The Biden-Harris Administration Trucking Action Plan, to be led by the U.S. Departments of Transportation and Labor, is being launched in the wake of trucking industry challenges exacerbated by the pandemic. They include high driver turnover rates, an aging workforce, long hours away from home, and time spent waiting to load and unload – often unpaid – at congested ports, warehouses and distribution centers, according to the White House. California requiring more inspections California Air Resources Board (CARB) last month approved a regulation that would require some medium and heavy-duty trucks and bus owners to inspect their vehicles’ emissions control systems twice a year. The Heavy-Duty Inspection and Maintenance program will roll out a statewide network of roadside emission monitors to screen for high emitting trucks, starting with the San Joaquin Valley and South Coast and expanding over time. It will also require vehicles with a gross vehicle weight rating greater than 14,000 pounds operating in California to perform periodic testing and submit the data to CARB. Major carrier Central Freight closing after 96 years Waco, Texas-based Central Freight Lines (CFL) notified drivers, employees and customers in mid December that it would be shutting down after 96 years. “It’s just horrible,” said CFL President Bruce Kalem. A source close to CFL said the company had “too much debt and too many unpaid bills” to continue operating, despite exploring all available options to keep its doors open. Kalem agreed. “Years of operating losses and struggles for many years sapped our liquidity and we had no other place to go at this point,” Kalem said. Groendyke Transport Inc. of Enid, Okla., and Georgia Tank Lines (GTL) have signed a purchase agreement for Groendyke to acquire all the tank-truck assets of GTL. The companies anticipate a closing date of Jan. 1, 2022. The acquisition will increase Groendyke’s driver count by 39 to about 900, while opening Groendyke to the new market of the greater Atlanta, Ga., area. “We are excited to bring this group of safe, professional drivers to Groendyke Transport,’’ said Greg Hodgen, Groendyke president and chief executive. “This acquisition expands our business into a new area, which fits well with one of our core values – growth. Throughout its 25-year history, owner Deborah Latham and the leadership team of Georgia Tank Lines have prided themselves on safety and determined customer and employee service, all of which make the acquisition of Georgia Tank Lines a great fit with Groendyke Transport and our long-term goals.” Both companies are tank-truck carriers. GTL specializes in hauling mainly petroleum products, while Groendyke hauls a wide array of petroleum products, chemicals and other bulk hazardous materials. Groendyke has 40 terminals in 15 states, reaching as far west as Arizona all the way to the East Coast and serving 49 states, Canada and Mexico. At the top of the list of initiatives is a plan by the Federal Motor Carrier Safety Administration (FMCSA) to provide over $30 million to help states speed the issuance of commercial driver licenses (CDLs). “Today, FMCSA is sending all 50 states a toolkit detailing specific actions they can take to expedite licensing and will work hand in hand with states to address challenges they are facing,” the White House stated. “FMCSA will also begin closely tracking delays, identifying states that have challenges with issuing CDLs and communicating with all 50 governors about ways they can reduce delays in issuing CDLs.’’ Within the next 30 days, FMCSA and the labor department will begin an in-depth study of driver compensation to examine truck driver pay, including the time drivers spend waiting to pick up or drop off freight without getting paid, a study that was included as part of the bipartisan infrastructure package that Biden signed into law in November. The Biden-Harris initiative also includes a major driver recruitment effort, launching a 90-day Apprenticeship Trucking Challenge to be overseen by DOT and the labor department and supported by $8 million in funding from the labor department. The two departments will be hosting a series of national “Apprenticeship Accelerator” meetings to help carriers develop programs and release a quick-start toolkit for apprenticeships in the trucking sector. The White House announced that so far EVO Trucking, D.M. Bowman, Yellow Corp., Florida Rock and Tank, Total Transportation, CRST and Albertsons have committed to work with the administration to launch and expand the program. “We are going to work with the Trucking Alliance and the American Trucking Associations, who will help engage their members on the value of a registered apprenticeship to support quality, safety and retention,” the White House stated. In addition, a labor department- funded national apprenticeship called FASTPORT, which focuses on the transportation sector will work with trucking companies, unions and industry associations to establish “registered apprenticeship” programs in as little as 48 hours. Within the next 60 to 90 days, the action plan also includes: • A FMCSA pilot program for drivers ages 18-21 as mandated by the Bipartisan Infrastructure Law, incorporating registered apprenticeships to ensure rigorous training standards and pairing each young driver with an experienced mentor. • Roundtable discussions hosted by DOT and U.S. Department of Labor (DOL) to discuss efforts to help transitioning service members and veterans obtain CDLs. • A task force launched by DOT and DOL aimed at promoting, recruiting and advancing women in trucking, as established in the infrastructure law. “This task force will be the first of many strategies to help build the pipeline and diversify the trucking workforce,” (Groendyke continued from page 1) (Shore up trucking continued from page 1) “OUR GOAL IS TO REMAIN A LEADER IN SAFETY, SERVICE AND EMPLOYEE SATISFACTION IN THE TANK-TRUCK INDUSTRY. As with passenger cars and light- duty trucks, California registration of these heavier vehicles will require passing an emissions control system inspection. Unlike light-duty smog checks, however, there is no requirement to go to a ‘brick and mortar’ heavy-duty smog check station. Heavy-duty vehicle owners will be able to complete the required test and deliver the information remotely without having to travel to designated testing locations. For telematics users, an on-board diagnostics inspection that draws emissions control performance data from the vehicle’s internal computer, an inspection can be completed automatically without taking the vehicle out of operation. On-board systems have been required by CARB on heavy-duty vehicles since 2013. Older heavy-duty vehicles without on-board diagnostic systems would continue the current opacity testing “Nobody is going to make money on this closing, nobody.” CFL stopped picking up new shipments last month and expected to deliver substantially all freight in its system by Dec. 20, according to a company statement. A source familiar with the company said he is unsure whether CFL will file Chapter 7 or “liquidate outside of bankruptcy,” but that the LTL carrier has no plans to reorganize. The company reshuffled its executive team nearly a year ago in an effort to stay afloat, including adding the company’s owner, Jerry Moyes, as CFL’s interim president and chief executive officer. Moyes remained chief executive after Kalem was elevated to president in July. “I think it was surprising that there wasn’t a buyer for the entire company, but buyers were interested in certain pieces but not the whole thing,” the source, who didn’t want to be identified, said. “Part of it could have been that just the network was so expansive that there was too much overlap with some of the buyers that they didn’t need locations or employees in the places where they already had strong operations.” Third-party logistics provider GlobalTranz notified its customers that it had removed CFL as “a blanket and CSP carrier option immediately, to prevent any new bookings,” multiple sources said. CFL, which has more than 2,100 employees, including 1,325 drivers, and 1,600 power units, is in discussions with “key customers and vendors and expects sufficient liquidity to complete deliveries over the next week in an orderly manner,” a CFL spokesperson said. Born in Buffalo, N.Y., Nov. 24, 1946, Hartrick was a son of the late Richard and Gertrude Grzelewski Hartrick. He grew up in Western New York and attended college at Wisconsin University. In the early 1970s, Hartrick was a salesman for Kari- Kool Equipment and in 1976, established Bulk Carriers Transportation Equipment Company. He went on to establish other companies, including Bulk Carrier Leasing, Tank Leasing Corp., Dizz Transportation, and Bulk Carriers Service. Anyone who knew Rick was well aware that his work was his passion and his labor of love. Hartrick built his businesses to care for his family and had remained an active part of them up until his passing. “However, it was never just family that Rick cared for. His outgoing personality allowed him to never meet a stranger,’’ family members said. “Without hesitation, he would give anyone in need the shirt off his back. As a self-made man, he understood that sometimes people needed a little help to succeed in life, and seeing that success was sometimes all the repayment Rick needed. He also was a strong supporter of 4H and many school organizations through the years.’’ Hartrick is survived by his wife, Marsha Walters Hartrick; four children, James (Carrie) Hartrick, Jennifer (Becky) Rhodes, Rachel (Craig) Miller, and Richard A.J. FedEx completes expansion FedEx Express it has completed a $72.2 million expansion of its air cargo hub at Miami International Airport, giving e-commerce and perishables shippers doing business in the Americas and Caribbean access to more capacity and capabilities, the company said. The project adds more than 138,000 square feet to the main sort facility, bringing it to a total of more than 282,000 square feet. Enhancements include a new customs clearance area and 70,000-square-foot cold storage facility, the largest in the FedEx global network, according to the company. The expansion of the customs clearance area will help speed international operations. The refrigeration zone consists of multiple rooms with temperatures ranging from minus 13 degrees to 77 degrees Fahrenheit that can accommodate growing demand for perishable shipments such as flowers and food, as well as pharmaceuticals and therapeutics. Miami is a major gateway for cut flowers, fruit and seafood from Latin America. “The expansion of our Miami hub better positions us to meet growing customer demand and efficiently move increased e-commerce volume through our vast network,” said Richard Smith, regional president of the Americas and executive vice president of global support, in a news release. FedEx said that from 2019 to 2020, shipping volume through Miami grew by 31 percent. Forward Air launches pay increase Forward Air Corp. announced it is implementing its largest ever rate-per-mile increase to its independent contractor fleet within its less-than-truckload and truckload divisions. Independent contractor fleets and independent contractor teams and solo drivers will receive a 15 cents per mile increase, according to the company. This announcement represents the largest per-mile increase in company history and is the third increase announced this year and the sixth in the last five years. With this 15-cent increase, Forward Air anticipates team independent contractors could earn in excess of $497,250 annually,$41,437 monthly and solo independent contractors would have the ability to earn in excess of $203,500 annually and $16,958 monthly. “Our business continues to experience record volume growth,” said Tom Schmitt, president of Forward. “We believe this rate increase will allow us to secure freight capacity by retaining our existing fleet and attracting new independent contractors and fleet owners to become business partners with the Forward team. This rate increase recognizes the dedication to excellence, precision execution, and the safety-first mentality displayed by Forward’s independent contractors.” Great Dane orders recall Great Dane Trailers is recalling certain 2022 Champion dry van and Everest refrigerated trailers in which the wheel hubs may have an insufficient amount of lubrication, which could cause the hub bearings to fail. Hub bearing failure could cause the wheel hub assembly to detach, causing a loss of stability and control, creating a road hazard, and increasing the risk of a crash, according to safety experts. NHTSA’s recall number is 21V-946 Cummins wins grant for green hydrogen Cummins Inc. is getting $5 million – the largest of 19 grants from the Department of Energy – to automate one of three types of a process that turns water into zero- emission green hydrogen. The company sees the fuel as a big revenue producer by mid-decade. The Columbus, Ind.-based manufacturer of diesel engines and power distribution equipment is rapidly growing its expertise in hydrogen manufacturing. It predicts $400 million in revenue from hydrogen production by 2025. The DOE Hydrogen and Fuel Cell Technologies Office money is for the automation of solid oxide electrolyzer cells (SOEC) and stack assembly. Cummins is spending $2 million of its own money on a three-year project to make production of the electrolyzer systems more efficient, reduce capital costs and facilitate the scale-up of the hydrogen economy. SOECs operate at much higher heat and can be more efficient than proton membrane exchange (PEM) or alkaline electrolyzers, both of which Cummins makes. Coupled with industrial processes that use steam or high-grade heat, SOECs could help decarbonize industrial sectors, such as steel production. Powering any type of electrolyzer with renewable energy sources, such as wind, solar or hydro, produces green hydrogen. “We believe green hydrogen will be critical to a decarbonized future, particularly for hard-to-abate sectors,” Amy Davis, Cummins vice president and president of New Power, said in a press release. “Rapid innovation like this will drive the acceleration of the energy transition in the United States and globally.” Scaling clean hydrogen production, and technologies that use it, is a key component of the Biden administration’s commitment to tackling the climate crisis and to Cummins’ own sustainability strategy. “WITHOUT HESITATION, HE WOULD GIVE ANYONE IN NEED THE SHIRT OFF HIS BACK. expressed a sense of relief following the Supreme Court’s decision. “This is a victory for the trucking industry as TCA, ATA, and many other partners incessantly voiced our concerns about the wide-reaching negative repercussions this mandate would have,” said David Heller, vice president of government affairs for the Truckload Carriers Association (TCA). “We applaud the court for moving quickly on this ruling as the deadline for compliance with the ETS was expected to go into effect earlier this week,” Heller continued. “It is imperative that the professional truck driver has the ability to safely, efficiently and effectively deliver our nation’s freight so that our economy and this nation can continue to thrive.” Chris Spear, president of the American Trucking Associations (ATA), called the ruling “a tremendous victory” and adding that the vaccine requirements would have interfered with individuals’ private health care decisions. “Trucking has been on the front lines throughout the pandemic – delivering PPE, medical supplies, food, clothing, fuel, and even the vaccines themselves,” he said. “Thanks to this ruling, our industry will continue to deliver critical goods, as our nation recovers from the pandemic, and we move our economy forward. The court’s conservative majority concluded the administration overstepped its authority by seeking to impose the Occupational Safety and Health Administration’s (OSHA) vaccine-or-test rule on U.S. businesses with at least 100 employees. More than 80 million people would have been affected. “OSHA has never before imposed such a mandate. Nor has Congress. Indeed, although Congress has enacted significant legislation addressing the COVID–19 pandemic, it has declined to enact any measure similar to what OSHA has promulgated here,” the conservatives wrote in an unsigned opinion. In dissent, the court’s three liberals argued that it was the court that was overreaching by substituting its judgment for that of health experts. “Acting outside of its competence and without legal basis, the court displaces the judgments of the government officials given the responsibility to respond to workplace health emergencies,” Coast terminals had been sold recently, but that no reason was given for the transactions. At that time, Kalem said the company was “working to find alternatives” and couldn’t speak because of non-disclosure agreements. He said executives at CFL, including Moyes, were trying to do everything to “save the company.” “Jerry [Moyes] pumped a lot of money into the company, but it just wasn’t enough,” Kalem said. Kalem said he’s aware that a large carrier is interested in hiring many of CFL’s drivers but isn’t able to name names at this point. “Central Freight is in negotiations to sell a substantial portion of its equipment,” the company said in a statement. “Additionally, Central Freight is coordinating with other regional LTL carriers to afford its employees opportunities to apply for other LTL jobs in their area.” In mid December Kalem said fuel cards were working and drivers would be paid for freight they had hauled for the LTL carrier until all freight was delivered by the Dec. 20 target date. “I’m going to work feverishly with the time I have left to get these good people jobs – I owe it to them,” Kalem said last month. “We are going to pay our drivers, that’s why we had to close it like we’re doing now. We are going to deliver all of the freight that’s in our system by next week and we believe we can do that.” During the outset of the pandemic, Central Freight Lines was one of four trucking-related companies that received the maximum award of $10 million through the U.S. Small Business Administration Paycheck Protection Program (PPP). This occurred around the time that CFL drivers and employees were forced to take pay cuts, a move that didn’t go down well with drivers. “It all went to payroll,” Kalem said about the PPP funds. “Yes, our employees and drivers did take a pay cut over the past few years, and we gave most of it back, even raised pay over the past several months but it just wasn’t enough to attract drivers.” Ex-worker claims Central broke law A former Central Freight Lines employee claims the Waco, Texas- based less-than-truckload (LTL) carrier violated federal law by failing (Central Freight Lines continued from page 10) (Vaccine program continued from page 1) to give 60 days’ notice of its planned shutdown to nearly 2,100 employees and truck drivers, who found themselves without jobs two weeks before Christmas. Aaron Cox worked at the Waco facility until his employment was terminated on Dec. 13, the same day CFL officially told its employees and drivers that the LTL carrier was ceasing operations. Cox alleges in his proposed class-action complaint that the company violated the federal Worker Adjustment and Retraining Notification (WARN) Act and did not provide at least 60 days’ written notice of a pending closure. In the suit, filed in the U.S. District Court for the Western District of Texas, Cox claims Central Freight failed to pay him and other employees their “wages, salary, commissions, bonuses, accrued holiday pay and accrued vacation pay for 60 days following their respective terminations.” The company also “failed to make 401(k) contributions and provide them with health insurance coverage and other employee benefits,” court documents allege. Bruce Kalem, president of Central Freight Lines (CFL), did not respond to messages seeking comment. Industry analysts and 3PLs say poor acquisitions and a lack of understanding of the LTL business model were key to CFL’s demise. Rival carriers were surprised CFL held on as long as it did as rumors have been swirling for years that the company was on the verge of going out of business. CFL had 65 terminals at the time of its closure. The day CFL officially announced its closure, Dec. 13, the company did file a WARN Act notice that 70 dockworkers, terminal employees and truck drivers at its facility in Charlotte, N.C., were losing their jobs. “CFL has been actively pursuing capital, new business and restructuring and refinancing alternatives to allow it to avoid or postpone any potential facility closures: however, to date, such efforts have been unsuccessful,’’ CFL said in its WARN letter. Alerting employees prior to ceasing operations “would have jeopardized its efforts to obtain the financing and new business it was actively seeking in an effort to avoid or postpone this facility closure,” according to the WARN letter. (from Freightwaves) Startup fuel cell truck makers Nikola Corp. and Hyzon Motors are working on separate means of making green hydrogen, but Cummins could become a supplier to both. South Korea’s Hyundai also expects to sell fuel hydrogen-powered fuel cell trucks in the U.S. in coming years. Toyota recently announced plans to build fuel cell stacks for heavy-duty trucks at a plant in Kentucky in 2023. If Cummins succeeds in automating the assembly of an SOEC stack with low direct labor input, increased cell throughput and a 100-percent quality control check, the concept should enable more than 100 megawatts of electrolyzer production capacity. The DOE is allocating $52.5 million to fund 31 projects that advance next- generation clean hydrogen technologies. The Cummins project is one of 19 supported by the Office of Energy Efficiency and Renewable Energy related to hydrogen and fuel cell research and development. All 31 projects support the DOE’s recently announced Hydrogen Energy Earthshot to reduce the cost of a kilogram of hydrogen to $1 in a decade and accelerate breakthroughs in production, storage, distribution and use of hydrogen toward decarbonization of the electricity sector by 2035. Trucking firm boosts driver pay Nationwide flatbed carrier Montgomery Transport of Birmingham, Ala. announced it has implemented a temporary driver shortage surcharge of 5 cents per mile, to be passed on directly to drivers. “This year has presented our industry with many challenges as supply chain constraints have forced all companies to adapt and discover new ways to push their businesses forward,” said Rollins Montgomery, chief executive of Montgomery Transport, in a news release. “The labor force has been affected particularly hard within the transportation industry, as many drivers have found new local opportunities or better pay in areas such as warehousing or final-mile delivery to support the e-commerce boom.” Montgomery estimated commerce shipments will be at an all-time high during the next 30 days as the holiday season kicks into high gear, so the need for qualified drivers will only be amplified, particularly within the flatbed space. Brightstar Capital Partners has signed a definitive agreement to acquire Novae Corp. in partnership with the company’s founder and senior management team, the private equity firm reported Dec. 15. Steve Bermes, chief executive of Novae, and Chris Storie, founder and president, will continue to lead the company and retain significant ownership stakes, according to the deal announcement. The federal mandate in Canada went into effect Jan. 15. The U.S. was widely expected to begin enforcing its own vaccine mandate for cross-border truck drivers on Jan. 22. The Canadian government confirmed that U.S. drivers who are unvaccinated or partially vaccinated will have their trucks returned to the U.S., according to the Canadian Trucking Alliance. In addition to being vaccinated, drivers must upload proof of vaccination status through the government of Canada’s ArriveCan mobile app. The app is also accessible by computer. To avoid delay or issue at the border, the Private Motor Truck Council of Canada advised all U.S. drivers to download the mobile app and download a copy of the receipt that generates after the driver submits his or her vaccination status information. Drivers were then told to carry a digital/paper copy of their proof of vaccination status. Justices Stephen Breyer, Elena Kagan and Sonia Sotomayor wrote in a joint dissent. When crafting the OSHA rule, White House officials always anticipated legal challenges — and privately, some harbored doubts that it could withstand them. The administration nonetheless still views the rule as a success, having already driven millions of people to get vaccinated and spurred private businesses to implement their own requirements, which are unaffected by the legal challenge. Both rules had been challenged by Republican-led states. In addition, business groups attacked the OSHA emergency regulation as too expensive and likely to cause workers to leave their jobs at a time when finding new employees is already difficult. The vaccine mandate that the court will allow to be enforced nationwide covers virtually all health care workers in the country. It applies to health care providers that receive federal Medicare or Medicaid funding, potentially affecting 76,000 health care facilities as well as home health care providers. The rule has medical and religious exemptions. Decisions by federal appeals courts in New Orleans and St. Louis had blocked the mandate in about half the states. The administration already was taking steps to enforce it elsewhere. In the health care case, only justices Clarence Thomas and Samuel Alito noted their dissents. “The challenges posed by a global pandemic do not allow a federal agency to exercise power that Congress has not conferred upon it. At the same time, such unprecedented circumstances provide no grounds for limiting the exercise of authorities the agency has long been recognized to have,” the justices wrote in an unsigned opinion, saying the “latter principle governs” in the health care cases. More than 208 million Americans – 62.7 percent of the population – are fully vaccinated, and more than a third of those have received booster shots, according to the federal Centers for Disease Control and Prevention. If not using ArriveCan yet, you are advised to transition to it as soon as possible to avoid any issues.” If medically exempt from being vaccinated, drivers must provide an exemption card issued by the U.S. Centers for Disease Control. The Canada Border Services Agency said it will continue to work on contingencies to mitigate border delays and to ensure resources are appropriately allocated. The agency is also working with all ports of entry to ensure “uniformity and clarity” of these requirements. Carbon Express, a New Jersey- based tanker fleet which typically has cross-border customers, has no intention of requiring their drivers be vaccinated. “We have more business than we can cover in the U.S., so if we have to choose, we will just stay in the U.S.,” said Carbon Express CEO Steve Rush in an email to HDT. “We are remaining status quo and letting the chips fall.” Other fleets, such as CFI, are turning to dedicated shuttle fleets with fully vaccinated drivers. This fleet “can and will” run their freight across the border, the company told HDT. Based on current freight volumes, CFI has enough cross-border drivers to cover its volumes while meeting both Canadian and U.S. mandates. The company also said in a separate release that it will report fourth-quarter 2021 earnings early next month, on Feb. 3. Rush acquires Summit Truck Group New Braunfels, Texas-based Rush Enterprises, which operates the largest network of commercial vehicle dealerships in North America, has become even larger. Rush announced it has acquired 16 locations from Summit Truck Group, one of the largest International brand commercial vehicle dealership groups in the United States. The acquisition, the largest in the company’s history, expands the network of Rush Truck Centers to 125 franchised dealership locations in 22 states. The 16 newly acquired International dealerships include five locations in Arkansas, three locations in Kansas, seven locations in Missouri and one location in Tennessee. The deal also includes Idealease commercial vehicle leasing operations at eight locations, five within the acquired International dealership locations and three in stand-alone Idealease facilities. Also acquired were a used truck sales facility in Kansas City, Mo., and a collision center in Memphis, Tenn. IC Bus, Isuzu and Dennis Eagle franchises are included at certain dealership locations. The company also acquired Summit Truck Group’s dealership facility in Wichita Falls, Texas, which it will operate as a full-service Peterbilt dealership. “This acquisition will strengthen our dealership network in several of the most important trucking markets in the United States,” said W.M. “Rusty” Rush, chairman and chief executive of Rush Enterprises. “I have tremendous respect for the excellent customer service reputation that the employees of Summit Truck Group have built over the years, and we are excited to welcome many of them into the Rush Enterprises family.” The purchase price was about $205 million, excluding real property associated with the transaction. Rush Enterprises had revenues of $ 4.7 billion in 2020, while the operations associated with the assets acquired from Summit Truck Group had unaudited revenues of about $450 million in 2020. Dedicated trucking on rise, report says Dedicated truckload capacity has been growing more than five times the rate of traditional dedicated contract carriage, according to Armstrong and Associates. In its report, “Dedicated Contract Carriage versus Dedicated Truckload Capacity – The Search for Untapped Capacity,’’ Armstrong said dedicated truckload capacity, or DTC, is where a provider agrees to providing ongoing trucking capacity to a customer account in specific lanes or routes and equipment can be shared between customers. This kind of dedicated business has seen tremendous growth over the past 10 years. In 2020 alone, DTC net revenues jumped 30.6 percent to $6.3 billion among dedicated transportation providers. This differs from the traditional, asset-heavy dedicated contract carriage third-party logistics segment, where specific trucking assets are dedicated to a customer account for a given contract length. This segment provides core trucking capacity to buyers in a market subject to cyclical driver/tractor shortages. In 2020, the DCC segment had the second highest net revenue growth of the four 3PL market segments, but it was just 0.3 percent to $20 billion, Armstrong said. The negative effect of COVID-10 made 2020 a volatile and lower volume year versus 2019 when DCC net revenues grew 12.1 percent. DCC is an outgrowth of the way contract carriage used to be regulated. Up until deregulation in 1980, contract carriers were limited to a maximum of eight customers. Today, nearly all of truck transportation in the U.S. is done on some type of contract carriage, Armstrong said. Over time, exclusive DCC was supplemented by dedicated truckload capacity. DTC agreements tend to be shorter than those for DCC, as dedicated contract carriage relationships tend to be more long- term and “stickier,” according to Armstrong. Food and groceries are the top industry served and also the top industry for revenue growth, according to the report. Midwest Logistics Systems (MLS). Schneider already provides long- haul freight transportation and intermodal and logistics services, but the deal for MLS, which is considered a leading dedicated carrier, adds 1,000 professional drivers who operate 900 tractors across 30 central U.S. locations to Schneider’s roster of assets. Schneider already has acquired 100 percent of the equity interest in MLS, which will run as an independent subsidiary of Schneider. MLS drivers and associates will continue to operate under the MLS name. “Preserving the MLS identity is essential,” Schneider President Mark Rourke said in a release. “The carrier’s family-owned nature combined with its strong culture and customer service make it a valuable contributor for growing Schneider’s dedicated operations. With this acquisition, we believe Schneider is on track to generate $1 billion in annual revenue in our dedicated operations with over 5,000 trucks.” “Schneider is a well-established company and a great cultural fit,” said Dave DeMoss vice president of MLS. “We are excited to be a key component to Schneider’s dedicated growth strategy.” MLS’ annual revenues, unaudited for the 12-month period that ended Sept. 30, are about $205 million, and its acquisition by Schneider is expected to immediately grow Schneider’s earnings per share. MLS financial results will be reported in dedicated operations as part of Schneider’s truckload segment beginning this quarter. The enterprise value of the Schneider-Midwest Logistics Systems transaction was about $263 million. Schneider financed the transaction with cash on hand.
