October 2016 OCS Principal of the Year 2016-2017 Issue 2 Volume 1 Kiley Brown Principal, Efland-Cheeks Global Elementary SchoolGovernor Pat McCory has announced that October 2016 shall be North Carolina PrincipalsMonth. He has declared this as a time to celebrate principals and the daily contributionsthey make to their students. Our principals play an essential role in leading our schools andcreating an atmosphere for student success.During this month Orange County schools not only wants to recognize all principals but alsotake time to publicly announce our District Principal of the Year! This year’s Orange CountyPrincipal of the Year is Kiley Brown, principal at Efland-Cheeks Global ElementarySchool. Ms. Brown has been principal at Efland-Cheeks since 2014. She strives to seecontinued growth in her students and staff. She constantly looks at the data of her studentsand works with her staff to devise a plan of action based on the given data. She listens toher staff and encourages them to be lifelong learners. She feels strongly about establishingrelationships with her staff and creates a family atmosphere with mutual trust andunwavering support.The district would also like to recognize Myron Wilson, principal of Central Elementary asan Orange County School Principal of the Year finalist. This information is requested from your previous NC school system. Once received, balances will be posted.Politics, Political Speech, and Polling PlacesThe season of political campaigning is in full bloom, and interests in politics and political conversation have made theirway into many areas of our lives. There are some places that personal, political viewpoints do not belong. You can findspecific guidance on this topic in two policies in the Board of Education policy manual: Policy 5210 and Policy 7720.Below are excerpts from the policies. Please take the time to review the policies, and please remember to vote onNovember 8th.From 5210:“In order to minimize disruption to the learning environment, political campaign materials may not be distributed tostudents or employees (including through employee mailboxes and e-mail) or made available on school grounds duringschool time or at school events. However, on election days, posters and printed materials are permitted at schoolbuildings used as polling places in accordance with state law and board of elections requirements.This provision does not prohibit a teacher from using political literature or campaign material for instructionalpurposes. However, any teacher using these materials for instructional purposes shall not use his or her position topromote a particular candidate, party or position on a specific issue. The teacher also shall attempt to use a variety ofmaterials that represent balanced and diverse viewpoints on the political spectrum.”From 7720:“political activities will not:1. take place during school time;2. involve school monies or materials; or3. make use of an official school position to encourage or to coerce students or other employees of the district tosupport in any way a political party, candidate or issue.”If you have any questions, please consult with your principal or supervisor.

3State Health Plan Annual Enrollment October 1-31, 2016You must take action between October 1 - 31, 2016 or your health plan will change!! This year during Open Enrollment, October1-31, 2016, ALL members and eligible dependents will be enrolled into the Traditional 70/30 Plan for 2017.If you choose to stay in the Traditional 70/30 Plan, in order to receive coverage without paying the employee premium of $40, youmust attest that you are either tobacco-free or will enroll in the QuitlineNC Tobacco-cessation program.If you want to reduce your premium or enroll in either the Enhanced 80/20 Plan or the Consumer-Directed Health Plan85/15, YOU MUST TAKE ACTION.Each health plan option will offer wellness premium credits to reduce your monthly premiums.**Please note: All Health Assessment data was cleared on May 1, 2016.  Attest during Open Enrollment in eEnroll that you are tobacco free, or will enroll in QuitlineNC.  Choose or confirm a Primary Care Provider for yourself and all covered dependents.  As subscribers, complete a confidential online Health Assessment. General Statute 115C-323.Any person initially employed in a public school or reemployed in a public school after an absence of more than oneschool year shall provide to the superintendent a certificate certifying that the person does not have any physical ormental disease, including tuberculosis in the communicable form or other communicable disease, that would impair theperson's ability to perform his or her duties effectively. A local board or a superintendent may require any schoolemployee to take a physical examination when considered necessary.Any public school employee who has been absent for more than 40 successive school days because of a communicabledisease shall, before returning to work, provide to the superintendent a certificate certifying that the individual is freefrom any communicable disease.It shall be the duty of the superintendent of the school in which the person is employed to enforce the provisions ofthis section. Any person violating any of the provisions of this section shall be guilty of a Class 1 misdemeanor.

Once this process is completed you will be able to view your license, print your license and submit a varietyof requests, i.e. change name, add degree (Masters, Advanced, Doctorate), add a licensure area, experience review, etc.As you submit requests for revisions or additions to your license, please notify Jan Cain via email.
