In W.C Railways first, bio-digester tank of Drawing no. RAAC2-6-3-219 for attendant lavatory and RAAC2-6- 3-2111 for main bedroom & PA room lavatories, especially designed for inspection carriages has been procured and provided in ACRA 4001 and ACRT 92401. 4. Retro-Fitment of CBC with Transition Coupling in Inspection coaches. CRWS/BPL has been assigned the work of retro-fitment of CBC with transition screw coupling in inspection carriages of WCR. In this month, coach no. ACRA 4001 has been provided CBC with transition screw coupling. After this provision, the inspection carriage can also be connected with both CBC and screw coupling rakes. 5. SS-I schedule of LHB Bogies. Bogie shop has developed facilities for giving the SS-I schedule of LHB bogies in addition to IOH attention of ICF design bogies for divisions. Major activities in SS-I schedule of Fiat bogies includes cleaning of all components, lifting of bogie-frame, dismantling of primary & secondary suspension, attention to bogie bolster, testing and fitment of dampers, replacement of silent block assembly of primary and secondary suspension, lowering of bogies on the wheels, visual checking of all primary & secondary springs and tightening of all fasteners as per prescribed torque etc. In the month of June ’19 bogie shop has given SS- I schedule for 04 LHB bogies (02 coaches). 6. 'Green Co' Certification-Silver: 43

Green Company Rating System (Greenco) certification is awarded by CII for which a MOU was also signed between CII and Indian Railways. As per the manual water conservation is a key field for evaluation for Green Company certification. Following are the mandatory requirements under water conservation to be fulfilled before certification assessment.  Water policy.  Water manager and accountability.  Metering (water metering at critical locations)  Reduction in specific fresh water consumption in last three years.  Rain water harvesting in roof and non roof areas.  Augmentation of ground water beyond fence. On 17th & 18th June 2019, CII (Confederation of Indian Industry) assessment team conducted the survey on above parameters and recommended for Green Silver category for CRWS/BPL. On 04th July 2019, Chairman Railway board given the Shield and certificate to CRWS/BPL during Green Co summit organized by CII. 7. Display of ACCN Coach Mock-up in Rail Exhibition, Ambala A mock-up of ACCN Coach was displayed by CRWS Bhopal at Ambala, during 64th National Rail Award and Rail Exhibition cum Mela from 21st July 2019 to 23rd July 2019. The mock-up was highly appreciated by Hon'ble MOSR Sh. Suresh Angadi, Chairman Railway Board and other dignitaries. The local public also liked the new design of coach interior. Due to this, WCR was awarded 2nd prize in the Best Innovation Category, which was given away by GM, Northern Railway. 8. Interactive “Digital Welder Help Desk Android App” developed by the Regional Railway Welding Institute: Regional Railway Welding Institute (RRWI) is a specialized welding training center and also act as the “Centre of Excellence” in the field of training. It imparts training to welders and supervisors of Indian Railway. In practical training one area was identified where Welders face the problems in positional and various joint welding. In view to resolve this problem, the institute had developed an interactive “Digital Welder Help Desk” which is a unique feature of RRWI and no other welding institute has such facility. It was also appreciated by GM/WCR during his visit on 24.05.19 and given suggestion for further improvement. To honour his suggestion that it can be made available to the trainees by using their own mobile during training in the institute premises, one “Android App” has been developed by Shri Virendra Singh, SSE/Computer Cell and Shri Devendra Malik, CI/RRWI. Now the trainees can use all the features of “Digital Welder Help Desk” on the mobile at Institute premises with the Wi-Fi facility. 9. Mural Work: 44

A mural work (sculpture art work on wall/permanent structure) depicting major activities of coach repair has been created at the entry of CRWS BPL. This has significantly improved the ambience of the area particularly for visitors. 10. Provision of Air-Coolers in Staff Canteen: AIR-DUCT 08 units of Symphony make eco-friendly evaporative packaged ductable multispeed air cooler with high performance anti-rot rigidifying honeycomb cooling pad has been provided in the staff canteen of this workshop. It is eco-friendly as no harmful emissions and no synthetic refrigerants is being used, introduces 100% fresh filtered air, windows and doors can be left open for better ventilation and energy consumption is also low as compared to equivalent air-conditioning system. 11. Fitment of Modular toilets in coaches: CRWS/BPL started fitment of FRP Modular toilets in coaches. These modular toilets are having branded fittings, LED Lights, toilet occupancy indicator etc. Till now 12 coaches have been provided with Modular toilets. 45

12. Display of ACCN Coach Mock-up in 13th International Rail Equipment Exhibition, New Delhi A mock-up of ACCN Coach was displayed by CRWS Bhopal at New Delhi, during 13th International Rail Equipment Exhibition from 22nd to 24th October 2019. In addition, various gauges such as Gloss Meter, DFT meter, temperature measuring laser gun, Surface finish gauge etc. were also displayed. 13. QR Coding of FIAT Bogie Components. CRWS/BPL has started QR coding of Fiat Bogies components during SS-1 Schedule for traceability and step towards digitization in maintenance record keeping. Following components of Fiat Bogies are QR coded after being attended for SS-1 Schedule at CRWS/BPL. 1. CTRB 2. Phonic Wheels. 14. Indigenously Built Dummy Bogies for LHB Coaches Lifting CRWS/BPL has indigenously built 2 No. Dummy bogies for placing of a LHB coach inside different shops. The dummy bogie has been converted from ICF Condemned bogies into LHB coach dummy bogies. 46

15. B. National Safety Council Mumbai (MP Chapter) award 2018-19. CRWS/BPL has been felicitated with \"Golden award\" by National safety council, Mumbai (MP Chapter) for the year 2018-19. This award is given after consideration of last three years of industrial safety, health and environment and different parameters like establishment of safety cell, valid factory license, injury on duty cases, man days loss, fire fighting arrangements, hazard identification, assessment and its disposal, affluent treatment, dust and smoke control measures and its monitoring, ISO certification, tree plantation etc. 16. NABL (National Accreditation Board for Testing and calibration Laboratories) certification. Central C&M Laboratory of CRWS/BPL has successfully achieved the NABL accreditation for the analysis of ferrous & non-ferrous materials by spectrographic method under chemical discipline in the targeted time frame. The accreditation enables this laboratory to stand at par with the other renowned laboratory of our country and thus got the national/ global recognition in the field of testing. The scope of accreditation includes 55 elements covering the analysis of Carbon steel, low alloy steel, tool steel, manganese steel & stainless steel in ferrous based materials and copper alloy, aluminium alloy in non-ferrous based materials. For this the laboratory has successfully completed stringent criteria of competency in test results, training and documentation set up by the NABL. 17. Development of webpages on WCR and COFMOW website and an App “Knowledge centre of EOT Crane” Under “Knowledge centre of EOT Crane” millwright shop has been conducting training regarding maintenance of EOT cranes. Till date 188 trainees across Indian railway has been imparted training. In this context Millwright shop and Computer cell has together developed WebPages on WCR and COFMOW website and an app has also been developed showing preventive maintenance schedules, wire rope defects and rejection criteria, troubleshooting guide, do’s and don’ts, tools, equipments and PPE’s, frequently asked questions (FAQs), EOT manual etc. This app is very useful for trainees. 47

18. System Improvement by Millwright Shop in New LHB bogie shed and New wheel Shop Millwright shop has provided 10 Pneumatic points in New LHB shed under ‘System improvement in workshop’ since there were no pneumatic lines in the shed. The New Pneumatic points will help the staff in utilization of pneumatic tools like ‘Nut Slitter’, Screw driver and pneumatic Drill Machines. Millwright shop has also provided in-house developed and installed Ladder in New Wheel Shop for easy accessibility and maintenance of 2 Nos. 5 Ton EOT Crane of New Wheel Shop. 19. Developing Isolation coaches for Covid-19 affected patients in CRWS workshop Modification of compartment for patient Provision of oxygen cylinder stand. Coat hook and Bottle holder Provision of Mirror in coupe CRWS workshop has developed Isolation coaches for Covid-19 affected patients. The main features of Isolation coaches includes as follows: 1. Conversion of Indian style lavatory in Bathroom in each coach. 2. Provision of 4 Bottle holder and 04 coat hooks (03 per) in compartment. 48

3. Provision of Bucket, Mug, bathroom stool and dustbin and fitting soap dispenser in bathroom and lavatory. 4. Provision of Two hospital/Plastic curtains transversely in first cabin, near bathing room at aisle side and clamping arrangement in single seat side of this cabin. 5. Provision of mosquito net provided on windows from outside of the coach. 6. Provision of dustbin in each cabin. 7. Repair and replacement of all amenities and final cleaning and Painting work & dispatch. 20. Developing Medical equipments for Hospitals in CRWS workshop for Covid-19 affected patients in CRWS workshop CRWS workshop has developed medical equipments Hospitals for Covid-19 affected patients which include: 1. Hospital beds 2. Stools 3. I V Stand 4. Spit Stand 5. Wash basin stand (B) WRS/KOTA: 1) BTC has made 2 no. of instructional video films on: (1) Huck Bolting Process. (2) LPG Tank Wagon unloading. These films have been made in Hindi language so as to make them easily understandable to the workers attending classes. 2) Industry 4.0:- 05 machines (03 CNC and 02 PLC based) of wheel shop have been brought under ambit of Industry 4.0 on 23.08.2019. 3) Straightening of Stainless steel door of BOXHL wagons. Mostly stainless steel doors are replaced by new ones during POH of wagons if found bent, damaged. Bent door could not be straightened due to inherent property of stainless steel. WRS/Kota has started to get such doors repaired whose frame is bent. For strengthening bent BOXNHL door is placed on two packing and the bent portion placed between both packing and then pressed with 100 Ton 49

hydraulic press. The door is being pressed for 2 to 3 mm strengthening slightly reverse side of actual straight position of door so that after releasing of force original profile of frame may be obtained and the pressure is released. If door is still slightly bent then same process is repeated again till door becomes straight. Old bent doors are reused during POH repair of wagons and cost of new door is saved. 4) Use of released kerosene oil with HSD oil in boiler for steam cleaning of BTPN. HSD oil was being used for steam cleaning of BTPN wagons during POH in boiler. Approximate consumption of HSD in steam cleaning of 1 BTPN wagon is 137.2 litres. During overhauling of CTRB, its components are cleaned in Kerosene oil. During this process, kerosene oil gets contaminated. This kerosene oil remains available always. Earlier this released kerosene is used for cleaning of SAB, machine maintenance and paint brush cleaning etc. This release kerosene oil contains waste grease during CTRB cleaning process. To remove grease from released contaminated kerosene separate trays are used. After removing grease & muck from this kerosene, it is used in boiler with HSD oil as fuel. Due to use of kerosene oil the consumption of HSD oil is reduced. During the monthof Dec’2019,10,000 litres released Kerosene oil is used with 8000 litres HSD for steam cleaning of 156 BTPN wagons. Thus a saving of 6.50/- Lakhs (10000 Ltrs x 65) is obtained. 5) Foot operated hands wash & water dispenser. March-2020 Previously workers/staff used soap bar & water from lift/push water tap to wash their hands. But due to spreading of COVID- 19 Pandemic, a new idea is evolved to dispense liquid soap & water without touching to water tap & soap dispenser. A foot operated soap & water dispenser is developed by WRS/Kota using released materials like AR tank, wash basin, angle, Plates & pipes. This system will help in minimising of chances of spreading of Corana disease among the staff. 6) During the Month March 2020, following items have been manufactured for hospital to fight against COVID-19 Pandemic. Elimination of Diesel under Wire: Coaching loco links and loco lie-over at major traction changing points and terminals were reviewed and 39 pairs of originating / through passing trains have been shifted on electric traction on end to end basis. Out of this 28 pairs of trains were shifted on electric traction by Bridging Diesel loco (topping up with diesel loco) in non-electrified section between Katni-Satna. Successful implementation of the Bridging Diesel loco has been the first time in the history of Indian Railways which has helped in eliminating 1,19,238 kms/week Diesel under-wire running of trains and at the same time maintaining mobility & punctuality. This has also resulted in savings of 22 locos which included 13 AC and 9 DSL locos. 10 sets of Crew have also been saved by extending Crew beats of Passenger carrying trains during 2019-20. B) Freight Section performance 2019-20 1. Loading Profile Cement, Clinker, Fertilizer, Lime stone, Food grains, Iron Ore, POL, Pet Coke, Coal and LPG are the main commodities being loaded from WCR. In Jabalpur Division Cement, Clinker, Lime stone, Food Grains, Iron Ore, Coal and other general goods are being loaded. Cement is loaded from eight plants (Birla Cement Siding Satna, JP group Turki Road, Ultra Tech Cement Siding Turki Road, Prism Cement Siding, Hinauta Ramban, ACC Cement Siding Kymore, Reliance Cement Siding Bhadanpur, UCLM Cement Siding Maihar and Dimaond Cement Siding Damoh) located around Satna area of Jabalpur Division, Iron Ore is loaded from Kachhpura , Dundi and Gosalpur, Limestone is loaded from Lalnagar, Nanvara, Mehgaon, Khanna Banjari, and Jukehi . Coal is loaded from Jukehi, MPJM ( Majholi) , BRRB (Bargawan) & GWCB (Gondawali) in Katni-Singrauli section of Jabalpur division. Container is loaded from HIMB siding of Hindalco near Bargawan. Bhopal Division is loading Fertilizer from NFL siding, LPG from GAIL siding, both sidings are situated at Vijaypur, POL from Bina refinery, Food Grains from Powar Kheda PFT, Itarsi, Harda, Timarni, Banapura, Nishatpura, Pachore Road, Vidisha, Biyavra Rajgarh, Shivpuri, Salamatpur, Guna, Ashoknagar and 57

Mandideep. Containers are being loaded from ICD Mandideep and PFT at Powar Kheda. Ballast loading is done from Bhopal division from BINA, PNHR, CAER, ODG, and SUW. Kota Division is loading Cement from ACC Cement Lakheri, Shriram Cement Dadhdevi and Mangalam Cement Morak sidings. Fertilizer from Shri Ram Fertilizers and Chemicals Dhaddevi and Chambal Fertilizers and Chemicals Bhonra sidings and Food grains from Kota, Bundi, Baran, Mehidpur, Hindaun city, Bharatpur and Sawai Madhopur. Containers are loaded from ICD depot at Ravtha Road. Ballast and sand loading is also done by Kota division from SWM, RWJ and GGC. On WCR there are 56 Goods sheds, 66 sidings and 3 PFTs available. Almost all the sidings have round the clock working. There are 8 RRIs at Jabalpur, Satna, Itarsi, Bina, Bhopal, Bharatpur, Sawaimadhopur, Kota and 7 major yards on this Railway. WCR has 19 interchange points with different Railways. 2. Unloading Jabalpur Division has 24 major terminals for inward traffic. In which there are 8 Cement plants (Birla Cement Satna, JP group Turkey Road, Ultra tech cement, Prism Cement Hinauta Ramban, ACC Cement Kymore, Reliance Cement Bhadanpur, UCLM Cement Sdg. Maihar and Dimaond Cement Damoh. One Aluminium Smelter and Captive power plant at Bargawan, one Thermal Power Plant of Jai Prakash Power Ventures at Niwas Road, where Coal Gypsum and Aluminum powder are unloaded. At Bhitoni siding POL and LPG are unloaded. There are 4 major goods shed at Kachhpura, Jhukehi, Satna and Saugor where Cement, Fertilizer and food grains are unloaded. Bhopal Division has 15 major points dealing with Inward traffic namely two Power Plant i.e. PSSS, Jaypee Bina Thermal Power Plant, two PFT Keshar Multi Model Logistic/Powar Kheda & Musaddilal Holdings Pvt. Ltd. Pilighat and twelve Goods Shed i.e. Ashok Nagar, BORL Bina Refinary, Guna, Harda, Itarsi, Jujharpur, Mandideep, Pachor Road, Shajapur, Shivpuri, Sukhi Sewaniya and Vidisha, where Cement, Fertilzer, food grains and coal are loaded and two Thermal Power Plants namely Shree Singaji thermal Power plant, Jaypee Bina thermal plant where coal is unloaded. West Central Railway is running three prestigious Higher Secondary Schools at New Katni in Jabalpur division, Itarsi in Bhopal division and Gangapur City in Kota division. In addition to this there are two High Schools at JBP, which are monitored by Railways. Total numbers of 2349 children of Railway employees as well as non-railway persons are being educated in these schools every year. In addition to this, one Kendriya Vidhyalaya at New Katni and one Bal Bharti Public School at CRWS/Bhopal is also running on the Rly land for the benefit of children of Railway employees. To promote various cultural and sports activities amongst children studying in these schools, inter-school Competitions are organized every year. Apart from this, Educational tours & summer camps are also arranged in summer vacations. The main objects of these summer camps are to improve activities amongst children like games and sports, hobby development, environmental knowledge, health awareness, cultural activities, programmes for improvement in handwriting, & reading habits. Prominent dignitaries are invited to deliver lectures in these camps on various important subjects such as conservation of environment, disaster management, water harvesting etc. C) Scholarship for Technical/Professional Education: Scholarship is awarded from SBF to promote education to eligible wards, dependents and brothers/sisters of railway employees undergoing ‘Technical Education’ such as diploma in Computer science, medical, veterinary, various kinds of Engineering courses from recognized Institutes/ Universities. Minimum duration of such courses should be four years for degree and three years for diploma of regular duration. Part- time/Correspondence courses are not covered under this scheme. 1. 9. CULTURAL ACTIVITIES/SCOUT AND GUIDE For promotion and encouragement of cultural activities over WCR, amongst the employees and their families, special programmes are being organized by the Cultural Academy of HQ and cultural academy of JBP, BPL and Kota division. Every year funds have been provided by SBF for smooth functioning of the cultural academy. Scouts and guide organization participating in various functions such as children Camps, cultural activities on Republic day and Independence day, Welfare work on Polio day, various sports functions and other social functions. Every year assistance is given by SBF for cultural activities and Scout and guide activities. 10. STAFF BENEFIT FUND The Management Committee of Staff Benefit Fund at HQ level monitors all sorts of welfare activities and plans other social activities by distributing the funds on the basis of per capita ratio and allotment conveyed by Rly Board under various heads to divisional/workshop SBF committees for organizing the regular activities over WCR. For efficient utilization of allotted funds under SBF, the regular meetings are conducted at HQ level to review the performance and to ensure proper functioning of Sub- Committees constituted at Division and Workshop level. (a) Recreation and Amusement (i) Holiday Camps Every year, CSBF provides funds for organizing Holiday Camps for the children and non-gazetted railway employees at Zonal level as well as Division/Workshop level separately. An amount of 3,00,000/- is allotted for each camp. Total no of 50 Children from 11 to 14 years of age are eligible to participate in each camp. Employees nearing to retirement are given preference in the employees Camp. Total no of 50 railway employees can participate in each camp. Camp Officer, Camp management staff, Doctor, Nurse and SBF committee members are deputed to organize each camp successfully. (ii) Railway Institutes The CSBF Committee communicates sanction of funds for maintenance of the Railway Institutes based on the number of membership on 1st of April every year. Financial aid @ 25/- per member is being given to these Institutes from SBF. (b) Relief of Distress and Sickness (i) Maintenance Grant Financial assistance as interim relief towards maintenance grants @ 5000/- P.M. irrespective of basic pay and pay band, is provided to Non Gazetted Railway Employees suffering from sicknesses like T.B./Leprosy/Cancer & HIV+ve and other chronic diseases provided they do not have leave credited to their account. The concerned Personnel Inspectors/Welfare Inspectors are rendering assistance to such employees of their jurisdiction and educating them to file claim of maintenance grant in prescribed form for taking payment from SBF through respective divisional committees. (ii) Reimbursement of cost of spectacles In order to help Group ‘C’ employees who have been prescribed spectacles by doctors, in such cases on filing claim to the respective committee, a grant of 1000 /- or actual cost whichever is less, is reimbursed to them from SBF, once in five years. (iii) Reimbursement of cost of Dentures Re-imbursement in respect of the cost of denture is granted to a non gazetted employee once in his whole service at the rates given below:- a. Half Set : 10,000/- b. Full Set : 20,000/- (iv) Financial Assistance to Deaf, Dumb, Blind and Mentally retarded children of Railway Employees Financial Assistance @ 10000/- per child per annum is granted to deaf, dumb, blind and mentally retarded children of Railway employees from SBF on filing claim to respective SBF committee. (v) Newspapers/ Magazines to Indoor Patients For entertainment of indoor patients admitted in Railway Hospitals, news papers/Magazines are provided through respective SBF committees. 63

(c) Woman empowerment For the benefit of woman of Railway employees & for their higher education in Weaving, knitting, spinning, tailoring of garments, Beauty parlour, Jewellery making, Mehndi, fabric painting, part time courses of 15 to 30 days are being organized from respective SBF committees with the object of helping them in learning some profitable skill just to enhance their family income. Educational camps have been arranged by the divisions for the working Woman to enlighten them with the rules and the changes made by Railway Board. (d) Homeopathic/Ayurvedic Dispensaries To encourage indigenous system of medicine amongst the Railway employees, Homeopathic/Ayurvedic dispensaries are being run by the respective SBF committees in the divisions/workshops. There are 09 Homeopathic & 01 Ayurvedic dispensaries functioning on this Railway on part time basis. These dispensaries remain open every day from 9.00 to 13.00 Hrs and 15.00 Hrs to 19.00 Hrs. in the evening except on Sunday and holidays. Part time Doctors are engaged to maintain these dispensaries. For proper and efficient functioning of the dispensaries the Divisional/Workshop SBF Sub Committee has overall control of the working of these dispensaries. The facilities in these dispensaries have been developed in consultation with the SBF committee members within the prescribed grant. The retired Rly employees and their families can also avail the facilities of these dispensaries on the similar terms and conditions as applicable to allopathic treatment. S.N. 2.0 Computerization in the department: 2.1 IMMS (Integrated Material Management System): Integrated Material Management System (IMMS) was implemented on WCR in January 2017. The Integrated Material Management System (IMMS) is the Application Software for Material Management Department of Indian Railways for online activities for Procurement of Goods by Headquarters/Stocking Depots, Receipt and Issue of materials at Stocking Depots and Sale of Materials using E-Tendering, E-Auction and Reverse Auction of Indian Railways E- Procurement System (IREPS). The application is divided in different work areas depending upon the nature of activity viz. HQ Module, Depot Module, Local Purchase Module for depot/division etc. (i) Purchase Module:  Registration of Demands, Quantity working sheet (QWS)  Purchase proposal  Tendering  Issue of Draft PO & regular PO  All types of amendments  Cancellation of PO  FRPS (Firms registration etc)  Stocking sanction of new PLs (ii) Depot Module:  Ledger Section.  Receipt of material  Inspection & acceptance of material  Preparation of RO  Issue of materials (iii) Local Purchase Module:  Local purchase at depot/division level is done. 2.2 e- Procurement system: The e-procurement system (IREPS) has been fully implemented over WCR through CRIS server. The following works are being done through this system:  Receiving, Opening & Acceptance of offers electronically.  Reverse auction has been successfully implemented. 2.3 Sales Module: (for sale of scrap item)  Receipt of scrap & it’s accountal  Lot formation & Survey  Preparation of catalogue  Preparation of RP statement  Preparation of Bid sheet  Generating payment advices  Preparation of Delivery order  Issue of scrap  Preparation of Completion report 2.3 e-auctions: e-Auction for scrap sale has been successfully implemented at CRWS/BPL, WRS/Kota and all the Divisions i.e. JBP, BPL & Kota. The scrap sale activities are being done through e-auction. This application is working on centralised database and server is hosted at CRIS, New Delhi. 2.4 Implementation of e office: e-Office has been fully implemented in PCMM’s office w.e.f. 01-01-2020 with no new physical files opened thereafter. 2.5 Progress on aggressive use of GeM (PMO Agenda review item): (i) Procurement through GeM.
