RCRA Training

Course OverviewThe RCRA sets forth an approach for handling the volumes of waste generatedin the United States each year. Based on the authority granted by RCRASubtitle C, EPA developed regulations for the cradle-to-grave management ofhazardous waste. Persons who produce hazardous waste, called hazardouswaste generators, are the first link in this cradle-to-grave system. The RCRAregulations establish basic hazardous waste management standards forgenerators.The generator regulations ensure that hazardous waste is appropriatelyidentified and handled safely to protect human health and the environment,while minimizing interference with daily business operations. RCRA training(initial and refresher) is required for generators of hazardous wastes. A solidfoundation in the generator regulations is critical to a thorough understandingof the regulations governing the management of hazardous waste from themoment it is produced, or the point of generation, through final disposition.

Course DescriptionIn compliance with U.S. EPA regulations, this Resource Conservation andRecovery Act (RCRA) training is for individuals who deal with or managehazardous waste. This training must be provided for these employees at thestart of their job and on an annual basis. This includes supervisors, hazardouswaste generators, environmental compliance professionals, hazardous wastespecialists, etc.The RCRA regulations establish a comprehensive hazardous wastemanagement system under the authority of RCRA Subtitle C. RCRA regulateshazardous waste from its point of generation through its point of finaldisposal. Hazardous waste generators must undergo RCRA training and arethe first link in the cradle-to-grave hazardous waste management system.Pursuant to the authority granted by RCRA §3002(a), EPA has developedgenerator standards that address on-site accumulation of hazardous waste,cradle-to-grave tracking (manifest system), labeling, and recordkeeping andreporting requirements. These standards are found in 40 CFR Part 262.

RCRA Hazardous Waste Accumulation Time LimitsPursuant to §262.34(a), an LQG is allowed to accumulate RCRA hazardouswaste on site for up to 90 days in specified units without obtaining a storagepermit or interim status, provided he or she complies with Part 265management standards for specific units as specified in §262.34. (It isimportant to note, however, that generators that accept waste from othergenerators or from off-site locations are owners or operators of storage facilitiessubject to Parts 264 and 265.)An SQG may accumulate up to 6,000 kg of hazardous waste for 180 days or lesswithout a storage permit or interim status if he or she complies with themodified standards in §262.34(d). If the TSDF is 200 miles or more away, thegenerator may accumulate hazardous waste for 270 days or less (§262.34(e)).Note that these extended time limits only apply to SQGs accumulating waste intanks or containers. SQGs who accumulate waste in containment buildings or ondrip pads are subject to the accumulation standards for LQGs.
