Position: Assistant Bookkeeper Department: Early Childhood Education Reports to: Center Director Hours: Full-Time FLSA: Non-Exempt Position Summary: Under the general supervision of the bookkeeper, the Assistant Bookkeeper of a day care center performs the specific functions listed below. In addition, the Assistant Bookkeeper is expected to accept training in all bookkeeping functions related to the center’s operations so that he/she may substitute for the bookkeeper when required. Responsibilities: • Greets all staff, families, and guests at the center. Ensures that all guests and consultants sign into appropriate logs. • Answer and direct all incoming phone calls for the center; take and relay messages when appropriate. • Manage petty cash accounts. • Prepare employee timecards in ADP Worforce Now for approval by Center Director. • Prepare child care center’s CACFP reports. • Complete forms in accordance with agency procedures. • Manage payment of WES. • Maintain children’s attendance records in the WES and ChildPlus System. • Prepare children’s attendance reports. • Open, read, route, and distribute incoming mail and other material, and prepare answers to routine letters. • Set up and maintain paper and electronic filing systems for records, correspondence, and other material. • Answer and direct all incoming calls for Center Director; take and relay messages when needed. • General administrative duties including but not limited to answering the phone, taking messages, filing, photocopying, ordering and tracking office supplies, maintaining the copy/fax machine, overseeing internal and external mail distribution. • Learn to operate new office technologies as they are developed and implemented.

• Submits invoices, reports and receipts to Finance Department. • Enters invoices and payment coding into the Windscape/DocLink system. • Operate electronic mail systems and coordinate the flow of information internally. • Additional duties as assigned by the Center Director, the Deputy Director of Early Childhood Education, or the Director of Early Childhood Education. Position: Assistant Teacher Department: Early Childhood Education Reports to: Educational/Site Director Hours: Full-Time Salary: $31,750 - $34,863 FLSA: Non-Exempt Position Summary: Under the supervision of the Group Teacher, the Assistant Teacher will assist in the planning and execution of a program implementing an approved agency curriculum to provide day care for children. This program will take into account the educational, social, developmental and health needs of the group, as well as the individual child. The Assistant Teacher will work within the framework of Union Settlement to carry out its functions, policies and procedures; observe the schedules in the center; and adhere to its established personnel policies and practices. Responsibilities: • Assist in developing a program of sound educational goals appropriate to the age and developmental level of children to enable them to make the most of future educational opportunities. • Assist in creating and executing weekly lesson plans in accordance with the approved agency curriculum. • Keep equipment and material accessible and in good condition to encourage maximum constructive use by the children. • Remove and/or report any damaged or hazardous equipment to the Educational/Site Director or designated individual so necessary action may be taken. • Assist in the planning of appropriate arrangement of classroom furniture designed to promote optimal program functioning. • Collaborate in the overall planning for the best use of shared space for center programming. • Identify and utilize community resources to enrich the educational content of the children’s program. • Maintain good working relationships and objective attitudes with classroom staff.

• Participate in regular group conferences with classroom staff. • Expand professional growth and development through participation in individual and classroom group conferences and related training opportunities. • Adhere to the plan for classroom staff to inform and share information regarding the program and children with parents. • Attend and participate in group parent meetings. • Ensure confidentiality of all information regarding children and parents. • Participate in regularly scheduled supervision meetings with Educational/Site Director and/or Group Teacher. Discuss professional performance objectively and utilize supervision as a source of information and professional guidance. • Update and maintain all records as are required and necessary for the effective administration of the center and the development of the program. Share records and work with appropriate classroom and center staff. • Perform routine duties in the classroom and center related to all functions of the program. • Fulfill the overall classroom function of the Group Teacher in his or her absence, when requested. • Additional duties as assigned by the Group Teacher, Educational/Site Director, and the Director of Early Childhood Education. The Director develops and maintains quality standards of early childhood education designed to meet the educational, emotional, physical, and social needs of individual children and the group, and implements the Creative Curriculum. Responsibilities:  Supervise all employees and volunteers at the child care center.  Develop and plan the educational program for the child care center.  Ensure the professional growth of education staff.  Actively participate in the recruitment of children to Union Settlement’s seven child care centers, which includes devising strategies to increase and maintain enrollment throughout the school year.  Collaborate with the Family Services Department to manage intake and placement of new children at the child care center.  Collaborate with the Delegate Agency Policy Committee (DAPC) to recruit and interview applicants for open positions at the child care center. Qualifications:  Master’s Degree in Early Childhood Education.  New York State Teacher Certification in B-2.  At minimum, three years classroom experience.  Five years’ experience in management preferred.  Strong leadership and training skills.  Demonstrated experience in education, budgeting, and program development.  Demonstrated experience with ACS rules and regulations, Child Care and Head Start regulations, the CACFP program, and DOH permit process.

Position: Director of Early Childhood Education Department: Early Childhood Education Reports to: Associate Executive Director for Early Childhood and Youth Programs Hours: Full-time FLSA: Exempt Position Summary: The Director of Early Childhood Education is responsible for overseeing all the operational and program activities of Union Settlement’s Early Childhood Education program. The Early Childhood Education program consists of six early childhood education/Head Start centers, as well as a Family Early childhood education Network, East Harlem Community Partnership and a separate Asthma Initiative program. The Director must have significant experience in Early Childhood Education and the ability to oversee and manage a large, diverse high-quality education program. The Director is a member of the agency’s senior management team and must be a strong, hands-on manager, with the ability to manage approximately 6 direct reports and oversee a program with approximately 130 employees. Responsibilities include: • Overseeing the day-to-day operations of the Early Childhood Education program to ensure that all program services are of the highest quality. • Coordinating and supervising the efforts of early childhood staff in developing and maintaining all program components, including education, health, nutrition, social services, parent involvement, mental health, and disabilities. • Maintaining sound financial management over all early childhood program budgets, as well as helping site directors manage their program budgets and ensure timely collection of parent fees. • Representing the agency and maintaining strong working relationships with the Administration of Children’s Services (ACS), NYC Department of Education (DOE) and other government agencies, day care and Head Start employees’ unions, and other community and city-wide organizations. • Reviewing the current program model and develop strategies to ensure full enrollment in all early childhood education/Head Start centers and the Family Early childhood education Network. • Collaborating with and guiding the Delegate Agency Policy Committee (DAPC) of Union Settlement, including recommending new hires and facilitating elections to the DAPC. • Collaborating with the Associate Executive Director, Director of Finance and Director of Development in managing and identifying additional funding sources and responding to requests for proposals.

• Ensuring all statutory and regulatory requirements are met and all required licenses are up to date. • Defining, measuring, and evaluating program performance data. • Creating continuous improvement based on performance data. • Training, supervising and motivating others to engage in appropriate performance management activities. • Evaluating staff performance and identify areas of training needed. Collaborate with internal departments and external agencies to facilitate training. • Ensuring all Early Childhood Education employees are trained regularly to meet compliance regulations. • Providing oversight and management of East Harlem Community Partnership Program (EHCPP). • Providing oversight and management of Family Child Care Network with at least 50 providers. • Participating in the planning of Union Settlement events, including Staff Recognition, Ethnic Festival and other agency initiatives. • Additional duties as assigned by the Executive Director and Associate Executive Director. Qualifications: The ideal Director of Early Childhood Education candidate will have the following qualifications: • Master’s Degree in Early Childhood Education or Education. • New York State Teacher Certification in B-2, or equivalent. • Ten years of management experience. • Significant experience in early childhood education, with a demonstrated track record of success. • Comprehensive knowledge of New York City’s EarlyLearn program, the Head Start Performance Standards, Department of Health Article 47 regulations, and NYC ACS and DOE regulations. • ACS Web Enrollment System (WES) management as a Super User. • Familiarity and experience with the Creative Curriculum strongly preferred but not required. • Bilingual English/Spanish preferred but not required. • A clear understanding of the East Harlem community’s early childhood education needs, as well as issues affecting early childhood education services. • A strong desire to help improve the lives of the residents of the local East Harlem. community, and an ability to listen to and address parent concerns with care and compassion. • Excellent oral and written communication skills. • Excellent analytical and organizational skills, including the ability to undertake multiple tasks. • Unquestioned personal and professional integrity. • A dedicated work ethic. Position: Education Director – Family Child Care Network Department: Early Childhood Education Reports to: Network Director of Family Child Care Network Hours: Full-Time FLSA: Exempt Anticipated Start Date: July 1st, 2020 Position Summary: The Education Director will serve as supervisor and day-to-day program manager for home visitor staff and work with all other service areas to integrate and provide health, mental health, nutrition, parent education, infant/toddler education, screening, ongoing assessment, and developmentally appropriate practices into home visits and parent-child playgroups. The Education Director will ensure that all program mandates are met and that the home-based program promotes the role of the parents as each child’s first and most important teacher. Responsibilities: • Responsible for the supervision and mentoring of all educational staff. • Supports coaching of all home based providers. • Maintains expertise in mixed age group home-based curricula. • Trains new providers and education personnel. • Demonstrates familiarity with Union Settlement and Division of Early Childhood Education (DECE) policies and procedures. • Ensures that transition planning (i.e., preparing for when the child turns 4 years) is initiated and documented per procedure for all enrolled children. • Ensures that providers facilitate and promote developmentally appropriate teacher-child interactions throughout the daily routine. • Plans and implements learning experiences for providers that advance the intellectual and physical development of children, including but not limited to: o Improving the readiness of children for school by developing their literacy, phonemic, and print awareness, their understanding and use of language, their understanding and use of increasingly complex and varied vocabulary, their

appreciation of books, their understanding of early math and early science, their problem-solving abilities, and their approaches to learning. • Implement research-based approaches to professional development for education staff. Areas of focus include: o Effective curricula implementation. o Knowledge of the content in Head Start Early Learning Outcomes Framework: Ages Birth to Five. o Partnering with families. o Willingness to travel throughout East Harlem. o Supporting children with disabilities and their families. o Providing effective and nurturing adult-child interactions. o Knowledgeable in Teaching Strategies Gold. • Analyzes and monitors child outcome reports. Position: Family Worker Department: Early Childhood Education/Family Child Care Network Reports to: Education Director Hours: FLSA: Full-Time Anticipated start date: Non-Exempt July 1st 2020 Position Summary: Under the supervision of the Education Director, Family Worker will work with families for delivery of services to children and families. The Family Worker recruits, enrolls, and maintains case files for all the assigned children and families at the assigned center. They assess and assist families in education and empowerment. The Family Worker maintains children’s health records and works with the center staff and consultants in facilitating and coordinating assessments and referrals. Additionally, they will assist the Mental Health Specialist in obtaining required information concerning child and/or family. Responsibilities: • Responsible for recruiting and enrolling children as outlined in the Social Service Component Plan. • Manages a caseload of 50 Providers. • Enrolls children ensuring that all documents are in place in the child’s records. • Completes all parent forms necessary for the CACFP Nutrition Program. • Conducts home visits twice a year to each assigned family and on an as needed basis. • Ensures that parents are aware of available resources and makes appropriate referrals for children and families to and from other agencies. Follow-ups are required for services provided by internal/external agencies. • Monitors daily attendance of the children in the assigned center. • Provides supportive counseling.

• Identifies and assesses family and individual needs to address appropriate referrals and services. • Obtains resources and information for families on appropriate referrals as needed. • Collaborates with the Health/Nutrition/Safety Monitor Specialist on follow-ups. • Collects medical consents and copies of Medicaid cards and/or insurance policies. • Attends Family Service Unit team meetings/interdisciplinary team meetings. • Attends pre-service, in-service and other training as assigned. • Performs necessary duties to complete all job responsibilities. • Ensures the confidentiality of all information regarding children and parents. • Updates and maintains all records as required and necessary for the effective administration of the center and the development of the program. • Additional duties as assigned by the, Educational/Site Director, the Director of Family Services, and the Deputy Director of Early Childhood Education. Qualifications:  At minimum, documentation of enrollment to an accredited college or university, taking courses to obtain an Associate’s Degree in Early Childhood Education or related field; or a Child Development Associate credential (CDA); or documentation of enrollment in a CDA credential program that will be completed in two years.  One years’ experience working with pre-school age children preferred.  Successful Personal Employment Tracking System (PETS) and State Central Registry (SCR) clearances required.  Child Abuse and Maltreatment training certification.  Infectious Disease Control training certification required.  Foundations in Health and Safety training required.  Demonstrated knowledge of Head Start Performance Standards preferred, but not required.  A dedicated work ethic combined with excellent organizational ability and interpersonal skills.  Good computer skills and writing ability.  Demonstrated ability to perform multiple tasks effectively in a fast-paced, challenging, and constantly changing environment.  A strong desire to help improve the lives of the residents in the East Harlem community.  Bilingual (English/Spanish) a plus. The Administrative Assistant will provide and support all administrative services for the Community Partnership Program (CPP). Responsibilities: • Answer and direct all incoming phone calls for the program; take and relay messages when appropriate. • General administrative responsibilities including, but not limited to filing, copying, and faxing. • Prepare CPP meeting agenda, take attendance, prepare meeting minutes, and submit to CPP Director. • Support CPP Director in community outreach efforts. • Process purchase orders, expense reports, and billing reports. • Maintain program files and databases. • Additional duties as assigned by the CPP Director.
