PRESIDENT’S MESSAGE As I sit down to write this report, I reflect on the last three years and how time goes CONTENTS by so quickly. The Association faced many highlights and challenges. The main highlight during my term as President was the Diamond Anniversary of IWAI 2 NAVIGATION NOTICES in 2014. Many events were organised by various branches 3 NEWS to celebrate this great 5 WI REPORT milestone and to remember and be grateful to our 6 HEAD OFFICE REPORT founding members for their campaigning work for the 7 ENDEAVOUR CUP development and conversation of the inland waterways for all to use and enjoy. 8 AGM NOTICE 9 HERITAGE BILL 2016 Another highlight and following many decades of IWAI campaigning North and South of the border, the announcement 10 WATER ABSTRACTION that monies has been secured to restore a section of the Ulster Canal from the Erne to the International Scouts Centre at Castle 11 BOOK REVIEW Sanderson near Belturbet is indeed very welcome. Waterways Ireland has commenced work on this section and boaters and 12 OBIT: PAT NEWMAN waterway users eagerly await completion of this part of the 13 IT’S A RELATIVITY THING project. 14 CSIG Good news in that a meeting was held recently by a group of interested people to establish the Ulster Canal Branch of the 16 ENNISCORTHY FLOOD RELIEF Association. It looks promising and a new branch in that area would be very welcome. 18 TOWING THE LINE 20 TENDER TIME The Canals Action Group swung into action again in January to deal with the Heritage Bill 2016 and its proposed amendments to 22 HOLY ISLAND the Canals Act 1986, the primary legislation that governs the Grand and Royal Canals and the Barrow Navigation. The 23 GOING WITH THE FLOW amendments enable Waterways Ireland to introduce bye-laws, appoint authorised officers with varied powers and to deal with all 25 BRANCH REPORTS contraventions to the bye-laws through the District Court without 25 RBLNA an independent appeals mechanism. 26 Lough Erne 27 Dublin All of this came to the attention of IWAI with no prior 28 Offaly notification. In short order, the CAG sought feedback on the 29 Newry amendments from branches countrywide and the positive 30 Belturbet response resulted in the IWAI view being aired in the Seanad. (See report on p9 – ed) 36 Lough Derg 37 Barrow The Association has recently forwarded a submission to Irish Water emphasising IWAI's deep concerns with the current 38 Carrick-on-Shannon preferred option by Irish Water to abstract water from the Parteen 39 Shannon Harbour Basin. The Parteen proposal presents not just a risk to Lough Derg 40 Athlone Boyne but to the entire Shannon System if the level of supply has to be 42 Cruising Club Powerboat kept at a particular level.
