Proposed Professional Training Program on CFM for Sustainable Landscape Restoration 12 May – 10 August 2022 Program Overview Background Bangladesh Forest Department (BFD) has initiated the Sustainable Forests & Livelihoods (SUFAL) Project with an intent to improve collaborative forest management and increase access to alternative income generation activities for forest-dependent communities in targeted sites. This can be achieved by: (i) improving public sector management of forest resources and increasing participation of communities in forest conservation and restoration and, (ii) reducing direct dependence and exploitation of forest resources by offering alternative livelihood sources to dependent communities and improving the enabling environment for trees outside forests. The project is implementing a number of activities grouped under four components. Component 1 (Strengthening Institutions, Information Systems and Training) focusses on improving organizational capacity, administrative and operational procedures, research and information systems and, infrastructure that will enable implementation of other components of the project, and, have wider positive impacts across BFD that last well beyond the project. Whereas Component 2 (Strengthening Collaborative Forests and Protected Areas Management) will finance restoration and afforestation through CFM which will give forest dependent communities a stake in the management of forests and Protected Areas. With the alignment of component 1 & 2, this training program, hence, has been planned from the SUFAL project with focus on transfer of knowledge, attitude, skill and efficiency (KASE) among the Forestry Officials of Bangladesh in the area of CFM and its implication for landscape restoration. The three (03) months professional training program on “Collaborative Forest Management (CFM) for Sustainable Landscape Restoration” is equipped with classroom sessions, exposure visits and research studies for the SUFAL project officials and will be implemented by AIT Extension (AITX) of the Asian Institute of Technology (AIT) based in Thailand during 12 May – 10 August 2022. The program will be held at AIT Main Campus in Pathumthani and relevant filed visits will be conducted in nearby provinces. Course Objective and Learning Outcomes This training program has been designed to upgrade the forestry officials in their institutional and managerial capacity development on institutionalizing CFM activities, restoration of degraded forests, coastal green belt and field infrastructure, increasing access to alternative income generating activities through CFM based restoration program and achieve sustainability. By the end of this three months training program and research study, participants will have improved knowledge, skills and understanding on the following key areas: • Sustaining forest landscapes through local partnerships • Combatting hunger and climate change through CFM • Empowering local communities to become effective and environmentally conscious natural resource-based entrepreneurs • Site-specific management planning for the activities on livelihoods diversification • Establishment of an institutional framework and rules for CFM • Identification of policy and regulatory measures to strengthen collaboration with communities in different ecosystems • Identification of the most forest dependent communities where the restoration project is able to develop CFM committees • Extent of degradation and suitability for restoration 3|Page

Proposed Professional Training Program on CFM for Sustainable Landscape Restoration 12 May – 10 August 2022 • Feasibility of community participation in afforestation/reforestation program • Restoration and protection of natural habitats for the alleviation of human-wildlife conflict Program Content and Delivery This is a demand-driven program designed for practitioners and professionals engaged in the Forestry sector. The focus of this overseas training program will be towards experiential learning that covers sharing of experiences combining study and exposure visits along with technical input sessions. Content of this professional training program will cover 06-07 Modules, each with a duration of 01-02 Weeks. Each week will consist of approximatley 30 hours of work including technical input sessions, individual studies, assignments, group research/work, field/organization visits, and presentations. The overall course contents have been proposed under five key modules (Figure 3-1) as specified below. Proposed Professional Training Program on CFM for Sustainable Landscape Restoration 12 May – 10 August 2022 Module-3: Sociocultural, political, and environmental aspects of restoration • Effective forest restoration practices and approaches • Economical and social aspect of forest restoration • Cultural aspect of forest restoration • Environmental aspect of forest restoration • Responding conflict and negotiation • Potential stakeholders in CFM and degree of collaboration among the stakeholders in terms of leadership, authority, responsibility, control, benefits, etc. Module duration: 45-60 hours of Work, including technical input sessions, exposure visits, self-study Module-4: Special Research Study • Coordinated as Individual or Group • Guided by Course Coordinators/Resource Persons • Research design and development • Topics include different aspect of Collaborative Forest Management and Forest Restoration Module duration: 45-60 hours of Work, including self-study, report preparation, and presentation Module-5: Climate smart forest restoration and sustainability • Drivers of deforestation and forest degradation • Climate change perspective and forest restoration • Sustainable land management measures (selection and implementation) • Integrated FLR • Land use modelling and land use plan development • Watershed management focusing on hill forest restoration through Collaborative- management practices • Developing sustainable livelihoods Module duration: 45-60 hours of Work, including technical input sessions, exposure visits, self-study Module-6: Restoration planning, measures, management, and monitoring • Necessity of policy and legal support for CFM for sustainable restoration program • Successful cases of CFM practiced in different countries so far and challenges encountered including analysis of impacts on overall forest management, forest resource structure and environment. • Planning and choices of effective site-specific restoration strategy • Collaborative-management strategy and measures/practices for forest restoration o Feasibility Analysis o Institutional Analysis o Policy Analysis o Stakeholder Analysis o Conflict Analysis o Resource Assessment o Slope o Aspect o Level o Degradation o Choice of Species 5|Page AIT Extension Prefers to reduce paper use through sharing electronic files

Proposed Professional Training Program on CFM for Sustainable Landscape Restoration 12 May – 10 August 2022 • Restoration measures and management in low hill, high hill, valley (plane land) and in coast • Monitoring and evaluation Module duration: 45-60 hours of Work, including technical input sessions, exposure visits, self-study Module-7: Integration and way forward • Group Work or Individual Work facilitated by Course Coordinators and Faculty Members • Bring back all KLPs (key learning points), analysis (technical, institutional/stakeholder, financial etc.) and discuss as Group • Come up and prepare an Empirical Model of CFM for Sustainable Landscape Restoration, which is applicable for Bangladesh. • Report Preparation and Presentation. Module duration: 45-60 hours of Work. Mode of Delivery Classroom sessions conducted by experts/practitioners The program delivery methodology will be based on adult learning principles, with an experiential approach Discussion and case studies designed to achieve the program objectives. The program will use a variety of training methods, Hands-on activities and demonstration combining interactive lectures with a balance of participatory learning techniques such as small group Study/exposure visits to relevant labs and discussion, brainstorming, demonstration, observation, organizations and pre & post-test. Program Schedule The Course Introduction (Module-1) will be delivered in week 01 upon participants’ arrival to provide them the overview of the program contents and delivery and a pre-assessment study will be conducted to reveal/ascertain potential knowledge gaps. The gap assessment will facilitate the program re-design where appropriate. The second and third modules are expected to be delivered in next 04-weeks of time including classroom sessions, study visits, and assessments. The week 06 will be spent on research guidance so that participants can relate their research framework with the learnings from technical teaching of other modules. Like module 2&3, module 5&6 will be delivered between weeks 07-10. The last 03 weeks will be dedicatedly allocated for the Integration and Way Forward that will include key learning project work on collaborative forest restoration modeling applicable for Bangladesh; the research guidance will be provided throughout the program delivery time (Table 3-1). A weekly program schedule will be planned and shared on the training modules.
