A Note from the Mollie Smith Executive Director Executive Director What a year it's been in the journey of Child Care Answers as an organization! I often wonder what visionaries like founder Barbara Batchelor would have thought of CCA as it is in 2021 if they could see its future when they founded it as a program of the Day Nursery Association in 1985. Back then, families seeking help to locate and find child care could call and receive information about programs, tailored to their individual needs. We still excel in this work and continue to expand through the web, email, and texting. In 1985, CCA provided support and training for family child care homes – we’ve expanded our reach to include professionals in child care centers, ministries, and those interested in starting their own child care business. As we began year two of our contract with the Office of Early Childhood and Out-of-School Learning (OECOSL), we had already received our official status as our own 501(c)(3) nonprofit organization. We were officially Child Care Answers of Central Indiana, but in name only. We juggled the important work of serving as central Indiana's child care resource and referral agency while plugging away at the hundreds of details required to begin operating a new and independent organization. After a detailed contract amendment process with OECOSL, CCA officially took on the state contract in May of 2021 and separated from Early Learning Indiana on July 3, 2021. This kicked off a busy summer. We held our Friends of CCA event celebrating our work since 1985, honoring former leadership and connecting with friends, both new and old, who joined us for stories and memories. CCA moved into its new office space and opened its doors August 3. CCA also launched its new website, which has proven to be a powerful tool for our organization. We also announced publicly who were were and communicated it through our new visual brand. This past year was one for the record books, negotiating the COVID-19 pandemic and uncertainty in the changes that will come. We saw child care programs remain steadfast and determined to stay open to serve families, seeking creative ways to offer quality care in the face of COVID-19. Families expressed a greater need for support and resources, notably reaching out to us for financial assistance like never before. Community organizations rallied to find new ways to support families, businesses, and central Indiana as uncertainty continued to present itself around every corner. Through it all, CCA excelled in providing core services assisting these audiences as part of the Indiana Child Care Resource & Referral Network. Our mission ‘To improve the well-being, care, and education for the whole child’ is seen throughout these events but even more so in the day-to-day work of every staff member. CCA's positive outlook on viewing each challenge as a new opportunity allows the work to continue, the passion to shine through, and the commitment to be unmistakable. We have been around for a long time but are truly excited about this new beginning; we are just getting started. Child Care Answers grows with you. OUR MISSION To improve the well-being, care, and education for the whole child 5

OUR CHALLENGE Families pay more for high-quality early education than college tuition. The average annual cost of full-time care in central Indiana is over $10,959; annual tuition at IUPUI is $10,042. Low-income families find some support through CCDF vouchers, but many families don't qualify for assistance yet still cannot afford care. Aspiring programs face numerous obstacles in starting a business. The current real estate market and requirements imposed by landlords are making it difficult to find a location for a new child care program. Those qualified to provide quality care for children often do not have the business expertise to be successful as entrepreneurs. Programs struggle to keep their doors open while providing quality care. Last year, 223 programs closed their doors in central Indiana. Much of this was due to the struggle to pay a living wage to qualified staff, attracting families during COVID, and purchasing additional health and safety supplies. Businesses lose money, time, and talent due to child care challenges. Each year, businesses lose $1,150 per working parent. Over just a six-month period, 45% of parents are absent from work at least once due to child care issues. Employers without family-friendly policies and benefits often struggle to attract and retain top talent. 6

Support for those interested in opening a child care business Proative outreach to those interested in opening a child care. Focusing on those who complete online orientation trainings, we check monthly or more frequently as requested. We listen first, then provide resources and guidance to emerging programs throughout the licensing process. 20 of the emerging programs assisted by CCA received their license this past year. Twice-monthly support groups. Offered in both English and Spanish, program engagement staff actively provided assistance and answered questions. Emerging programs could join these groups at any time, while allowed mentoring and networking opportunities with each other. Each month, one session focused on learning and professional development; CCA often brought in guest speakers from partner organizations on topics such as finance, marketing, and licensing, as well as its early childhood partners. Onsite guidance on environments and mock inspections. To help programs get ready for their licensing or registration inspections, CCA staff visited those in the process of opening family child care homes, ministries, and child care centers. For emerging programs or those intereted in expanding their businesses, finding a location is often the most difficult part. We make connections to local experts such as realtors or mortgage professionals to assist with finding and financing a new location. For anyone running a child care business, we can make connections to accountants, legal advisors, or entrpreneur groups. Information and guidance on applying for grants. Thankfully, Indiana introduced a number of financial supports last year designed to help programs stay open. Our program engagement team provides support to programs for writing or finding grants. $426,843 Recipient of a CARES grant awarded to programs administered by CCA Award funds allowed Care Bear to have less traffic in and out. It allowed us to care for the children and still have a clean, sanitized environment while still focusing on the children’s needs and giving them attention. The Indiana CARES About Child Care relief fund launched 15 in October 2020, and its work currently continues into 2022. Making child care more affordable for families 159 CCA received a generous grant from PNC Bank, which provided funds as Backing Birth to 5, a grant that child Children served care providers could use for health and safety needs, food, or as family scholarships. We recently added a care question asking for the family's income bracket on the family information form. This allows staff to 11,051 immediately identify those who may be CCDF-eligible and get them started on the application. Staff worked as navigators to ensure families had all the necessary information to submit to Maximus to complete the process. CCA strategically provided CCDF resources for non-English speaking families. Bilingual staff translated the CCDF Guide into Spanish, and the new website displays information in families' native languages. 15

Finally, CCA has been working to find daycares in the area for our employees that offer them a discount. Child care is a huge issue among our workforce and finding affordable child care in the area too. CCA has taken our needs and been working to put together different options for our employees.
