SHARYLAND INDEPENDENT SCHOOL DISTRICT TRANSPORTATION DEPARTMENT EMPLOYEE PROCEDURES HANDBOOK 2016-2017 STATEMENTThis handbook is intended to acquaint employees of the Sharyland Independent School withcertain employment policies. By accepting and continuing employment with the District, eachemployee is required to comply with all rules, regulations, and policies. This procedures handbookis neither a contract nor a substitute for the official district policy manual. It is not intended to alterthe at-will status of employees in any way.The Director of Transportation will have the authority to waive, alter, and/or amend theseprocedures and guidelines when deemed necessary for the safety of the students or in the bestinterest of the Department or District.This procedures handbook shall remain in effect until eliminated or modified in whole or part bythe District. A copy of this handbook shall be furnished to each employee of the TransportationDepartment. The continued employment of any employee of the District shall constituteacknowledgment that they are aware and understand the provisions of the Employee ProceduresHandbook.Each employee of the Transportation Department shall be required to sign, date, and return theEmployee Acknowledgement Form found at the end of this handbook.The Sharyland ISD Transportation Department takes great pride in the safety of transportingSISD’s students. In order for the department to continue providing the type of service our districthas become accustomed to, you as a school bus driver must always keep in mind that you are avery important person in the lives of each student on your school bus. You are the first districtemployee they see in the morning and the last one they see in the afternoon.The community looks at each and every one of you while you are operating a school bus.Therefore, you as a school bus driver must maintain a positive attitude and appearance whileperforming your job. Our goal is to have an accident-free school year. -3-

PURPOSEThe Purpose of this handbook is to give each employee pertinent information regarding theoperation of the Sharyland I.S.D. Transportation Department. The handbook is yours to use as aready reference for questions you may have regarding policies and practices. Each employeeshould read this handbook and refer to it as the need arises to familiarize himself or herself withthe general policies of the school district.You must keep in mind that other information of changes in school policy or regulations will bemade available to employees through written memos or bulletins by personnel in Central Office.Furthermore, School Board policies will override any conflicting statement, rule or policy that maybe contained in this handbook. Revisions in this handbook will take place as there is a need.We hope this handbook will help you understand your responsibilities to the Sharyland I.S.D.Transportation Department and our responsibilities to you. DISTRICT MOTTO AND MISSION STATEMENTDISTRICT MOTTO“Excellence Is Our Tradition”DISTRICT MISSION STATEMENT (Policy AE)Sharyland ISD’s Mission is to inspire, educate and empower all students to reach their fullpotential and become leaders of the highest moral character.MESSAGE TO BUS DRIVERSThe transportation of pupils to and from school is one of the most important functions of the schooldistrict. You, as a school bus driver, are one of the most important persons in the life of everyschool child that rides your bus. It is imperative that competent school bus drivers are hired toprovide safe and effective transportation for students. Every time you drive a bus, you arerepresenting Sharyland Independent School District. You are responsible for your actions as wellas the safety and security of the children and citizens of this community. The driver should createa favorable image for the school district.As a school bus driver you are moving a large yellow and black sign down the streets of theSharyland district each morning and afternoon. Remember that some citizens in the communityhave no other contact with Sharyland ISD except the school bus they see on the streets. The driver,the bus and the students on that route are the only basis they have to judge the school system. Yourmajor job in relating to the community as a bus driver is to do your job well, and particularly: Drivers must; 1. Be emotionally stable and have a friendly personality. 2. Be careful and alert at all times. 3. Never take chances. 4. Think safety always. 5. Always observe speed limits and abide by them. 6. Be honest and fair at all times. 7. Demonstrate respect for all students, regardless of race, color, creed, or socioeconomic status. 8. Be dependable and punctual. 9. Maintain good personal appearance. -8-

BUS DRIVER REQUIREMENTS1. Physical Exam An annual physical exam on a D.P.S. form is required of every driver. A physician will be provided to you for this service before the beginning of the school year at no cost. Drivers wishing to use their private physicians may do so at their expense.2. T.B. Test Negative T.B. test results are required for new hires only.3. Education High School Diploma or GED required.4. Drug Testing Sharyland ISD is in compliance with the statutes requiring drug and alcohol testing for bus drivers. This may include pre-employment, random, post-accident, and reasonable suspicion testing. A copy of the District's policy on drug testing is located towards the end of this handbook.5. Texas School Bus Drivers Safety Training Certification All drivers must complete a 20-hour State certification course, and renew the certification every 3 years with an 8-hour refresher course. Upon completion of certification, many insurance companies will give a 10% discount on personal auto insurance. Prior registration is required to attend these courses. It is the drivers’ responsibility to keep certification current. If certification expires, the driver will not be allowed to drive until it is renewed.6. Identification I.D. badges will be issued and must be worn at all times while an employee is on duty. All drivers will also be issued a fuel card with their personal PIN number to be used for fueling buses.7. Driving Record Statutes require an annual driving record check on all bus operators. A bus driver's driving record must be acceptable according to the standards developed by the Department of Public Safety. All CDL drivers are required to report to their supervisor within three days any traffic violation convictions, regardless of what vehicle was driven at the time of the offense.8. Criminal Record CheckTexas school districts are mandated to check Criminal History Records before employingany person, with annual re-checks at the discretion of the district. The Commissioner ofEducation must be notified of: (1) any conviction of a felony or any crime involvingconduct with a minor and (2) termination resulting from illegal conduct with a minor,drugs, illegal use of school property or money, or crimes committed while on schoolproperty or at a school function. -9-

9. Commercial Driver’s License All drivers must have a Class A or B Commercial Driver’s License (CDL). The license must have a \"P\" (passenger) endorsement “S” (school bus) endorsement and may not have an \"L\" (air brakes) or \"R\" (licensed driver in front seat) restriction. -10-

Complete required reports. 5. Keep records and keep assigned bus clean and fueled. 6. Supervise students while they board and leave the bus and cross the street.

7. Communicate with teachers and parents on a daily basis regarding student behavior while on bus.8. Maintain discipline; report student discipline problems to appropriate administrator.9. Instruct students on safe riding rules and regulations.Safety Observe all traffic laws and safety regulations for school buses. 10. Inspect bus by checking fuel, oil, water, tires, lights, brakes, and steering to ensure bus can be 11. operated safely before driving. Ensure proper condition of emergency equipment, such as first aid kit, fire extinguisher, flags, 12. fuses, crow bar, and reflector. Correct unsafe conditions in work area that could cause an accident and inform supervisor of 13. any conditions that are not correctable immediately. BUS DRIVER RESPONSIBILITIES & GUIDELINES1. Operate a school bus providing safe & efficient transportation for students to and from their respective schools and extra-curricular activities.2. Demonstrate great punctual and dependable qualities. Follow assigned schedule.3. PRE-INSPECT AND POST-INSPECT any bus that has been assigned to you.4. Drive the bus route exactly as designated and approved by the Texas Education Agency. No changes in routes or bus stops may be made without the specific consent of the Transportation Dept. administration.5. Maintain an updated route description at all times. (1 @ Office, 1 on Bus)6. Observe all traffic and safety laws, rules and regulations; practice safety at all times.7. Only district personnel and students assigned to a route are authorized to ride the bus. For safety reasons, drivers are not allowed to bring their children to the bus yard.8. Assure that 2-way radios are working properly and maintain volume at an adequate level at all times; do not use if not necessary and keep students from using it.9. Report ALL bus accidents and student injuries on bus immediately as minor as they may seem.10. Identify and report to proper authorities any student involved in disciplinary or vandalism acts while riding the bus by using the student disciplinary referral form.11. Remove student off bus, if within loading area, with PROPER AUTHORIZATION ONLY. Proper steps must be taken.12. Keep bus neat and clean, both interior & exterior.13. Keep bus fueled at all times. Minimum (3/4) tank.14. Notify immediate supervisor of any traffic violations within three (3) days.15. Cooperate and assist bus aide with students when necessary.16. Communicate with school staff, office staff, co-workers, the public, and the students in such a manner as to encourage their cooperation and respect. Maintain a positive attitude.17. Do not argue with principal, facilitator, para-professional, parent, or student at any time. Present yourself in a professional manner.18. Turn in all necessary daily reports properly filled out including the daily operation reports, field trip tickets, and daily program sheets.19. Provide the Director of Transportation or Supervisor with any and all reports and pupil counts as requested.20. Respect your co-worker’s personal items and bus equipment; do not take what is not yours.21. Work closely with and cooperate with the shop mechanics.22. Attend drivers meetings and training school each year as scheduled and as are needed and requested.23. Know all emergency procedures and what to do in case of an accident.24. Do not use tobacco on the bus and do not permit passengers to use tobacco on the bus.25. Present appropriate appearance, no shorts allowed, and no open shoes/sandals. -13-

Other Bus Driver Responsibilities & Guidelines1. ALWAYS Call Office 30 mins. ahead to report absences or late arrivals2. ALWAYS Arrive on Time3. ALWAYS Follow assigned schedule4. All school buses are limited by law to serve school children or school employees on school business10. NEVER Leave during working hours to take care of personal business (CLOCK-OUT)11. NEVER Turn off or turn down the volume on your 2-way radio during route12. NEVER Call and ask to have bus turned on for you, It is your responsibility13. NEVER Make changes on routes without proper authorization14. NEVER Leave bus dirty15. NEVER Leave students on bus unattended16. NEVER Exchange field trips without prior approval17. WORK ATTENDANCE AND PUNCTUALITYThe Sharyland ISD Transportation Department’s primary function is to provide safe, efficient andtimely transportation for students and schools. Scheduling and safety concerns require that busdrivers and bus aides establish and maintain regular attendance and punctuality. It is recommendedthat all drivers and aides maintain a superior attendance and punctual record.YOU WILL BE EXPECTED TO ARRANGE YOUR PERSONAL AFFAIRS SO THATTHEY DO NOT INTERFERE WITH YOUR WORK.Transportation is a time-oriented department. All drivers are allowed time to perform a properpre-trip inspection and warm-up school bus (generally 3-5 minutes). All bus aides are expected tobe on the bus 15 minutes before departure time and not keep driver waiting.A tardiness results in one of two things: either the driver leaves without a proper pre-trip inspection(risking departure in an unsafe bus and/or possible abuse of equipment); or the driver leaves late,arriving at stops late throughout the route and pressured to catch up, either of which threatensdriver and student safety. Tardiness is viewed as a serious concern due to its impact on safety. Forthis reason, there are consequences including possible suspension and/or dismissal from routes.Drivers and aides who are constantly tardy or fail to show up for work without notificationare subject to administrative action.ABSENTEEISM AND ILLNESS Absenteeism falls into one of two categories discussed below. 1. Verbal reports will not be accepted.SEXUAL HARASSMENTSexual harassment is a form of discrimination and is strictly prohibited. Sharyland ISD definessexual harassment as unwelcome sexual advances, requests for sexual favors, or other verbal orphysical conduct, or any conduct or other offensive unequal treatment of an employee. This appliesto students and school employees. If you see it, REPORT IT!!!EMPLOYEE COMPLAINTSComplaints coming to supervisor from parents, school staff, or other concerned citizens will bedocumented and discussed with employee as a remedy for resolving the problem. Employee’srecord will not be affected if complaint is found to be inaccurate or misleading. Complaints areintended to be resolved at the lowest possible administrative level; depending on level of severityand number of occurrences. BASIC SAFETY RULESThe use of the driver seat belt is mandatory, buckle up for safety. Failure to use a seat belt willresult in reprimand. Continued failure to comply with this directive may result in disciplinaryaction which may include termination.All drivers must obey posted speed limits in the city and within the campuses.Do not race with other buses and do not drive side by side with another school bus on the freewayor any other road.Bus racing will not be tolerated; “a notice of warning” will be given on the first violation,suspension and up to termination if the violations continue.If you receive a traffic ticket for speeding, running a stop or any other violation while driving aschool bus or your personal vehicle, report it to your supervisor immediately.You are required to drive with headlights on at all times.When driving a school bus, you are required by state law to have your CDL, your RegionOne ESC certification card and your DOT physical card at all times.You must never tailgate.When fueling your bus do so quickly and cautiously. Do not leave the pump unattended. Do notlinger at the gas pump any longer than you have to.Make certain that you do not spill fuel on the payment and DO NOT over fill the tank. A noticeof warning will be given on the first violation, suspension and up to termination if the violationcontinues. -30-

TRANSPORTATION MANAGEMENT:SCHOOL BUS IDLINGThe board recognizes that emissions that accumulate from school buses can be harmful to studentsand bus drivers. The board further recognizes that unnecessary bus idling wastes fuel and financialresources. The board is committed to transporting students on school buses in a manner that issafe and consistent with the board’s goal of resource conservation. To this end, the board prohibitsall unnecessary school bus idling on school grounds. In addition, the board prohibits the warmingup of buses for longer than 5 minutes, except in extraordinary circumstances or circumstancesbeyond the bus drivers’ control.APPLICABILITY This policy applies to the operation of every district-owned school bus, maintenance vehicle and any other vehicle on school grounds.RATIONALE Diesel exhaust from idling school buses can accumulate in and around the bus and pose a health risk to children, drivers and the community at large. Exposure to diesel exhaust can cause lung damage and respiratory problems. Diesel exhaust also exacerbates asthma and existing allergies, and long-term exposure is thought to increase the risk of lung cancer. Idling buses also waste fuel and financial resources.PURPOSE Eliminate all unnecessary idling by Sharyland ISD school buses such that idling time is minimized in all aspects of school bus operation as well as eliminating all unnecessary idling of all other vehicles on school grounds.GUIDANCE 1. When school bus drivers arrive at loading or unloading areas to drop off or pick up passengers, they should turn off their buses as soon as possible to eliminate idling time and reduce harmful emissions. The school bus should not be restarted until it is ready to depart and there is a clear path to exit the pick-up area. Exceptions include conditions that would compromise passenger safety, such as: (a) Extreme weather conditions; (b) Idling in traffic; and (c) Loading/unloading students with special needs, as necessary. 2. At school bus depots, limit the idling time during early morning warm-up to what is recommended by the manufacturer (generally 3- 5 minutes) in all but the coldest weather. 3. Buses should not idle while waiting for students during field trips, extracurricular activities or other events where students are transported off school grounds. 4. In colder or hotter weather, schools are directed to provide a space inside the school where bus drivers who arrive early can wait. 5. In colder weather, if the warmth of the bus is an issue, idling is to be at a very minimum and occur outside the school zone. The “warmed”

bus is to enter the school zone as close to pick-up time as possible to maintain warmth and then shut down. 6. All service delivery vehicles shall turn off the engines while making deliveries to school buildings. 7. Transportation Operations staff are directed to revise bus schedules so that school bus caravanning can be avoided and the cleanest buses assigned to the longest routes. 8. All drivers shall receive a copy of this bulletin at the beginning of every school year.SIGNAGE To the extent practicable, the principal/district will post “no idling” signs to alert bus drivers and parents to turn off vehicles when waiting or parked. BUS CAPACITYFederal regulations do not specify the number of persons that can sit on a school bus seat. Theschool bus manufacturers determine the maximum seating capacity of a school bus. Themanufacturers use this number, which is based on sitting three small elementary school agepersons per typical 39 inch school bus seat, in the calculations for determining the gross vehicleweight rating and the number of emergency exits. School transportation providers generallydetermine the number of persons that they can safely fit into a school bus seat. Generally they fitthree smaller elementary school age persons or two adult high school age persons into a typical39 inch school bus seat. Space will be reduced when transporting additional items such asinstruments, ice chests, luggage, etc.NHTSA recommends that all passengers be seated entirely within the confines of the school busseats while the bus is in motion. Federal motor vehicle safety standard No. 222, \"School BusPassenger Seating and Crash Protection\" requires that the interior of large buses provideoccupant protection so that children are protected without the need to buckle-up. Occupant crashprotection is provided by a protective envelope consisting of strong, closely-spaced seats thathave energy-absorbing seat backs. If the situation is not tooserious, continue to the school or home. When you let the child off, make sure another studentnotifies the proper adult, or if possible, you should notify the adult.If the situation is serious, go to the nearest school, fire station, or hospital and request help.REPORT THE INCIDENT TO THE DISPATCH OFFICE AND COMPLETE A“STUDENT ACCIDENT/INCIDENT REPORT” WHEN YOU RETURN TO THE BUSCOMPOUND.Serious Student Conduct ProblemsContact the dispatch office and call for assistance. During heavy down pours, everyeffort should be made to drop off students as close to home whenever possible.Avoid standing water on the roadway. Normal speed through standing water will drown out yourengine.If windows are foggy and you have poor visibility, watch for children in places other than busstops. Some will take shelter under porches, under trees and in garages. This provides anexcellent opportunity for an accident to occur as late passengers are running to catch the bus.When driving on slippery roadways, floating engine oil creates the same effect as a coating ofice. Drive accordingly.Avoid soggy seats. Be sure windows are closed every night, keeping in mind the unpredictabilityof Texas weather. -37-

Mechanical Breakdown: Move your bus off the road if possible to prevent accidents. Turn offthe ignition switch and remove key. Set the hand brake. Activate the emergency hazard flashers,and place your reflectors in recommended positions if conditions warrant. If possible, request twodifferent passing motorists to notify the Transportation Department or other school officials bycalling 580-5240 or 580-5246. Be sure to remind them of the location of the bus and the expectedmechanical trouble. The driver must remain with the bus.If no motorists are available, send two reliable students (high school age if possible) to the nearesthome, place of business, etc., to call school officials. In most cases of this nature, you keep thestudents on the bus. Their safety is your highest priority. However, if safety conditions warrantevacuation of the bus, the driver must give precise instructions as to where the students willrelocate and what they are to do.When the relief bus arrives it should stop immediately to the rear of the disabled bus and in linewith it. The red flasher hazard lights should be activated on the relief bus also until all studentsare aboard and the bus is ready to depart. When the relief bus is ready to roll, the regular driverwill complete the route. The driver of the relief bus will help in getting the loaded bus back on theroadway safely and will remain with the disabled bus.Accident Procedures: In the event that a school bus is involved in an accident, the followingprocedures should be carried out promptly:1. Turn off the ignition switch and remove the keys.2. Set the hand brake3. Activate the emergency hazard flashers.4. Remain calm and reassure the students that all will be all right.5. Notify the Police, the Sheriff’s Department and or the Highway Patrol immediately giving them the exact location of the accident.6. Call the Transportation Department immediately on the radio or at 580-5240 or 580-5246.7. Do not release any students until they have been examined by the EMT (Emergency Medical Technician) if an ambulance has been called.8. Stay with your bus and do everything possible to protect the accident scene from any changes.9. Check for the possibility of fire.10. Remember, the safety and care of the students riding your bus is your highest priority. Unless safety hazards warrant their evacuation, the students should remain in the bus. If evacuation is deemed necessary, recommended procedures for evacuation should be followed.11. The school principal will be notified and he/she will send a school nurse to the scene if necessary. Emergency services (ambulance) may be called to the scene by any person at the scene if it is necessary. -38-

12. The driver will complete the seating chart with DOB and names of students who were riding the bus at the time of the accident and indicate on the seating chart exactly where each child was sitting at the time of the accident. Be sure to identify on this list any students who were injured in any way as verified by the school nurse or a medical doctor.13. The school nurse has the authority to refer any students involved in an accident to a medical doctor for further examination.14. The driver of the bus will complete an accident report and attach the list of students riding the bus at the time of the accident, making sure that all of those injured in any way are properly identified on the list. This report will be filed promptly with the Supervisor of Transportation. Copies of the report will be sent to: The Director for Transportation, the Supervisor of Transportation, the Insurance Agent, and one copy to the Transportation file.15. The school principal will write a form letter to the parents of all children riding the bus at the time of the accident informing them of the physical condition of their child as verified by the nurse or medical doctor.17. Remember, do not discuss the facts relating to the accident to anyone except investigating officers and school officials.18. School bus drivers involved in an accident are required to give their names, addresses, driver’s license numbers and vehicle information to the other parties involved in the accident. The bus driver, in turn, is entitled to have the same information from the other party and should, by all means, get it. If possible, get the names and addresses of any witnesses to the accident19.Do not continue the transportation of students from the scene of an accident without the authorization from a school official to do so.20. The driver will meet in conference with the Director of Transportation for an in-depth and comprehensive account of the accident. Every detail from the beginning to end will be discussed.21. All vehicle accidents, despite how minor, must be reported immediately to your Supervisor.22. Failure to report an accident may result in termination.Categories of Accidents 1. Non-preventable If a driver is in an accident and it is determined that it was non preventable, the driver will not lose any work or field trip privileges. 2. Preventable If a driver is involved in an accident and it is determined that it was preventable, the proper discipline action will be taken based on circumstances and previous record. -39-

Bus Evacuation ProceduresOccasionally conditions may warrant the evacuation of students from a school bus that had justbeen involved in an accident. It is imperative that proper procedures be followed in conductingthe evacuation in order to eliminate confusion and disorder.Front Door Evacuation:1. The bus must be stopped, parking brake set, engine turned off.2. The driver will stand, open the door, face the student passengers and get their attention.3. The driver then gives the command “FRONT DOOR EVACUATION\". If the driver is unable to function due to injury, one of the student assistants will take charge.4. Remind students that they should take nothing off the bus with them. Leave all books, lunches, papers, etc. behind.5. Starting at the front, passengers will alternately leave the bus in a calm and orderly manner. There must be no rushing, pushing or talking during the evacuation procedure.6. The evacuation will continue until all students are off the bus.7. When the last passenger has gotten off the bus, the driver or the student assistant in charge will walk to the rear of the bus checking under and between seats to make certain that everyone is off the bus.8. The driver will then see that all passengers are in a safe area and behave in an orderly manner.9. Hazard flashers and reflectors should be placed in keeping with State requirements.Rear Door Evacuation:1. The bus will be stopped, the parking brake set and the engine turned off.2. The driver will stand, face the students and get their attention.3. The driver will give the command, “REAR DOOR EVACUATION”. Passengers should be reminded that books, lunches, papers, etc., should be left on the bus.4. The two rear door assistants sitting on the back seats of the bus shall open the emergency door. They will get off the bus first and stand on either side of the door and help all passengers off the bus. The driver will make his way toward the back of the bus as the evacuation proceeds making sure that all pupils clear the bus. -40-

5. The driver will then make sure that all students are in a safe area and behave in a proper manner.6. The driver should take the First Aid Kit and the fire extinguishers with him as he leaves the bus.7. Hazard flashers and reflectors should be in keeping with State requirements.Front and Rear Door Evacuations:1. When it is necessary to use front and rear door evacuation, students should be trained so that the procedures will be used as in “Front Door Evacuation” and “Rear Door Evacuation” except that they will be going on at the same time. The “front half” of the passenger load will evacuate the bus using the front door and the “rear half” of the passenger load will evacuate the bus using the rear door and exit. 2. It is the driver’s responsibility in the “front and rear door” evacuation process to make sure that all students have departed the bus. He will take the first aid kit and the fire extinguisher with him as he leaves the bus. Safety Belts on Special Ed. BusesDrivers of Special Education BusesBe sure that each student on your bus is strapped in well with the seat belt and shoulder harness ifavailable.Part of the job of the Bus Monitor is to see that children are securely strapped in. Should a childrelease the catches on the belts, the aide should immediately go to that child and fasten it again,and caution the student to leave it fastened.You are driving a special bus and transporting a special child. We must use every ounce ofprecaution we know to keep these children safe on the bus.DRIVE CAREFULLY, WATCH YOUR SPEED, WATCH YOUR DISTANCE BETWEENYOU AND THE VEHICLES AHEAD OF YOU. -41-

ADMINISTRATIVE RULES Personnel1. All beginning employees will be oriented as to their duties, rules and regulations, etc., before starting their employment. The new employee will sign a sheet to verify that he/she has been informed of his/her obligations.2. The Transportation Supervisor is responsible and accountable for the performance of all personnel under their supervision.3. Each employee will be responsible for clocking in his/her time. Under no circumstances shall one employee clock in or out for another employee.4. All overtime must be approved by the Director for Transportation and/or the Transportation Supervisor.5. No school personnel shall leave their assigned duties to do personal business while they are on the Districts payroll.6. No employee of the district will accept favors or discounts from any vendor who does business with the school, if those favors are related in any way to the fact that the business is servicing the school district.7. Employees are not allowed to purchase personal materials or items for the school district and then reimburse the district for the cost of it.8. Employees are to begin work on time, work through the complete day and check with the Dept. Supervisor at the end of each day.9. Any time an employee has a question or concern, he/she should discuss this with the Supervisor. If they cannot resolve a problem with their Supervisor, then they should ask to talk with the Director for Transportation. CLEAN-UP AND HOUSEKEEPING1. Every workstation in the Transportation Building should be kept clean and safe at all times.2. Transportation employees shall clean all areas in and around the building whenever necessary.3. Keep buildings, premises and parking areas neat, clean and safe at all times. -45-

SAFETY1. Safety meetings are held at regular intervals throughout the school year.2. Safety procedures shall be observed at all times.3. Violations of safety rules can be a reason for disciplinary action or termination.4. An employee with a poor accident record is subject to disciplinary action or termination.5. All accidents must be reported by the employee to the supervisor and to the central office.6. If weather conditions result in closing the school, it will be announced on several major radio and television stations. In that event, employees should not report to work. EQUIPMENT1. School equipment will not be lent to anyone except within the framework of official School Board Policy.2. Only school employees will be allowed to use equipment, tools, and vehicles during the workday. No one is authorized to use school vehicles, tools and equipment after hours unless on school trips or projects.3. No employee will purchase equipment or supplies that are surplus to the needs of the district except within the framework of the approved School Board Policy. SECURITY1. Security will be maintained at all times. Account for all keys and see that all doors and gates are secure, etc.2. Inventory shall be taken periodically and monitored on a regular basis. Missing items should be reported to the Director for Transportation, Department Supervisor, and if necessary, to the police department.3. Personnel using school tools and/or equipment on school projects shall have these checked out to them with the understanding that this person will be responsible for the security of this equipment and that it will be returned to its home location.4. Employees are not to take left over items of any kind, unless authorized to do so.5. Any employee knowing of any violations or wrong doings within Sharyland SchoolDistrict, who does not report it to appropriate personnel, will be subject to disciplinaryaction or termination. -46-

TRANSPORTATION DEPT. RULES Personnel1. Telephone can only be used for emergencies and school business. Messages will be taken for incoming calls.2. All personal appointments should be scheduled for after your morning route or after 5:00 P.M. We have obligations to the service of our students and community; we must be here for the whole workday.3. Overtime is not permitted except in extreme situations. It must be approved by your supervisor or the Director for Transportation.4. Small talk is acceptable (no gossiping) but do not let it get in the way of doing your job. We have a job to do and it comes first.5. When refueling, stop your engine, do not smoke, fill your tank, secure the cap, and record the amount of fuel used. Never fuel your vehicle with passengers aboard. Have them get off the bus and stand a safe distance away.6. All employees must wear the proper school uniforms.7. The Route Services Coordinator or the Dispatcher shall assign all drivers to special trips. Driving in School Bus Lanes1. When you enter a school bus lane, your speed immediately becomes a very important factor. You should never exit 5 miles per hour in any school bus lane.2. There is to be no passing in school bus lanes. You wait your turn to move. Do not however, linger in the bus lane. You are to move as soon as possible. Loading Students at the School CampusThe bus should be parked at the designated loading area before the dismissal of school. Thefollowing procedures should then be followed:1. The ignition switch should be off and the key removed.2. The hand brake should be set and the gearshift lever in park position.3. The driver should stand by the door to help students loading.4. Students should approach the loading area in an orderly manner and form a single line forloading. -47-

5. The school principal should provide adult supervision to help the drivers in the loading of students.6. Pupils should be seated immediately upon entering the bus.7. When all students have boarded the bus, check the area very carefully to make sure that it is safe to move the bus.8. Board the bus and prepare to leave the campus with assistance from the school campus supervisor. Unloading Students at the School Campus1. Approach the unloading zone carefully.2. Stop the bus at the designated unloading area.3. Turn off the ignition, remove key, set the parking brake, place an automatic transmission on park position and get out of the bus.4. If the bus must stop on a street to be unloaded, the bus will approach the campus so that pupils will not be required to cross a street to go on campus.5. Pupils will remain seated until the bus is completely stopped and the driver instructs them to unload.6. Open the bus door, step off and stand by the door to help any students needing help getting off the bus.7. See that all pupils move quickly away from the bus after they get off.8. After all pupils have unloaded and have moved a safe distance from the unloading zone, check the area around the bus to see if it is clear. Remember, if a student is close enough to touch the bus as the driver is moving off, he is too close. Unloading Students Living on the Right Side of a Highway or Roadway1. Check the traffic in the area carefully as the bus stop is approached.2. Activate your amber alternating flasher warning lights at least 500 feet from the bus stop.3. Bring the bus to a complete stop off the roadway, disengage gear and set brake.4. Check the traffic, activate your red alternating flashers and when safe to do so, open the door and allow the pupils to unload.5. Students are to get off the bus, go approximately 3 feet perpendicular and some 15 feet forward

to a position where the driver can plainly see the feet of all the students who have gotten off the bus.6. When all students have gotten off the bus, close door, check the mirror and traffic, turn off alternating flasher lights, give left turn signal, and when safe to do so, pull onto the roadway and go on to next stop. Unloading Students Living on Left side of the RoadwayParents of students in kindergarten and the lower elementary grades living across the roadwayfrom the bus stop have the responsibility to escort these students from the bus stop across the road.However, if the parents do not assume the responsibility and a traffic light or an adult crossingguard is not present, the driver shall assume the responsibility for the safety of the students. Indangerous areas, students in the upper elementary grade should also be escorted across theroadway.The following procedure should be followed:1. When the bus is stopped, the drivers shall properly set the brake and gear lever selector, turn off engine whenever possible, and remove the ignition key.2. Check the rear view mirror and, when safe to do so, open the door.3. The driver should get off the bus and give a signal for students to depart the bus.4. The driver and students should move to a point 3 feet perpendicular to the right side of the bus and 15 feet forward of the bus.5. The driver should lead the students to a point even with the left front fender of the bus and check traffic in both directions.6. When safe to do so, the driver should proceed across the roadway with the students walking close together.7. If an item is dropped, the students should continue across the street or roadway leaving the item behind.8. The driver should return for the article when it is safe to do so, after accompanying the students safely across the roadway.9. The driver should then return to the bus in a safe manner and continue the route. -49-
