THE PRESIDENT’s REPORT PRESIDENT’s REPORT #004: Standing Committees, CBA Re-Nego, & COVID Assistance Series of 2021 | 08 JULY 2021 Dear Fellow Faculty Members: I pray that you and your loved ones remain in good health. In the spirit of inclusivity and improved collaboration, two months ago I invited our USTFU members to be part of the five (5) Standing Committees (Membership; Grievance; Labor Education & Research; Welfare; and Collective Bargaining). Our Constitution and By-Laws (CBL) empowers the President to appoint committee members subject to the concurrence of the Board. To ensure that the applicants will fit in the committees, I also required them to submit their curriculum vitae showing their credentials and experience related to the committee work and the expected skills that were identified previously. These requirements were also communicated to the general membership. I thoroughly examined the credentials of the thirteen (13) applicants. I have no doubt and I am proud and happy to state that they can contribute so much to the standing committees. With all humility I can even say that their skills and experiences dwarf the credentials of many of us in the Board – myself included. Thus, I appointed them as volunteer-members with the prayer that the regular members who are elected officers and directors will welcome them, or at least some of them, in the committees. In the June 30, 2021 Regular Board Meeting, unfortunately, ALL the thirteen (13) applicants were turned down via the twelve (12) NO votes as against the nine (9) YES votes. Attached to this is the detailed breakdown of the voting and the list of the members of the Standing Committees. USTFU from the rubbles it has become these past years. After all, the UNION is owned by the members and not a franchise given to the elected officers of USTFU. But sadly, the majority thought otherwise. Thus, I am constrained, following the dictates of the CBL, which I swore to adhere, to accept the verdict of the majority. The majority of the USTFU Board of Officers and Directors have also decided to appoint the members of the USTFU-CBA Panel for the Re-Negotiation of the last two years of the 2016-2021 Collective Bargaining Agreement. George Y. Chao, Jr., MSc Asst. Prof. Stephen Querico A. Buñi, MFA Jr. Librarian Kristi Ma. Fevie V. Macasaet-Recinto USTFU has communicated to the Office of the Vice-Rector for Academic Affairs the constitution of the USTFU-CBA Panel for the re-negotiation and preparations are underway. It is the hope of the leadership that the new panel can improve the current status of the CBA in terms of the economic benefits of the faculty members. In the interest of our members, as President of the UNION, I will forward recommendations to the Collective Bargaining Committee and to the members of the Panel points that can be considered in the re-negotiation. In a more positive note, I am pleased to inform the members of the UNION that your USTFU Board of Officers and Directors has overwhelmingly approved the proposal of the USTFU Hospitalization and Medical Benefits Committee to provide financial assistance to UNION members who contracted COVID-19 with severe symptoms and required hospital confinement that resulted in the depletion of their Php 100,000 hospitalization benefit. Since resources are limited, USTFU hopes that this assistance program can somehow ease the financial and emotional burden of our fellow teachers who were gravely affected by this dreadful disease. The program will be subjected to legal review prior to its full implementation. Rest assured that the Hospitalization Committee shall inform the members as soon as it is free of any legal impediments. The Hospitalization Committee has secured the tentative list of possible beneficiaries; however, the names cannot be disclosed due to the moral and legal requirements of data privacy and patient confidentiality. APPROVED DRAFT OF THE USTFU COVID-19 FINANCIAL ASSISTANCE PROGRAM (FOR LEGAL REVIEW) BOARD RESOLUTION No. ______ (FINANCIAL ASSISTANCE FOR SEVERE & CRITICAL COVID-19 PATIENTS) The undersigned members of the Board of Directors of the UNIVERSITY OF SANTO TOMAS FACULTY UNION hereby resolve to adopt the following Board Resolution, to wit: WHEREAS, in March 2020, the World Health Organization declared COVID-19 a pandemic. This is a public emergency that has brought many challenges in our lives and livelihoods. According to Chen, Covid 19 is a highly contagious disease brought about by the novel coronavirus SARS-CoV-2 that has resulted in significant morbidity and mortality in a proportion of patients. Over a year later, nearly 130 million individuals were infected with nearly three million mortality cases(Coronavirus Resource Center, 2021). In the Philippines, from January 3, 2020, to June 2021, there have been 1,322,053 confirmed cases of COVID-19 with 22,845 deaths (World Health Organization). WHEREAS, For the last 16 months from the announcement of a global pandemic some faculty members of the University of Santo Tomas contracted the disease and have been hospitalized. The disease did not only affect their physical and emotional well-being but also the financial burden within their family. The medical benefit is not enough to sustain the hospitalization and medical needs of those who experienced severe to critical Covid-19 cases. Patients who fall under the category of severe and critical patients will receive doses of medications, special procedures, and high flow oxygenation that would lead to intubation, thus will prolong their hospitalization. NOW THEREFORE, the Board hereby RESOLVES to provide financial assistance to USTFU members who have been diagnosed with SEVERE and/or CRITICAL COVID-19. RESOLVED FURTHER, that the qualified beneficiaries are as follows: a) must be a tenured faculty member or a faculty member with a probationary status who has served the University for at least one academic year on the day of the application. b) faculty members who contracted COVID-19 from July 2020 to the present. c) applicants for financial assistance must have EXCEEDED the amount of their hospitalization benefit, i.e.: For Full Load: Php 100,000.00 For Part-Time: Php 50,000.00 RESOLVED FURTHER, that the qualified beneficiary must ssubmit the following documents to the USTFU Secretariat who is hereby directed to facilitate and process all applications for financial assistance: A. Medical Certificate or a Medical Abstract *The DISCHARGE DIAGNOSIS must be SEVERE or CRITICAL COVID-19 and must be written in the PhilHealth Form classified as Severe to Critical Covid Case. C. Official Receipt from the hospital of confinement. (If the official receipt has been submitted to USTFU for reimbursement purposes, a photocopy of the official receipt will be accepted for verification purposes) RESOLVED FURTHER, that the maximum amount of the Financial Assistance shall be Twenty-Five Thousand Pesos (Php. 25,000.00) per beneficiary which will also be on a one-time basis claim per faculty. RESOLVED FURTHER, that the Board hereby approves the release of the amount of Three Hundred Thousand Pesos (Php. 300,000.00) from the USTFU General Fund which amount shall be utilized for this program. RESOLVED FINALLY, “that the aforementioned representatives be furnished a copy of this resolution for their proper guidance and implementation.\" Done this ___________ 2021 in the City of Manila,Philippines.
