THE VOICE FOR THE UK’S DISTRICT ENERGY SCHEMESFirstly as you will be aware I was unfortunatelyunwell for a few weeks in late April and into May,hence why this has turned into a Journal covering aperiod of two months. I am pleased to say that I amnow back on my feet and just suffering from theusual fatigue post illness.Ecobuild seems a long time ago now but as it iscovered by the period of this Journal I would justlike to thank again all members who exhibited andattended. I have prepared a comprehensivequestionnaire on both exhibitions and our AGM,which we advised we would circulate after Ecobuild, and that is with Chris for review and thenissue, so hopefully you will all shortly have that to provide feedback to us on how you want tosee the ukDEA takes these events forward. As you know we have put a lot of effort into bothecobuild and the AGM, and we want to make sure that this makes sense for the majority of themembers.Turning now to a couple of big recent issues, firstly a big thanks to those of you of attended ourHIU Round Table at DWF’s offices in London. It was really great to see so many of you attendand participate and a big thanks to DWF for what was a really splendid venue. As members willknow we subsequently circulated a detailed voting questionnaire and that allowed us tounderstand how you felt on a number of issues. Thanks to those members who responded tothat as well. Following this meeting as members will be aware BESA decided to hold an industryevent on the 9th May and Dave Culver attended on my behalf as this took place during the periodI was unwell. Dave reports that generally BESA appear to be going in a direction which willsupport what members were seeking and he is drafting a letter for me to send to BESA which willadvise what our members want to see, and that we felt from the 9th that the direction of travelwas correct but that we will keep monitoring progress to ensure this produces the outcome ourmembers are seeking.The second big issue is the publishing by the CMA of their long awaited report. As per the mailsfrom Chris we have an extension to make our response until the end of the first week in Juneand I am meeting the CMA on the 29th May. Clearly there are some major proposal they areconsidering so I am keen we are fully engaged in this process.That leaves me to finish off with a big welcome to all our new members and look forward tocatching up with many of you at events over the coming weeks and months. ! 3

Updated ConsultationsNon-domestic smart metering: policyproposals and draft legal textPublished 31 August 2017 Last updated 27 March 2018 —see all updatesStakeholder views were invited on a package of measures designed to give non-domesticconsumers access to the full benefits of smart meters, while at the same time recognising thediverse nature of these energy users and the need for proportionate regulation. As a result ofthis consultation and responses received we are making changes to the energy supply licenceconditions, Data Communications Company (DCC) licence and Smart Energy Code toimplement the following measures:• energy suppliers to non-domestic premises will be required to use the DCC for theoperation of SMETS2 meters. Most non-domestic energy suppliers will therefore berequired to become DCC Users by 31 August 2018. This requirement will not apply toenergy suppliers who specialise in supplying larger businesses with mostly high-energyconsuming sites, and that have only advanced meters and no SMETS2 meters withintheir portfolio. Open ConsultationsProposals regarding setting standards forsmart appliancesThe Smart Systems and Flexibility Plan, publishedJuly 2017, stated that BEIS would consult onsetting standards for smart appliances, based onthe principles of interoperability, data protection,grid- and cyber-security. BEIS NewsHeat Networks Investment Project to Launch in the Autumn.The Government’s £320 million Heat Networks Investment Project (HNIP) is set to startreceiving applications in the autumn, following cross-government approval on the design anddelivery of the main scheme. The first year of funding decisions is expected to be made byMarch 2019.Following the successful allocation of £24m to 9 projects in the pilot scheme, this latestdevelopment marks a further step forward in the government’s delivery of the Clean GrowthStrategy.Distributing heat through insulated pipes from a central source to a variety of differentcustomers, heat networks will not only contribute to reducing the UK’s carbon emissions, butcould also result in reduced heating costs for consumers.As outlined in the Clean Growth Strategy, they provide a unique opportunity to exploit largerscale renewable and recoverable heat sources and will play a vital role in the long termdecarbonisation of heating.The government investment for HNIP project was announced in the Spring Budget 2015 and isdesigned to expand the UK heat networks market by offering grants and loans to both publicand private sector companies and organisations in England and Wales, for networks serving twoor more buildings.Following the recent government approval of the scheme, BEIS has now published moredetailed information about the scheme set to launch in autumn, along with several evaluationreports:• HNIP Scheme Overview document - a summary of the main features of the HNIP scheme• Evaluation of the Heat Networks Investment Project: Pilot Process Report• Evaluation of the Heat Networks Delivery Unit• Estimating the cost reduction impact of the HNIP on future heat networks, (Carbon Trust)• Learning from the HNIP PilotFor further information on heat networkssee: https://www.gov.uk/government/publications/what-is-a-heat-networkMarch 2018 editions of Energy Trends and Energy Prices published.Energy Trends and Energy Prices publications were published on 29 March 2018 by theDepartment for Business, Energy and Industrial Strategy. Government delivers on manifesto pledge with £6 billion package tohelp end fuel poverty and drive innovation in energy efficiencyNearly a million more low-income households are set to benefit from innovative energy savingmeasures under new plans outlined today by the Minister for Energy and Clean Growth ClairePerry, as part of the Clean Growth Strategy.A consultation has been launched to focus Energy Company Obligation (ECO), the government’sflagship energy efficiency scheme to tackle fuel poverty and reduce carbon emissions byproviding energy efficiency upgrades and heating measures - entirely on low income households.Currently only 70% of beneficiaries are from low income families. CMA Market UpdateAs many Members will be aware on the 10th May the CMA(Competition and Markets Authority) published their initialfindings from their market investigation study. The goodnews for the sector is that they do not intend to carry out aMarket Investigation Reference as “No representationswere made to the CMA within the specified period to theeffect that a reference under section 131 of the Act shouldbe made in relation to the matters specified in the marketstudy notice”This is good news as this would have meant a much deeper dive by the CMA into the sector withsome potentially serious and unknown consequences which it is likely would damage marketconfidence. However, they did find from their research that that there are concerns with thesector.Based on these concerns and thoughts on how they should address these issues, within theirreport they have identified five preliminary recommendations on which they seek feedback fromstakeholders. These are detailed with an overview of the concerns in the attached InformationNote. They have also asked a further 19 consultation questions which are also detailed.We intend to respond to these recommendations and consultation questions. The currentdeadline is the 30th May and the Chairman has been invited to a session on the 24th May.Unfortunately as Members will be aware he has been off sick for some time and is only nowreturning to work and will be unable to make the meeting on the 24th and has asked for this to berescheduled and for a period of grace to be allowed for the ukDEA’s response. Recent projects incorporating Armstrong equipment include the Blackburn Meadows biomass-based district heating scheme in Sheffield, which generates heat and energy from waste wood.
