16-lrdZrk@VIGILANCE 1. GENERAL The activities of Vigilance Organization cover a wide range in various fields. The organization investigates complaints, pertaining to offences of corruption and other kind of malpractices, also carries out preventive checks at sensitive points, locations and areas in order to ascertain if procedures are being adhered to. Decoy checks are also conducted in order to reinforce the system. The main Areas of activities of Vigilance can broadly be categorized as under:- (i) Preventive checks. (ii) Investigation into genuine and verified complaints. (iii) Punitive recommendations consequent to investigations. (iv) Integrity building. (v) Vigilance clearance. (vi) Education and awareness. The activities of Vigilance carried out in various areas have the following objectives: (i) Ensure observance of rules and procedures. (ii) To prevent leakage of Railway revenue. (iii) Procedural and structural reforms to restrict and limit opportunities for corrupt practices. (iv) To improve all users perception. The three-pronged strategy of Vigilance to boost Railway revenue has been undertaken in:- (i) Mass contact areas. (ii) Fraudulent payment to staff. (iii) Disposal of scrap. 2. ORGANIZATION Vigilance organization on the West Central Railway started functioning during 2003-04 under administrative control of Chief Vigilance Officer, who is also the SDGM of the Railway. TRAFFIC UNDER CHARGES RAISED IN GOODS RAKES/SLR’s/AGC’s By continuous efforts for blocking the leakage of Railway revenue, an amount of 4934357 (Rupees Forty nine laks thirty four thousand three hundred and fifty seven only) has been realized by checking of over loading in goods rakes during the period from April, 2019 to March, 2020. 97
8. IRREGULARITIES DETECTED IN PAYMENT TO STAFF Amount detected during Vigilance checks in irregular payment in re-imbursement of tuition fee, transportation allowance, over payment etc.- during the period from April, 2019 to March, 2020 is 1.0 lakh (Rupees One lakh only). 9. BRIEF OF SOME IMPORTANT CHECKS CONDUCTED BY VIGILANCE DEPARTMENT April 2019 1. On the basis of source information, a preventive check was conducted on 23.04.2019 in Pantry car of Train no. 11015 between Timarni to Itarsi, during which 03 vendors were found without medical card. Accordingly an amount of 10660 was realized treating them as without ticket passengers. 2. On the basis of source information, a preventive check was conducted on 25.04.2019 in train no. 11081 between Katni to Satna Railway station of Jabalpur division. During the check it was detected that a female passenger has availed the benefit of SS quota as well as concession of Senior citizen by giving the wrong declaration, accordingly an amount of 1880 was realized treating her without ticket passenger. On further investigation a child was found without ticket in a group of passengers, accordingly an amount of 1310 was realized. 3. On the basis of source information, a preventive check was conducted on 19.04.2019 at Kachhpura Goods shed of Jabalpur division. During the check it was detected that 20 VPU rake were unloaded at the siding. PWB’s was made from NCB station mentioning from NCB to Kachhpura, however the Kachhpura goods shed is not notified for handling of coaching traffic. The case has been transferred to N. F. Rly on 24.01.2020. May 2019 1. On the basis of source information a preventive check has been conducted on 11.05.2019 in unmanned coach of Train No. 11061 between Jabalpur and Katni. 166550 has been recovered from 271 irregular passengers. 2. Recovery of 264137 toward excess PVC payment, have been made from a contractor on the recommendation of Rly Board Vigilance as confirmed by Sr. AFA(C)/BPL vide letter no. AC/C/BPL/Exp/encashment dated 12.04.2019. 3. On the basis of source information a preventive check has been conducted in unmanned coach of train no. 11015 and 13202 on 14.05.2019 between Khirakiya and Itarsi and an amount of 46230 has been recovered from 81 irregular passengers. 4. On the basis of source information a preventive check has been conducted in upper class coaches of train no. 12149 on 04.05.2019 between Jabalpur and Katni and an amount of 44018 has been recovered from 26 without ticket passengers, 37 higher travel cases and 08 cases of unbooked luggage. 5. On the basis of source information a preventive check has been conducted on 06.05.2019 at Reservation office, Baran station over Kota division. A case of issuing Tatkal ticket on mobile phone by CRS-II has been found. The employee has been suspended and Major penalty proceeding has been initiated. June 2019 1. During the month, 66 preventive checks have been conducted including 28 train checks and an amount of 1265904 was realized from 1842 irregular/without ticket passengers and from un -booked luggage. 2. As a result of investigation conducted after a CBI trap case, Shri S.K. Dwivedi SSE/Pway/Habibganj was found guilty and convicted by CBI court of law as under:- Section Punishments U/s 7 of PC Act 1988 02 years RI and fine of 1000, in default of payment of fine, further to undergo RI of 03 months U/s 13(2) r/w 13(1)(d) of PC Act, 1988 03 years RI and fine of 2000, in default of payment of fine, further to undergo RI of 06 months 98
Accordingly Shri S.K. Dwivedi SSE/Pway was removed dismissed from services under rule 14(i) of D&AR 1968, vide Dy.CE/TM/Bhopal’s letter no. BPL/W/TM/SKD/06 dtd. 12.06.2019. July 2019 1. During the month, 66 preventive checks have been conducted including 28 train checks and an amount of 579166 was realized from 925 irregular/without ticket passengers and from un booked luggage. 2. On the basis of source information a spot joint check has been conducted with Conductor on 02.07.2019 in Train No. 12720 between Itarsi to Bhopal station of Bhopal division. During the check two unauthorised vendors were found selling food items, accordingly they were handed over to RPF Bhopal for further necessary action. 3. On the basis of source information a preventive check has been conducted on 21.07.2019 at IES college/Bhopal regarding Computer Based Test held for selection of Paramedical Staff. During the check it was found that Photo I/card were not provided to the Invigilators by the Exam Conducting Authority. List of Authorised Invigilators was also not provided by the Exam Conducting Authority to the In-charge of Examination Centre. 4. On the basis of source information a preventive check has been conducted on 23.07.2019 at Chief Crew Controller office Bina of Bhopal division. During the check it was detected that one person was trying to get appointment on the basis of fake documents. Hence CCCor was asked/ instructed to follow the legal process; accordingly the said person was handed over to Bina GRP for further legal action. August 2019 1. During the month, 45 preventive checks have been conducted including 21 train checks and an amount of 245665 was realized from 355 irregular/without ticket passengers and from un booked luggage. 2. On the basis of source information a preventive check has been conducted on 25.08.2019 in Train No. 12296 between Narsinghpur to Pipariya station of Jabalpur division. During the check in unmanned sleeper coach, it was found that a female passenger was travelling on privilege pass with reservation for her daughter and husband, on further investigation it was revealed that some other person was travelling against the reservation made for her husband, accordingly charged as TOT passenger with 1070. 3. During a preventive check conducted in VPU of train No. 12904 at Parcel Office of Kota division on 23.08.2019, on reweighment of VPU, it was found that parcel packages loaded in VPU were 1465 Kg. excess with respect to its carrying capacity. Accordingly, 92114 was realised as under charges from the lease holder. September 2019 1. During the month, 58 preventive checks have been conducted including 23 train checks and an amount of 88523 was realized from 104 irregular/without ticket passengers and from unbooked luggage. 2. On the basis of source information, a preventive check was conducted on 06.09.2019 at catering stall of Kota division. During the check it was found that nine unauthorised vendors were selling food article without any medical card and ID, accordingly they were handed over to RPF Kota for further necessary action. 3. On the basis of source information, a preventive check was conducted on 20.09.2019 at Examination centre of CBT held for GDCE. During the check it was detected that invigilators of exam conducting agency as well as invigilators of centre were not provided photo I/card. CCTV coverage was also not up to the mark. In this connection a letter has been written to PCPO/WCR on 14.10.2019 and closed the case. 99
October 2019 1. On the basis of source information, a preventive check was conducted on 12.10.2019 at CRWS Bhopal in Account Section. During the check it was found that a Sr.ISA working on deputation at IRCTC West Zone was availing the facility of Privilege pass/PTO/School pass from CRWS as well as IRCTC from 2018. The case is under further investigation. 2. On the basis of source information, a preventive check was conducted on 14.10.2019 at Jabalpur regarding reservation against Handicap Concessional Certificate. During the check it was found that Certificates issued for Handicap concession were issued by the same Doctor bearing different Registration number as well as different Signature. The case has been sent to Railway Board, PCCM & SP/CBI-JBP on 12.02.2020. 3. On the basis of source information, a preventive check was conducted on 15.10.2019 at Jabalpur. During the check it was found that one CTI/Jabalpur had mis-utilized his duty card pass by making reservation and travelling, however he was on leave. In this connection major charge sheet has been issued to the concerned staff on 12.10.2020. 4. On the basis of source information, a preventive check was conducted on 24.10.2019 in train no. 11015 between Bhopal to Ganjbasoda of Bhopal division. During the check one general ticket passenger was found travelling in the pantry car, accordingly an amount of 1480 was realized treating him without ticket passenger. On further investigation two vendors were found without travelling authority as their travelling authority was expired. The case has been transferred to IRCTC on 09.12.2019. November 2019 1. During the month, 72 preventive checks have been conducted including 31 train checks and an amount of 685340 was realized from 1198 irregular/without ticket passengers and from unbooked luggage. 2. On the basis of source information, On the basis of source information, a preventive check was conducted on 15.11.2019 at Central Railway Hospital Jabalpur regarding advance payment of . 1760000 During the check it was detected that the said amount was sanctioned and transferred to Private hospital in January 2019 for Liver transplant of a patient referred by Railway Hospital, but the liver transplant was not done and the concerned patient was died in October 2019. On further investigation it was also detected that no action was initiated for refund of said amount from Private Hospital by the Medical Authorities. The case has been closed on 28.04.2020 and a System Improvement has been suggested to the concerned department on 08.09.2020. 3. On the basis of source information, a preventive check was conducted on 23.11.2019 at AEN(HQ)/JBP. During the check it was detected that School pass issued were manipulated i.e. period of journey was extended/modified without counter signature of the signing authority. It was also noticed that the extended dates were not as per school vacation and reservation was made on it. In this connection minor penalty charge sheets have been issued to five officials on 19.08.2020. December 2019 1. During the month, 80 preventive checks have been conducted including 17 train checks and an amount of 99915 was realized from 163 irregular/without ticket passengers and from unbooked luggage. 2. On the basis of source information, On the basis of source information, a preventive check was conducted on 26/27.11.2019 at Goods shed Kota, regarding reweighment of rake booked from Bharuch junction to Lakheri siding. On reweighment of rake at In-motion weighbridge, found 25 ton excess weight, accordingly an amount of 602807 was raised from lease holder through Chief Goods Supervisor/Lakheri. 3. On the basis of source information, a preventive check was conducted on 24.12.2018 at Parcel office/JBP On the basis of source information, a preventive check was conducted on 29.11.2019 at DRM Office Kota regarding booking of Community hall. During the check, prima facie, it was noticed that approximate 3500000 was not deposited in bank account opened for the purpose. In this connection (i) major penalty 100
charge sheet has been issued to an official on 22.01.2020, (ii) minor penalty charge sheet has been recommended for an official & (iii) Recorded Warning issued/recommended to two officials (out of which in one case R/W issued on 24.09.2020 & case closed on 28.09.2020) and also System Improvement has been suggested to the concerned department. 4. On the basis of source information, On the basis of source information, a preventive check was conducted on 03.12.2019 on arrival of train no. 19052 at Jabalpur Railway station regarding unauthorised passengers travelling in coach booked for disabled passengers. During the check it was found that 10 passengers, who were not disabled, accordingly they were handed over to RPF Jabalpur for further necessary action. 5. On the basis of source information, a preventive check was conducted on 12.12.2019 at Sr.DFM’s office Bhopal regarding verification of documents produced by employees against personal computer advance. During the check it was detected that concerned SSO had put up applications without mortgage deed and agreement in 03 cases for sanctioning of Computer advance and the same were sanctioned without observing mandatory requirement of documents by competent authority. It is also observed that out of 05 sanctioned computer advance, only one purchase bill was available in file, however as per rule the purchase bill have to be submitted within one month from the receipt of advance. It is also seen that no action has been taken against the defaulting employees. In this connection a System Improvement has been suggested to the concerned department and the case has been closed on 28.01.2020. January 2020 1. On the basis of source information, a preventive check was conducted on 29.12.2019 at Goods shed Khannabanjari, regarding reweighment of rake booked from Surajpur Halt to Adani Power Limited Rajasthan. On reweighment of rake at In-motion weighbridge, found 8.64 ton excess weight. The case has been transferred to ECR on 07.02.2020. 2. On the basis of source information, a preventive check was conducted on 12.01.2020 in train no. 12182 between Kota to Swaimadhopur of Kota division.. During the check found one passenger travelling on privilege pass bearing one year validity. The case has been transferred to NWR on 28.07.2020. 3. On the basis of source information, a preventive check was conducted on 15.01.2020 in train no. 12904 between Swaimadhopur Kota section along with Checking squad of Kota station. During the check it was found that on duty ticket checking staff of AC coaches were absent from duty. On further investigation found un booked/unauthorised luggage/cartons in linen cabin. The case is under investigation. 4. On the basis of source information, a preventive check was conducted on 15.01.2020 at RPF post Baran of Kota division. During the check it was detected that one page of 2nd class privilege pass was not available in the book. However the name of one constable was written in the counterfoil of that pass but the same was not signed and having no seal on it. In this connectionwritten warning issued to the concerned official on 13.10.2020. 5. On the basis of source information, a preventive check was conducted on 22.01.2020 in train no. 12903 between Kota to Gangapurcity of Kota division. During the check it was found that one passenger was travelling/availing the senior citizen concession by wrong declaration, accordingly an amount of 1110 was charged treating him without ticket passengers. 6. On the basis of source information, a preventive check was conducted on 09.01.2020 at UCLT siding of Maihar railway station. During the check it was detected that bogus timing of completion of Rake was shown in loading book on 19.11.2019 against cement rake booked to Ghazipur city which resulted less collection of Demurrage charges, later on the same was taken in to account and an amount of 396900 was raised and realized against demurrage charges. 7. On the basis of source information, a preventive check was conducted on 16.10.2019 at BRRB siding of Bargawan railway station Jabalpur division. During the check it was detected that coal was lying in siding without permission from 01.10.2019, hence stacking charges raised and realised for coal amounting 3934650. 101
February 2020 1. During the month, 50 preventive checks have been conducted including 19 train checks and an amount of 123174 was realized from 69 irregular/without ticket passengers and from un booked luggage. 2. On the basis of source information, a preventive check was conducted on 11.02.2020 at SSE(Works)/Itarsi office of Bhopal division. During the check it was detected that an employee working in GP Rs.1900 was issued a 2AC duty pass, however the concerned employee was not entitled for the 2AC pass. In this connection (i) minor penalty charge sheet has been has been issued to an official on 19.03.2020 & case closed on 22.07.2020 and (iii) Written Warning issued to an official on 04.03.2020 & case closed on 22.07.2020. 3. On the basis of source information, a preventive check was conducted on 17.02.2020 at ticket collecting office of Habibganj railway station of Bhopal division regarding mismatch of Tickets. During the check two mismatch tickets issued from Bilaspur station were found. The case has been transferred to SECR/Bilaspur on 17.03.2020. 4. On the basis of source information, a preventive check was conducted on 19.02.2020 at recruitment cell of DRM(P)/Bhopal office of Bhopal division regarding verification of documents produced by candidates during Scout & Guide quota. During the check it was noticed that original application forms of selected candidates were not available with dealing staff of recruitment cell, though the certificates were verified from the issuing authority. 5. On the basis of source information, a preventive check was conducted on 22.02.2020 at Food plaza of Katni Railway station of Jabalpur divison. During the check it was found that small cups were being used for tea purpose i.e. 120ml instead of 170/150 ml. On the basis of source information, a preventive check was conducted on 22.02.2020 at SSE(PWay) office Sihora Road Railway station of Jabalpur division regarding issue of Privilege pass and PTO. During the check it was found that one second class P/pass was issued to an employee with alteration in date of issue and date of validity and the reservation was made according to alteration. The alteration was done in counter foil also. In this connection major penalty charge sheet has been issued to the charged official on 16.06.2020. 7. On the basis of source information, a preventive check was conducted on 24.02.2020 at Dy. CE/C office Jabalpur regarding allotment of Railway quarter. During the check it was found that allotment of quarters was not in order. In this connection Administrative Action has been suggested and the case has been closed on 30.06.2020. 8. On the basis of source information, a preventive check was conducted on 25.02.2020 at catering stall of Kota Railway station. During the check it was found that small cups were being used for tea purpose i.e. 120ml instead of 170/150 ml. During the check it was also found that license fees was not being paid. In this connection Recorded Warning have been suggested on 19.06.2020. 9. On the basis of source information, a preventive check was conducted on 25.02.2020 at car parking of Kota Railway station. During the check it was found that contract of Parking tender was over and unauthorised parking contract was being operated without license fees, four persons were handed over to RPF for taking unauthorised parking fees. Highlights: Vigilance Camps & Seminars Regular vigilance camps and seminars have been organised to educate the field staff by WCR Vigilance organization. In these camps/seminars, senior subordinates and other staff have been educated by Vigilance officers through interactive lectures on precautions to be taken during execution of works contracts and on establishment matters (Conduct Rules & DAR etc.) with an objective to minimize the vigilance cases due to lack of knowledge on these subjects during day to day working. The response of these camps/seminars has been quite satisfactory. In addition, Vigilance related complaints were also received in these camps from passengers and railway employees of nearby areas. These camps/seminars have been very useful for the staff as they were benefited by the lectures during these camps/seminars. Total 05 camps have been organised during the period apart from 06 seminars organised during the Vigilance Awareness Week. Vigilance Awareness Week Vigilance Awareness Week was celebrated in WCR from 28.10.2019 to 02.11.2019 on theme “Integrity : A way of life”. The week began with Integrity pledge administered to staff and officers of HQ by Shri Ashutosh Gangal, PCME on 29.10.2019. During Vigilance Awareness Week Vigilance seminars were organised at HQ, JBP, BPL and KOTA divisions. Guest speakers Shri Anil Kumar (IPS), DG/Lokayukta and Prof. Rajneesh Jain (Retd.), PSM College, Jabalpur also addressed the seminar at BPL and JBP respectively. 24th issue of Vigilance Bulletin was released by Shri Shobhan Chaudhari, AGM on 31.10.2019. In the Vigilance Seminar held in divisions, separate session for interaction with Vendors, Suppliers, Scrap purchasers and other stakeholders was held and their grievances and suggestions particularly in regard of simplification of rule and procedures were taken note of. TRAFFIC COSTING BRANCH: On Indian Railways Traffic Costing Branch is an independent unit functioning under PFA and headed by Traffic Costing Officer but on WCR the branch is functional under control of Sr. Statistical & Analysis Officer itself. Statistical wing provides various performance data tabulated in five groups of statistics maintained in the form of 10 Monthly and 45 Annual Statistical Statements for use of Traffic Costing Branch for co-relating them with expenditure and preparing various cost studies on annual basis. Objective of traffic costing is to provide data essential for a wide field of management decisions and for the formulation of national policy in the transport field. The basic objectives of Traffic Costing are- i. to provide basic data for rate making; ii. to help in carrying out the profitability analysis of existing and potential traffic; iii. to create cost consciousness and help in cost control; and iv. to provide data for project appraisals and evaluation of further capital investment. Traffic costing relies heavily on Railway statistics for basic data about Railway’s performance. Annual Statistical Statement No.15 which gives the result of working of Coaching & Goods services on Indian Railways provides the background material for traffic costing. This contains the information as- i. cost of hauling a passenger train & passenger vehicle over one kilometer ii. cost of hauling a goods train & goods wagon over one kilometer and iii. Cost of hauling a tonne over one kilometre.
