Message of the Regional Director For 2019, DILG-NCR remained steadfast in providing matino, mahusay, at maaasahang service to its stakeholders. As the young generation says it, this report is a reflection of our efforts #ParaSaBayan, which we would like to trend and inspire others. This year, to emphasize our drive to rehabilitate the Manila Bay, we initiated the Adopt Filrezam Creek program, together with the City Government of Valenzuela, Barangay Canumay West, and its residents. We have forged an agreement to clean-up, rehabilitate and preserve Filrezam Creek, a 500- meter waterway tributary of the Tullahan River - one of the major river systems north of Manila connected to the Manila Bay. A modern-day bayanihan that would show the importance of convergence in our objective for our environment, which we all have a stake in. In 2019, we also met with our new mayors, NCR’s Magnificent 7, as tagged by top cabinet officials. We also guided other newly-elected officials in a series of capability trainings to help them in fulfilling their roles and responsibilities to their constituents. We also witnessed an increase in the number of Seal of Good Local Governance (SGLG) awardees. Caloocan City, Mandaluyong City, Pasay City, Quezon City, Malabon City, Navotas City, San Juan City, and Muntinlupa City are among the 380 LGUs that passed the Department’s most coveted award. iCnOtrRoeduced to NCR The DILG–NCR, under the guidance of the DILG Center for Federalism and Constitutional Reform (CFCR), conducted the first leg of the National Advocacy Campaign for Constitutional Reform last October. Attended by representatives from select civil society organizations (CSOs), the activity entitled “Civil Society Organizations (CSOs) Coalition Building” aimed to establish formal linkages with CSOs and to educate them in the concept of federalism and constitutional reform. The DILG-CFCR shifted gears from Transition to Federalism Campaign to Constitutional Reform (CoRe), citing that amend- ments in the 1987 Philippine Constitution are needed to instill change in the country’s institutions. Constitutional Reform Pillars Former Secretary and CFCR key official Gary Olivar explained why CSOs should champion the said campaign following the four pillars of CORe. 1. The Capacitating Urban Communities for Peace and Development or CUCPD takes off from the Retooled Community Support Program (RCSP) which is tailored for urban communities in NCR. The program aims to empower the grassroots in addressing peace and development concerns by providing necessary government services and interventions.
