This specifically relates to football and boys and girls basketball. II. SUPERVISION of REGION ACTIVITIES, TOURNAMENTS and MEETS Any school hosting a region tournament, dual competition or activity is responsible for providing adequate administrative supervision of the activity. Although it is the responsibility of the chairperson of each individual activity to see that region tournaments and meets are planned and well organized, it is the responsibility of the host school to provide adequate general supervision for the activity. If the host school is not the school of the chairperson, there should be a clear understanding between the activity chairperson and the host principal regarding the activity. In any case, the host school must provide general supervision for activities taking place in that school. Region Chairs will not be compensated for time associated with administrative supervision for their region activity assignment. Visiting Administrators are to check in with the host school administration. III. ACCOMMODATIONS for VISITING TEAMS All dressing room facilities must be left in a clean and orderly manner. Visiting teams must bring their own towels. The visiting head coach will check facilities prior to departure of the visiting team. If a head coach receives a key to dressing room facilities from the home school, the key should be returned to the home school or Athletic Director Security of personal items is the responsibility of the visiting team. Facilities will not be available for visiting teams other than locker rooms and playing facilities. Visiting teams should leave the facility immediately after competition. IV. OFFICIALS Any misconduct of officials, including failure to show or tardiness, is to be reported to the home school’s AD/Administration. A detailed report including names and improper conduct shall be submitted in writing to the Region IV Board of Managers, the UHSAA office, and the arbiter involved. The host school should show the referees where the dressing rooms are located. The UHSAA Official Pay Agreements can be found at htt;:// www.uhsaa.org/officials/payscale.pdf V. ELIGIBILITY of PLAYERS (see UHSAA Handbook By-Laws Section 1) VI. SPORTSMANSHIP POLICIES (see UHSAA Handbook Administrative Policies and Guidelines #4) ● Sportsmanship Announcer Statement: To be read prior to every Region event ○ “Ladies and gentlemen, welcome to (home high school) for today/tonight’s athletic contest. We welcome our guests from (visiting high school) and wish all participants good luck in today’s/tonight’s game. Both schools are members of the Utah High School Activities Association and support the statewide

sportsmanship program ‘Raise-the-Bar’. Sportsmanship does matter, and we ask for your support in demonstrating respect for the game and all the participants by refraining from negative cheers, chants, or behavior. Do Rowdy Right!” ● Cheer and Spirit Groups ○ Cheerleaders must follow the National Safety Guidelines in order to qualify for catastrophic insurance coverage. ○ All spirit safety rules are to be followed during practices, games and performances. ○ Cheerleaders in uniform and accompanied by an advisor will be admitted to the game without charge ○ Cheerleaders may use hand held performance signs and pompoms at Region events. At football games, megaphones and a sign of a positive nature for the home teams to run through will be allowed. See chart of approved items and regulations on page 8. ○ Placement of the cheerleaders, drill team, and general student body is at the discretion of the host school. Cheerleaders should encourage good sportsmanship at all times. Cheerleaders should refrain from conducting cheers during foul shots and must break behind the basket during the entire game. Cheerleaders will refrain from participating in any “in your face gestures” directed at the opposing spectators and opposing cheer squads should not participate in competitive tumbling demonstrations. ○ Traveling cheerleaders/drill teams will be supervised by designated adult chaperones. ○ Only cheerleaders are allowed on the sideline, court or field for cheers, activities or demonstrations (no spectators) unless specifically sponsored by the host school administration. ○ Cheer squads and their advisor(s) must attend the UHSAA Safety Clinic in the spring prior to the new school year. Coaches are also encouraged to document stunt progression of each cheerleader. ○ Mascots will not display inappropriate movement nor will there be any physical confrontations or mock wrestling between opposing schools/mascots. Mascots will stay in the area of their own cheer squads. ○ For safety reasons, the host and visiting administrations will keep other students out of the space provided for cheerleaders. It is strongly recommended that cheerleaders store their gear in a secure and consolidated space behind their team’s benches. ○ Because academics are a priority, it is recommended that a cheerleader not be required to attend activities more than three times a week. ● PepBand and Spectator Conduct: ○ Unless as an approved participant in a host school's performance or promotion, no spectators will be allowed on the sidelines, field or floor during game time, quarters, or half-time, or pre-game. ○ Pep bands will be provided only by the host school (exceptions by mutual agreement). During basketball games, pep bands are to play during regulation time-outs, quarters and half time only. Advisors must be present at all times. ○ Drums are to be used only to play with the band, as part of an organized cheer. Drums are not to be used indiscriminately as noisemakers. ○ Students will not have their feet on the court during the game. ○ Jumping on bleachers is discouraged. ○ The throwing of any object, including confetti, torn paper scraps, crepe paper, toilet tissue, etc., is not allowed. ○ In the chart below, ONLY those items marked “Y” will be allowed as support items at UHSAA state tournaments and meets. Region IV schools follow these regulations during preseason, regular season, and in Region Tournaments. Sportsmanlike vocal cheering and support from all participants are always encouraged.

In the chart below, ONLY those items marked “YES” will be allowed as support items at UHSAA state tournaments and meets. It is recommended that schools follow these same regulations during regular season and region tournament play. Sportsmanlike vocal cheering and support from the team bench area are encouraged. One school flag, designated and controlled by school administration, will be allowed at Stat. Failure to Participate - (see UHSAA Handbook by-laws Article 7, Section 8: :Breach of Contract) VIII. ACTIVITY LIMITATIONS and ANNUAL MORATORIUMS - (see UHSAA Handbook By-Laws Article 2) IX. STATE PLAYOFF PROCEDURES The Utah High School Activities Association (UHSAA) will determine seeds into state tournaments differently in the coming years for the traditional team sports of baseball, basketball, football, lacrosse, soccer, softball and volleyball. Since 2019, the UHSAA uses RPI to seed teams in the postseason. The RPI score will be operated by MaxPreps and will be based on three distinct categories - 40% of the score will be based off of a team’s winning percentage, 40% will be based off of an opponents winning percentage, and 20% will be based off of an opponents’ opponents’ winning percentage. The algorithm will then create an index score that can be ranked to determine a state tournament field. More information can be found by visiting the UHSAA official website. X. REGION CHAMPIONSHIP

In the event that a region champion cannot be determined through regular season play because of “no contests” in region play, the region champion will be determined by the Board of Managers based on overall RPI, and region win/loss records at the end of the regular season. If a team or individual has participated in fewer than four varsity tournaments during the current academic year, then win-loss records from previous academic years and/or novice competition during the current academic year may also be taken into account. c. The value intended to be achieved by this Policy is a fair seeding. A “one-seed” should be a school’s strongest team or individual. d. A “two-seed” should be a school’s second strongest team or individual, and so on. Sandbagging - or intentionally giving a stronger team or individual a weaker seed is considered cheating. e. If a coach believes that won-loss records do not fairly represent the respective strength of a school’s teams or individuals, the coach may request a variance from this procedure at the Region Pairing Meeting. All questions and challenges concerning seeding must be resolved at the Region Pairing Meeting. f. Pairings will set to achieve the following values, in order of importance: i. Teams and individuals will be matched to best allow each school to compete against each other school in the region in each event. iv. To the extent possible, pairings should be set to protect the higher seeded teams and individuals. g. Individual Events Paring: Up to four (4) preliminary rounds of each event will be held. Random Pairing will be used for each round. Students from the same school may not compete in the same panel unless this would result in an unfair paneling. Scores in each panel will be truncated to the size of the smallest panel. (For example, in a round consisting of two (2) panels of four (4) contestants and one panel of three (3) contestants, a contestant receiving a score of four (4) will have their score truncated to a three (3). h. Priority will be enforced among schools for Presiding Officer (meaning no school may have a second presiding officer until every school has either had or declined the opportunity to have a Presiding Officer) xi. One (1) judge from each participating school will be used. Each judge must mudge the entire round. Judges must rank SC participants in order of merit. A score of one (1) denotes first place; a score of two (2) denotes second place; and so forth. The last place participant should receive a score equal to the total number of actual participants. xii. An obstructionist may not be removed without approval of the tabulation room. 7. Calculating Sweepstakes Points: The Region IV Tournament will use the quartile system to determine sweepstakes standing as follows: a. At the Region Paring Meeting the total number of entries in each event will be calculated and the result divided by four (4) to determine the number of contestants to be assigned to each quartile. If rounding is necessary higher quartiles must be assigned larger numbers than lower quartiles; provided, however, that no quartile may be more than one number higher or lower than any other quartile.

b. At the Region IV Tournament, entries must be assigned to a quartile based upon merit, with the best contestants assigned to the highest possible quartile. Contestants with identical records or placings may not be assigned to different quartiles, and the number of contestants assigned to each quartile may not be modified from the numbers set according to Policy 7.a.. Policy 7.c. provides the only exception to this rule. c. Entries in any event that drop after the close of the Region Paring Meeting are awarded last place (or a tie for last place if there is more than one) in their respective event and must be assigned to the fourth quartile and earn zero sweepstakes points. If there are more entries that drop in any event than there are places in the fourth quartile for that event. The fourth quartile must be enlarged to accommodate all dropped entries. In such case, the additional places in the fourth quartile must be taken from the third quartile (if possible), then the second quartile and finally the first quartile. d. In all events except for SC, if a tie prevents the required quartile assignments, an additional round or rounds consisting of only contestants for which ties must be broken shall be held until contestants may be assigned to quartiles as set forth in Policy 7.a This tiebreaker procedure applies only for purposes of sweepstakes calculations. It does not apply to ties in individual rankings, which must be determined based upon standings after the completion of the originally scheduled rounds. e. In SC, if a tie prevents the required quartile assignments, the tie will be broken according to the following criteria in order: i. Eliminating the placement ranking received by each tied contestant from the judge representing the contestant’s own school. ii. Eliminating the highest and lowest ranking received by each tied contestant, and calculating the rankings from all other judges. iii. Remaining ties will be broken via a mini-round in which each tied contestant is permitted to give one (1) 3-minute speech, followed by a 2-minute question period in which only the other tied contestants are permitted to ask questions. The bill for this tie-breaker must be randomly selected at the Region Pairing MEeting and may not have been previously used at the Region IV Tournament. f. Entries in CS and PF whall be scored as follows: i. Quartile 1 = Superior, and receives ten (10) points. ii. Quartile 2 = Excellent, and received six (6) points. iii. Quartile 3 = Good, and receives two (2) points. iv. Quartile 4 = Fair, and receives zero (0) points. g. Entries in LD, SC, OO, NX, FX, and IM shall be scored as follows: i. Quartile 1 = Superior, and receives five (5) points. ii. Quartile 2 = Excellent, and receives three (3) points. iii. Quartile 3 = Good, and receives on (1) point. iv. Quartile 4 = Fair, and receives zero (0) points. 8. State Qualification: Contestants qualify for the 6A State Tournament as set forth in the applicable UHSAA Policies and Guidelines. In the event of a tie for the final qualification slot, the tie will not be broken, and all participants tied for the last slot will qualify for the 6A State Tournament. 9. Judging Requirements: The number of judges each school is required to provide will be determined at the Region Pairing Meeting, and will be based on the total number of entries from each school in each event. Each school must provide a minimum of: a. One judge for every two (2) CS entries or fraction thereof. b. One judge for every three (3) PF and LD entries or fraction thereof, c. One judge for every four (4) OO, NX, FX, and IM entries or fraction thereof. d. One judge for SC, if a school has any entries in this event. “A school that fails to meet its judging requirement by the deadline specified by a vote of the coaches at the Region Pairing Meeting will be required to drop the number of entries necessary to match the number of judges they have registered by the deadline. If a judge drops after this deadline, and is not replaced before the start of the Region IV tournament, the judge’s school will be required to make any drops necessary to match the number of judges they actually provide. Each judge must have graduated from high school at least two years prior to the academic year in which the Region IV Debate Tournament is held. ANy exception to this policy may be approved by a majority vote of the coaches of the schools participation in the Region IV Debate Tournament. 10. Judge’s Conduct: a. If all golfers finish at least 9 holes before inclement weather stops play, that will be considered a region tournament and the 9-hole scores will be considered a complete tournament. If a match is cancelled due to weather, how or if the match will be scored will be determined by majority vote of the coaches. If necessary, especially late in the season, a JV match will be used to replace a cancelled varsity match. In the event that the final 18-hole region tournament is affected by weather, there may not be a makeup due to time constraints. 6. Each school has the option to play a maximum of 16 games for both Varsity and Junior Varsity as per instruction in the UHSAA Handbook. This total does not include playoff games. It was requested that region games be changed from playing schools twice to once. Many of the coaches feel that this would provide greater flexibility within the season to play a wider variety of teams who have a variety of skills. 3. The other request would be to have two days rest between games. This may be accomplished by having a Mon/Thurs or a Tues/Fri game situation. Not sure if this is feasible with when soccer has their games scheduled. 4. Preseason non-league games are to be scheduled as the schedule permits per UHSAA ruling if game limitation is changed. 5. Varsity and Junior Varsity games will be played on the same day, at the same site. 6.
