to display useful information related to: F Key notices or messages from TCC / Police like information about any emergency or disaster F Traffic congestion / Accidents incidents F Ongoing Roadwork zones / Speed limits F Display the parking availability information, etc. Environmental Monitoring System F Installation of environmental sensors. To display environmental related information F To provide feed on Temperature ,Humidity, Pollutants like SoX, NoX, CoX, noise pollution ,ER. F To provide Smart Environment mobile app to enable user for alarm management and notification of environmental details on real time basis

E) One Tumakuru Mobile App F To Develop a single mobile app 'ONE Tumakuru’ which is dynamic and shall provide all smart services within the Tumakuru Smart City. Using GIS maps of Tumakuru as a common platform and bringing all the mobile based services to one place. F Citizen can view the location of payment outlets ,public toilets etc. on the maps along with distance and description of location. F Grievance section to provide option through which citizens can put their grievances by capturing images and location information. F A common platform to bring all the mobile based services to one place. INTELLIGENT TRANSPORT SYSTEM Project Cost : Rs. 6 Crs. Components: F Automatic Vehicle Location F Passenger Information at Bus Stops / Bus Terminal displaying ETAs and ETDs F Website for real-time tracking F Mobile App for Information Dissemination Main Features of the Project F Automatic Vehicle Locator System (AVLS) in Intra-City Service Buses (49 Buses) and Municipal Vehicles (120 nos.) F PIS to display Schedule of buses at Bus Stands (142 Nos.), Bus Terminal and Bus Bays F Capacity Building Training to the KSRTC and TCC officers and staffs. F 3 seater Control Centre at KSRTC and 2 seater Satellite Centre at TMC F Onsite handholding support for a period of 2 years F Web based information dissemination for passengers about the real-time location of buses. F One 55’’ display unit along with 3 workstations for KSRTC and 2 workstations for TCC

PPP Projects (Public Private Partnership) STREET LIGHTING CONTROL SYSTEM Project Cost : Rs. 40 Crs. Aim To upgrade existing street light system to a more effective street lighting solution with energy efficiency Lights, central command and control system Main Features: F Energy Efficient lights with better illumination level consuming less electricity. F Having a central control and command system which would help in operating the lights and light level as required. F Integration of various IOT components into the Street light system like Public announcement system, IOT Mesh Network Wifi, CCTV cameras for Public safety and Security, Sign boards to help in city navigation and tourists, Electric Vehicle charging ports in different phases of project. Scope of Work: F 40,000 Street lights in 1st phase, 5Mw Grid synchronised PV system to power these 40,000 street lights. F IT intervention: CCMS, CCTV cameras, WIFI Mesh, EV charging, public announcement. F Additionally, it is also proposed to cover the dark spots with LED lights under SCM funds.

PUBLIC BICYCLE SHARING SYSTEM Project Cost : Rs. 2 Crs. Objective Envisaged Docking Stations: 31 Envisaged Bicycles: 461 Bicycle Type: Without Gear, With Gear & Peddle Assist Battery Station: Dock-less. Main Features : F Docking stations with pleasant design having docking spaces as per standards. F Bicycles having basic specifications like unisex design, durable, lightweight, theft proof, heavy-duty rims, puncture resistant tyres, light reflect or send LED lights to make the bicycles more visible to vehicles during night. F A control centre to monitor docking stations remotely F Redistribution vehicles F Anti-theft and anti-vandalism measures Envisaged Revenue Streams: User Fee & Advertisements GRID INTERACTIVE SOLAR ROOFTOP PV PROJECT Project Cost : Rs. 54 Cr. Objective Solar PVs to be installed on Government properties and institutional premises within the City Area of Tumakuru. Setting up of approx.10MW Grid Interactive Solar Rooftop PV Power Plant Phase – I: Government & Institutional Buildings Phase-II: Private Institutions & Industrial Roof Tops. Main Features F With a Horizontal Global Irradiation ranging from 1938.3Kwh/m2 to 2034.2Kwh/m2 the effective power generation would be substantially maximum per KWp installed. F Educational institutions and public properties under government like, parks, Bus shelters, stadiums, museum, library, Ware houses to be targeted considering the interests to the landholders as well. MULTI LEVEL CAR PARKING Project Cost : Rs. 22 Crs. A multi-storey car park (also called a parkade, parking garage, parking structure, parking ramp, parking building, parking deckor indoor parking) is a building designed for car parking and where there are a number of floors or levels on which parking takes place. It is Objective : an indoor, stacked parking lot. Parking structures may be heated if they are essentially enclosed. Design of parking structures can add considerable cost for planning new developments, and can be mandated by cities or states in new building parking requirements. Some cities such as London have bolished previously enacted minimum parking requirements. Advantages of Multi-Level Car Parking System a) Maximum Utilization of Space This is one of the most unique way of parking lots of cars without the need for a lengthy driveway and huge space. Lifts and pallets are used to park the cars and later retrieve them. It helps in accommodating maximum cars in a limited space. b) Minimum Space Required For Construction Since its a multi-level parking system, very minimal space is required for the construction of this parking system to accommodate lots of cars. c) Vehicle Safety The cars are much safer in such parking system as others do not have an access to the car. Moreover parking the car through narrow driveways often results to scratches and dents in the car. This can be avoided in multilevel parking system. d) Easy For the Driver Parking a car in a multi-level parking system is hassle free for a driver as well. Since such parking systems minimize the risks of theft or vandalism, it consequently minimizes the tensions of the user. He/she need not have to worry about the car as long as it parked. Such parking systems are very comfortable to use.
