Again, while many were satisfied on the barangay’s efforts on ensuring peace and security in urban poor communities, and curbing criminality including robbery, illegal drug use and trade, among others, some forty-two respondents were left undecided on the matter (Figure 80). There also is a positive reception towards the level of coordination with LGU and various government agencies in providing adequate livelihood opportunities and decent jobs for the urban poor (Fig. 84). For the analysis of the issues and concerns of the women’s sector, the project team looked at the existence of policies supporting the rights and welfare of women, the allocation and sufficiency of funds for gender and development initiatives, and the active participation of women in functional committees and units of the barangay. In general, respondents were happy and satisfied with the provision of service to the sector (Figure 88). Majority of the respondents were also satisfied as to the barangay’s initiatives on ensuring free and quality service for maternal, new-born, and child health and nutrition in the barangay (Fig. 98). The Competency Assessment Tool, consisting of 25 assessment questions, covered both concepts and applications of the community-based peacebuilding framework. Fifty-two percent or 13 of the questions are conceptual, whereas 48% or 12 are practical. The tool followed the multiple-choice format, in which the respondents had to select a preferred answer relevant to the six key domains of the community-based peacebuilding framework. These domains are Peace and Peacebuilding, Conflict, Conflict Prevention and Conflict Resolution, Violence, Communication, and Conflict Analysis and Peacebuilding Planning. Based on the average scores per domain, the fourth and fifth domains (Violence and Communication) emerged to have a higher level of familiarity among the 145 respondents. Reflecting on the results of the competency assessment, it is important for the Department of the Interior and Local Government-National Capital Region (DILG-NCR) to consider the following recommendations: (1) Develop a comprehensive CUCPD capacity development intervention plan, supported by a department policy, which will enhance the knowledge, skills, and attitude of CUCPD members and other key stakeholders. Annex 1. Survey Tool #ProjectBalangay: Engaging Communities on Peacebuilding through the CUCPD Barangay Task Force Situational Assessment of the Barangay-Level Socio-Economic Issues and Concerns as Baseline for Localizing Peacebuilding Efforts Based on the approved activity design, pre-identified barangays in the National Capital Region will be engaged in the conduct of Rapid Situational Assessment (RSA) which aims to i) identify and collate the socio-economic issues and concerns in the pre- identified barangays, and ii) identify points of convergence for peacebuilding among community stakeholders. The RSA will mainly utilize a questionnaire, referred to as RSA Tool, for the data collection. Considering that the key respondents are the members of the CUCPD Task Force, the population size stands at 1,216 as there are at least 19 task force members for each of the 198 pre-identified barangays. However, in view of the restrictions brought about by the current pandemic, it is proposed to limit the sample size to 293 respondents or 15 pre-identified communities/barangays.3 Written in English and Filipino, the RSA Tool is a questionnaire in a close-ended format.
