Award of Pride 2021 In 2021, the Government Housing Bank not only adapted to the Coronavirus Disease 2019 (COVID-19) pandemic situation and maintained excellent operational results and achieved the goals through the belief of “Good Result comes from Good Process”, alternatively, a good process yields good outcomes, and it was made possible by the collaboration of the Board of Directors and more than 5,000 executives and staff, but the positive results also enable the Bank to be recognized by several external organizations and received awards that guarantee the Bank’s achievements throughout the year 2021 as follows: 2021 State-Owned Enterprise Award (SOE Award) (Announced on January 31, 2021) State Enterprise Policy Office (SEPO), Ministry of Finance has bestowed six awards to the G H Bank, reflecting the Bank’s exceptional efficiency in operations and commitment to carrying out its purpose of “Enabling Thai people to have their own homes”, consisting of: 1. Outstanding Organizational Management Award (Outstanding), an award given to state-owned enterprises prioritizing the corporate management in good governance and corporate leadership, strategic planning, risk management and internal control, focus on stakeholders and customers, digital technology development, human capital management, knowledge and innovation management, as well as internal audit. Furthermore, the Thailand 4.0 strategy has been implemented to boost efficiency so that the company can manage and respond to changes effectively. 2. Outstanding Disclosure and Transparency Award, an award given to state-owned enterprises for their performance in disclosure and transparency based on sustainability reports, annual reports, and financial and non-financial bank performance reports. 3. Outstanding Creativity and Innovation Award, an award given to state-owned enterprises with innovative creative works that are valuable to the organization, customers, and important stakeholders. GHB was awarded for the “GHB Appraisal Valued Model by AI Project,” which enhances the Bank’s collateral appraisal process by producing a collateral appraisal model employing Artificial Intelligence (AI) or processing system with in-depth analysis capabilities to develop automated analytical models. 4. Outstanding Honored Strategic Cooperation for Development Award, an award given to state-owned enterprises for their cooperative strategic collaboration in accordance with the mission of state-owned enterprises. G H Bank and the Fish Marketing Organization (FMO) have collaborated with each other to create the “G H Bank-FMO Financial School Project to Enhance the Quality of Life” with a target group of fisheries business entrepreneurs for sustainable community development. 5. Outstanding Service Awards - G H Bank has a policy that emphasizes product and service development with the goal of meeting customer needs by utilizing digital technology and innovations to provide customers and the general public with a more convenient, fast, and easily accessible service, particularly during the Coronavirus Disease 2019 (COVID-19) pandemic situation. 6. Honorable Mentioned Award for Outstanding Creativity and Innovation in the category of innovations is given to state-owned enterprises with innovative performance in products, services, or operational procedures in order to boost competitive and practical efficiency in the organization. G H Bank was awarded for the “G H Bank Smart NPA Mobile Application Project”, which is the creation of an application for auction houses that covers a wide range of features from presenting assets to be auctioned, bidding, and displaying auction results, as well as the option to save assets of interest. This application has been used during the Coronavirus Disease 2019 (COVID-19) pandemic situation which corresponded to the New Normal lifestyle of the people. 4 Annual Report 2021 Government Housing Bank
ITA Awards 2021 (Announced on August 26, 2021) Office of the National Anti-Corruption Commission (NACC) has announced the results of Integrity and Transparency Assessment (ITA) for the fiscal year 2021. For 5 consecutive years, G H Bank received an assessment result of 99.81 points, making it the highest score in the state-owned enterprises category. It is also GHB’s highest result since participating in the ITA assessment in 2014. In this regard, NACC has announced that GHB has received 2 types of awards for the Integrity and Transparency Assessment (ITA) for the fiscal year 2021, consisting of: 1) Shield of honor for government agencies with the highest results of the assessment of Integrity and Transparency Assessment (ITA) for the fiscal year 2021 in the category of state-owned enterprises; and 2) Certificate of honor for government agencies with the results of the assessment of Integrity and Transparency Assessment (ITA) for the fiscal year 2021 at the AA level (with a score of 95 or more). National Innovation Award for Outstanding Innovation Organization in the category of honorary award in thegroup of state enterprises for the year 2021 (Received the award on October 5, 2021) G H Bank received the National Innovation Awards on “Outstanding Innovative Organization in the category of honorary awards in state-owned enterprises” for the year 2021 from the National Innovation Agency (Public Organization). It is Thailand’s most prestigious innovation award, given to organizations that use knowledge, technology, and creativity to generate value in business and for sustainable growth of the organization. BUSINESS + PRODUCT OF THE YEARS AWARD 2021 (Received the award on December 2, 2021) The Million Houses Project Loan Product was chosen as the Best Product and Service of the Year in the Finance, Banking, and Investment category by a survey of financial professionals. It is one of 39 awards of the “BUSINESS + PRODUCT OF THE YEARS AWARDS 2021,” the best product and service award of the year 2021, which Business+ Magazine, together with the college of management, Mahidol University, conducted a market research to select products and services in customers’ hearts and allow customers to vote for the best products or services of the year in order to honor the business organization as a role model for other entrepreneurs and businesses. It also contributes to the enhancement of products and services that are more creative and responsive to market demands. Thailand’s TOP CEO AWARD 2021 (Received the award on December 20, 2021) Mr. Chatchai Sirilai, president of Government Housing Bank (G H Bank), received the “Thailand’s Top CEO Awards 2021” at the “2021 ASIA CEO SUMMIT & AWARD CEREMONY: Asia’s Champions of Excellence” event organized by Neo Target Co., Ltd. and Influential Brands Co., Ltd., Singaporean organizations with over 20 years of experience in brand building in Asia. Honorary Sustainability Disclosure Award 2021 (Received the award on December 17, 2021) Thaipat Institute presented G H Bank with the Sustainability Disclosure Award (Honorary Award) for the year 2021. The Sustainability Disclosure Awards. Ceremony based on publicly available sustainability data, for example, sustainability reports or corporate social responsibility reports integrated into annual reports or other reports. The three judging criteria are content integrity, content reliability, and content communication and presentation. GHB won the award for the second consecutive year after producing a sustainability report based on the Global Reporting Initiative: GRI criteria. The Sustainability Disclosure Awards are created to encourage corporations to acknowledge the importance of publishing operational data pertaining to economic, social, environmental, or ESG (Environmental, Social and Governance) concerns, in addition to financial information that will further benefit stakeholders and the organization’s long-term development toward sustainability. Financier of the Year 2021 (Announced on December 8 , 2021) Mr. Chatchai Sirilai, president of the Government Housing Bank, was awarded the Honorable Financier of the Year by Money & Banking Magazine. This award was created to honor the top executives of financial institutions, securities firms, asset management companies, and other types of financial institutions who have outstanding performance, a broad and modern vision, and the ability to drive the organization to grow, progress, and be sustainable in all economic circumstances with regard to the common good, as measured by criteria in four areas: 1. Message from the Chairman The Government Housing Bank (G H Bank), a state-owned specific financial institution, has fulfilled its primary mission of supporting “Thai people to own a house” for more than 68 years. Though in 2020 - 2021 Thailand has been adversely affected by the Coronavirus 2019 (Covid-19) pandemic, the Bank’s Board of Directors and management are still committed to supporting the Thai people by providing housing loans to them in accordance with the government policy. A few significant projects the Bank initiated in 2021 included, m“MoidlleioranteHionucsoemsePreoajrencetr,s.PhInas2e0221”, for low income earners in addition to many other housing loans to low and G H Bank played a key role and mechanism to stimulate the economy of Thailand by granting new housing loans to those who wanted to own a house totaling 181,843 accounts, amounted to Bt246,845 million, constituting 40.3 percent of market share of new loans nationwide. Thus, G H Bank today has outstanding loans of Bt1,458,659 million or 32.4 percent market share of the outstanding loans nationwide. In addition, the G H Bank offered a helping hand to clients affected by the Covid-19 in 2020 until today totaling 22 measures through such projects as “G H Bank helps Thai people to build the nation in 2020,” and “G H Bank unites Thai people to build the nation in 2021.” Furthermore, the Board of Directors supervised the Bank to make sure that the Bank had audit control mechanisms and follow-up on Bank’s operation so that Bank would operate its business on a fair, transparent manner, responsible towards every group of stakeholders under the good governance principles and risk management to an acceptable level, thus building proper, long-term and sustainable value to the Bank. Consequently, in 2021, G H Bank was well recognized by two international credit rating organizations - TRIS Ratings rated G H Bank at AAA (Stable) and Moody’s at Baa1 (Stable Outlook). In addition, G H Bank was awarded with the integrity and transparency assessment award in the operation of government agencies (ITA), gaining the highest scores among state enterprises for 5 consecutive years, 6 outstanding state enterprise awards and the National Innovation Award, “Outstanding Organizational Innovation Award, an honorary award for state enterprises”. The success in implementation of government policies, fulfilment of the G H Bank mission and accomplishments of its goals can be attributed to cooperation and collaboration of the Board of Directors, management and staff members, who have performed their duties to the best of their abilities with high efficiency and effectiveness, thus bringing benefits to the Thai people to have their own homes. The performance of the Government Housing Bank (G H Bank) in the past year of 2021 is another proof that the Bank is the leading bank for housing loan, and also demonstrates the success in carrying out the mission of “Enabling Thai people to have their own homes” by issuing new loans at the highest rate in 68 years, amounting to 246,875 million baht, or an increase of 9.65 percent from the previous year, and exceeding the target set at 21,724 million baht. As a result, there were outstanding loans amounting to 1,458,659 million baht, or a 9.40 percent growth, thus bringing the total value of the Bank’s assets to 1,506,337 million baht, or a 7.04 percent growth compared to the previous year. Furthermore, the Bank had effective and efficient asset and liability management. In 2021, G H Bank had a net profit of 12,351 million baht and a remittance to the Ministry of Finance of 5,617 million baht in the fiscal year 2021. In 2021, although the situation of the Coronavirus 2019 (COVID-19) epidemic continued to spread and affect the rate of non-performing debts (NPLs) and the provisions of many financial institutions, G H Bank still managed NPLs appropriately without dramatic increases. By the end of 2021, the Bank had NPLs of 58,381 million baht, or approximately 4.00 percent of total loans, as the result of the Bank’s continuous issuances of 22 measures in total to help the customers since 2020 with the highest rate of participating customers up to 973,227 accounts, amounting to 847,218 million baht. As of December 31, 2021, only 111,765 accounts were still participating in the measures, amounting to 115,992 million baht. In order to manage the risks and prepare for the impact of COVID-19 in the future, the Bank had set aside allowances for doubtful accounts at the amount of 111,827 million baht, an increase of 14.93 percent from the previous year, which was proportional to NPLs at 191.55 percent, with the capital adequacy ratio (BIS ratio) of 15.30 percent, reflecting the strong financial stability of G H Bank. Under the leadership and management of the Board of Directors, the management team focused on leading G H Bank to become a Resilience Organization that could survive amidst the Coronavirus 2019 (COVID-19) pandemic by prioritizing on adapting as quickly as possible to keep up with the changes of the world, customers, competitors, and technologies, along with adhering to the principles of good governance. The Bank also prepared to transform the organization into a fully digitalized bank in both digital services and digital operations of organizational management. The success of corporate management in all aspects earned G H Bank six outstanding state enterprise awards in 2021, comprising the Outstanding Organizational Management Award, Outstanding Information Disclosure and Transparency Award, 2 Awards for Outstanding Creativity and Innovation in the Outstanding Category, Strategic Cooperation Award for Outstanding Development in the Honorable category, Outstanding Service Award, and Outstanding Creativity and Innovation Award in the Honorable Mention Category. In addition, the Bank also received the Integrity and Transparency Assessment Award in the Operation of Government Agencies for Fiscal Year 2021 (ITA Awards 2021) with the score of 99.81 points, the highest score in the state enterprise category for the 5th consecutive year since 2017. Furthermore, the Bank was the first state enterprise agency to receive the National Innovation Award for Outstanding Innovation Organization in the Honor Award Category in the group of state-owned enterprises. The CEOs also received the honorary awards of “Thailand Top CEO Awards 2021” and “Financial Person of the Year 2021” in addition to receiving several awards that show the success of the organization. The achievements in 2021 will be a driving force for the Bank to become a fully sustainable bank; we will continue to improve the technology efficiency to elevate the customer-related operations.
