KNANAYA CATHOLIC YOUTH LEAGUE OF SACRAMENTO (KCYLS) CONSTITUTION AND BYLAWS MISSION STATEMENT: “KNANAYA CATHOLIC YOUTH LEAGUE OF SACRAMENTO is a unified group of Catholic young people between the ages of 13 and 25 years old who belong to the Knanaya Catholic Community residing in greater Sacramento area of the State of California, USA. Its purpose is to facilitate communication, cooperation and integration among the youth of the local Knanaya Catholic Community youth and to help the youth to grow in Knanaya culture, values and traditions in Catholic faith.” ARTICLE 1 – NAME Section - 1: The name of the organization is KNANAYA CATHOLIC YOUTH LEAGUE OF SACRAMENTO; here after referred as the \"organization” or “KCYLS”. Section- 2: KCYLS is a nonprofit charitable sub-organization of SACRAMENTO KNANAYA CATHOLIC CONGRESS (SKCC) and it is established for the Knanaya Catholic youth between the ages of 13 and 25 years old, living in greater Sacramento area, of the State of California, USA. Therefore; KCYLS shall follow the directives of SKCC. Section- 3: KCYLS is nationally affiliated with KNANAYA CATHOLIC YOUTH LEAGUE OF NORTH AMERICA (KCYLNA) which come under KNANAYA CATHOLIC CONGRESS OF NORTH AMERICA (KCCNA). Therefore; KCYLS can seek guidelines from KCYLNA. Section- 4: Official written communication shall be in English. The official language of KCYLS shall be English and/or Malayalam. Section- 5: All reports shall be written in word format or using a similar format and need to be communicated as an attachment in PDF or a similar format or print out copy as appropriate. Reports shall not be sent via text messaging or social group and a social media should not be used for official communication. Section -6: A) The territory of the KCYLS is same as the territory of SKCC; here after referred as \"territory\". The territory boundaries are as follows: Western boundary ends at the western border of the City of Fairfield; Eastern boundary ends at the eastern border of the State of California; Southern boundary ends at southern border of the City of Stockton; and Northern boundary ends at the northern border of the State of California. B) KCYLS may decide to have Wards. If KCYLS choose to have Wards, the number of Wards and territories of the Wards shall be same as that of SKCC as noted below: Ward 1. This Ward has Stockton, Elk Grove, and any nearby cities. Ward 2. This Ward has Sacramento, West Sacramento, Davis, Dixon, Vacaville, Fairfield, Suisun, and any nearby cities. Ward 3. This Ward has Citrus Heights, Roseville, Eldorado Hills, Placerville, Folsom Marysville, Yuba City, Chico, Ukiah, and any nearby cities. Section- 7: The office address of KCYLS shall be the address of the KCYLS Director or at the premises decided by the Legislative Board of KCYLS or until KCYLS has a permanent office and need to get approval from the Executive Board of SKCC. ARTICLE 2 - OBJECTIVES The main objectives of KCYLS are: A) To organize gatherings of the Knanaya Catholic Youth in the territory so as to enhance their social life and spiritual life, and their economic well-being based on Knanaya culture and traditions in Catholic faith. B) To facilitate programs for young Knanaya Catholics in the territory to learn more about the Knanaya Catholic Community. C) To maintain positive communication among the members of the KCYLS unit or region and with other units all over the world. D) To raise funds for religious and charitable causes. E) KCYLS is a non-profit charitable organization and is not organized for the private gain of any person. F) KCYLS is organized exclusively for the charitable, religious, and/or educational purposes including the making of distributions to organizations that function as non-profit charitable organizations. G) The property of KCYLS is irrevocably dedicated to charitable, religious, and educational purposes and no part of the net income or assets of this organization shall ever inure to the benefit of any officer or member thereof, or to the benefit of any private person. H) No substantial part of the activities of this organization shall consist of carrying on propaganda, or otherwise attempting to influence legislation, and the organization shall not participate or intervene in any political campaign (including the publishing or distribution of statements) on behalf of any candidate for public office. I) Upon the dissolution or winding up of the organization, its assets remaining after payment or provision for payment, of all debts and liabilities of this organization shall be distributed to a KNANAYA CATHOLIC YOUTH LEAGUE OF SACRAMENTO (KCYLS)-CONSTITUTION AND BYLAWS 2

nonprofit fund, foundation or organization which is organized and operated exclusively for non- profit charitable activities. J) KCYLS is a non-political sub-organization. However, elected public officials may be invited to various functions as a gesture of respect and recognition. ARTICLE 3 – MEMBERSHIP Requirements 1. The age must be between 13 and 25 years old. 2. The member must be unmarried. 3. The member must be born of both Knanaya parents. 4. The member must be a practicing Catholic faith. 5. If one or both parents are not members of SKCC, then the member shall meet all requirements to live independently as defined by the law at the territory and living parents must sign the member registration form. 6. The KCYLS Legislative Board has the right to verify the eligibility of an individual who wanted to be a member of KCYLS, by appropriate means such as verifying with the priest of the Knanaya Catholic Parish or Mission where the member was born and/or with the priest of the Parish or Mission where the member reside currently or resided in the past. 7. KCYLS General Body at its discretion and with approval of SKCC Legislative Board may decide, at any time, to have a one-time fee for registered membership in KCYLS. If there is a fee, membership fee must be paid in full at the time of commencing membership by completing the registration form and the membership fee is not refundable. 8. Any increase in or decrease of the membership fee shall be approved by simple majority of the KCYLS General Body and need to be approved by SKCC Legislative Board and/or SKCC General Body as appropriate. ARTICLE 4 - GENERAL BODY Section -1: The General Body (GB) of KCYLS consists of the registered members of the organization. Section- 2: The General Body of KCYLS can make decision for KCYLS. However; such decision needs to be approved by SKCC Executive Board or by SKCC General Body as appropriate. In the event of a dispute and the KCYLS Legislative Board (LB) or General Body is unable to resolve the dispute, it may be referred to SKCC Executive Board. If SKCC Executive Board cannot resolve the matter, the dispute shall be referred to KCYLNA. If KCYLNA cannot resolve the matter, the disputer shall be referred to KCCNA. If KCCNA cannot resolve the issue, the dispute shall be referred to the Knanaya Catholic Bishop of Kottayam, Kerala State, India. If a Knanaya Catholic Diocese is established in North America in the future, then the dispute shall be referred to the Knanaya Catholic Bishop of this Diocese. If SKCC, KCCNA and/or Knanaya Catholic Bishop cannot settle the matter, the dispute shall be referred to an KNANAYA CATHOLIC YOUTH LEAGUE OF SACRAMENTO (KCYLS)-CONSTITUTION AND BYLAWS 3

Arbitration Process. Unless the parties mutually agree otherwise, arbitration shall be in accordance with the Arbitration Rules of the American Arbitration Association (‘AAA’) currently in effect. Arbitration decision shall be accepted by KCYLS members on all KCYLS related matters. Section-3: A) Meetings(s) of the General Body can be held at any time during the year at a place decided by the Legislative Board of KCYLS. However, the Annual General Body Meeting shall be held in the month of October or November of each calendar year with the General Body of SKCC for the approval of annual report, audited accounts, and for election if applicable. B) Extra-ordinary meetings shall be called by the Legislative Board of KCYLS at the written requests of at least one –third (1/3) of the registered members. C) The Legislative Board of KCYLS can call for an emergency meeting if such a meeting is warranted. D) The Secretary shall inform the members about the General Body meeting at least fourteen (14) calendar days prior to the meeting. Emergency meetings can be held with one (1) week notice. E) The General Body shall transact the following business: 1. Confirm the minutes of previous General Body meeting. 2. Transact agenda prepared by the Legislative Board. 3. Constitute committees for special purpose if necessary. 4. Consider and adopt the annual report and audited financial statement presented by the Secretary and Treasurer of KCYLS respectively and approved by the Legislative Board of KCYLS. 5. Elect members of the Legislative Board if due for election. 6. Consider amendments in the constitution and by-laws, if needed. 7. Any other matter proposed by any registered member and approved by the presiding authority. F) Any decision made by KCYLS Legislative Board or General body shall be reported by KCYLS Secretary to SKCC Secretary in a timely manner. G) Any decision made by KCYLS Legislative Board need to be approved by SKCC Executive Board before such a decision can be announced to its members or elsewhere. H) Registered members have the right to vote in the General Body. KNANAYA CATHOLIC YOUTH LEAGUE OF SACRAMENTO (KCYLS)-CONSTITUTION AND BYLAWS 4

I) An individual shall only be a voting member of one KCYLNA member association at a given time. Therefore, a registered member of KCYLS should not have registered membership in any other KCYL unit that come under KCYLNA. J) The quorum for the General Body shall be fifty percent (50%) of registered members. No quorum is not necessary if a general body meeting re-convenes after it is adjourned for lack of a quorum. Section 4: In the event, due to an extraordinary circumstance such as a pandemic, where it is impossible to have the General Body meeting in a physical location; then the General Body meeting can be held using an electronic method such as teleconference or virtual meeting by following all the proper procedures of the General Body meeting. ARTICLE 5 – OFFICERS Section-1: Composition: The Legislative Board officers of KCYLS are the President, Vice president, Secretary, Joint-secretary, Treasurer, Director and Assistant Director. The President, Vice president, Secretary, Joint-secretary, and Treasurer are elected by the General Body (GB) of KCYLS. In the event, the General Body of KCYLS do not elect to any of these position/s, then existing KCYLS Legislative Board (LB) can nominate to the position/s. The Director and Assistant Director are elected by the General Body (GB) of SKCC from its members. In the event, the General Body of SKCC do not elect the Director and/or Assistant Director, then SKCC existing Legislative Board (LB) can nominate to the position/s. If KCYLS has Wards, the Ward Representatives are members of the Legislative Board. The term of all these positions are for two (2) years. Section-2: Duties: A) The KCYLS President is the executive officer of KCYLS. He/she shall direct Secretary to call the meetings of the organization after consulting with KCYLS Director and/or Assistant Director as appropriate, and shall preside over such functions. In case of emergency and if there is no time to call for a meeting of the office bearers, the President may take a decision on the emergency situation after consulting with KCYLS Director and/or Assistant Director. If the President make such a decision, a meeting of the KCYLS Legislative Board shall be called as soon as possible. KCYLS President is a permanent member of the Legislative Board of SKCC with voting right if the KCYLS President reached the age of eighteen (18) years or above. B) The KCYLS Vice President shall perform the duties of the President in his/her absence. The Vice President shall also assist the President in the performance of his/her duties. C) The KCYLS Secretary is the recording and corresponding officer of KCYLS. He/she shall convene meetings at the request of the President and shall present minutes of all activities at appropriate meetings of the organization. The Secretary shall prepare agenda prior to a meeting in consultation KNANAYA CATHOLIC YOUTH LEAGUE OF SACRAMENTO (KCYLS)-CONSTITUTION AND BYLAWS 5

with the President and Director and/or Assistant Director. The agenda shall be sent to the Legislative Board or to the members of KCYLS as appropriate at least seven (7) calendar days prior to the meeting, unless such a meeting is an emergency meeting. If the meeting is called based on an emergency, then the Secretary shall try to send the agenda if it is practicable. He/she maintains up to date registry of membership and keeps a registry of the properties of KCYLS. Secretary is responsible for preparing annual reports of KCYLS. Secretary is responsible for all communication with other organizations. Secretary is responsible for keeping the organization’s all records. Secretary is responsible for all communication among the office bearers and KCYLS members. Secretary shall use email communication for official correspondence among KCYLS officers and its members, such as sending reports. Other means of communication such as phone calls, text messages and/or WhatsApp messages may be used for common communication. Social media shall not be used for any form of official communication. Secretary can ask help from the Director and/or Assistant Director in completing any of his/her responsibilities. D) The KCYLS Joint Secretary shall assist the Secretary in the performance of his/her duties and shall perform the duties of the Secretary in his/her absence. E) The KCYLS Treasurer is responsible for collecting the membership fee if applicable and other collections decided by the Legislative Board and/or General Body. He/she shall disburse funds on behalf of KCYLS when authorized by the president and/or the secretary. All cash and cash equivalents should be deposited at the SKCC bank account and shall be separately managed by SKCC Treasurer. The KCYLS Treasurer shall present appropriate financial records to auditors (if applicable), Legislative Board and/or General Body. Treasurer shall obtain approval from Legislative Board to give any amount above $250 (US dollars). To reimburse any amount, Treasurer shall get original or copy of the receipt or a written statement from the party asking for reimbursement before the amount is reimbursed. F) The KCYLS Director is an adult person (above the age of 21 years old) chosen from SKCC registered members at the General Body of SKCC who oversee the overall function of KCYLS. Director shall assist KCYLS office bearers with daily functions of KCYLS. Director function as liaison between Sacramento Knanaya Catholic Congress (SKCC) and attend in the Legislative Board of SKCC as appropriate with no voting right if the KCYLS President reached the age of eighteen (18) years or above who is eligible to vote. If the KCYLS President has not reached the age of eighteen (18) years, then the Director can vote at the SKCC LB meetings. Director report KCYLS activities to SKCC Legislative Board as appropriate. Director is responsible for filing any legal paper work with any agencies if such a need arises in consultation with the Assistant Director. G) The KCYLS Assistant Director is the adult person (above the age of 21 years old) chosen from SKCC registered members at the General Body of SKCC who shall assist KCYLS Director and perform the duties at the absence of the KCYLS Director. H) The Spiritual Director of KCYLS must be a Knanaya Catholic priest living in or outside the territory, must the Spiritual Director of SKCC, and approved by the Knanaya Catholic Bishop of Kottayam, Kerala State, India. He shall be the official representative of the Knanaya Catholic Bishop of Kottayam. If a Knanaya Catholic Diocese is established in North America, then the official representative shall be from this Diocese. I) If KCYLS creates Wards, then each Ward shall have at least one elected representative and the term is for two years. The wards of KCYS shall be the same as of SKCC. The number of representatives for each ward is decided by a simple majority of the General Body of KCYLS based on the number Knanaya Catholic youth residing in each ward. J) One of the Wards representatives may be a female. No one Ward shall be permanently chosen to represent the female. The Ward that represents the female representative can be in rotation basis. K) KCYLS may elect an adult Auditor at the General Body of SKCC to audit the account of KCYLS at least annually. Section -3: Term of Office: A) The Legislative Board officers shall be elected by the General Body for two (2) year term at the Annual General Body meeting of SKCC. B) The elected members must maintain registered membership status while in the office. C) No individual shall be elected to the same office position for more than two (2) consecutive terms. D) A proper handling and taking over of the records, accounts, and properties of KCYLS shall be done between the outgoing and the incoming committees within two weeks after the expiration of their term. Section-4: Removals: Any of the officers can be removed from his/her position by the General Body of SKCC with a simple majority for the following reasons. A) Unable to function in the position. B) Acts against the constitution and bylaws of KCYLS and/or SKCC. C) If convicted of crime. D) If KCYLS member get married, it automatically discontinues the membership status of that member from KCYLS. KNANAYA CATHOLIC YOUTH LEAGUE OF SACRAMENTO (KCYLS)-CONSTITUTION AND BYLAWS 7

E) Any other reason determined by the General Body of SKCC as appropriate and necessary. ARTICLE 6 – BOARD/COMMITTEES Section 1: Legislative Board (LB): A) The Legislative Board KCYLS consists of the President, Vice president, Secretary, Joint-secretary, and Treasurer elected by the General Body of KCYLS; and Director and Assistant Director elected by the General Body of SKCC from its members. If KCYLS have Ward Representatives, the Ward Representatives are members of the Legislative Board. Immediate past President and Secretary may serve in the committee as ex-officio members without right to vote. If past President and Secretary are elected to any other position or they are unwilling to continue as a Legislative Board member, then the General Body of KCLYS may fill the position from one the past Presidents and Secretaries as appropriate. The term of the Legislative Board shall be two (2) years and the terms of all positions are concurrent. B) The Legislative Board is the governing body of KCYLS. It shall make decisions and act on behalf of the organization. However; any important decision and project other than the regular functions of the organization shall be implemented with the approval of the Legislative Board or General Body of SKCC as appropriate. C) The Legislative Board shall meet at least once every quarter. It can be conducted by any of the various means including teleconference, personal meeting or a combination of all. A minimum of seven calendar day (7) notice must be given for the meeting unless it is an emergency meeting. The quorum of the Legislative Board shall be fifty percent (50%) of its members. D) In the event that the office of the President becomes vacant before the General election, the Vice President will become the President for the remaining term of office and must assume all duties and responsibilities of the President including ex-officio title. If the Secretary position becomes vacant before the General election, the Joint Secretary will become the Secretary for the remaining term of office and must assume all duties and responsibilities of the Secretary including ex-officio title. In the event that the office of the Director becomes vacant before the General election, the Assistant Director will become the Director for the remaining term of office and must assume all duties and responsibilities of the Director. If the Assistant Director and/or Vice President and/or Joint Secretary and/or Treasurer and/or Ward Representative/s and/or Auditor position/s become vacant ninety (90) days or more prior to the General election, then the following procedure shall be followed to fill the vacant position/s with eligible KCYLS member to such position/s for the remaining term period. KCYLS Secretary, with approval from KCYLS Legislative Board (LB), shall inform KCYLS members in writing via email, requesting to respond in writing within fourteen (14) calendar days with their interest in taking the vacant position/s. If no response received in writing within fourteen (14) calendar days, KCYLS LB may nominate an eligible KCYLS member to such position/s and send the decision to SKCC Secretary in KNANAYA CATHOLIC YOUTH LEAGUE OF SACRAMENTO (KCYLS)-CONSTITUTION AND BYLAWS 8

writing within seven (7) Calendar days for review and approval from SKCC LB. Upon approval from SKCC LB, KCYLS members need to be notified via email by KCYLS Secretary within seven (7) calendar days once the process is completed. If two or more eligible members showed interest in taking one (same) position, then election procedure shall be followed per the Constitution and Bylaws. If any position, except the Director, President and Secretary positions, become vacant in less than ninety (90) days prior to the General Election, such position/s may be left vacant until the General Election take place. E) The Legislative Board shall have the authority to take disciplinary action on any member whose actions are detrimental to the interests of the organization. Any disciplinary actions against an office bearer or the member by KCYLS Legislative Board, shall be reported to SKCC Legislative Bord for approval. Such actions shall be presented in the next General Body meeting of SKCC for approval. F) The Legislative Board of KCYLS shall approve the annual reports and audited accounts before they are presented at the Annual General Body meeting of SKCC. Section- 2: Special Committees: A) The Legislative Board of KCYLS may appoint Sub-Committees for special purposes such as Sports Committee and Entertainment Committee. If Legislative Board of KCYLS appoint sub-committees, it shall be referred to the Legislative Board of SKCC for approval. B) The Term of office of such committees shall normally stop by the end of the term of Legislative Board. However, the Legislative Board of SKCC may extend the term of the office of such committees, if such a request is made by the Legislative Board of KCYLS and if necessary. C) The special committees shall work according to the direction of the Legislative Board of KCYLS who shall report to the Legislative Board of SKCC. Section- 3: National Committee Members: The President, Vice president, Secretary, Joint-secretary, and Treasurer shall be the National Council Members of KCYLNA. ARTICLE 7 –ELECTION AND PROCEDURES Section-1: The election of KCYLS shall be conducted by the same Election Commission that conducts the election of SKCC and that consisting of three (3) members, and the members shall be three (3) of the immediate former Presidents of SKCC. The senior most former President of SKCC shall be the Chairman for that Election Commission. The Election Commission members shall not run for office and shall forfeit their voting rights during the process. Election Commission shall conduct the election for KCYLS positions at the same time election is conducted for SKCC and concurrent with the Annual KNANAYA CATHOLIC YOUTH LEAGUE OF SACRAMENTO (KCYLS)-CONSTITUTION AND BYLAWS 9

General Body meeting of SKCC in the month of October or November of the second year of the administration. Section -2: Upon selection of the Election Commission, the Chairman of the Election Commission in conjunction with the Executive Board of SKCC shall declare the election and notify the organization members the election process details. The notification must be in writing and shall be delivered to each member household by electronic media and/or by United States Postal Service at least 30 calendar days before the election date. The Secretary of KCYLS must provide the voters’ list to Election Commission within seven calendar days of the Election Commission appointment. All registered members as of August 30th of the election year shall be included in the voters’ list. Memberships acquired after August 30th of the election year assumed to forfeit participation in the election process. Section -3: Only registered members of the immediately preceding two year are eligible to hold any position in the organization. A family or individual who moved more than two years ago to greater Sacramento area from other part of North America or Canada who become registered member of KCYLS and if he or she was a previous executive or Legislative member of KCYLNA or its member associations, is eligible to hold a legislative position in KCYLS. Nominations to participate in the election must be delivered to the Election Commission on or before fifteen (15) calendar days of the election date. Section-4: All nominations should include the nominee, the proposer and the seconder and all must be a registered member listed on the voter’s list. Candidate details should include name, mailing address, e-mail address, phone number and the position for which the member is filing candidacy for. Filing for candidacy is limited to one position per person. The candidate’s legal name shall be used in the nomination form. The candidate may also include the nick name if desired. Section-5: The person holding any type of position at KCYLS office must be legally allowed to stay continuously in the country during the entire time of the office term by the United States Government. Section- 6: Upon expiration of the nomination period, all nominations will be scrutinized by Election Commission in three (3) calendar days and the status will be communicated to each candidate by appropriate medias. Section-7: In the event only one eligible candidate applied for an open position, Election Commission shall declare that candidate as a winner at the General Body. Section -8: The Election Commission shall conduct the election based on the existing Constitution and Bylaws, which shall be provided to them by the KCYLS Secretary with the voters’ list. The voters’ list must be reviewed and approved by the Legislative Board of KCYLS before given to the Election Commission. The Election Commission shall approve the nominations after verifying the eligibility, accuracy and requirements of the nominations. In the event the Election Commission needs KNANAYA CATHOLIC YOUTH LEAGUE OF SACRAMENTO (KCYLS)-CONSTITUTION AND BYLAWS 10

clarification regarding the Constitution and Bylaws pertaining to any matters concerning the election process, the Election Commission shall request the Executive Board of SKCC for advice on such matters. Section-9: Voting shall be by a show of hands or by secret ballot according to the decision of Election Commission. The highest number of votes secured by any candidate for each position shall be declared as the winner by the Election Commission. Section-10: In the event there is no one applied for an open position, Election Commission shall inform the General Body of SKCC and shall fill the position with the approval of General Body. Section-11: Election Commission members shall be neutral, fair and impartial in all matters concerning the election process. Executive Board of SKCC could remove any member from the Election Commission for conduct that is detrimental to the neutral, fair and impartial image of the Election Commission. 75% majority approval of the Executive Board is required for such removal. Executive Board shall replace the removed member by any one of the Past SKCC Presidents. Section-12: If there are not enough past Presidents or if the required number of Past Presidents is not available to form the Election Commission, then the Executive Board of SKCC can nominate the required number of persons from the registered members of SKCC as appropriate. Section 13: In the event, due to an extraordinary circumstance such as a pandemic, where it is impossible to conduct the election in a physical location; the existing KCYLS Legislative Board (LB) members may continue for another calendar year by following the procedure below. For clarification purpose, the calendar year is from January 01st to December 31st. A) KCYLS Legislative Board shall meet, physically or using an electronic method, and propose the extension request of the current members of KCYLS LB, and any other positions such as Auditor to KCYLS GB. This proposal shall be approved by simple majority of the LB members present at the same LB meeting. B) A General Body (GB) of KCYLS shall be called and the proposal of the Legislative Board (LB) shall be approved by a simple majority of the members present at the same General Body meeting. The GB meeting can be held using an electronic method if it is impossible to meet physically due to an extraordinary circumstance such as a pandemic. C) The extension shall be requested only for one calendar year at a time. D) If KCYLS General Body do not approve the extension request, then the election shall be conducted by mail ballot. ARTICLE 8-THE OATH OF OFFICE: The elected KCYLS office bearers shall take the following oath before they take charge of the office and preferably at the time of the election. The oath shall be taken at the General body of SKCC followed by the election and the Election Commission members are responsible for the oath ceremony. If an elected office bearer is unable to take oath at the time stated above, the Election Commission shall make arrangements to take the oath before the office bearer take charge of the office. If an elected member refuse to take oath, he/shall be automatically disqualified from taking that position. ‘I, (name in full) do hereby solemnly swear that I will carry out the responsibilities and duties of my office (name of office) to the best of my ability and uphold the constitution of Knanaya Catholic Youth League of Sacramento. So, help me God, my Lord, Jesus Christ’. ARTICLE 9 - PATRON The Knanaya Catholic Bishop of Kottayam, Kerala State, India is the patron of KCYLS. If a Knanaya Catholic Diocese is established in North America in the future, then the Bishop of this Diocese would be the patron of KCYLS. ARTICLE 10 – AMENDMENTS Section-1: Any amendment to the constitution and bylaws of KCYLS can be proposed by the Legislative Board of KCYLS or by any registered member of KCYLS with the signatures of at least one third of the registered members. Section-2: The Legislative Board of KCYLS shall study any proposed amendment, suggest changes if needed and approve the amendment if appropriate. Once such an amendment is approved by the Legislative Board of KCYLS, that shall be submitted to the Legislative Board of SKCC for approval before such an amendment can be presented at the General Body of SKCC. Section -3: Only the General Body of SKCC can make amendments to the constitution and by-laws of KCYLS. The proposed amendments shall be circulated at least thirty (30) calendar days before the General Body meeting. At least two-third majority of registered members present at the General Body is required to ratify an amendment. Section-4: No amendment affecting the basic Knanaya Catholic Principle shall be made. ADOPTION OF CONSTITUTION AND BYLAWS We, the initial President and Secretary of KCYLS, and the initial Director and Assistant Director of KCYLS, consent to, and herby do, adopt the foregoing Constitution and Bylaws, consisting of fourteen (14) pages, as the Constitution and Bylaws of KCYLS on the 12th day of the month of September of the year 2020 at Sacramento, California.
