Message of the Regional Director It is my delight to present to you the 2018 Annual Report of DILG-NCR. 2018 marks the 30th anniversary of our region - a region that was created to help rebuild the nation’s capital after the Martial Law. A commitment to the nation that we continue to fulfill after three decades. It is awe-inspiring to see how Metro Manila has changed, and with it our regional office. From a handful of Local Government Operations Officers that covered four cities and 13 municipalities, DILG-NCR now supervises 16 highly urbanized cities and one municipality - one of the most populous cosmopolitan in the world. From a mere 30 LGOOs in 1988, we have grown into a family of 204 personnel - together fulfilling the arduous task of pushing for development by creating spaces for innovations that will pave the way for good local governance. For 2018, we adopted the theme “No Grit, No Pearl” in line with the celebration of our third decade. In the creation of a precious stone like the pearl, grit is a neccessary element to create beauty. In DILG-NCR, this grit is our struggles and challenges that has shaped us in creating our pearl; the region that is a pacesetter in urban governance, responsive in leading localities in the nation’s capital. Our 2018 has been marked with ‘firsts’ in the region - from the International Peace and Order Summit, which created Maria Lourdes L. Agustin, CESO III Editorial Board a venue for dialogue between experts, advocates from the different parts of the globe and local functionaries for Regional Director peace and order in the country and in the ASEAN region. Annual Report 2018 - No Grit, No Pearl

Five local government units in the National Capital Region was awarded with the Seal of Good Local Governance for 2018. Caloocan, Malabon, Mandaluyong, Pasay, and Quezon City made it to the roster of 2018 SGLG passers. The SGLG is the highest award given by the Department to LGUs which exhibited excellence in local governance. It aims to inculcate good local governance among LGUs and give recognition to those which consistently strive to upscale services extended to their constituents. For 2018, the SGLG followed the “All-in principle” – LGUs need to meet all the requirements under 7 areas: Financial Administration, Disaster Preparedness, Social Protection, Peace and Order, Business Friendliness and Competitiveness, Environmental Management, and Tourism, Culture and the Arts. 10,794 elected Sangguniang Kabataan (SK) NCR officials underwent the SK Sangguniang Mandatory Training or SKMT, as provided under Republic Act 10742 or the SK Reform Act. The training is a requirement prior to assumption of office of SK officials. KMT aar bnaadi tan atioanrngy MTTogether with the National Youth Commission and local resource institutions, DILG- NCR through its 17 field offices, facilitated the training of newly elected youth leaders to help them in fulfilling their roles and responsibilities in their communities and to their fellow youth. A total of 18 learning resource institutions partnered with DILG-NCR for the SKMT: City of Malabon University, City University of Pasay, Development Academy of the Philippines, Dr. Filemon C. Aguilar Information Technology Training Institute, Dr. Filemon C. Aguilar Memorial College of Las Piñas, Navotas Polytechnic College, Pamantasan ng Lungsod ng Maynila, Pamantasan ng Lungsod ng Marikina, Pamantasan ng Lungsod ng Muntinlupa, Pamantasan ng Lungsod ng Pasig, Pamantasan ng Lungsod ng Valenzuela, Parañaque City College, Pateros Technical College, Taguig City University, Universidad de Manila, University of Caloocan City, University of Makati, and the University of the Philippines-Diliman National College of Public Administration and Governance. Modules on decentralization and local governance, History of the Sangguniang Kabataan and the SK Reform Act, meetings and resolutions, planning and budgeting, and the code of conduct for public officials under Republic Act 6713, were discussed in the training, which ran from May to June in NCR. AD Department of the Interior and Local Government - National Capital Region

Barangay at Pulisya D BPILG-NCR, together with the Philippine National Police successfully conducted the “Orientation on Barangay at Pulisya Laban sa Krimen (BPLK) Program” in the 17 local government units (LGUs). The program is in support of the administration’s thrust to strengthen the linkage between the Barangay and the Philippine National Police (PNP). BPLK aims to promote a community-based approach on preventing crimes, starting with the mobilization of barangay tanods as force multipliers to combat criminalities. The orientation included discussion on neighborhood watch, understanding criminality, crime prevention, role of the police and the community in crime prevention. BL Basic Life Support Training for DILG-NCR Personnel Department of the Interior and Local Government - National Capital Region

LS Atotal of 174 DILG-NCR technical and administrative personnel are now trained on Basic Life Support or BLS. Key officers from the Quezon City Disaster Risk Reduction and Management Office (QCDRRMO) discussed the concepts of first aid, common household emergencies, cardio pulmonary resuscitation (CPR), and use of Automated External Defibrillator, and facilitated a written and practical examination to build confidence of participants as responders. The BLS training is part of DILG-NCR’s Operationalizing Household Disaster Preparedness Program, which adopts a bottom-up approach in mainstreaming disaster preparedness, starting with DILG- NCR personnel, up to the LGUs through dialogues and contingency planning. During the Second Semester Synchronized Barangay Assembly, BLS- trained personnel led the conduct of a community education drive for barangays transected by the West Valley Fault and the distribution of the Gabay at Mapa para sa Listong Pamilyang Pilipino, a family guide to action before, during and after a disaster, as part of its preparedness program. Officers from the Bureau of Fire Protection-NCR Fire S led a series of trainings for DILG-NCR personnel on fire safety, particularly on the proper use of fire extinguishers. Held in April, the training is part of the efforts of the region in promoting safety in the workplace, and in support of the efforts of the Department on fire prevention. BFP-NCR officials discussed the types and sources of fire, and the different fire extinguishers that are suitable in putting out specific types of fires. A simulation exercise wrapped up each of the sessions to allow DILG-NCR personnel to have a hands-on on the proper use of fire extinguishers.
