DILG-NCR’s top officials received their Career CE Executive Service (CES) rank adjustments, after President Rodrigo Duterte signed 169 CESO rank appointments last January 4. CES is the third or managerial level in the career positions in the Philippine civil service which was created to form a continuing pool of professional career administrators. DILG-NCR Regional Director Maria Lourdes Agustin, DILG Malabon City Director Emmanuel Borromeo, DILG Manila City Director Atty. As part of the efforts for capacity building of personnel 5S and promoting efficiency in the workplace in line with the Quality Management System, DILG-NCR held a training for workplace organization. The training entitled “Improving Workplace Productivity and Morale through 5S” was attended by key DILG-NCR personnel from its 17 field offices and its regional office focused on the 5S methodology for organization. 5S stands for five Japanese words – Seiri (sort), Seiton (systematize), Seiso (shine), Seiketsu (standardize) and Shitsuke (sustain). It is a structured program for organization, cleanliness and standardization. It aims to achieve a healthy, productive, and comfortable work environment through optimized use of resources. S Optimizing Productivity in the Workplace Through 5S Annual Report 2018 - No Grit, No Pearl

DILG-NCR was awarded the ISO 9001:2015 certification last QM January 31, 2019 by the AJA Registrars, an independent third party certification body. AJA Registrars scrutinized documents and conducted interviews with process owners in the regional and 16 field offices to check the consistency of DILG-NCR’s Quality Management System (QMS) with international standards. The ISO is an international standard setting body composed of representatives from various national standards organizations that helps increase productivity, minimize errors, and enhance customer satisfaction. DILG-NCR’s ISO 9001:2015 certification is in line with Executive Order No. 605, which pushes for a government-wide quality management program. 63 processes were enrolled by DILG-NCR in its QMS for its core and support services, which the region aims to continually improve for efficient client management and strengthened internal organizational capacity. DILG-NCR’s QMS Secretariat, headed by LGOO VI Adrian Lopez led the preparations and implementation of the QMS in the region. For 2019, different activities have already been lined up to ensure continuous effective implementation of the QMS, particularly on results-based monitoring and evaluation. DILG-NCR was cited in 2017 by the DILG Central Office, for being the first regional office to develop its quality manuals and implement the QMS.
