2016/17 AT A G LAN C E

2016/17 has been another busy year for the LMCmanagement team, supporting and enhancing the working livesof GP members and their practices, who themselves have enduredanother difficult year.Ongoing difficulties of workforce recruitment and retention, increasingworkloads, emerging health and social care transformational plansand, increased squeezes on already tight budgets, have been the mainfocus of our collective challenges.Representing all Cheshire GPs in today’s everchanging NHSThe LMC has worked hard to raise the collective voice and profile of ourGPs at a local and national level.We have helped to shape the local transformational agenda, debating newmodels of care and formed clear views on what we should encourage ordefend against, together with championing new investment into generalpractice. This has been achieved through many discussions with ClinicalCommissioning Groups (CCGs), NHS England’s (NHSE) Local AreaTeam and Local Authority Public Health teams. The aim being, to ensurethat local GPs’ voices and best interests have been taken into account,whilst improving the lives of the local population.The development of Accountable Care Systems (ACS) has also addeda new dimension to transformation within the commissioning landscapethis year – something that we have been working on with our local GPfederations.

The LMC team has also been active in:• Helping with the negotiation on CQUINS and Local Enhanced Services• Raising ongoing concerns about failures by Primary Care Support England (PCSE) and obtaining resolution for many cases• Ensuring that PMS premiums are reinvested fully into general practice• Successfully negotiating a number of local discretionary payments• Supporting Personal Medical Services (PMS) practices in negotiations on the reduction of PMS premiums• Challenging NHSE on the lack of General Practice Forward View (GPFV) monies being made available to front line clinical staff, and• Successfully challenging Public Health England and CCG plans regarding the prescription of Influenza Prophylaxis in care homes.Supporting clinical leadership developmentOur local GPs need to feel more empowered. In order to develop theirpractices’ resilience and to take control of their workload, they need tocease anything inappropriate or underfunded. The LMC has worked hardthis year in supporting practices to do this.We have developed a longer-term series of work plans, looking ahead to2020, to provide guidance and development programmes to help equipGPs and practices plan their future. This work will continue over thecoming year.The LMC obtained external funding for a clinical leadership programme forGP Federations. This programme helped ensure that both clinical and non-clinical colleagues who are spearheading the development of federationslocally, are supported to do so within a supportive peer setting.

Supporting the business of General PracticeOur core priority as an LMC is to support our local GP Partners, Locums,Sessional GPs and GP Registrars. This year we have continued to providesignificant hands-on support to our individual members and practices.We have focused on ensuring that practices have the right resources todeliver the highest levels of quality patient care, in an environment where GPsand their teams are valued. We have pushed back against commissionersto stop un-resourced work being pushed into general practice.The team has supported practices where commissioners have tenderedservices, helped practices respond to Care Quality Commission (CQC)reports and, supported rent reviews. We have also helped practicesescalate and gain speedier resolution to individual problems caused by thepoorly commissioned transfer of primary care support from NHS England.Recognising that a number of practices are now reporting financialdifficulties and serious recruitment issues, we have this year published a‘Practice Resilience Assessment’ Tool (RAT) can we include a link to this?to help practices self assess their sustainability for the future. Moving forward - supporting general practice into the future Given the right steer and backing, the future for general practice is bright. The LMC is committed to continuing to work with and on behalf of all its GPs and practices, to help steer and deliver this vision. We will continue over the coming year to enhance the depth and breadth of our two-way engagement with all our members – GP Partners, Locums, Sessional GPs, GP Registrars and practice managers, as well as with our commissioners, peers and regulators, to help create a sustainable future and rewarding career for everyone.
