To date, over 630 high school students, after completing the organization’s four-year, skill development and support program known as College Bound, have matriculated to college. Yet, twice as many girls of color have benefited from the fruit of their labor than boys. In response to the imbalance, Legal Outreach, in 2009, established “PACT” (Pathways to Achievement and Community Transformation), an all-male version of our Law and Justice Institute designed to entice more boys to join College Bound. The PACT program was created to achieve the following: INSPIRE – Provide opportunities for young men of color to envision themselves in legal and other professional careers. PREPARE – Enhance critical academic skills (reasoning, writing, critical thinking, and public speaking), instill discipline, and promote the development of study habits that will enable participants to fulfill their academic potential. SUPPORT – Create systems of mutual support and accountability among like-minded minority boys that will keep them on track to achieving their goals. 4 | Legal Outreach PACT Benefit

PACT students are immersed in stimulating professional activities that open their minds to the educational and career possibilities that exist. Students explore the criminal justice process through a class taught by law students, interact daily with lawyers and other professionals, visit a variety of legal institutions, take weekly law-school-like exams, and participate in a mock-trial competition before sitting judges. Each activity allows the rising ninth graders to see themselves in a different light and discover new pathways for the future. At the end of the five-week program, having gained a newfound confidence in their ability to achieve their academic and career goals, PACT participants are invited to join Legal Outreach’s four-year College Bound Program. To date, over 150 boys have completed PACT and 100% of PACT students joining College Bound have completed high school in 4 years compared to 53% of Black boys and 52% of Hispanic boys in New York City. In addition, 100% of PACT participants have also matriculated to college including outstanding institutions such as Columbia, Georgetown, Middlebury, Wesleyan, Hamilton, and Bucknell. Among our PACT college matriculants, 87.5% are on track to graduate from their respective institutions in 4 years compared to 39.1% across the nation. Legal Outreach: The PACT Program | 5

You can too by supporting the expansion of the program with your time, talent and treasure. Here’s how: 1. Host a field trip for one of the PACT classes at your office. One of the main goals of the PACT program is to allow students to see themselves as professionals, and what better way than to visit an office, learn from the professionals there and engage in activities that bring the profession to light. Field trips take place Friday afternoons, and hosts are asked to provide lunch to the students. 2. Serve as a guest speaker for the Legal Careers Presentations. Many of our students have no idea what the legal profession entails other than what they might have seen on TV. By making an hour-long presentation about your practice and engaging the students’ interests, you can provide them with one of their first glimpses into the profession and get them excited about the opportunities ahead. Guest speaker presentations run for 1 hour starting at 9:00, Monday through Thursday. 3. Become a mentor to one of our PACT students. Once students join College Bound, we provide them with a support system that will encourage and motivate them as they navigate high school and then college. As a mentor, you could be a major source of support and help motivate our students to continue to strive for academic excellence. Mentors are expected to meet with students on an individual basis throughout the year while also helping them prepare for the Constitutional Law Debate Program during their last three years of high school. 4. Donate to assure the continued success of the PACT program. It takes about $2,500 to have one student participate in the PACT Law and Justice Institute and about $5,000 more each year if they join the College Bound Program. That phrase captures Legal Outreach’s mission since its founding in 1982. We are proud of the fact that over 630 students from underserved communities in NYC have benefited from our college preparatory and pipeline diversity programs. The majority have matriculated to and graduated from many of our nation’s most outstanding colleges. Many have pursued graduate degrees, with a high percentage choosing to attend law school. Almost all will tell you that Legal Outreach paved the way for their success not only through our skill development programs but also through our motivational and support programs. Yet, even with our success to date, challenges still remain. Our desire is and has always been to serve the most vulnerable within our society, those with the toughest road to trod. Educators with knowledge about the plight of youth in our urban communities will tell you that there is no group that needs our help more than Black and Latino boys. Far too many lose hope far too early. Far too many find themselves on the pathway to prison rather than the pathway to college. The situation is intolerable and must be addressed. We at Legal Outreach are tired of talking about the problem. Instead we are focusing our energies on solutions – and our solution is PACT (Pathways to Achievement and Community Transformation). In 2009, with hope, resolve, the support of NYU Law School and the help of dedicated outside contributors, Legal Outreach initiated an all-boys Law and Justice Institute (formerly known as the Summer Law Institute). The five-week summer program provided a platform that allowed 24 rising 9th grade Black and Latino boys to come together, learn from each other, challenge one another in an academic setting, and support each other through the completion of the program. Bonds were built, dreams were forged, and commitments were made. The members of that original group are now entering their final year of college, ready to make their mark upon the world. The PACT program continues but with your support today we are doubling the number of participants. You are making a difference!! A model is being expanded that we hope can be replicated across the country. I am grateful to all of you for joining me and the Legal Outreach staff on this mission. Hughes Duane L. Hughes is a Managing Director and the Chief OperatingManaging Director Officer of the International Wealth Management business unit of& COO, IWM, Morgan Stanley. Duane manages a team of professionals that drivesMorgan Stanley strategy, business development and administrative results. Prior toMorgan Stanley his current position, Duane held multiple leadership roles in the Legal and Compliance Division of Morgan Stanley. Duane started his career at Shearman & Sterling and Simpson Thacher & Bartlett, where he focused on Latin American capital markets. Duane is a sought after speaker on diversity and inclusion (D&I). Focusing on cognitive bias, in-group favoritism, leniency bias, as well as individual strategies to succeed in one’s career, Duane’s engaging and thought-provoking diversity training sessions have earned rave reviews from participants over the years. Duane is a repeat winner of many prestigious D&I awards. In 2010, the City Bar awarded Duane the highly coveted Diversity Champion Award. In 2012, the Minority Corporate Counsel Association (MCCA) honored Morgan Stanley with the Employer of Choice award for the Northeast Region, due in large part to Duane’s D&I leadership over the years. In 2013, the Council of Urban Professionals (CUP) recognized Duane as a CUP Catalyst. In 2014, the MBBA honored Duane as Corporate Counsel of the Year. In 2015, the Center for Hope (Haiti) honored Duane with its Hope Award. Duane is an advisor and mentor to countless professionals in and outside the legal profession. Duane holds a JD and joint MBA/MA degrees from The Wharton School and Joseph H. Lauder Institute of the University of Pennsylvania. Duane graduated with a BA degree summa cum laude in Economics from Howard University. Anne is responsible for Global Digital Payments, Global Cards and Consumer Services, Citi Fintech, and Citi Retail Services in North America. Anne joined Citi in March 2014, bringing 20 years of legal experience in the financial services industry where she has counseled senior executives on a wide range of legal, regulatory and business issues.Anne Robinson Before joining Citi, Anne was a Managing Counsel at AmericanManaging Director Express. During her 10 years at Amex, she led legal teams& General Counsel, responsible for supporting American Express’ Consumer and SmallGlobal Cards, Business Card divisions in the U.S. and its Global Commercial Card,Citigroup Global Business and Consumer Travel, Global Advertising and Brand Management businesses. Anne and her team were responsible for, among other things, structuring and negotiating key commercial transactions, new product development initiatives and providing pragmatic and balanced advice to business leaders on legal and regulatory matters including federal and state consumer protection laws. Prior to joining American Express, Anne was division counsel to Deloitte Consulting’s Venture Capital Firm and its Global Outsourcing organization. Anne also supported Deloitte’s general corporate and M&A activities which included leading the acquisition of several Arthur Andersen Business Consulting practices and the proposed separation of Deloitte Consulting from Deloitte & Touche. Anne started her legal career in private practice with the law firm of Milbank, Tweed, Hadley and McCloy. Anne earned a BS degree with Honors in political science from Hampton University and a Juris Doctor degree from Columbia University. Anne resides in New York with her daughter Olivia. He was nominated by President Barack Obama in March 2010 and unanimously confirmed by the United States Senate in December 2010. Judge Lohier earned his undergraduate degree from Harvard University in 1988. He went on earn his J.D. in 1991 from New York University School of Law, where he earned a Vanderbilt Metal. Judge Lohier worked as an associate at the law firm of Cleary, Gottlieb, Steen & Hamilton in New York from 1991 to 1992, and then again from 1993 to 1997. In 1992 and 1993 Judge Lohier served as a law clerk for the Honorable Robert P. Patterson, Jr. of the United States District Court for the Southern District ofHon. Raymond J. New York.Lohier, Jr. Following his work at Cleary, Gottlieb, Steen & Hamilton, Judge Lohier servedU.S. Court of as a Senior Trial Attorney with the Civil Rights Division of the United StatesAppeals for the Department of Justice, where he spearheaded employment discrimination-Second Circut related litigation and worked on other civil rights matters of importance to the federal government. During that time Judge Lohier also served as Vice Chairperson of the Department of Justice Association of Black Attorneys. In2000, Judge Lohier became an Assistant United States Attorney in the Southern District of New York,where he served as Senior Counsel to the United States Attorney, Deputy Chief and Chief of the Securitiesand Commodities Fraud Task Force, and Deputy Chief and Chief of the Narcotics Unit. Judge Lohier wasthe first African American to serve in each of these posts.
