Guillen has a background in Class 8 product development and innovation. Guillen previously served as general manager of product development at Freightliner and as director of Daimler’s business innovation department. Eventually, Guillen made the switch to Tesla and to passenger vehicles, serving as acting vice president of vehicle engineering, director of Tesla’s Model S program, vice president of worldwide sales and Border bridge will see major expansion Speeding up commercial truck traffic will be a priority when the Pharr-Reynosa International Bridge’s largest expansion project in history is completed in 2023, said Luis Bazán, general director of the South Texas bridge. The expansion includes building a second international bridge in Pharr, along the U.S.-Mexico border to add cargo capacity and reduce wait times for commercial trucks. “With the second span for the bridge, we’re adding another bridge, we’re adding four additional lanes,” Bazán said. Bazán said the second span will give Pharr additional lanes to separate commercial trucks and cars, as well as dedicating specific Class 8 registrations expected to climb The number of new Class 8 registrations this year is expected to recover by more than 10 percent from last year, which were down by 26 percent, according to Andrej Divis, director of global heavy truck research at IHS Markit. IHS Markit expects strong economic fundamentals in the United States to continue to drive demand as the year goes on. Divis also said that in 2022, the number of Class 8 registrations will remain “fairly sizable,” with a pull back in 2023 as the market “digests” these vehicles and the pace of the economy slows. IHS Markit has become more optimistic on its view of the U.S. economy, Divis said. Its analysts expect real gross domestic product Amazon adding more than 700 CNG trucks Amazon Inc. is adding more than 700 compressed natural gas (CNG) trucks to its fleet as it looks for ways to reduce emissions in its operations, according to industry reports. Due to various degrees of economic and social lock-downs – and restrictions implemented in the wake of COVID-19 – the country’s delivery sector has experienced a major spike in activity. Last year’s truck volumes exceeded 2019 levels. As the trucking sector increasingly looks to lower emissions, more and more companies are turning to clean fuels to meet their climate goals, according to industry analysts. A majority of America’s freight is delivered with medium and heavy- duty trucks, which account for 20 percent of the industry’s greenhouse gas emissions, industry records show. “Amazon is excited about introducing new sustainable solutions for freight transportation and is working on testing a number of new vehicle types including electric, CNG and others,” a company spokesman said. The engines, which will be supplied by Cummins Westport, will be utilized in Amazon’s heavy duty trucks, according to the company. Amazon has placed orders for more than 700 CNG Class 6 and Class 8 trucks to date. (Amazon continued from page 1) Fleets expect strong growth this year Many publicly traded fleets are optimistic about growth this year, saying they expect rate increases ranging from high single digit to low double digits. One carrier even anticipates rate increase percentages in the mid-teens. As of the beginning of April, analysts were still seeing about a 12-percent differential between spot and contract rates, so those rate forecasts could prove to be true – but rates can change quickly. Industry analysts are also watching to see how new driver pay increases eat into some of those rate increases, as fleets continue to struggle to find drivers. There are two sides to this equation: demand for freight to be moved, and the ability to supply the equipment to do so. Supply is tight, but what is cargo demand likely to be? lanes for empty trucks, full cargo trucks and certified cargo. The bridge expansion also includes adding Free and Secure Trade (FAST) lanes from Mexico to the United States. The 3.2-mile Pharr-Reynosa International Bridge currently has four lanes, handling commercial and passenger vehicles. The expanded bridge could accommodate another 800 trucks a day, according to Pharr officials. The project received a boost Dec. 31 when transportation officials issued a permit authorizing the expansion. The Pharr-Reynosa International Bridge was the second-busiest commercial truck crossing in Texas during 2020 and the third busiest on the Mexican border. The busiest U.S.-Mexico border commercial land ports for trucks in 2020 were: • Laredo, Texas, 2.3 million trucks in 2020. • Otay Mesa, Calif., 927,714 trucks. • Pharr, 665,435. • Nogales, Ariz., 352,037. • El Paso, Texas, 286,434. The Outbound Tender Volume Index (OTVI), published by FreightWaves and available on the SONAR market dashboard, measures volume out of key freight markets. As of mid March, McAllen, Texas – which includes the Pharr-Reynosa market – had seen a 28-percent increase in outbound load volume year-over-year. The Pharr-Reynosa International Bridge, which connects Texas to the Mexican city of Reynosa, totaled $33 billion in trade for all of 2020. “It was a record year for us in 2020, especially for produce,” Bazán said. “Even with the pandemic, throughout the summer months we were bringing in about 15,000 shipments per month, which is kind of unheard of for a summer period.” The Pharr bridges’ top three imports for 2020 were televisions and computers at $2.31 billion; avocados, dates, figs and pineapples at $1.43 billion; and electrical boards, panels, switches at $993 million, according to data from the U.S. Census Bureau. The Pharr bridges’ top produce imports in 2020 included: • Avocados, dates and pineapples, $1.4 billion. • Strawberries, blueberries and raspberries, $955 million. • Tomatoes, $593 million. • Peppers, asparagus and squash, $428 million. • Oranges and grapefruits, $355 million. • Pickles and cucumbers, $84 million. The transition comes a little over a month since the company’s 2020 fourth-quarters earnings call, in which Tesla Chief Executive Officer Elon Musk said the Tesla Semi, a Class 8 battery-electric tractor, had finished its pre-production engineering work. Musk said the Semi would be ready to go to market later this year. However, company officials said limited ability to get battery cells will be a challenge, which hasn’t been the first setback for Class 8. Initially, the electric truck was introduced to the industry in 2017 and set to begin production in 2019. That date was pushed to 2020, and again delayed to this year. Glut causing uncertainty for LNG U.S. liquefied natural gas (LNG) exporters could see cargo cancellations return this summer if the current supply glut cannot be alleviated by then, analysts said recently. According to IHS Markit, 2020 saw an estimated global surplus of around 24 million metric tons of LNG, or 6 percent of the available market, as demand weakened amid the coronavirus pandemic. This year, supplies are expected to grow by 3 percent, said research and analysis director James Taverner. He spoke with other experts about the outlook at CERAWeek hosed by IHS Markit. “LNG demand would have to grow by something like 9 percent- plus to absorb all the surplus from last year, as well as the supply growth in 2021,” Taverner said. That could happen if the summer is particularly hot or there are supply outages, he said. However, many factors would have to line up in the same direction. “So if a surplus does persist, as we think is likely, this summer we may see once again energy exports being turned down to balance the market just like last year,” Taverner said. In turn, that could lead to prices in Asia and Europe dropping toward North American levels. “If this happens, then once again, the key benchmark for global prices will be the U.S. Henry Hub.” Lower 48 LNG exports sank to their lowest levels in more than two years last summer when an estimated 165 to 200 cargoes were canceled because of soft demand. Business rebounced this winter, and prices spiked in December. IHS Markit’s Matthew Palmer, senior director of global gas, said while some turndown in the LNG market is expected over the summer, it may not reach the same level as last year. Palmer expects U.S. inventories to reach around 3.5 Tcf, below the five-year average and almost 500 Bcf below levels at the end of 2020. “If LNG exports somehow are a bit higher but stronger through the year, that could put some upside to natural gas prices, particularly the back half,” he said. He cited the recent volatility in Henry Hub pricing. The benchmark has ranged in the past four months from a low of $1.34/MMBtu to higher than $23. “The lack of investment in drilling and completion activity in the U.S. in 2020 is going to start to manifest itself more and more as we go through the winter and into the spring,” Palmer said. “But we do see a stabilization in production with higher prices and both crude and natural gas in 2021. By the back half we see production grow.” Support grows for younger drivers A group of bipartisan legislators reintroduced the DRIVE-Safe Act to address the growing shortage of professional truck drivers in the U.S. by allowing certified commercial truck driver’s who are under 21 to cross state lines after completing safety training and apprenticeship opportunities. Under the proposed Developing Responsible Individuals for a Vibrant Economy (DRIVE-Safe) Act, after a driver meets the requirements currently in place to obtain a commercial driver’s license (CDL), they can then begin a two-step program of additional training, which includes “rigorous performance benchmarks.’’ The program requires these drivers to complete at least 400 hours of on-duty time and 240 hours of driving time with an experienced driver in the cab with them. All trucks used for training in the program must be equipped with advanced safety technology including active braking collision mitigation systems, video event capture and a speed governor set at 65 miles per hour or less. Only once all these benchmarks are successfully met will the candidate be permitted to cross state lines. The legislation addresses the federal regulations that prohibit individuals with a CDL who are under 21-years-old from crossing state lines, even though 49 states permit those same individuals to obtain a CDL and operate large commercial vehicles. These restrictions bar a vital population of job seekers from interstate trucking, exacerbating the driver shortage as qualified candidates are lost to other industries, the American Trucking Association (ATA) wrote in statement in support of the act. “The DRIVE Safe Act is not a path to allow every young person to drive across state lines, but it envisions creating a safety-centered process for identifying, training and empowering the safest, most responsible 18 to 20-year-olds to more fully participate in our industry,” said Chris Spear, ATA’s president and chief executive officer. This is the third go-round of the bill, which was originaly introduced in 2018, and then again in early 2019. It was never brought to a vote. In both 2018 and 2019, the Owner- Operator Independent Drivers Association opposed the bill, saying bringing in younger drivers would not be less safe, but also negatively affect driver wages and working conditions. A coalition of nearly 90 companies and trade associations throughout the supply chain, including International Food-service Distributors Association and others in manufacturing, agriculture, retail and restaurants, have long supported enactment of the DRIVE-Safe Act, ATA officials said. The truck driver shortage is expected to grow worse in the coming years as more drivers move into retirement and the demand for freight transportation increases. Over the next decade, it’s projected that the trucking industry will need to hire roughly 1.1 million new drivers, or an average of nearly 110,000 per year, to keep up with demand, ATA officials said. Autonomous trucks aren’t threat, officials say Meera Joshi, the new acting administrator of the Federal Motor Carrier Safety Administration, made headlines recently with her comments about how autonomous truck technology would affect truck- driving jobs, saying there are real and broad impacts of automation on peoples’ livelihoods. “I don’t think that Deputy Administrator Joshi’s comments were wrong. I think the perception of them is wrong,” said Finch Fulton of Locomation. Fulton is vice president of policy and strategy for Locomation, a company that’s developing a different type of truck automation. Before that, he spent four years at the U.S. Department of Transportation as the deputy assistant secretary of transportation policy. “What she said is, we can argue about scope and timeline, but what we can’t argue about is that this is a reality that there will be a major shift in workforce. And then later on, she said, if it’s your livelihood that seems like it’s being threatened, it’s an immediate problem. So that word ‘seems’ really is where the focus is, because it can seem like it’s threatened – but it probably isn’t.’’ In fact, Fulton contends that the jobs of current truckers are not likely to be threatened. “If you’re a truck driver today, you are unlikely to lose your job due to automation,” he said. “And there’s a number of reasons why. And I think it’s important for people to understand that and understand why they should still be entering this profession, why it’s still such a valuable profession, why there’s a shortage and why, if you want to invest in your career, this is a good place to do it.” Fulton recently explores why these impressions exist that self-driving trucks will have a near-term impact on truck driving as a career. “There is no fully autonomous truck that’s ready to be deployed nationwide, especially in a version that is cost-affordable,” Fulton said. And autonomous trucks likely will have limited application, at least at first, such as down a limited-access highway. “There’s so many things that a human does that’s common sense that these machines aren’t ready to do yet. It makes sense to keep a human as a core part of the functionality and of the safety of these operations. I think you’re looking at a long progression, as long as you’re keeping safety on the forefront, for the development of the systems and figuring out, truck drivers do a lot of things that machines aren’t at all ready to handle.” Fulton also pointed to the fact that the vast majority of trucking companies are small ones. “I think many people don’t understand that 97 percent of trucking companies in the U.S. have 20 or fewer trucks; 90 percent operate six or fewer trucks. … The mom-and-pop trucking operations, the 97 percent of the trucking industry, don’t have that money ready to invest in these millions and millions and millions of dollars for automated trucking equipment.” It will take quite a while for autonomous-tech trucks purchased by large fleets to filter into the used- truck market where they will be found in smaller fleets, Fulton said.. Alabama proposes truck toll Alabama authorities last month proposed a plan to place a toll on tractor trailers only to help fund the construction of a new bridge. During a news conference held in Spanish Fort, Ala., City of Mobile Mayor Sandy Stimpson introduced a $725 million plan that he says will cut down on traffic congestion on Interstate-10 by building a new four lane bridge for trucks over the Mobile River. Per the plan, all trucks longer than 46 feet in length would be banned from taking the I-10 Wallace Bridge and would instead be required to use a new I-10 truck bridge. A toll of $10 to $15 would be put into place for trucks using the new truck bridge. No new tolls would be placed on passenger vehicles under the plan. Officials say that forcing truck traffic onto the new bridge would save drivers in the Mobile area 60 to 90 minutes of delay on I-10 during peak traffic times. Another part of the proposed project would involve re-striping the I-10 Bayway to make it three lanes instead of two to increase the flow of traffic. One of the three lanes would be for trucks only. “This will increase traffic flow by an estimated 40 percent and improve safety by separating cars and trucks into their own separate lanes,” Alabama Department of Transportation consultant Vince Calametti explained. The American Trucking Associations (ATA) has spoken out against the truck-only toll and suggested that it may be in violation of the Dormant Commerce Clause, which prohibits states from discriminating against intestate commerce. The group has already suggested legal challenges to the truck-only toll plan. A similar, more expensive, version of the proposal was introduced in 2019 but scrapped due to public outcry over a $6 dollar toll to fund the project. Omnitek wins approval for natural gas engine Omnitek Engineering Corp. has received Euro VI Phase-E certification for its OT13 heavy-duty natural gas engine. The engine, which will be marketed worldwide in countries where this stringent emissions requirement is mandated, can be utilized for truck and bus applications, and provides 420 horsepower (HP) and 1,960 Nm of torque – equivalent to diesel engine performance levels. “The availability of a competitively priced Euro 6 Phase-E heavy- duty 13-liter natural gas engine, coupled with the rapidly emerging build-out of the natural gas fueling infrastructure, should further accelerate the deployment of natural gas heavy-duty vehicles around the world, and we expect strong demand for our engine,” said Werner Funk, president and chief executive officer of Omnitek Engineering Corp. He also noted achieving the Euro VI Phase-E emissions standard was the result of extensive engine development initiatives and the incorporation of Omnitek’s patented natural gas engine management system components and a high- efficient catalytic converter. “CO2, NOx and black carbon emissions from diesel engines, potent greenhouse gas (GHG) emissions, are abated when using natural gas, and our technology offers countries around the globe a viable and proven solution to address emissions policies of the 200-nation Paris Agreement on Climate Change. Industry sources estimate natural gas reduces GHG emissions by about 30 percent compared with diesel fuel. In addition, the price delta between diesel and natural gas makes the utilization of natural gas engines particularly attractive to fleet operators,” Funk added. San Diego adding CNG buses The San Diego, Calif., Metropolitan Transit System (MTS) has officially retired the last of its diesel buses and added two more electric buses to its fleet. (Keystone decision continued on page 21) convert its entire bus fleet to zero- emissions by 2040. “MTS retiring the last of its diesel buses from its fixed-route fleet is a monumental leap forward in air quality,” said Nathan Fletcher, board chair of MTS. “It represents our commitment to environmental justice, sustainability, air quality and to achieving ambitious environmental standards.” Replacing the last diesel buses will be 24 compressed natural gas (CNG) express commuter buses built by Motor Coach Industries (MCI), one of the world’s largest independent global bus manufacturers. The new express commuter buses will offer 57 forward-facing seats, are designed for highway speeds, and offer touring class comfort and safety, the city said. At the same time as retiring the diesel fleet, MTS also added two GILLIG zero-emission battery- electric buses, upping the agency’s total to eight. MTS began its zero- emission bus pilot program in 2017 and intends to complete a full transition to 100-percent zero- emissions fixed-route vehicles by 2040. The two California-made GILLIG buses are the first of seven to be delivered to MTS. GILLIG’s zero-emission battery- electric buses are equipped with a Cummins electrified power-train and are supported by a nationwide service network. Equipped with six onboard batteries, each bus has a battery capacity that provides an estimated range of 140 miles. The buses utilize energy recovered from a regenerative braking system and feature a direct-drive traction motor. Freight rates push vehicle demand Record freight rates continue to push commercial vehicle demand beyond truck and trailer manufacturers’ ability to supply equipment in a timely manner, according to ACT Research. Preliminary reports indicate that February’s net order volume of 24,200 trailers was up 82 percent from the same month last year, according to ACT Research’s State of the Industry: U.S. Trailers report. That was also down 21 percent from January 2021 bookings. Final February volume will be available later this month, the research firm noted. “Given last year’s COVID-related softer economy, year-over-year improvement for net orders is a foregone conclusion over the next few months. February’s sequential decline in net orders was a bit larger than seasonal patterns would project, but was directionally correct,” said Frank Maly, director of commercial vehicle transportation analysis and research. “Preliminary results for the month still show that the industry backlog continued to grow in February, reaching the highest point since March 2019. With many original equipment manufacturers (OEMs) reporting their capacity committed for the year, there may be some reluctance to push the backlog horizon out even further, on both the part of OEMs and fleets.” The backlog horizon will be pulled forward in response to higher OEM build rates, he suggested, but the February preliminary orders indicate that goal remains “elusive,” with minimal increases in production rates last month. “Our discussions indicate that staffing remains the primary headwind impeding higher production, with component and material supplies also noted as concerns,” Maly said. “Fleets want to add more trailers to their operations but would certainly like more advantageous delivery time-frames.” Likewise, according to ACT’s latest release of the North American Commercial Vehicle OUTLOOK, the supply chain’s ability to respond to demand will be the key determinant of Class 8 and van trailer production in 2021. “With orders remaining hot through preliminary February reporting, backlogs and backlog- to-build ratios continuing to rise, as well as new vehicle inventories tightening. The problem isn’t demand, but supply,” said ACT president and senior analyst Kenny Vieth said. “To no small extent, it appears that the more traditional early-cycle ramping pains, like tires, assorted cast parts, and wiring harnesses, are taking a backseat to more cycle- specific constraints, which begin with the simultaneous global ramp in economic activity overlaid with pandemic-specific challenges. “Demand is so strong for Class 8 and trailers that 2021 build slots are rapidly selling out. In addition, and despite a strong backlog for the Classes 5-7 segment, there is a very real consideration that medium duty output may be de-prioritized in favor of demand for Class 8 vehicles, as OEMs grapple with supply chain constraints.” Traton to build electric trucks The Traton Group announced it is preparing to transition to manufacturing electric trucks by investing $1.9 billion in research and development of e-mobility by 2025. Traton, which is in the process of acquiring Navistar International, also is scaling back investments in conventional drives. By 2025, conventional drives will make up less than one-fifth of the company’s product development, and the share of product development dedicated to electric mobility will have doubled, company officials said in a press release. “Traton is setting a clear focus on electric trucks,” said Matthias Gründler, chief executive officer of Traton SE. “This transition will not happen overnight. It will be gradual, sustainable, and in line with the required network expansion. If there is no charging infrastructure, it will not work’’ The company’s main focus will be on battery-electric vehicles, seeing hydrogen as more of a niche technology. This is a different approach from some of its competitors that believe hydrogen will be necessary for long-haul applications. Traton’s belief is that most of the time, pure electric trucks will outperform their hydrogen counterparts as the more cost- efficient and eco-friendly solution for trucks, especially long-haul trucks. “This is because compared to electric trucks powered by batteries alone, hydrogen trucks have one major drawback: Just one quarter of the energy output is ultimately used to power the vehicle, with the other three quarters lost along the way from the energy source to the road. This is the other way around for electric trucks,” Gründler said. He said he believes that the profitability of an electric truck and the amortization of its batteries come down to constant, heavy usage. And this is especially the case in long- haul, heavy-duty transportation, company officials said. “Niches’’ where hydrogen may take hold, he said, include coaches, for example, whose brief stops en route are not enough to charge them sufficiently. Hydrogen trucks may also play a role in regions where green hydrogen is particularly cheap, say near the North Sea wind farms or at ports. Tranton brands have set concrete targets for 2025 and 2030: Electric vehicles will make up around 10 percent of Scania’s European unit sales in 2025, with half of MAN’s new buses also equipped with an electric drive system by the same year. By 2030, every second vehicle sold by Scania will be powered electrically and at least 60 percent of MAN’s delivery trucks and 40 percent of its long-haul trucks will be zero-emission. Keystone decision angers Alberta The oil-rich Canadian province that was hit hard by Joe Biden’s move to kill the Keystone XL pipeline is considering seeking compensation from the U.S. through an old free- trade rule that’s still in place. Alberta, which spent $1.2 billion (U.S.) to help jump start construction of the project, may resort to a North American Free Trade Agreement (Nafta) provision allowing compensation claims for lost investments, Alberta Premier Jason Kenney said. While Nafta was replaced by the United States-Mexico- Canada Agreement during the Trump administration, the rule remains in place during a phase-out period. NEW PRODUCTS – MANUFACTURING – INDUSTRY NEWS Program started for women truckers A North Carolina woman who owns a trucking company and driving academy is launching a non- profit aimed at providing more opportunities for single moms to join the industry. The founder, Katrina Dailey, became a truck driver in 2016, and in less than a year, she had her own company, Legacy Truck Driving Academy. Dailey credits her determination as a young single mom of three for her desire to now help other women become financially independent through truck driving. “I chose trucking because it’s fun, very lucrative, and it’s an industry that’s growing,” said Dailey to WRAL.com. The non-profit, HER Legacy, NC, will launch this August on Wesleyan Boulevard in Rocky Mount. It will offer resources, like connecting drivers with childcare centers, for working single mothers with children who are 17 years and younger. While many truck driving jobs require weeks away from home at a time, Daily said moms who complete her training will receive an 8 a.m. to 5 p.m. job at her company. “If I would have had this as a young mom – being a mom at 17 years old in high school – I know I would have made different decisions,” she said. “But it was necessary for me to go through this so that I could be an example for other mothers to let them know that you can still do it. “It’s not for everyone,” she said. “But this is why we bring you in and coach and counsel you in the beginning to make sure that you have clarity as to what it is that you want to do.” Dailey hopes to change the negative perceptions that women might have about the trucking industry, and prove that it is successful career path for moms. “When I first decided to go into it, I was thinking ‘men,’ the ‘dirty men,’ you see what I’m saying? Because that’s what we always saw. There are lot of women that are going more into the industry that look very much like me, that are mothers, that are wives, that are sisters and friends,” she said. Dailey already has women enrolled in smaller classes. Stacy Tucker is one of her first students, a single mom of four who works long overtime hours at a convenience store. “It feels like a weight has been lifted off of me, to know in my mind and in my heart to know what I wanted to do,” Tucker said. “And then have someone placed in my life that can show me the ropes and guide me. Being able to take trips, vacations, and knowing that when we get home the bills will be paid, you still got a roof over my head food, on the table. “AN INFRASTRUCTURE PROGRAM WOULD BE GOOD FOR THEIR WORKING-CLASS SUPPORTERS WHO FEEL LEFT BEHIND BY ECONOMIC CHANGE.” Infrastructure plan favors truckers Commercial truck driver jobs are forecast to make some of the biggest gains if the Biden administration’s infrastructure package can get through Congress without major revisions, according to a report analyzing the plan. The report by Georgetown University Center on Education and the Workforce (CEW), was published just as President Joe Biden was releasing his American Jobs Plan last week. It is based on infrastructure-related policy data and information that the administration has made public over the past year, including the infrastructure plan Biden rolled out during the presidential campaign. “Nothing in the package announced by the president last week changes our calculations in terms of jobs created or saved,” according to a CEW spokesperson. If Biden’s $2 trillion infrastructure program is enacted, it “could put the United States back on a pre- recession job growth path and create or save 15 million jobs,” according to the report. It estimated that infrastructure jobs averaged 12 percent of all jobs in the U.S. economy prior to the pandemic. Midpandemic, the number of infrastructure jobs in 2020 averaged 11 percent of all jobs, “reflective of the general malaise in employment across the labor force.” The report estimates that under Biden’s plan, infrastructure-related jobs would increase temporarily to 14 percent of the total job market. “Transportation and materials moving” make up 60 percent of the infrastructure related occupations either created or saved by Biden’s plan, according to the report. Within that category, jobs for commercial drivers of heavy trucks and light truck/ delivery drivers would account for 1.9 million and 901,300 jobs, respectively – roughly 2.81 million jobs total – which is close to 20 percent of the 15 million jobs estimated in the report. The report also forecasts that the infrastructure jobs created or saved would be spread across the country. “In general, the job opportunities favor relatively more populated coastal states, but all stand to benefit from the infrastructure investment, including states that have not had as much economic growth as other states” the report says. Roughly 20 percent of the infrastructure jobs created under Biden’s proposal would be in Midwestern states, with 22 percent going to states in the Southeast, including such states as Arkansas, Mississippi and West Virginia, “which have some of the lowest median household incomes in the nation,” the report points out. Getting the plan through Congress could be a heavy lift for Democrats. Major lobbying groups like the U.S. Chamber of Commerce and the American Trucking Associations – while supportive of getting an infrastructure bill passed – oppose having it paid for by the plan’s proposed corporate tax hike from 21 percent to 28 percent. The report contends, however, that while Republicans may not support the plan as proposed, their voters may. “An infrastructure program would be good for their working-class supporters who feel left behind by economic change,” the report states, estimating that of the 15 million jobs that could be created with this infrastructure stimulus, 8.6 million would be in Democratic-leaning states, and 6.4 million would be in Republican-leaning states. “There would be 2.7 million infrastructure jobs just in the seven closely contested states that were key to the outcome of the 2020 presidential election: Arizona, Georgia, Michigan, Nevada, North Carolina, Pennsylvania, and Wisconsin.” The report also notes “legitimate labor market concerns” about how jobs would be distributed when taking gender into account. It estimates that jobs held by women have accounted for close to 55 percent of all jobs lost since the pandemic began. They said the container dwell time has lengthened since the pandemic began, and that this extended time may cause shipping issues as the shopping seasons change. “The container dwell time is much higher than it was pre- pandemic,” Executive Director Gene Seroka told CNBC. “We’re asking our importers to pick up the cargo as quickly as they can, devan the products and return those containers back to the port,” he continued. The Port of Los Angeles saw it’s seventh straight month of year-over- year increases in February, and doesn’t expect shipping demand to wane any time soon. While recent dwell times have improved from previous months, Seroka said these times must continue to shrink if the port is to keep up with continued influx in demand in the coming months. “The time it takes for the importer to pick up its cargo at the port is now over four days, but it’s off its high of five days sitting under dwell. Truck turn times – the amount of time that it takes a trucker to move in and out of the port to drop off and pick up containers – has decreased to 77 minutes from 88 back in December. So we’re starting to see some trending in the right direction. Before we know it, August will be upon us and we’ll start to see back- to-school goods, other sale items and then the year-end holidays, the all-important season for retailers.” Despite the request for quickness, when asked what legislators could do to help the looming potential of increased port burden, Seroka merely pointed to vaccinations for truckers and warehouse workers, and reiterated that companies will need to start picking up their imported cargo faster. “There are more than 100,000 folks who come to work here at the port complex every day. We’ve made significant strides in Covid vaccinations with our dock workers and longshore members, but we still have a lot of work ahead of us with respect to truck drivers, warehouse workers and others,” Seroka said. “Second … we’ve got to pick up the cargo faster. We can then increase fluidity much more quickly. band). Last month there were 34 container ships waiting to dock at the ports of Los Angeles/Long Beach. This implies that there is still a healthy backlog of product that has already sailed to the U.S. and needs transportation to end markets. In other words, the markets are likely to continue to be tight over the next several months as retailers continue to restock. Having said that, with such strange year-over-year comparisons, how does the transportation industry think about a reliable cargo forecast for this year? Trying to forecast truck tonnage or freight demand is a mosaic approach at best, and with improved analytics, the field of potential data points has become large indeed. Corporate profits as a data statistic is very important in understanding the business environment. One of the most revealing statistics is S&P 500 earnings, which are easily available and apply to businesses across a broad spectrum of industries. When profits are strong, companies hire more employees, travel and spend on capital and plant, which drives freight demand. With almost 75 percent of trucks operated by private fleets and local companies, this general economic statistic suggests as good a story as truck-industry-specific profits, and on a more timely basis, analysts said. Currently, the forecast for S&P 500 profits is plus-23 percent on an operating basis. This is growth rate is rare, so cash will be more readily available. Another equally broad statistic that can provide a real-time, second- level read on the magnitude and direction of freight trends is industrial production. Forecasts suggest it will grow between 3 percent and 4 percent, but this data needs a reliable verification. Most often the answer is rail carloads. Rail carloads lead GDP movements by an average of three to six months and industrial production by three to four months. And rail carloads are reported weekly by the Association of American Railroads, versus a two-month lag for truck tonnage information. Adjusted rail carload numbers track well with truck tonnage in terms of direction and magnitude. These have a consistent predictive value with industrial production and corporate profits. So the implication for freight volume growth for 2021 is continued positive momentum in the upper-single-digit range. This will likely slow in the second half of the year to the mid-single digits.
